To Decarbonize or Not to Decarbonize: A Case Study of a High-Rise Office Building in Frankfurt am Main

In this case study, we investigate the financial and technical implications of decarbonizing a high-rise office building in Frankfurt am Main, Germany. This paper provides insights into energetic assessment modeling, energy-saving projections, and the investors’ economic decision-making process of implementing sustainability action roadmaps. Furthermore, the impact of reduction in energy and greenhouse gas emissions (GHG) on financial performance indicators is presented. This case can be used as an introduction for property owners to understand the methodology for energy performance assessment and to make informed investment decisions regarding the reduction of greenhouse gas emissions and energy consumption.

Пазарни нагласи към комплекси от затворен тип във Велико Търново: резултати и заключения от проучване

Настоящото изследване разглежда засиления интерес към апартаменти в жилищни комплекси от затворен тип спрямо обекти в самостоятелни сгради, съсредоточено върху предпочитанията и тенденциите на купувачите във Велико Търново, България. Базирайки се на анкета със 76 участници, проучването идентифицира основните фактори, които стимулират интереса към този тип жилища, включително сигурност, достъпност и инвестиционни възможности. Резултатите показват предпочитанията на купувачите, специфичните им нужди и някои интересни тенденции като например: предпочитания към видеонаблюдение пред жива охрана, силно търсене на партерни имоти със собствен двор, нереалистични очаквания за цени около или под 1000 €/м², както и акцент върху паркингите и енергоефективните характеристики. Това изследване допринася за обогатяване на литературата за затворените комплекси в по-малките българските градове, като предлага практически препоръки за инвеститори, предприемачи, проектанти, урбанисти и т.н.

ESG performance, digital transformation, and green innovation

Abstract Amid growing environmental challenges, enhancing Environmental, Social, and Governance (ESG) performance is vital for sustainable development. In China’s economic transformation, strengthened environmental regulations require greater corporate responsibility for carbon reduction and energy conservation. Using data from Chinese A-share listed firms (2014–2023), this study explores how green innovation influences corporate ESG performance and its underlying mechanisms. The results reveal that green innovation has a significant impact on ESG performance, with digital transformation acting as a partial mediator. In addition, executive green perceptions strengthen this relationship, while public emergencies weaken it. The positive effect of green innovation is more pronounced in Eastern regions, state-owned firms, non-growth enterprises, heavy-polluting industries, and the manufacturing sector. These findings suggest that firms should prioritize green innovation and digital transformation as strategic levers, while policymakers should implement targeted, region- and industry-specific incentives to support sustainable development.

Effect of Advertising on Employee Turnover Intentions:

Internal marketing (IM) treats employees as customers, focusing on corresponding internal measures targeted at them. However, advertising to consumers is also an opportunity for employees to recognize the social impact of their work and change their mindset. Such activities are indeed observed in business. However, little is known about them in research. In addition to the nine factors discussed in the IM literature (professional skills, rewards, work–life balance, human relations, diversity of workforce, office facilities, company cafeteria, new technology, and corporate purpose), this study targeted a tenth factor, advertising, and examined the influence of these ten factors on employee satisfaction and turnover intention. An online survey was conducted with 5,000 full-time employees in 10 industries in Japan (automobile manufacturers, electrical manufacturers, finance, food manufacturers, governments, information technology, medical device manufacturers, real estate, retail, and services), with the data analyzed using covariance structure analysis. The results revealed that advertising did not affect satisfaction; however, it had a significant positive effect on turnover intention. Furthermore, the smaller the organization is in size and the younger the employee attributes are, the greater the likelihood of increased turnover intention. These results sound a warning that when communicating within a company through advertising, care must be taken to avoid increasing employees’ desire to change jobs.

