Exploring the Need to Use “Plagiarism” Detection Software Rationally

Universities and journals increasingly rely on software tools for detecting textual overlap of a scientific text with the previously published literature to detect potential plagiarism. Although software outputs need to be carefully reviewed by competent humans to verify the existence of plagiarism, university and journal staff, for various reasons, often erroneously interpret the degree of plagiarism based on the percentage of textual overlap shown in the similarity report. This is often accompanied by explicit recommendations to the author(s) to paraphrase the text to achieve an “acceptable” percentage of overlap. Here, based on the available literature and real-world examples from similarity reports, we provide a classification with extensive examples of phrases that falsely inflate the similarity index and argue the futility and dangers of rephrasing such statements just for the sake of reducing the similarity index. The examples provided in this paper call for a more reasonable assessment of text similarity. To fully endorse the principles of academic integrity and prevent loss of clarity of the scientific literature, we believe it is important to shift from pure bureaucratic and quantificational view on the originality of scientific texts to human-centered qualitative assessment of the manuscripts, including the software outputs.

Exploratory Cross-Cultural Study of Virtual Library Tourism

This study investigates the cross-cultural perceptions of Indonesian and Malaysian students regarding the virtual literacy tourism services offered by the National Library of the Republic of Indonesia. As part of ongoing digital transformation efforts in the literacy sector, these virtual tour services provide an alternative means of accessing information and promoting cultural heritage. The purpose of this research is to analyze perceptual differences between the two student groups using user experience theory, which encompasses cognitive, affective, and cultural dimensions. A quantitative comparative design was employed, involving a purposive sample of 100 participants, 50 students from Indonesia and 50 students from Malaysia. Data were collected through an online questionnaire using a 5-point Likert scale and analyzed through descriptive statistics and independent sample t-tests. The findings reveal that, overall, there are no significant differences between the two groups across most indicators. However, a notable distinction appears in the affective dimension, specifically the sense of presence, which is higher among Malaysian respondents. These results indicate that user experience is shaped by cultural context and highlight the potential of virtual library tours to foster cross-cultural engagement and understanding.

Libraries for information support of science and education

The new national system of higher education is being developed in the Russian Federation to be launched by September 1, 2026. The author specifies the educational institutions participating in the pilot project and analyzes the vectors of applying tools of generative artificial intelligence (AI), and ChatGPT in particular, in education. He also discusses other generative AI systems, e.g. DeepSeek (China) and national models, e.g. MTS’ neural LLM, YandexGPT language model by Yandex, Kandinsky and GigaAM by Sber, and AI model Gen-T by T-Bank. He reviews and compares the status of the national/centralized subscription to fulltext resources in 2019 and 2025. The author acknowledges the new role of academic libraries as information centers to provide user access to the global information space, and as the core of educatio-nal process to educate new type of information culture in students. He empha-sizes that in bibliographing and user bibliographic services, the AI systems can be used as text intellectual analysis systems, bibliographic managers, etc. The author concludes that the libraries have to meet the challenge of onrushing AI-technologies.

Personalization as a Principle for Creating Bibliographic Resources for Dissemination of Scientific Knowledge

In the context of the increasing of information flow, the creation of bibliographic resources for the dissemination of scientific data is becoming especially relevant. It is important not only to collect and systematize information for specialists, but also to promote the involvement of a wide range of users in the process of obtaining new knowledge, to form a complete understanding of current research and its application in real life. The principle of personalization, based on individual needs and preferences, plays a key role in this process, allows the identification of relevant and useful information sources, and facilitation of the access to the necessary data for a wide audience. Bibliographic resources, in the preparation of which this principle is laid down, are becoming an important tool for supporting communication between science and society. The purpose of the article is to substantiate the importance of creating bibliographic resources taking into account the principle of personalization, which consists in adapting the content and functionality of resources to the individual needs, preferences and interests of users. The advantages of personalized bibliographic resources are highlighted: they can act as both scientific and advisory ones to support the process of interaction between science and society. The article presents the results of a study of individual needs and preferences in the field of popular science literature of 184 users of the State Public Scientific and Technical Library of the Siberian Branch of the Russian Academy of Sciences based on the analysis of their electronic forms. The article shows the specific features of a bibliographer’s activities in creating personalized bibliographic resources for the dissemination of scientific knowledge in society.

