Abstrak

The new national system of higher education is being developed in the Russian Federation to be launched by September 1, 2026. The author specifies the educational institutions participating in the pilot project and analyzes the vectors of applying tools of generative artificial intelligence (AI), and ChatGPT in particular, in education. He also discusses other generative AI systems, e.g. DeepSeek (China) and national models, e.g. MTS’ neural LLM, YandexGPT language model by Yandex, Kandinsky and GigaAM by Sber, and AI model Gen-T by T-Bank. He reviews and compares the status of the national/centralized subscription to fulltext resources in 2019 and 2025. The author acknowledges the new role of academic libraries as information centers to provide user access to the global information space, and as the core of educatio-nal process to educate new type of information culture in students. He empha-sizes that in bibliographing and user bibliographic services, the AI systems can be used as text intellectual analysis systems, bibliographic managers, etc. The author concludes that the libraries have to meet the challenge of onrushing AI-technologies.