Leasing in Real Estate Valuation - Fuel Station Case Study

Leasing as a source of financing is used not only in the purchase of movable goods, but also machinery, equipment or constructions that are component parts of a real estate. Depending on the kind of leasing, it might be recognized differently from a tax or accounting perspective. The separate legal status of leased components of a real estate in relation to its main part poses a problem in valuation. As an example, one may mention a fuel station, the storage tanks, fuel dispensers or marketing visualization of which are often leased. The problem of proper leasing recognition has not yet been solved in both the theory and practice of real estate valuation. There are different regulations regarding leasing in every country, which makes it even more difficult to provide universal valuation guidelines. The authors of this article reviewed literature and practical studies on the mentioned subject and conducted a comparison of different types of lease agreements applied for fuel stations along with a qualitative analysis of their impact on the market value of such assets. Using a case study as the research tool, the article is an attempt to present the problem in a quantitative manner. In conclusion, the authors proposed their own solution to the described problem, based on the conducted scientific research. The topic may gain importance due to the recent popularization of the circular economy concept, which assumes leasing of durable component parts of buildings or constructions and their multiple use instead of one-off utilization and disposal. It sheds new light on real estate management and may influence its valuation methodology.

Опыт международной профессиональной подготовки студентов кафедры ОСУН во Вьетнаме

В статье представлена информация о том, как кафедра «Организации строительства и управления недвижимостью» (ОСУН) НИУ МГСУ вновь перелистнула страницу в своей многолетней истории, поддержав уникальную образовательную инициативу — организацию международной производственной практики для студентов в Социалистической Республике Вьетнам. Ключевыми партнерами проекта стали Хошиминский архитектурный университет, строительные компании Ricons и Newtecons, которые занимают лидирующие позиции в сфере образования и строительной отрасли во Вьетнаме соответственно. Строительные компании Ricons и Newtecons, специализирующиеся на реализации больших девелоперских проектов, вносят существенный вклад в формирование архитектурного облика крупных городов Вьетнама. Это достигается посредством реализации масштабных, архитектурно сложных девелоперских проектов, отвечающих высоким стандартам безопасности и качества. Многолетний опыт международного сотрудничества кафедры ОСУН в сочетании с актуальными тенденциями в образовании стал надежным базисом для реализации проектной подготовки студентов во Вьетнаме. Результативность проекта полностью оправдала ожидания всех участников. Партнеры дали высокую оценку достигнутым результатам и выразили заинтересованность в расширении профессионального сотрудничества, что свидетельствует о перспективности выбранного направления международного образовательного взаимодействия. Межкультурная среда стажировки стала эффективным инструментом развития профессиональных навыков и формирования глобального мышления у будущих специалистов.

Changing Profiles of Housing Deprivation in European Union Countries

Housing deprivation is often analyzed as the proportion of population affected by housing problems related to a variety of issues. As a result, even if the level of housing deprivation is similar across countries, they may face different housing-related problems. In the presented research, an attempt was made to identify countries similar in terms of the area of housing problems. The specified dimensions were: (1) housing quality, (2) way of using the dwelling, and (3) neighborhood-related issues. The analysis indicated that in the EU, there are countries that do not show an intensification of housing deprivation in any of the areas. In 2020, these were Czechia, Austria, Estonia, and Finland. Countries with a deprivation profile related to housing quality were Romania, Lithuania, Latvia, and Cyprus; and to a lesser extent, also Hungary, Ireland, Slovenia and Belgium. Housing deprivation was mainly related to the way of using the dwelling in Greece, Bulgaria, and - to a lesser extent – also in Denmark, Poland, Croatia and Slovakia. The deprivation profile related to the neighborhood was identified in Malta, the Netherlands, France, and - to a lesser extent - also Spain, Portugal, Italy, Luxembourg, Sweden, and Germany. Housing deprivation profiles in the EU undergo changes in the 2010-2020 decade.