E-LEARNING'S APPLICATION IN INFORMATION SCIENCE IN ACADEMIC LIBRARIES

An overview of LIS e-learning projects is presented in this publication. It defines e-learning, outlines its features, and discusses its resources. The study also highlights the benefits of both e-learning and traditional schooling, comparing the two approaches. When learning is done via e-learning instead of traditional methods, a lot of time is saved. Consider classroom instruction as an example. One week, a lecture might last for an hour, and attendees would have to wait another week for the next one. The process of gaining knowledge, skills, and information using digital means—typically transmitted over the internet or electronic devices—is referred to as e-learning, short for electronic learning. Aggregating e-content is possible in e-learning environments. Services provided by the library must be available from within this setting and allow for things like the building of "virtual shelves." All e-learning environments must have context-sensitive full-text access, bibliographic management tools, and library resource discovery. The possible benefits of online learning include greater educational access, better learning opportunities, enhanced student performance and abilities, and a wider range of educational possibilities.

Available bibliographic resources in Azerbaijan system development

The creation of bibliographic information has been an integral and important area of the information provision process in all periods. As a field of activity, bibliography continues to develop in the modern era, where document circulation is accelerating, while maintaining its informative function as a key determining factor in the process of information exchange between the document and the information user. In this regard, the history of creation and development features of bibliographic resources, which are one of the main existing forms of bibliographic information, always remain as an object of research. The position of current bibliographic resources in the document-request system is characterized by the more innovative delivery of information to users more quickly and efficiently. The process of creating current bibliographic examples in the Republic of Azerbaijan was created by the activities of the Azerbaijan State Book Chamber, and the National Library named after M.F. Akhundov developed and reached its current level of development. The Central Scientific Library of the Azerbaijan National Academy of Sciences and other libraries of republican importance have also contributed to the process of creating current bibliographic resources. The article examines the process of creating existing national bibliographic resources in the Republic of Azerbaijan, and compares the text and statistical indicators of existing bibliographic activity centers.

Building awareness and capacity of bioinformatics and open science skills in Kenya: a sensitize, train, hack, and collaborate model

We have applied the sensitize-train-hack-community model to build awareness of and capacity in bioinformatics in Kenya. Open science is the practice of science openly and collaboratively, with tools, techniques, and data freely shared to facilitate reuse and collaboration. Open science is not a mandatory curriculum course in schools, whereas bioinformatics is relatively new in some African regions. Open science tools can significantly enhance bioinformatics, leading to increased reproducibility. However, open science and bioinformatics skills, especially blended, are still lacking among students and researchers in resource-constrained regions. We note the need to be aware of the power of open science among the bioinformatics community and a clear strategy to learn bioinformatics and open science skills for use in research. Using the OpenScienceKE framework—Sensitize, Train, Hack, Collaborate/Community—the BOSS (Bioinformatics and Open Science Skills) virtual events built awareness and empowered researchers with the skills and tools in open science and bioinformatics. Sensitization was achieved through a symposium, training through a workshop and train-the-trainer program, hack through mini-projects, community through conferences, and continuous meet-ups. In this paper, we discuss how we applied the framework during the BOSS events and highlight lessons learnt in planning and executing the events and their impact on the outcome of each phase. We evaluate the impact of the events through anonymous surveys. We show that sensitizing and empowering researchers with the skills works best when the participants apply the skills to real-world problems: project-based learning. Furthermore, we have demonstrated how to implement virtual events in resource-constrained settings by providing Internet and equipment support to participants, thus improving accessibility and diversity.

Evidence-based biomedical research in Sub-Saharan Africa: how library and information science professionals contribute to systematic reviews and meta-analyses

Objective: This study investigated the contributions of library and information science (LIS) professionals to systematic reviews and meta-analyses with authors from Sub-Saharan Africa. It also investigated how the first author's address and type of collaboration affected the involvement of LIS professionals in systematic reviews and meta-analyses. Methods: Bibliographic data of systematic reviews with author(s) from the forty-six Sub-Saharan African countries was retrieved from MEDLINE. Content and bibliometric analyses were performed on the systematic reviews' full-texts and bibliographic data, respectively, to identify the contributions of LIS professionals and collaboration patterns. Results: Beyond traditional roles as search strategy developers and searchers, the LIS professionals participated in article retrieval, database selection, reference management, draft review, review conceptualization, manuscript writing, technical support, article screening and selection, data extraction, abstract review, and training/teaching. Of the 2,539 publications, LIS professionals were mentioned in 472 publications. LIS professionals from only seven of the forty-six Sub-Saharan African countries were noted to have contributed. LIS professionals from South Africa were mentioned most frequently—five times more than those from other Sub-Saharan African countries. LIS professionals from Sub-Saharan Africa mostly contributed to publications with first authors from Sub-Saharan Africa (90.20%) and intra-Sub-Saharan African collaboration (61.66%). Most LIS professionals (97.91%) that contributed to international collaboration publications were from outside Sub-Saharan Africa. Conclusion: The contribution of LIS professionals in Sub-Saharan Africa to evidence-based biomedical research can improve through training, mentoring, and collaboration between LIS associations in Sub-Saharan Africa and those in countries with resources and a history of research collaboration with the region.

