Fueling Volunteer Growth: the case of Wikipedia Administrators

Eli Asikin-Garmager, Yu-Ming Liou, Caroline Myrick et al.

Wikipedia administrators are vital to the platform's success, performing over a million administrative actions annually. This multi-method study systematically analyzes adminship across 284 Wikipedia languages since 2018, revealing a critical two-sided trend: while over half of all Wikipedias show a net increase in administrators, almost two-thirds of highly active Wikipedias face decline. Our analysis, drawing from large-scale adminship log analysis, over 3000 surveys, and 12 interviews, reveals this decline is primarily driven by insufficient recruitment, not unusual attrition. We identify key barriers for potential administrators, including limited awareness, ambiguous requirements, a demanding selection process, and low initial interest. Recognizing that current administrators remain highly motivated and engaged, we propose actionable recommendations to strengthen recruitment pipelines and fuel Wikipedia administrator growth, crucial for Wikipedia's long-term sustainability.

Artificial Intelligence for Inclusive Engineering Education: Advancing Equality, Diversity, and Ethical Leadership

Mona G. Ibrahim, Riham Hilal

AI technology development has transformed the field of engineering education with its adaptivity-driven, data-based, and ethical-led learning platforms that promote equity, diversity, and inclusivity. But with so much progress being made in so many areas, there are unfortunately gaps in gender equity, representation in cultures around the world, and access to education and jobs in stem education. The paper describes an ethical approach to using AI technology that supports the United Nations 2030 agenda for sustainability. In particular, this includes both Goal 5--Gender Equity--and Goal 10--Reducing Inequalities. Based on a synthesis strategy using both critical thinking strategies related to case studies around the world using AI-based adaptivity platforms to address equity gaps related to education inclusion. The model presented offers a synthesis solution that includes ethical leadership data-related to equity to measure inclusivity based upon sustainability thinking. The result has demonstrated that using AI technology not only increases inclusivity but promotes equity related to access to education in stem education access. Finally, there are concluding remarks related to transforming education into a global system.

Fate of gadolinium in inflamed mouse brain: Release and phosphate interaction post-contrast agent administration

Lina Anderhalten, Nicole Höfer, Daria Dymnikova et al.

Mounting evidence for markedly increased cerebellar Gd retention under neuroinflammatory conditions after repeated linear gadolinium-based contrast agents (GBCA) administration in vivo, makes necessary a discrimination between Gd retained within the GBCA complex and forms dissociated form the complex and to characterize the chemical environment of the released Gd$^{3+}$. We employed electron paramagnetic resonance (EPR) and electron nuclear double resonance (ENDOR) spectroscopy, which enable direct detection of Gd$^{3+}$ release and evaluation of its molecular surroundings in intact cerebellar tissue from inflamed and non-inflamed brain sections exposed to either linear or macrocyclic GBCAs. The experiments were performed on sub-mm brain samples taken after administration of linear gadopentetate and macrocyclic gadobutrol in vivo in a murine multiple sclerosis model and ex vivo in organotypic hippocampal slice cultures under inflammatory conditions. EPR detected μM range Gd levels in intact cerebellar biopsies and slices and distinguished between complex-bound and released Gd following linear GBCA administration in vivo. In biopsies, we detected by ENDOR phosphorus-containing molecules in the microenvironment of released Gd. Complementary mass spectrometry (MS) and MRI calibration experiments on Gd-spiked homogenized mouse brain tissue were used to assess the relaxation-active fraction of retained Gd evidencing binding to inorganic ligands. Our findings demonstrate inflammation-promoted Gd retention, underscore the importance of integrating in vivo and ex vivo analyses to unravel mechanisms of long-term Gd retention, and suggest that conventional MRI may underestimate the true extent of Gd accumulation, especially under neuroinflammatory conditions.

Network Inference in Public Administration: Questions, Challenges, and Models of Causality

Travis A. Whetsell, Michael D. Siciliano

Descriptive and inferential social network analysis has become common in public administration studies of network governance and management. A large literature has developed in two broad categories: antecedents of network structure, and network effects and outcomes. A new topic is emerging on network interventions that applies knowledge of network formation and effects to actively intervene in the social context of interaction. Yet, the question remains how might scholars deploy and determine the impact of network interventions. Inferential network analysis has primarily focused on statistical simulations of network distributions to produce probability estimates on parameters of interest in observed networks, e.g. ERGMs. There is less attention to design elements for causal inference in the network context, such as experimental interventions, randomization, control and comparison networks, and spillovers. We advance a number of important questions for network research, examine important inferential challenges and other issues related to inference in networks, and focus on a set of possible network inference models. We categorize models of network inference into (i) observational studies of networks, using descriptive and stochastic methods that lack intervention, randomization, or comparison networks; (ii) simulation studies that leverage computational resources for generating inference; (iii) natural network experiments, with unintentional network-based interventions; (iv) network field experiments, with designed interventions accompanied by comparison networks; and (v) laboratory experiments that design and implement randomization to treatment and control networks. The article offers a guide to network researchers interested in questions, challenges, and models of inference for network analysis in public administration.