Improving Green Literacy and Environmental Culture Associated with Youth Participation in the Circular Economy: A Case Study of Vietnam

The circular economy (CE), a sustainability concept that promotes resource efficiency and waste reduction, has garnered significant popularity in recent years due to its potential to address pressing environmental and economic challenges. This study applies the Bayesian Mindsponge Mindspongeconomics (BMM) framework/analytic method, based on the Bayesian Mindsponge Framework (BMF), to the factors influencing young adults’ pro-environmental behavior and their purchases of green products at different price levels. The findings indicate that young adults who are knowledgeable about the CE and who value environmental protection and energy conservation are more likely to engage in waste sorting, while the factors that affect their willingness to pay (WTP) more for green and energy-saving products vary at different price tiers. This study demonstrates that knowledge of the CE, daily waste sorting habits, and environmental concern positively impact young adults’ WTP for products that are priced 5%, 10%, and 15% higher, respectively. Furthermore, this study also highlights the potential of educational programs and cultural influences in nurturing a generation that prioritizes environmental value. This research integrates multidisciplinary perspectives and offers practical implications for policymakers, educators, and businesses seeking to promote green literacy and foster an environmental culture among the youth, contributing to the broader goals of green transformation and sustainable development associated with the CE and the green economy, especially in the urban areas of emerging countries and beyond.

Commercial Real Estate Valuation Using CoStar

This paper presents a structured property investment evaluation project for real estate finance courses utilizing CoStar database. Grounded in cognitive load theory, collaborative learning, and Hattie and Timperley’s feedback model, the project employs a scaffolded approach to manage cognitive load, foster peer engagement, and incorporate iterative feedback to deepen learning. Students begin with a comparative market analysis and progress through multiple stages, ultimately selecting a property, conducting submarket analysis, and applying financial analysis techniques such as DCF and IRR based on their findings. Student survey results indicate that the project enhances hands-on experience with CoStar, connects theory with application, strengthens understanding of real estate market analysis, builds skills in DCF and financial analysis, and develops competency in data interpretation for informed investment decisions. The scaffolded design also supports the effective incorporation of instructor feedback, as evidenced by student responses.

Правовой аспект влияния коррупции на состояние экологической безопасности государства, экологическую устойчивость и экологические риски в строительной сфере

Данная научная статья рассматривает важный аспект современной проблематики — влияние коррупции на состояние экологической безопасности государства, экологическую устойчивость и риски в строительной сфере. Автор исследует, как проникновение коррупции в сферу строительства оказывает негативное воздействие на окружающую среду, увеличивая вероятность возникновения экологических катастроф и чрезвычайных ситуаций. В исследовании анализируются текущее состояние вопросов экологической безопасности в Российской Федерации в современных условиях глобального экономического кризиса и санкционного давления западных стран, в том числе через ограничения доступа к международным экологически чистым инновационным технологиям, материалам и оборудованию. В результате исследования делается вывод о неотъемлемой связи между правовым уровнем борьбы с коррупцией и обеспечением экологической безопасности государства, подчеркивается важность принятия мер по укреплению правовых механизмов борьбы с коррупцией в сфере строительства для обеспечения устойчивого экологического развития и предот­вращения негативных последствий для окружающей среды. Материал содержит значимый анализ, который может послужить основой для разработки эффективных стратегий по улучшению экологической устойчивости и снижению экологических рисков в строительной сфере через противодействие коррупции, а также практические рекомендации по совершенствованию нормативной базы и укреплению мер контроля и надзора в строительной отрасли с целью снижения экологических рисков и повышения уровня экологической безопасности государства.

Особенности возведения крупных объектов коммерческой недвижимости на этапах жизненного цикла в условиях риска

В статье рассматриваются вопросы выявления основных особенностей возведения объектов коммерческой недвижимости и деятельности строительных предприятий. Выявлены основные тенденции и подходы, которые необходимо использовать при возведении многофункциональных крупных объектов недвижимости (торговых центров) на рынке жилья. При проведении исследования были использованы следующие основные научные методы: «диалектический», «системный», «динамический», «вариантный», «балансовый», «моделирование». Информационной базой для анализа данной проблемы являются литературные источники по вопросам деятельности строительных организаций, научные статьи, монографии. Методологической основной при написании статьи послужили такие научные методы, как описание, классификация. Для эффективной работы предприятий при строительстве таких объектов на рынке жилья необходимо создание комплекса законодательных, правовых и экономических нормативов, проведение различных мероприятий на производственных процессах, которые направлены на возведение сложных и крупных однородных объектов в виде региональных групп в регионах, что наиболее полно учитывают интересы каждого участника процесса и позволяют влиять на все производственные процессы в условиях поточных форм организации и управления материальным производством на всех этапах жизненного цикла объекта недвижимости с целью его сокращения.