Agricultural Biographics v. Agricultural Biographistics: Concepts, Resources of Information, and Reflexive Potential

The authors of the article explore the concepts ‘agricultural biographics’ and ‘agricultural biographistics’, proposing an interpretation of the terms. ‘Agricultural biographistics’ is defined as a full palette of portraits of agricultural scientists, sectoral bibliographical and biobibliographical reference publications, and the creation of electronic resources of biographical information about eminent figures in the field of agriculture. ‘Agricultural biographics’ is a distinct branch of historiography focusing on biographical research about agricultural scientists, and the theoretical and methodological foundations of biographical research of agricultural scientists. The article analyses the achievements in scientific bibliographical research of the Department of Biographistics at the Institute of History of Agrarian Science, Education and Technology of the National Scientific Agricultural Library of the National Academy of Agrarian Sciences of Ukraine (NSAL NAAS). The authors argue that much of specifically historical research exists alongside inadequate theoretical studies on its foundations, which, accordingly, calls for the development of some aspects of agricultural biographistics. The article also outlines the theoretical and methodological visions in the biographies of agricultural scholars, considering also the architectonics of the publications, the types/models of biographies, and methodological approaches.

Service-oriented information technologies in library processes and scientific communication

The world experience of libraries’ practical activities shows that in the conditions of rapidly developing information technologies, a service-oriented approach is required when determining the strategic development goals in the field of technologies focused on users, to identify their needs and provide them with the necessary services. To solve the problems of increasing the efficiency of information and library services and information support of science by introducing modern service-oriented information and communication technologies, the urgent task is to develop a model for the effective organization of library processes and support of scientific communications in the web environment. The model is based on the automation of library processes; development strategies for library web resources (catalogs, databases), including heterogeneous information (text, video, audio, data, etc.) and virtual services (reference and bibliographic, library, etc.); implementation of systems for assessing their effectiveness using web analytics tools and qualitative methods, usability testing practices, methods of organizing and managing web representations.

Monitoring library and information services at Central Scientific Agricultural Library

The findings of monitoring of repertoire of and demand for library and information services (document, reference, bibliographic awareness, cultural and educational services) are discussed. The mentioned services are available through the CSAL website. The types and forms of services are analyzed, their place and demand for them are discussed. The focus is made on the online services providing access of in-house information resources, e. g. e-libraries, e-catalogs, virtual exhibitions, etc. The terminological analysis of services titles as compared to the new national standard of library information services was executed. It was revealed that the services titles meet the standardized terms and definitions. The degrees of demand for difference services are estimated as active, fluctuating and decreasing. To improve library and bibliographic services and information support of science for agro-industrial complex, the authors recommend: to study products and services of unstable and decreasing demand, to load explicit list of services in the Information Services section, to design scientist personal accounts, to make it possible for the users to take part in selecting documents for digitization and to receive e-newsletter on new library acquisitions, etc. The authors conclude that CSAL provide the wide range of library information services which is essential to increase accessibility and friendliness of Library-generated information products, to improve information support of research in agricultural industries. The findings will be used in planning user library and information services. It is imperative that user services are monitored and user demands are analyzed.

