You Can't Get There From Here: Redefining Information Science to address our sociotechnical futures

Scott Humr, Mustafa Canan

Current definitions of Information Science are inadequate to comprehensively describe the nature of its field of study and for addressing the problems that are arising from intelligent technologies. The ubiquitous rise of artificial intelligence applications and their impact on society demands the field of Information Science acknowledge the sociotechnical nature of these technologies. Previous definitions of Information Science over the last six decades have inadequately addressed the environmental, human, and social aspects of these technologies. This perspective piece advocates for an expanded definition of Information Science that fully includes the sociotechnical impacts information has on the conduct of research in this field. Proposing an expanded definition of Information Science that includes the sociotechnical aspects of this field should stimulate both conversation and widen the interdisciplinary lens necessary to address how intelligent technologies may be incorporated into society and our lives more fairly.

The Institute of Nuclear Physics of the Russian Academy of Sciences Siberian Branch. People and achievements: The experience of historical bibliography of the sci-tech library

V. E. Karavaeva, Natalya A. Uglitskikh

The authors discuss the historical bibliographic vector in the work of the Sci-tech Library of Budker Institute of Nuclear Physics (Russian Academy of Sciences Siberian Branch). They characterize the milestones of the Institute since its establishment in 1950s and emphasize the role of Gersh Budker and his unique scholarly school. The authors focus on the principles of managing the Institute, its Academic Board’s democratic traditions, integration of experimental production and applied projects, and staff training. The RAS SB INP Library contributes to the preservation of scholarly legacy, builds its biobibliographical resources related to G. I. Budker, A. N. Skrinsky, E. P. Kruglyakov, B. V. Chirikov and L. M. Barkov. These resources comprise bibliographies, photo galleries, archival materials and publications, which contributes to the studies of science history and promotion of the Institute. The authors also discuss the current projects of the Library, e.g. the biographic gallery of prominent Institute researchers, information resource of the Great Patriotic War (WWII) veterans. It is important to keep the memory of scientists’ and specialists’ contributions to the fundamental and applied science. The authors demonstrate that the RAS SB INP traditions are balanced with the innovations, for example participation in international projects (e.g. the Large Hadron Collider) and new study fields like boron neutron capture therapy and building synchrotron radiation source SKIF. The paper is intended for historians of science, bibliographers, researchers, and everyone interested in nuclear physics and scientific legacy preservation.

Social Network Analysis of Editorial Board Interlocking Phenomena from the Perspective of Astronomy and Astrophysics Journals

Farshid Danesh, Samaneh Kesht Karan, Lili Banihashemi et al.

Editorial board members (EBMs) of journals play a pivotal role in authentic international scientific journals. Editorial Board Interlocking (EBI) phenomenon reflects the effectiveness and importance of the scholarly journal's editorial boards in various scientific fields. The primary purpose of this paper is to conduct a Social Network Analysis (SNA) of EBI phenomena from the perspective of astronomy and astrophysics journals. The present study is applied research based on EBI, SNA, and the descriptive-analytical approach. The statistical population of this study consists of the editorial board members of all journals of astronomy and astrophysics indexed in the JCR and official journal websites. There are 1597 job positions in 67 astronomy and astrophysics journals occupied by the 1394 scholars. Data analysis shows EBI for 95 scholars and 79 organizations. "Aleksei A. Starobinsky" from Russia and the Russian Academy of Sciences, "Daniel J. Scheeres" from the United States, and the University of Colorado Boulder have the highest EBI contributions in five journals. "Daniel J. Scheeres," with a centrality of 39, has the highest degree of centrality measurement among the EBMs. The presence of more than five times as many men as women indicates that astronomy and astrophysics journals are considered "masculine" by the editorial board. The EBI phenomenon is observed in astronomy and astrophysics journals due to the limited number of peop le eligible for the editorial board. Due to EBI, a limited number of famous scholars are made macro-policies such as publishing the articles, referees selections, and the reviewing process. Astronomy and astrophysics journals have "elite" academic networks. Gender inequality exists among EBMs, and the majority of them are male. Accordingly, these journals are "men's journals."