The architectural design practice in the folds of decision-making processes [La pratica della progettazione architettonica nelle pieghe dei processi decisionali]

The role of evaluation in urban and architectural design processes is a current field of investigation, in the national context. Scholars in evaluation increasingly focus on the need for opening the “black box” of architectural design process, directing the evaluation discipline in making explicit and communicable its mechanisms. Currently, the role of evaluation in making explicit and communicable the reasons for the choices to be made is often deepened, on the one hand, in terms of exploring the architectural design process as an intellectual, ideational and creative practice, starting from a “generative idea”; on the other hand, in terms of its contribution with respect to the quality of the product – as buildings – in relation with the quality of the project in its drafting practices. This paper reflects on architectural design as a decision-making activity that needs to be unpacked in order to be supported by evaluation through specific tools and methodologies. In doing so, the attention is shifted from the material products of architecture – such as buildings – to the processes of proposal, negotiation and finalization of projects. Consequently, the main aim is a theoretical investigation on the role of some architectural design practices in relation to the ongoing decision-making process, by exploring the connections between these practices and their results and effects in the process. Il ruolo della valutazione nei processi di progettazione urbana e architettonica è un campo di indagine attuale, nel contesto nazionale. Gli studiosi di valutazione si concentrano sempre più sulla necessità di aprire la “scatola nera” del processo di progettazione architettonica, indirizzando la disciplina valutativa a rendere espliciti e comunicabili i suoi meccanismi. Attualmente, il ruolo della valutazione nel rendere esplicite e comunicabili le ragioni delle scelte da compiere viene spesso approfondito, da un lato, in termini di esplorazione del processo di progettazione architettonica come pratica intellettuale, ideativa e creativa, a partire da una “idea generativa”; dall’altro, in termini di contributo rispetto alla qualità del prodotto – gli edifici – in relazione alla qualità del progetto nelle sue pratiche di redazione. Questo articolo riflette sulla progettazione architettonica come attività decisionale che deve essere spacchettata per es- sere supportata dalla valutazione attraverso strumenti e metodologie specifiche. Nel fare ciò, l’attenzione si sposta dai prodotti materiali dell’architettura – come gli edifici - ai processi di proposta, negoziazione e finalizza- zione dei progetti. Di conseguenza, l’obiettivo principale è un’indagine teorica sul ruolo di alcune pratiche di progettazione architettonica in relazione al processo decisionale in corso, esplorando le connessioni tra queste pratiche e i loro risultati ed effetti nel processo.

Measuring and evaluating urban sustainability [Misurare e valutare la sostenibilità urbana]