What’s in a name? Citizen science in pandemic times

The phrase citizen science is certainly appealing, especially for many of us who have championed the notion of increasing public engagement in science. Citizen science refers most often to projects in which non-scientists provide some of the labor needed for the collection of scientific data, often in environmental research contexts. This involvement provides volunteer workers in support of science while in turn, ideally, offering rewarding and educational participation opportunities for the volunteers. An early U.S. model for citizen participation has been the Cornell University ornithology laboratory, where the recruitment of a widely dispersed army of bird watchers and other non-scientist citizens continues to assist with bird population research and related studies. But the specific phrase citizen science also conjures up the idea of a sort of participatory democracy operating in the service of science, allowing fresh ideas to bubble up and their policy implications to receive thoughtful attention and popular feedback early on (or, as we later learned to say, «upstream»). It might also suggest science that operates more clearly in the service of society, taking research direction from what its citizens (as community members) actually have to say. This train of thought brings citizen science closer to the idea of community-based participatory research, in which scientific goals are defined in part by communities outside of science itself. The emergence of university-based «science shops», more a European than an American phenomenon, is another close cousin in which scientists allow communities to suggest research problems that reflect community needs. This issue of Metode presents a series of cases that illustrate both the concept and its divergent objectives: facilitating communication between scientists and non-scientists, raising public interest in science and levels of science literacy, empowering the pursuit of public policy goals, and even pushing the boundaries of social science theory. Younger participants in particular might be motivated to consider alternative career paths, potentially increasing diversity among scientific professionals. Collectively, these goals represent an ambitious agenda for the future through the advancement of frontiers in communication, education, and politics – as well as science itself. And these intriguing cases are still only a handful among many. Who is a «citizen» and in what sense can they actually «do science»? In the early days of scientific journals, most authors were gentlemen of status. Must a citizen scientist of our own time likewise be a gentleman of status? That certainly does not seem right or fair. Yet, at the same time, the idea that «just anyone» can do science is just not quite right either. Both scientific expertise and scientific authority still matter, especially in the era of climate and COVID where misinformation is often said to be rampant – and is potentially deadly. Given that, what exactly is the role of «citizen scientists»? How do we balance the need for scientific rigor with the need for community involvement (in both directions)? This is a question with no obvious answer. The idea of citizen science (or amateur science before it) brings with it tensions about the social nature of scientific truth, both the «citizen» part and the «science» part. As Bryan Wynne’s well-known 1989 paper on post-Chernobyl sheep farming argued, radiation scientists had one form of expertise but others (the farmers) had other forms, such as their knowledge of sheep lifecycles, seasons, pastures, and markets. Solutions to managing radiation pollution on sheep farms required both forms. And yet scientific truth is still established by scientific consensus, not by public opinion or even public participation. In this era of «alternative facts», where it almost seems as though everyone gets to make up their own reality, assisted in no small measure by the dynamics of social media, we are regularly pushed to defend the authority of science. To do that, we need allies. I believe that one productive way of thinking about «citizen scientists» is that they are, or can become, exactly those needed allies, linking communities and societies to the fruits of scientific expertise in the form of knowledge. We should think of the role of citizen scientists not only as gathering data for the «actual» scientists to make use of, but also serving as community opinion leaders on science-related topics.

140 Years of the Herzegovina Uprising: Research and Unification of Materials From the Legacy of Hamdija Kapidžić and Documents About the Herzegovina Uprising in the Funds of the NULB&H, Archive of B&H, Academy of Sciences and Arts of Bosnia and Herzegovina and the Funds of Austrian Libraries and Archives

The Herzegovina uprising in 1882, as the uprisings that preceded it, represent a specific period in the history of Bosnia and Herzegovina. Numerous studies were conducted to clarify this topic and the significance of the Herzegovinian uprising for the entire Bosnian society and its position in world trends. We can find sources on this topic in heritage institutions throughout the country and outside its borders. This work aims to present the results of research and unification of materials from the legacy of Hamdija Kapidžić and documents about the Herzegovina Uprising in the funds of the NULB&H, Archive of Bosnia and Herzegovina, Academy of Sciences and Arts of Bosnia and Herzegovina and the funds of Austrian libraries and archives. The material is presented through a bibliography with accompanying registers and will serve as a starting point for all researchers and users dealing with this topic. At the same time, it will bring a significant overview of this part of our history.

Acquiring the database “Internet resources in culture and arts” at the Russian State Art Library

The author discusses acquiring and developing the database “Internet resources in culture and arts” at the Russian State Art Library. The networked online resources are highly demanded by the users in science, academic and professional sphere, as well as by expert librarians. The stages of database design are specified; defining the subject scope, selection principles and search strategies are defined. The role of recommendations included into European MINERVA project “European MINERVA project «Cultural web-User Interaction” (2008). The criteria for selecting Internet-resources for cataloguing are analyzed; the description formats are evaluated, i. e. the Dublin Core and Russian communication format of machine-readable bibliographic records RUSMARC, with the preference given to the later. The difficulties in describing resources and filling in RUSMARC fields are identified. The general and specific problems of cataloging Internet resources were solved; the principles of constructing bibliographic record of online digital resource “Internet resources in culture and arts” were developed. The significance of regular audit of the information resource, its relevancy and accessibility is emphasized. The examples of queries to the database are provided. The content of the resources included into the database “Internet resources in culture and arts” expands the study field through adding the wider range of document sources.

