The Evolution of the South Korea–US Space Cooperation: From Missile Restrictions to Space Alliance

Shun ZHOU, Qisong HE

South Korea’s significant achievements in space have largely stemmed from the space cooperation between Republic of Korea (ROK) and the United States. By institutionalising their security cooperation, the two countries have cooperated closely in space policy, the space industry and military space activities, thereby strengthening and deepening the ROK–US space alliance. The ROK–US space cooperation would have a profound impact on dynamics on the Korean peninsula and on space competition across the Asia-Pacific region.

Performance of the China International Development Cooperation Agency: A Critical Assessment

Yue WU

Established in 2018, the China International Development Cooperation Agency (CIDCA) seeks to improve the quality of China’s foreign aid in support of major-country diplomacy. However, few studies have comprehensively and critically assessed CIDCA’s since its inception. This article addresses the research gap by examining CIDCA’s roles in China’s diplomatic strategy, foreign aid management and project implementation. It argues that CIDCA stands at a crossroads and reforms have begun, but progress is slow, hampered by its limited capacity and the absence of a clear and coherent foreign aid strategy aligned with China’s major-country diplomacy.

Quality of Public Services at Religious State University in The COVID-19 Era

Fatimatuz Zahro Diah Putri Dani, Dian Hafit Syaifullah

This research analyzed the service quality of The Religious State University (PTKN) in the era of COVID-19. The research problems for this study can be formulated as: (1) How is the level of satisfaction of service users (students) with the services provided by PTKN in the COVID-19 era? (2) What service elements need to be maintained, improved and repaired the level of satisfaction? This study uses a quantitative method with a survey approach. The sampling technique in this survey is convenience sampling. The service quality measurement instrument refers to Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 14 of 2017, which is scientifically adapted from the five dimensions of ServPerf by Cronin and Taylor. The research result showed that the SQI value of the majority of PTKN surveyed is included in the category of “Very Good” service performance or with the category of service quality “A”. However, online teaching and learning activities (KBM) are new to all PTKN surveyed, so some service providers and service users still have to adapt to this new habit. This is one of the reasons the service application is the lowest element and needs to be repaired.

Does Instagram Have More Negative Impact on Psychological Well-Being? The Case of Korean College Students

Indeok Song

Previous research has empirically demonstrated the negative effects of social media use on young people's psychological well-being. Unlike most previous studies that focused on either Facebook or Instagram, this study comparatively examined the differences in upward comparison and its effects on self-esteem, life satisfaction, and depression between Facebook and Instagram. An analysis of survey data from 641 Korean college students, who reportedly use these two social media more actively than any other age group, found that college students experience more upward comparisons on Instagram than on Facebook. Upward comparisons on both Facebook and Instagram increased by college students' age and weekly usage time. Upward comparisons on Instagram increased by the additional factors of gender (females more than males) and number of "followings." Subsequently, the effects of upward comparison on psychological well-being were found to differ by social media platform. Upward comparisons were found to negatively impact all determinants of psychological well-being only on Instagram, but not on Facebook. The differences in upward comparison and its impact on young users' psychological well-being found in this study were discussed in terms of the different functional characteristics of the two social media platforms, which provides direction for further research needed to establish guidelines for healthy social media use by young people.

CSO Networks and Resistance to Forced Displacement in Cambodia

Sarah R. Rose-Jensen

While development-related conflicts are remarkably common in many regions, successful resolution of these conflicts, from the community perspective, is rare. The existing literature shows that early and sustained engagement with civil society has been key in securing better outcomes for communities, however, the activities and interventions of CSO networks that facilitate this are less clear. Based on more than a year of ethnographic field research in two communities engaged in protracted development-related conflicts in Cambodia, I find that through engagement with civil society networks, community members develop new understandings of development and development-related conflicts, particularly the role of the state in resolving or not resolving these conflicts, and awareness of potential solutions to those conflicts as well as of their own agency in seeking resolutions. These new understandings and agency enable community members to remain engaged in protracted conflicts, despite the high costs and barriers which increases the likelihood that the conflict will be resolved in ways that community members consider successful or at least less detrimental. The research indicates that sustained engagement with CSO networks, particularly local and regional CSOs, can help to ensure better outcomes for communities engaged in development-related conflicts in Southeast Asia.

A Study on Fake News Subject Matter, Presentation Elements, Tools of Detection, and Social Media Platforms in India

Rubal Kanozia, Ritu Arya, Satwinder Singh et al.

This research article attempts to understand the current situation of fake news on social media in India. The study focused on four characteristics of fake news based on four research questions: subject matter, presentation elements of fake news, debunking tool(s) or technique(s) used, and the social media site on which the fake news story was shared. A systematic sampling method was used to select a sample of 90 debunked fake news stories from two Indian fact-checking websites, Alt News and Factly, from December 2019 to February 2020. A content analysis of the four characteristics of fake news stories was carefully analyzed, classified, coded, and presented. The results show that most of the fake news stories were related to politics in India. The majority of the fake news was shared via a video with text in which narrative was changed to mislead users. For the largest number of debunked fake news stories, information from official or primary sources, such as reports, data, statements, announcements, or updates were used to debunk false claims.