The concept of sustainable development is closely related to that of sustainability assessment, as it implies a process of evaluation of progress made over time. In this context, indicators present themselves as a key and fundamental element for measuring and evaluating the specific issues that compose the different phenomena to be monitored. Indeed, they constitute the tool that can provide qualitative or quantitative data and information needed to identify the performance, progress, and weaknesses of plans, projects, and policies. In this context, the paper investigates the potential differences that the indicator can take in the differing purposes of measurement and evaluation in the context of urban sustainable development. A literature review is therefore conducted to gather and systematize knowledge so that it can be useful for reflections on sustainable urban assessment. The paper reports the results of the analysis concerning the context of measurement and evaluation, highlighting the differences or similarities from a conceptual and operational point of view. Il concetto di sviluppo sostenibile è strettamente legato a quello di valutazione della sostenibilità, in quanto implica un processo di analisi dei progressi compiuti nel tempo. In questo contesto, gli indicatori si presentano come un elemento chiave e fondamentale per misurare e valutare gli aspetti specifici che compongono i diversi fenomeni da monitorare. Essi costituiscono infatti lo strumento in grado di fornire dati e informazioni qualitative o quantitative necessarie per identificare le prestazioni, i progressi e le debolezze di piani, progetti e politiche. In questo contesto, il documento indaga le potenziali differenze che l’indicatore può assumere nelle diverse finalità di misurazione e valutazione nel contesto dello sviluppo urbano sostenibile. Viene quindi condotta una revisione della letteratura per raccogliere e sistematizzare le conoscenze in modo che possano essere utili per le riflessioni sulla valutazione urbana sostenibile. Il documento riporta i risultati dell’analisi relativa al contesto di misurazione e valutazione, evidenziando le differenze o le similitudini da un punto di vista concettuale e operativo.

Linkages Between Property Prices and Macroeconomic Determinants: Evidence from Germany

The global financial and economic crisis has led to significant efforts to better integrate property price channels into macroeconomic models and to improve models. This paper deals with property prices in Germany and their determinants in the period Q1 2000‒Q4 2022. Since then, property prices in Germany have risen considerably. The models regularly use indicators that are aligned with the specificities of property, but less macroeconomic determinants. From economic models, theoretical modes of action between macroeconomic determinants and property prices are generally known. Regarding Germany, there are only limited studies on the direct influences of economic determinants. In the context of a regression analysis, this paper examines the relationship between the selected variables that directly drive house prices. On the one hand the results confirm a positive relationship between property prices and real GDP. On the other hand, a negative correlation was found for real short-term interest rates and inflation. In this study, no significant relationships were found between house prices and unemployment rate and long-term interest rates, despite a culture of long-term fixed interest rates in Germany.

How to invest in the “Market of Sustainability”: evaluating the impacts of a real estate investment across ESG criteria [Investire nel “Mercato sostenibile”: Valutare gli impatti di un investimento immobiliare attraverso i criteri ESG]

This article is based on recent research and debates on the development and investment models of the Real Estate sector encouraged by the new policies and action programs of the European Union, and primarily the seventeen Sustainable Development Goals-SDGs of the 2030 Agenda. In particular, the research emphasizes evaluating the effects of Italian Residential Real Estate investments on the three dimensions of sustainability conceptualized through the ESG - Environmental Social Governance criteria. In this context, the authors experiment with identifying a set of indicators according to ESG criteria helpful in describing the incidence of activities in Real Estate processes (along the entire life cycle of the asset) and, therefore, to guide residential market investors in choices with a high sustainable impact. The methodology of this work has firstly identified the European and Italian regulatory framework relating to the ESG sphere by studying the indicators already in use or developed for measuring sustainable performance particularly for real estate sector, like gaps in literature about proper methodologies to measure performance while involving process’ actors. Then, the proposed participatory methodology has been built by taking as reference a real case study - reuse of a building complex in the city of Milan for residential purposes- to identify with a panel of experts and involved actors the phases and sub-phases listed as work-breakdown structure, which may be subject to performance and impact measurement. Furthermore, ESG impacts in terms of beneficiaries from the project and key performance indicators has been assessed and ranked, resulting in an economic and social sustainability criteria priority in involved actors’ sake. Therefore, this research work provides the foundations for a replicable evaluation system for measuring sustainability standards in the residential Real Estate market considering innovatively co-participative decision-making processes along the project life-cycle. However, the methodology can be reinforced in the future with sensitivity methods on involved actors’ primary choices in the multi-criteria process and the enlargement of Panel experts’ profiles or, even, addressed to other targets more than the residential one. Il presente articolo si ispira a recenti ricerche e studi sui modelli di investimento nel settore immobiliare promossi dalle nuove politiche e dai programmi d’azione dell’Unione Europea e, principalmente, dai diciassette Obiettivi di Sviluppo Sostenibile – OSS – dell’Agenda 2030. In particolare, la ricerca si concentra sulla valuta- zione della sostenibilità delle scelte progettuali secondo le tre dimensioni (ambientale, economica e sociale) concettualizzate nei criteri ESG - Environmental Social Governance. In questo contesto, gli autori sperimentano l’identificazione di un set di indicatori derivati dai criteri ESG utili agli operatori del mercato immobiliare nella scelta di soluzioni progettuali sostenibili. In una prima fase lo studio ha analizzato il quadro normativo europeo e italiano relativo ai criteri ESG, analizzando quali sono gli indicatori definiti per la misura- zione delle performance di sostenibilità e come questi si possono applicare in ambito immobiliare. Successivamente, prendendo a riferimento un caso di studio reale relativo al recupero – a fini residenziali – di un complesso edilizio a Milano – è stato selezionato un Panel di esperti e di attori coinvolti nel progetto al quale è stato chiesto di indicare quali sono gli aspetti e i criteri significativi per operare scelte sostenibili e di determinarne l’importanza (peso). L’obiettivo è quello di definire un sistema di valutazione della sostenibilità degli interventi in ambito immobiliare, con particolare riferimento al segmento residenziale, considerando gli effetti generati dalle scelte progettuali lungo tutto il ciclo di vita del progetto, dalla fase di ideazione a quella di costruzione e gestione. I risultati ottenuti evidenziano che gli aspetti di sostenibilità maggiormente significativi sono quelli legati alla sostenibilità economica e al benessere degli utenti e dei fruitori dell’intervento; l’applicabilità della metodologia – e la significatività dei risultati – dovranno essere ulteriormente verificati attraverso l’ampliamento dei profili dei componenti del Panel di esperti e la sperimentazione su altre tipologie di intervento e di destinazioni d’uso.