The societal responsibility of faculty members ‎and their assistants in the Library and Information ‎Department at South Valley University, Qena: a ‎case study

The study aimed to identify the reality of the social responsibility of the faculty members and their assistants in the Department of Library and Information at the University of South Valley and their role in community service, to identify the difficulties of achieving social responsibility and proposals for its development, and then to develop a proposed plan to activate and develop social responsibility in the department, and to achieve this goal the study used the case study methodology and adopted On the questionnaire, as a tool for collecting data, it was applied to all 15 members of the faculty and their assistants in the department. The study concluded that the reality of the social responsibility of the members of the study community was an average with an arithmetic average of 1.72, and that the department's role in community service was an average with an arithmetic average of 2.01, and the study also found that there were no statistically significant differences in the reality of social responsibility in the study community due to the gender and degree variables Scientific, years of experience and place of residence. Accordingly, the study recommended strengthening the relationship between the department and the community by attending conferences, seminars, and religious and national events held in the various community institutions and the need to establish a website for the department and direct scientific research to solve community problems and encourage joint research to serve the community and resolve to hold scientific conferences in the department.

Research on Library and Information Science in Spain: diagnosis 2020

Spanish research in Documentation (or Library and Information Science, LIS) rose to prominence in the 1980s, in parallel with the creation of university programmes in LIS, and activity in this field continued to increase significantly until the year 2000. During this period, research in Documentation was oriented towards dissemination rather than innovation, its international impact was low, and it suffered from limited financial and human resources and a lack of methodological quality. In the first 20 years of the 21st century, research in this field has experienced an extraordinary level of growth and diversification, with the result that many of the problems mentioned above have been resolved. This article presents a general overview of Documentation research in Spain over the last 20 years based on an analysis of five fundamental aspects: publications (articles and monographs), topics and methodologies, scientific journals, research projects, and doctoral theses. General descriptive data from public statistical sources are offered on each of these aspects, together with observations drawn from a bibliographic review. Our conclusion is that the evolution of Spanish research in Documentation over the last 20 years has been very positive, due to a quantitative increase in activity (publications, theses, research projects, etc.) and a qualitative improvement in the use of research methods and techniques, as well as a diversification of research topics. However, there is room for improvement in the area of internationalisation (collaboration with foreign authors) and the presentation of international projects. There is also a risk that retirement of researchers and the absence of generational renewal of staff, especially at universities, may slow down this growth.

Identification and Prioritization of Factors Contributing in Cloud Service Selection Using Fuzzy Best-worst Method (FBWM)

The introduction of cloud computing techniques revolutionized the current of information processing and storing. Cloud computing as a competitive edge provides easy and automated access to the vast ocean of resources through standard network mechanisms to businesses and organizations. Due to the vast diversity of service providers and their respective variety of available services with different qualities, top managements often face difficulty for choosing the best available option. So, considering the growing significance of the mentioned issue, this study aims to identify and rank contributing factors in selection of cloud service providers. In that attempt, this research approaches its goal by going through three major phases. Firstly, in phase one, prior studies are reviewed for extracting related elements of selection. Secondly, by employing Fuzzy Delphi method and obtaining results by interviewing experts in this field such as IT managers and technicians, this study tries to finalize the list of contributing factors. Lastly, by utilizing Fuzzy best-worst multi-criteria decision-making method, which is one of the most recent techniques employed to statistically rank variables, this research introduces a list of vital factors for cloud service selection. Based on the findings of this study, there are five major categories involved in the selection process which are: performance, security, data management, personal data protection and environmental-organizational. The finalized result of ranking shows that, performance related factors such as accessibility, response time and capacity are the first priority. The runner-up is security with reliability and governance. Environmental-organizational variables lands in the third place by considering rental and network costs.