Peta Dukungan Pemilih Pada Pemilihan Bupati Dan Wakil Bupati Kabupaten Bandung Tahun 2010

Dede Sri Kartini

The result of Local Election in Bandung District on 2010 has shown some tendency on voting behavior. Findings in the first roud election indicate that some candidates dominate certain sub districts where they live. In the second round there is some voters’ movement because some candidates don’t pass to the second round. Some voters who choose candidate from PDIP coalition in first round change their preference to candidate from Golkar coalition in second round. Meanwhile sub-districts who won by candidate from PKB coalition in the first round has moved to candidate from Golkar coalition and PKS coalition in the second round. It can be concluded that there is “political thinking” phenomena in Bandung District. Voters who prefer candidate from Moslem Party (PKB coalition) will vote candidate from other Moslem Party (PKS coalition), whereas voters who prefer candidate from Nationalist Party (PDIP coalition) will vote candidate from Developmentalism Party (Golkar ). It took more depth research to dig up the existence of political thinking.

Administrative Reform in Indonesia: How Far is The Citizens Online Complaints-Handling System (LAPOR!) About to Reach The Open Government Agenda?

Dilani Maryam, Adi Nurul Hadi, Ria Putri Palupijati

Indonesia is one of the most prominent countries that have a strong interest in implementing open government agendas. In 2011, the Indonesian government along with seven other country leaders took the initiative to form a global network movement called Open Government Partnership (OGP) as a platform in making their governments more open, accountable, and responsive to citizens. To connect the international agendas with national bureaucratic reforms agenda, the Indonesian government also establish the movement called Open Government Indonesia (OGI). Under the national public complaints management system, LAPOR! was established as the flagship of the open government movement to encourage a "no wrong door policy" guaranteeing the right of the people to file any complaint to be channeled to the authorized public service provider. The purpose of this paper is to assess how far the LAPOR! is being implemented to support open government agenda. The topic will be analyzed using Governance approach, given that Open Government movement is a new and more efficient way of doing governance. Three main dimensions will be the main focus of the discussion, namely; public participation, collaboration, and transparency. This research is conducted by using a qualitative descriptive method. Data are collected through official documents or publications, and other various written sources including journals, news, articles related to the topic of discussion. The findings of this research reveal that the implementation of LAPOR! is still facing challenges. There are still some challenges that need to be addressed.

Insolvency and Bankruptcy Code, 2016: A Paradigm Shift within Insolvency Laws in India

ANKEETA GUPTA

delivery and availability in India in light of the changes brought about by the Insolvency and Bankruptcy Code, 2016. The introduction of the Code is purported to resolve the issues within the credit ecosystem by identifying correctly all the stakeholders, most importantly the creditors and the debtors, resolving and settling non-performing assets, creating a robust mechanism for settling credit-related disputes, reducing creditor distrust and ensuring continuance of functioning of companies rather than being wound up for non-payment of debts. While the Code promises to be a game changer, there exist various challenges that need to be addressed as the success of the Code is dependent on the manner in which its provisions are implemented, especially those pertaining to the strict timelines with parties seeking excessive discretionary indulgence from the adjudicatory authorities. Further, the challenges include impact of differential treatment meted out to the creditors, the committee of creditors being ordained with considerable powers over the fate of the corporate debtor, and the insolvency professionals being allowed to run the entities without much accountability and capability has resulted in an increased number of disputes. The legal, logical and procedural hurdles thus mentioned will need to be addressed in the most amicable manner within the foreseeable future.

Introduction

Mathieu Claveyrolas, Anthony Goreau-Ponceaud, Delon Madavan et al.

Who is a Hindu? was the famous subtitle chosen by Savarkar for his nationalist pamphlet founding the Hindutva ideology in 19231. We know about the legal difficulties faced by the British (among others) to define Hindus and Hinduism, and the resulting solution, which defined being Hindu by default: being Hindu meant not being Muslim, nor Christian, nor Sikh, nor Buddhist, nor anything else. This is a rather extreme example of the necessity to define the Other when it comes to defining oneself (Mohammad-Arid & Ripert 2014). Following a workshop held in Paris in 20152, the purpose of this special issue is to start from the Sri Lankan case to study how Hinduism and Hindus define others and interact with them, and what these interactions reveal about Hinduism in general and about Sri Lankan Hinduism in particular, especially regarding religious, social, political and territorial issues. By addressing relations to the Other from the Hindu point of view, the issue proposes more broadly to develop a critical conception of Hinduism that considers this religion as a point of contact between various social and religious groups. Indeed, we argue that questioning the importance of these multiple realities of contact, whether they are recognised or denied, also helps to renew the debate about the challenges of defining Hinduism, articulated by both Hindus and scholars.

Foreign Affairs, the National Interest, and Secular-Religious Identities in Israel

Shingo Hamanaka

Despite being a key concept of International Relations theory, there is no consensus about what the national interest is. It is almost impossible for political leaders of democratic states to make a crucial decision in foreign policies when considering only the national interest without public support. Rather, we are unable to imagine the national interest without public opinion. In general, international crises galvanize people who held different opinions and unify social cleavages, such as secular-religious identities, into a nation that acts in its national interest. The author proposes a method to operationalize the key concept and describes a relationship between the national interest and religious identities in a democratic state. The selected case is the state of Israel. It is believed that Israel is a good example to think about the association between foreign affairs and political attitudes since it is characterized as a socio-religious divided society and has often waged war against Arab military forces.