Various Facets of Sustainable Smart City Management: Selected Examples from Polish Metropolitan Areas

Sustainable City solutions can become an essential element of the development of contemporary urban communities. This development path can also provide opportunities for organisations operating in cities and metropolises. An inherent feature of the organisation which a city constitutes is that it enables the people who make it up to cooperate. Climate packages, including the Green Deal and Fit for 55, are implemented in Europe, while in Poland decarbonisation processes are underway. The main challenges in this area include, on the one hand, a search for savings of energy consumed, and, on the other hand, a reduction in pollution resulting from the use of transport or heat or energy sources. Cities and metropolises will become green only when they manage to cope with these problems. The article aims at showing various facets of sustainable smart city management. With relations, information and knowledge gaining importance as the key organisational resource, cities have become, as organisations, an essential element of contemporary societies and organisations. In recent times, the harmful emissions from heating installations have drawn the attention of the public opinion in Poland. Polish municipalities distribute heat which mostly comes from local, most often district heating systems where energy is generated on a wide scale from coal combustion. This study compares the results of an air quality survey and those of a case study to assess the potential for the implementation of an automated heat control system in cities. On the basis of solutions implemented in the Warsaw Metropolis, the possibility of their implementation in the Upper Silesian (GZM) and Poznań Metropolises, too, was also assessed. Throughout Poland, there is a large potential for the application of innovative smart technologies in district heating systems to reduce the levels of harmful emissions. These reductions, which are still possible, could translate into a significant improvement in the attractiveness and competitiveness of municipalities. Finally, practical recommendations are being provided.

Transparency of Real Estate Markets: Conceptual and Empirical Evidence

The expansion of international real estate investment has also created the need for more transparency on real estate markets. In this context, the paper aims at identifying the dimensions and trends of the transparency of real estate markets in 31 states, mostly European, in correlation with their economic development. Applying the Principal Component Analysis (PCA), t-Student test and regression analysis highlighted the strong and significant associations of transparency quantified by the Global Real Estate Transparency Index with the institutional environment, macroeconomic factors, technology, innovation and the social environment. The results of the research show that the most competitive and robust countries have the most transparent and mature real estate markets. Technology, innovation, infrastructure quality and expanded business networks imply new trends in transparency in developed countries. In emerging and developing countries, the quality of governance and lack of corruption are prerequisites for transparency in real estate markets.