Análisis de la pesquería artesanal de sardina (Sardinella aurita) en Venezuela

La sardina (Sardinella aurita) es una especie que se explota artesanalmente desde hace 74 años en zonas cercanas a las costas de los estados Sucre y Nueva Esparta, Venezuela, donde la productividad biológica es generalmente alta debido a eventos de surgencia. Como todos los recursos pelágicos costeros, la sardina presenta fluctuaciones estacionales en su biomasa por efectos de las condiciones biológicas y ambientales relacionadas con los reclutamientos, y la actividad pesquera artesanal. En los últimos años la pesca ha experimentado una fuerte disminución de las capturas y su efecto ha provocado impactos des- favorables en los subsectores de extracción y procesamiento, donde la oferta y la demanda del recurso dominan el escenario socio-económico, con el consecuente aumento en el esfuerzo y los riesgos para el recurso. En tal sentido, se consideró conveniente analizar la pesquería basado en un modelo holístico e información técnica y científica, a través de dos enfoques en el contexto biológico-tecnológico y socio-económico, con el fin de explorar posibles soluciones en la evaluación y toma de decisiones en la gestión pesquera. Se demostró que la pesquería podría colapsar por la competencia del recurso, desconocimiento de la biomasa pescable e insuficientes medidas de gestión, por lo que se hace necesario investigar la pesquería de sardina con enfoque ecosistémico y ampliar las medidas de regulación, aplicando cuotas de captura a fin de mantener una biomasa saludable a través de un efectivo manejo precautorio. Abstract The sardine (Sardinella aurita) is a species that has been exploited artisanally for 74 years in areas near the coasts of the states of Sucre and Nueva Esparta, Venezuela, where biological productivity is generally high due to upwelling events. Like all coastal pelagic resources, sardines present seasonal fluctuations in its biomass, due to biological and environmental conditions related to recruitments and artisanal fishery activity. In recent years, fishery has experienced a sharp decrease in catches and its effect has led to unfavorable impacts in the extraction and processing subsectors, where offer and demand of the resource dominate the socio-economic scenario. Consequently, fishing effort may increase, as well as other risks to the resource. In this sense, it was considered convenient to analyze the fishery based on a holistic model and technical and scientific information by using two approaches, within in the biological-technological and socio-economic context, in order to explore possible solutions in the evaluation and decision- making in fishery management. It was demonstrated that the fishery could collapse due to competition for this resource, lack of information about fishing biomass, and insufficient management measures. Thus, it is necessary to investigate the sardine fishery with an ecosystem approach and to extend the regulatory measures, by applying capture quotas, in order to maintain a healthy biomass through effective precautionary management. “Rumyantsev Readings — 2020”. Research in the Area of Library Science and Book Studies on the Pages of the Conference Proceedings

International scientific and practical conference “Rumyantsev Readings” in 2020 was held in absentia. The Publishing house of the Russian State Library “Pashkov Dom” prepared the conference proceedings in two parts, which included 176 articles. Among the participants of the conference there are specialists from libraries of all levels and different departmental subordination, museums, archives, Universities, scientific research institutes in Russia, Belarus, Great Britain and Kazakhstan. The articles cover a wide range of issues on the theory and practice of library science, bibliography science, book studies, the history of librarianship and library activities at the present time. Considerable part of the reports was prepared under the theme “Libraries in the context of history: private collections and state book repositories”. In the year of the 75th anniversary of the Victory, many researchers turned to the history of libraries during the Great Patriotic War. The conference proceedings include materials about outstanding representatives of librarianship, researchers and collectors, where the authors analyse and evaluate their activities. Traditionally, “Rumyantsev readings” present a large number of works on the disclosure of the collections of libraries and archives, description of stored materials: manuscripts, rare books and book monuments, art editions, maps and printed music. Within the topics of the section “Library classification systems” there are presented the articles devoted to separate sections of Library Bibliographic Classification and general issues of system modernization and implementing it in practice, publication of LBC schedules and the value of its public e-version for the development of classification search and improving efficient use of library collections. Issues related to the current activities of foreign and, primarily, domestic libraries are presented in extremely wide range: from understanding the place of libraries in the modern space of socio-cultural communication and strategic approaches to innovation management to highlighting specific projects under implementation. The reports raise the topics of training future librarians in higher education institutions and improving their skills in future, developing and implementing standards, digitizing library collections, and bibliometric analysis. The article analyses the state of digitalization of scientific — information activities in libraries, presents characteristics of separate online information resources, raises questions on the development of regulatory framework for labour rationing and the formation of the library’s image in social networks and information publications about it. Publication of the proceedings will serve to achieve the main goal of the conference — to draw attention to the issues of preserving and studying the world cultural heritage, problems of functioning of libraries at the present historical stage, search for ways of innovative development, expand cooperation between cultural, educational, scientific institutions and intercultural interaction.
