The authors provided a theoretical analysis of the impact of hybrid employment on personnel capacity and productivity in Ukrainian IT companies. The article analyzed features of hybrid work's short-term and long-term effects under both pandemic and wartime conditions. The study argues that, when supported by strategic management, this form of employment can enhance organizational resilience, reduce employees turnover, and improve the efficiency of team interaction. A conceptual framework for assessing hybrid work effectiveness is proposed, covering three key dimensions: productivity, personnel capacity, and business performance. The authors recommended implementing OKR systems, HR analytics, and regular employee feedback mechanisms to improve the quality of human resource management in hybrid settings.

Background: Shared leadership is regarded as a fundamental approach to complexity leadership theory in terms of adaptability and flexibility. It emerges from communication among team members in a complex environment and consists of three dimensions: task coordination, personal support, and information sharing. Purpose: This study investigates shared leadership and its dimensions which are task coordination, personal support, and information sharing using social network analysis. By incorporating social network theory, the social and relational aspects of shared leadership can be revealed and emphasized. Study design/methodology/approach: Social network analysis was used to test the hypotheses on the data collected from the employees of a tourism organization. Findings/conclusions: The findings indicate that the individuals in task coordination, personal support and information sharing networks have a medium or low percentage of degree centrality in the social networks of their units or departments. The social networks of task coordination, personal support and information sharing have a high percentage of degree density when all individuals are treated as a total network and individuals in different departments and units as separate networks. This situation is led by the more balanced distribution of the power among the actors, dense communication between the members and intense network relations in task coordination, personal support and information sharing networks. Limitations/future research: The present study focuses only on internal network relations. As a future body of work, the study could be expanded to include both external and internal network relations to provide a wider understanding of the shared leadership concept. As another future body of work, to reach more generalizable results, this study can be expanded with a meta-analysis that will be performed on the results obtained by applying the survey on other organizations and processing the data collected with social network analysis methods again.

This paper analyses, by means of ten elements that the author considers fundamental, how to cope with the management of temporality in public employment from 2025 onwards, after the end of the stabilization processes of temporary employment that started back in 2022 by Law 20/2021 of December 28th and when the resulting picture is, on the one hand the incorporation of permanent personnel as a consequence of that stabilization, the presence of hundreds of thousands of people with temporary ties in structural positions, some figures for the reduction of temporary employment show a partial failure of the law and the creation of new temporary employment for various reasons, mainly due to the replacement of people due to retirement, which implies an extraordinarily complex management framework.

Dark tourism sites serve as powerful spaces where history, memory, and emotion intersect, shaping both individual experiences and collective narratives. The aim of this paper is to investigate how dark tourism narratives are constructed around post-Soviet memory and gendered suffering. A mixed-methods approach was employed, including content analysis of media sources (2013–2023), semiotic analysis of brochures and promotional materials, and survey data with Likert and open-ended questions (<i>n</i> = 250) collected via QR codes in 2023. ALZHIR (Akmolinski Lager Zhen Izmennikov Rodiny) is predominantly portrayed as a symbol of Soviet repression and gendered trauma. Media visibility remains limited due to geographic isolation, while museum narratives emphasize resilience and national unity. ALZHIR functions both as a commemorative and political space, blending authentic storytelling with state narratives. This study contributes to the international dark tourism literature by highlighting the transformative role of emotion, the politicization of memory in post-Soviet states, and the underexplored dimension of gendered suffering.

Orchestrating next gen applications over hterogeneous resources along the Cloud-IoT continuum calls for new strategies and tools to enable scalable and application-specific managements. Inspired by the self-organisation capabilities of bacteria colonies, we propose a declarative, fully decentralised application management solution, targeting pervasive opportunistic Cloud-IoT infrastructures. We present acustomisable declarative implementation of the approach and validate its scalability through simulation over motivating scenarios, also considering end-user's mobility and the possibility to enforce application-specific management policies for different classes of applications.

The concept of the ‘glass ceiling’ represents the significant barriers that women face in climbing the corporate hierarchy, but recently, the focus has shifted to the ‘broken bottom rung’, where women are bypassed for initial leadership roles. This paper investigates the impact of gender on performance evaluations, particularly female-to-female peer ratings, which are critical to career progression. Our study tested three hypotheses about the disparity in female allyship within professional contexts. Participants (<i>N</i> = 160) from psychology classes in 2018–2019 evaluated their peers in project teams using five ITPMetrics measures. Contrary to previous research suggesting that women receive more critical evaluations than men, this study found no evidence supporting such bias. However, it revealed that women scored higher in process-based skills rather than outcome-based skills, aligning with role congruity theory and the notion of gendered skills. These findings highlight the need for further research into female peer evaluations and their impact on career advancement. This study challenges assumptions about women’s roles in the workplace and advocates for organizations reconsidering the emphasis placed on performance appraisals, proposing alternative assessment methods to foster more equitable and inclusive professional environments.

Changing conditions inevitably affect military structures and systems. Throughout history, military structures have constantly undergone changes due to doctrinal, organizational, strategic, and technological developments. This research aims to identify the problems experienced by armies in the digital transformation process and to discuss possible solutions to these problems. As a research method, a hybrid method has been used by applying systematic literature review and expert interviews. The unique value of this research is that it addresses practical and current problems faced by armies in the digital transformation process and offers concrete, realistic, and applicable solutions to these problems. This study has reached the conclusions that old systems had problems adapting to new technologies, digital transformation created cyber security vulnerabilities, there was a lack of infrastructure in data management, and personnel having ten years or more in education and training fields may be resistant to change. These findings will help practitioners and decision-makers in the armed forces to make predictions in situations such as transformations in the organizational structures of armies through changes in technologies during the digital transformation process, personnel employment, new skill and capacity requirements, military training systems, and decision-making processes.