Open Access Library and Information Science journals: an analysis of the adopted business models

Ana Vitória Nunes de Oliveira, Maria Giovanna Guedes Farias

ABSTRACT This study investigates the business models practiced by open access scientific journals in the area of Library and Information Science, indexed in the Directory of Open Access Journals (DOAJ). We did an exploratory study of the theme, combining quantitative and qualitative approaches, and applying the documentary method. The data were collected in the DOAJ, retrieving the journals of Library and Information Science that are indexed in the filter "Bibliography. Library science. Information resources", followed by a visit to each journal's website to identify descriptive characteristics. Content analysis was used to evaluate and categorize the data collected. As a result, it was verified that most of the journals retrieved in the filter do not charge Article Processing Charges (APCs), and that of those that do, a considerable portion use the 'Publishing Rates' business model with discount policies and/or fee exemptions. It is concluded that this theme has different perspectives when considering the financial sustainability of a journal, with advantages and disadvantages, mainly regarding the authors of articles to be submitted in journals that use APCs.

How Long Can We Build It? Ensuring Usability of a Scientific Code Base

Klaus Rechert, Jurek Oberhauser, Rafael Gieschke

Software and in particular source code became an important component of scientific publications and henceforth is now subject of research data management.  Maintaining source code such that it remains a usable and a valuable scientific contribution is and remains a huge task. Not all code contributions can be actively maintained forever. Eventually, there will be a significant backlog of legacy source-code. In this article we analyse the requirements for applying the concept of long-term reusability to source code. We use simple case study to identify gaps and provide a technical infrastructure based on emulator to support automated builds of historic software in form of source code.

FAIR: Fairness-Aware Information Retrieval Evaluation

Ruoyuan Gao, Yingqiang Ge, Chirag Shah

With the emerging needs of creating fairness-aware solutions for search and recommendation systems, a daunting challenge exists of evaluating such solutions. While many of the traditional information retrieval (IR) metrics can capture the relevance, diversity, and novelty for the utility with respect to users, they are not suitable for inferring whether the presented results are fair from the perspective of responsible information exposure. On the other hand, existing fairness metrics do not account for user utility or do not measure it adequately. To address this problem, we propose a new metric called FAIR. By unifying standard IR metrics and fairness measures into an integrated metric, this metric offers a new perspective for evaluating fairness-aware ranking results. Based on this metric, we developed an effective ranking algorithm that jointly optimized user utility and fairness. The experimental results showed that our FAIR metric could highlight results with good user utility and fair information exposure. We showed how FAIR related to a set of existing utility and fairness metrics and demonstrated the effectiveness of our FAIR-based algorithm. We believe our work opens up a new direction of pursuing a metric for evaluating and implementing the FAIR systems.

Availability, Accessibility, and Use of Electronic Information Resources among Undergraduate Students in Fountain University Library, Osogbo

A. A. Salman, Abdulganiy Okanla AHMED, R. Raheem et al.

This study investigated the availability, accessibility, and use of electronic information resources among undergraduate students in Fountain University Library, Osogbo. Survey research design was deployed, while quantitative research method was adopted using questionnaire for data gathering. The population of the study was nine hundred and fourteen (914), where a sample size of two hundred and seventy-eight (278) was determined using Research Advisors Table. Questionnaire was administered on the sample size and the data gathered were analyzed using descriptive statistics. The findings discovered that eLibrary is available with functional twenty (20) All-in-One Computer Workstations. It was revealed that OPAC, EbiscoHost, Research4Life, ScienceDirect, and e-resources (textbooks and journals) on Nursing, Law, Medical Laboratory Science, and Public Health are available. Few e-resources for all other twelve programmes in the university are also available in the eLibrary. Findings discovered that, e-references, CD-ROM, e-bibliography and e-archives were not available. It was also discovered that the available electronic information resources, though, accessible, but were not sufficientfor adequate use by the respondents. Considerably, majority of the respondents have a positive perception of electronic information resources and services. The study recommended that there should be acquisition of more data bases in addition to those in use, as well as, subscription to more e-resources, especially books and journals, which will cut across all the twelve programmes in the university. This will improve patronage and satisfaction of the patrons in order to justify the huge amount invested in the project. the use of electronic information resources in the Fountain University Library. The findings revealed that e-journal, e-database, e-book and internet are utilized daily, weekly and occasionally than other e-resources. Result further showed a low usage of OPAC, e-dictionary and CD-ROM. Overall, the usage level of electronic information resources by undergraduate students can be rated average. Low use of CD-ROMs, OPAC and e-dictionary may as well be attributed to advancement in technology and proliferation of Internet access with the use of mobile phone, modem and router among library users. The finding corroborated with the findings of Ikoja-Odongo and Okello-Obura (2013) who recorded low number (11.6%) of the respondents in the used of CD-ROM.