Grants4Companies: Applying Declarative Methods for Recommending and Reasoning About Business Grants in the Austrian Public Administration (System Description)

Björn Lellmann, Philipp Marek, Markus Triska

We describe the methods and technologies underlying the application Grants4Companies. The application uses a logic-based expert system to display a list of business grants suitable for the logged-in business. To evaluate suitability of the grants, formal representations of their conditions are evaluated against properties of the business, taken from the registers of the Austrian public administration. The logical language for the representations of the grant conditions is based on S-expressions. We further describe a Proof of Concept implementation of reasoning over the formalised grant conditions. The proof of concept is implemented in Common Lisp and interfaces with a reasoning engine implemented in Scryer Prolog. The application has recently gone live and is provided as part of the Business Service Portal by the Austrian Federal Ministry of Finance.

Comparing weighting and imputation methods for enhancing statistical inference of health surveys given administrative claims data

Seho Park, Brianna L Hardy, A James OMalley

National surveys of the healthcare system in the United States were conducted to characterize the structure of healthcare system and investigate the impact of evidence-based innovations in healthcare systems on healthcare services. Administrative data is additionally available to researchers raising the question of whether inferences about healthcare organizations based on the survey data can be enhanced by incorporating information from auxiliary data. Administrative data can provide information for dealing with under-coverage-bias and non-response in surveys and for capturing more sub-populations. In this study, we focus on the use of administrative claims data to improve estimates about means of survey items for the finite population. Auxiliary information from the claims data is incorporated using multiple imputation to impute values of non-responding or non-surveyed organizations. We derive multiple versions of imputation strategy, and the logical development of methodology is compared to two incumbent approaches: a naïve analysis that ignores the sampling probabilities and a traditional survey analysis weighting by the inverses of the sampling probabilities. , and illustrate the methods using data from The National Survey of Healthcare Organizations and Systems and The Centers for Medicare & Medicaid Services Medicare claims data to make inferences about relationships of characteristics of healthcare organizations and healthcare services they provide.

Problems of Tax Administration and its Impact on Budget Revenues

Marika Ormotsadze

The topic under study is of crucial importance, especially for developing countries. The aim of the present paper is to study the problems in revenue administration in terms of tax revenue in Georgia and analyze foreign experience in that respect. The main question arises here - What kind of tax rates should be implemented to be able to perform both functions of the fiscal and stimulating one. Liberal method of revenue seems an attractive one for taxpayers. According to the economic situation in Georgia, the best solution is to use the liberal method. This will help business to develop and people to find jobs. Taxation system will also benefit from that. Tax rate in Georgia amounts to 15% and is the same for everyone, regardless the size of the business. The taxation system is regarded to be proportional. As for the American and European countries, taxes there are progressive. I think the same practice should be implemented in Georgia, and not only in case of taxation.

The Perception of Romanian Tourists on the Attractiveness of the Industrial Heritage. Case Study: Municipality Of Cluj-Napoca

Florentina-Cristina Merciu, Ana Valeria Stoican, Alexandru-Ionuţ Petrişor et al.

The radical changes generated by the process of industrial restructuring and accelerated urban development have brought to the center of attention the industrial heritage as a valuable cultural resource, but at the same time vulnerable. Regeneration projects focused on the adaptive reuse of industrial heritage elements take many forms, from economic, residential to cultural conversions, the latter being correlated with the use of industrial buildings as tourist attractions. The purpose of this study is to identify the interest of Romanian tourists to practice industrial tourism, based on assessing the degree of knowledge and their desire to visit industrial monuments. For this purpose, an online questionnaire was applied, the results of which were statistically interpreted using the Covariance Analysis (ANACOVA). The main results of the study reflect the fact that there is a low share of Romanian tourists who know the significance of the concept of industrial heritage and who consider it attractive. Selecting 5 representative industrial buildings for the Municipality of Cluj-Napoca selected as a case study, only a third of the respondents stated that they know them. However, there is a relatively high interest of respondents to visit industrial monuments, mentioning as main motivations: the age of the buildings, the specific architecture, and curiosity or even form of reuse of industrial monuments. Almost half of the respondents stated that they would introduce industrial buildings in their travel itineraries if they were better promoted. The main conclusion of the study is that industrial tourism is not sufficiently promoted at national level.