Role of Public Expenditure in Economic Growth: Econometric Evidence from Kosovo 2002–2015

The aim of the study is to examine the impact of public expenditure on economic growth of Kosovo. Time series data span for the period of time 2002-2015. The structure of the econometric model is built on Keynesian theories and endogenous growth model. The model estimation is performed only after implementing the Augmented Dickey-Fuller (ADF) Unit Root test to estimate if time series are stationary. Several tests have been implemented to determine model validity. The model has met all the assumptions of statistical tests: error term residuals have a normal distribution (Jarque-Bera test), there is no auto-correlation between variables (Breusch-Godfrey Serial test), and error variances are constant, known as the principle of homoscedasticity (Breusch-Pagan-Godfrey test). Gross domestic product is used as a dependent variable in the model, while public expenditure (G), foreign direct investment (FDI), export (EXP) and total budget revenue (TrTax) are used as the endogenous variables. The study results have revealed that there is a positive and statistically significant effect of public expenditures and exports on economic growth. Total budget revenue has a positive impact on economic growth but this has not been proved to be statistically significant. The authors of the research have also found out that FDI is negative and statistically insignificant.

Spatial and Temporal Diversification of the Income Affordability of Housing in Poland

The paper presents the results of research aimed at assessing the geographic diversification of the income affordability of flats on both the primary and secondary markets in Poland in the years 2012 - 2016. It analyzes the differences in the income affordability of flats: 1) in voivodeship cities, 2) between voivodeship cities, 3) between voivodeship capitals and other major cities located in counties in the voivodeship. Measures of differentiation and the Shapiro-Wilk, Fisher-Snedecor and t-Student tests were used. The source of the data used to conduct the study was the AMRON system. The results of the study indicate that: 1) changes in the income affordability of flats in voivodeship cities were small during the analyzed period, 2) the average diversification in voivodeship cities in terms of the income affordability of flats was small, however the differences in the extreme values of housing affordability indicators were high, 3) the maximum differences in the income affordability of flats between counties in the same voivodeship were high, 4) in a majority of voivodeships (11 out of 16), the income affordability of flats in a voivodeship city was lower (not always statistically significantly) than in the remaining counties of the voivodeship.

LIMITATION OF LEGAL INSTITUTIONS ASSOCIATED WITH INTERFERENCE IN THE RIGHT OF OWNERSHIP OF THE SUBJECT OF THE ECONOMY

The article is devoted to delimitation of nationalization and concepts related to it, namely expropriation, requisition, confiscation, alienation of real estate objects for the reason of social necessity. For this purpose, author identifies competent entity, object of alienation and type of decision in each of specified actions. In article was proven that nationalization is a policy tool and it should be provided by act of legislative body that runs the economic policy. Expropriation can be defined as international concept rather than economic. The related notions were examined as well. Finally, ways for improving the legal regulation were also proposed. The paper is prepared with the complex tools of tax law, criminal law, customs law, sea trade code, civil procedural code etc. The civil procedural code is compared with commercial procedural code in the context of assets arrest. In the paper the certain grounds of such governmental activity stated. One of the examples is the situation with a nowadays state-owned bank "Privatbank". The other is real estate complex of "Mezhihirya". After the paper preparation the conclusions were made, e.g. suggested not to sellout the confiscated equipment, but to transfer this to the state-owned companies; there must be a legal reason for nationalization, in other case the state would not provide such kind of economic policy; each case of state intrusion into the property rights of the business, there should be specific guarantees for the economic system. Suggested to eliminate the using of the word "expropriation" in the national legal field. The objects, subjects and reasons for each of the so-called "acts" are classified in purpose to make a notion of each case .of the deprivation of the private property of the business. Stated, that the principles of economic law must be observed during such activity of the state.