Although research on virtual reality (VR) as a pedagogical tool within counselor education is scarce, the parallel use of VR in health sciences education indicates VR simulations may have similar utility and effectiveness in training counselors. This conceptual piece aims to assist counselor educators in building VR simulations for counselors-in-training (CITs). The authors review the research on VR usage in counselor education and explore the practical implications of VR simulations for training counselors. The authors describe the development and utilization of VR simulations across multiple stages of training in a counselor education master’s program to support CITs’ clinical skill development during the COVID-19 pandemic. Advantages, limitations, and diversity and equity considerations of VR simulation usage in counselor training are discussed.

This study examines the nature of brand associations that air travellers form with airports and which associations are important when choosing between airports. Using semi-structured qualitative interviews, this study collected information about 240 participants’ most recent trips using air travel, encompassing 642 airport visits and 88 airports worldwide. The associations that participants made with the airports they travelled through were collected, as well as the sorts of associations that are important for choosing between airports and why those associations are important. The data were analysed using thematic analysis, revealing 13 themes each for airport brand associations and important associations for choosing between airports and 14 themes for reasons why those associations were important. Single-sample <i>t</i>-tests reveal that each of these themes has a different effect size in terms of its effect on airport brand association formation and its effect on attitudinal brand choice. This study contributes to the air transport and tourism literature by providing a detailed account of which associations air travellers form with airports and which are used for choosing between airports by contextualising these findings by viewing airports as compound brands. Managerial implications are also provided along with avenues for future research.

Advances in big data and artificial intelligence (AI), including machine learning (ML) and other cognitive computing technologies (CCT), have facilitated the development of human resource management (HRM) applications promising greater efficiency, economy, and effectiveness for public administration (Maciejewski, 2017) and better alignment with the modern, constantly evolving employment landscape. It is not surprising then that these advanced technologies are featured in proposals to elevate the government’s human capital. This article discusses current and emerging AI applications that stand to impact most (if not all) HRM functions and their prospects for elevating public human capital. In particular, this article (a) reviews the current state of the field with regards to AI and HRM, (b) discusses AI’s current and potential impact upon the core functional areas of HRM, (c) identifies the main challenges AI poses to such concerns as public values, equity, and traditional merit system principles, and (d) concludes by identifying research needs for public HRM scholarship and practice that highlight the growing role and influence of AI applications in the workplace.

Over the past several decades, Chinese universities have introduced various Western-style human resource management (HRM) practices to improve organizational performance. Such HRM innovations have resulted in new employment relations and paradoxical HR practices, which cannot be explained by the unitary institutional logic assumed by conventional HRM theories. Based on in-depth interviews of academic and administrative members, this study examines how Chinese universities struggle to reconcile competing institutional logics through HR innovations for ambidexterity. Our research reveals a unique transformation trajectory of personnel management in Chinese public universities. The findings indicate that human resource management in Chinese universities has been influenced by multiple logics of socialism, market, and corporation, heading along the neoliberal and managerial route while being shaped by strong state regulations. Chinese universities still have a long way to go to reconcile multiple institutional logics and achieve ambidexterity.

Cybervetting has become common practice in personnel decision-making processes of organizations. While it represents a quick and inexpensive way of obtaining additional information on employees and applicants, it gives rise to a variety of legal and ethical concerns. To limit companies’ access to personal information, a right to be forgotten has been introduced by the European jurisprudence. By discussing the notion of forgetting from the perspective of French hermeneutic philosopher Paul Ricoeur, the present article demonstrates that both, companies and employees, would be harmed if access to online information on applicants and current employees would be denied. Consistent with a Humanistic Management approach that promotes human dignity and flourishing in the workplace, this article proposes guidance for the responsible handling of unpleasant online memories in personnel decision-making processes, thereby following Ricoeur’s notion of forgetting as “kept in reserve”. Enabling applicants and employees to take a qualified stand on their past is more beneficial to both sides than a right to be forgotten that is questionable in several respects.

Encouraged by the perceived success of new public management (NPM) in other nations globally, the Abu Dhabi government adopted this system of management after 2010. To date, limited research has investigated the advantages and disadvantages of NPM for both the organization and the employee. Thus, the purpose of this study is to assess the extent to which NPM influences employee behaviors, particularly focusing on any possible negative effects of NPM on employee work–life balance. An exploratory, inductive, qualitative research method was adopted, which involved a total of 42 semi-structured interviews, conducted in two rounds with 21 public sector managers in Abu Dhabi. It was found that the strategic objective of maximizing customer satisfaction increased the workload of most managers, and one-third of our research participants perceive that their work–life balance has deteriorated since NPM was adopted. However, removing levels from organizational hierarchies and increasing individual responsibilities were generally reported as motivating. Although studies undertaken in other countries have suggested a link between NPM and worsening employee work–life balance, this link does not always hold true among our participants. Indeed, most individuals reported high levels of loyalty toward their organization and high levels of organizational citizenship behaviors. The reasons for these positive outcomes are explained.

This paper proposes a conceptual model for a secure and performance-efficient workload management model in cloud environments. In this model, a resource management unit is employed for energy and performance proficient allocation of virtual machines while ensuring the secure processing of users' applications by defending against data breaches due to unauthorized access to virtual machines in real-time. The resource management unit is guided by a secure virtual machine management unit which is designed to generate information regarding unauthorized access or inter-communication links among active virtual machines. Also, a workload analyzer unit operates concurrently to estimate resource utilization information to assist the resource management unit in the performance-efficient allocation of virtual machines. Contrary to prior works which engage access control mechanisms, encryption, and decryption of data before the transfer and the use of tunneling for prevention of unauthorized access to virtual machines which raises excess computational cost overhead, the proposed model operates diversely for efficiently serving the same purpose.