Individual Factorial Structure of Biomechanical and Psychophysiological Indicators as a Basis for Determining the Fighting Style of Qualified Veteran Boxers

V.Yu. Kozin, Yu.D. Boychuk, A.V. Skaliy et al.

Purpose: to reveal the fighting style of veteran boxers based on the individual factor structure of psychophysiological and biomechanical indicators. Material and methods. The study involved 42 qualified veteran boxers (aged 45-50). A biomechanical analysis of the indicators of the movement speed of various points and the values of the joint angles while performing a direct blow by boxers has been used as a research method. The psychophysiological method has been used to determine the time of a simple and complex reaction under standard conditions and in various testing modes. Descriptive Statistics and Factor Analysis have been applied as methods of statistical analysis. Results. Two main factors have been identified in the structure of the complex performance of qualified veteran boxers,. Factor 1 (55.063% of the total aggregate variance) is named "Speed". Factor 2 (44.937% of the total aggregate variance) stands for “Speed Endurance”. Individual factor structure, which is characterized by the distinctive factor "Speed and Coordination Endurance" by more than 80% as well as by the marked factor "Speed" by less than 30% is considered to be a particularity of the tempo style boxers. Individual factor structure, which is characterized by the intensity of the factor "Speed" by more than 80%, and by the distinctive factor "Speed and Coordination Endurance" by less than 30% is considered to be typical for the playing style boxers. The individual factor structure, which is characterized by the marked factor "Speed" by more than 50%, and by the intencity of the factor "Speed and Coordination Endurance" by less than 30% is seen to be peculiar to the strength style boxers. Conclusions. It is shown that the psychophysiological features of boxers of different fighting styles are reflected in the features of the direct strike technique. The lack of speed at the beginning of the movement in tempo style boxers is supplemented and compensated by the high speed of movement. Playing style boxers are characterized by a high speed of movement at the very beginning of the strike. Strength style boxers are characterized by the gradual development of movement speed.

What is the market potential for on-demand services as a train station access mode?

N. Geržinič, O. Cats, N. van Oort et al.

On-demand mobility services (FLEX) are often proposed as a solution for the first/last mile problem. We study the potential of using FLEX to improve train station access by means of a three-step sequential stated preference survey. We compare FLEX with the bicycle, car and public transport for accessing two alternative train stations. We estimate a joint access mode and train station choice model. Estimating a latent class choice model with different nesting structures, we uncover four distinct segments in the population. Two segments (~50%) with a lower Willingness-to-Pay seem to be more likely to take-up FLEX. Ex-urban car drivers seem to be the most likely segment to adopt FLEX, showing great, since members of this segment are currently frequent users of the private car. Our case study also shows that while FLEX competes primarily with public transport when accessing local stations, it competes primarily with car for reaching distant stations.

WORLD TOURISM DURING THE COVID-19 PANDEMIC

A. Mazaraki, T. Tkachenko, O. Hladkyi

Background. Tourism is one of the most affected sectors in global economy by the spread of the COVID-19 pandemic. The introduction of hard sanitary constraints on visiting destinations has led to a sharp demand reduction for typical and related tourist services. In addition, these sanitary constraints identified negative trends in the development of domestic and international tourism in general. Significant restrictions on the functioning of the infrastructure of the tourist services market such as entertainment and recreation, public transport (including international traffic), hospitality and restaurants have affected the dynamics of performance of tourism entities and led to significant losses. Research on ways to restore the functioning of the tourism sector in the COVID-19 pandemic and after the removal of strict quarantine restrictions, as well as finding ways out of the systemic crisis, substantiation of mechanisms for regulating tourism in the new realities of the world community are especially relevant. Analysis of recent researches and publications. The works of many domestic and foreign scientists are devoted to investigations of modern tourism development problems. Thus, it is worth to note the fundamental works of M. Boiko [1], M. Bosovska [2], N. Vedmid’ [3], O. Liubitseva [4], S. Melnychenko [5], G. Mykhailychenko [6] and others. However, the peculiarities of tourism development in the conditions of complex epidemiological situation in the world and in the context of the spread of the COVID-19 pandemic in scientific papers have not yet been described in detail. The analytical conclusions of the official representations of the World Tourism Organization (UNWTO), the World Tourism& Travel Council (WTTC), the World Health Organization (WHO), the Organization for Economic Cooperation and Development (OECD), as well as a number of journalistic materials of the world news agencies CNN Travel, The Guardian, The New York Times, National Geographic magazine, and professional domestic periodicals deserve attention. The aim of the article is to analyze the consequences of the impact of COVID-19 pandemic on tourism development as well as to determine the main mechanisms for restoring of tourism sector functioning using different forecast scenarios. The specific objectives of the article are to analyze the dynamics of tourist flows before and during the COVID-19 pandemic, to systematize the consequences of the pandemic for tourism business, to determine the prospects for tourism development in the post-quarantine period as well as to highlight the different regulatory mechanisms to ensure the functioning of tourism enterprises in pandemic frames. Materials and methods. This investigation is based on analytical, statistical and forecast materials of UNWTO, WHO, OECD, WTTC. Literary, analytical, statistical, forecastting, comparative and geographical, modeling, and graphic methods have been used in the research. Results. The dynamics of tourism development indicators before and during the COVID-19 pandemic has been analyzed. The positive and negative effects of quarantine in connection with the COVID-19 pandemic on tourism are presented. The forecasts for the development of tourism after the end of the COVID-19 pandemic have been made. Regulatory mechanisms for ensuring the functioning of tourism enterprises in the context of the COVID-19 pandemic have been proposed. Conclusion. The difficult epidemiological situation in the world during the pandemic of acute respiratory disease COVID-19, caused by the coronavirus SARS-CoV-2, has formed a tendency to reduce sharply the number of international tourist arrivals and revenues from international tourism, and identified the need to introduce unprecedented restrictions on the operation of travel and leisure, tourism and recreation, entertainment and recreation, public transport, hospitality and restaurants. As a result, the development of the world tourism industry has slowed down significantly. Structural crises have begun to worsen due to the sharp decline in economic development and limited sources of income and employment indicators. Structural spatial changes of the tourist flow mainly in favor of domestic tourism are characterized by discreteness. In order to counteract the COVID-19 pandemic, international and domestic professional organizations have developed a number of recommendations for the organization of anti-epidemic measures in carrying out permitted activities, which include rules for receiving visitors and organizing the work of staff in offices, tourism, trade, catering establishments, etc. Adherence to medical and sanitary-epidemiological recommendations, self-discipline and self-organization, administration and education will accelerate recovery from systemic crisis the tourism industry, restore the functioning of tourism enterprises in the COVID-19 pandemic, prevent the spread of epidemiological diseases and infectious diseases among tourists and population, resumption of tourism on a qualitatively new service and information basis.

A MULTI MODEL TRANSPORTATION COMPLEX

Bahia Bardeesi, Mohammed K. Fageha

The city of Makkah is Allah's most sacred place, and it is the primary destination of Muslims around the world, where millions of pilgrims and visitors are welcomed every year. Thus, it requires new well-planned projects that reflect to the world its Islamic identity and its modern development. Thus, this work has proposed an architectural project as a solution to enhance the service quality in Kudai parking land for the visitors of Al Haram Mosque. The goals of the project are to achieve the maximum comfort of Al Haram's pilgrims and visitors and to introduce better public transport services. Case studies of similar types of projects have been analyzed. Site analysis and corresponding design responses were conducted. In this work, for the proposed multi model transportation complex the estimated total net area is 17640 m2 and the gross floor area is 25200 m2. The multi model transportation complex will comprise few zone such as bus station, retail and recreation, history and heritage center, hygiene facilities, clinic, administration and services. This project is expected to solve the massive unorganized situation and chaotic pattern of public parking and buses in the area that does not reflect the city image of the holy Makkah. Keywords-megastructure, design, building, concept, city, Saudi Arabia © 2020 by Advance Scientific Research. This is an open-access article under the CC BY license (http://creativecommons.org/licenses/by/4.0/) DOI: http://dx.doi.org/10.31838/jcr.07.08.36 INTRODUCTION Makkah is the most sacred state in the Arab world. Every year, the city receives more than 4 million Muslim pilgrims from all over the world during the Holy Pilgrimage period of Islam [1].In addition, the Makkah City is approaching another momentous occasion in its development, with the building of the Grand Mosque's third extension and as well as other large-scale projects development around the town [2]. Thus, this development together with the growth of Muslims travellers around the world to Makkah is anticipated to increase in the near future. In this relation, Makkah's requirement for a decent transport scheme is essential to ensure the safe and effective movement of the increasing number of travellers and tourists during the pilgrimage period [3]. From the 1980s, visitors to the Holy Mosque of Makkah used to park in the surrounding area and other visitors from different parts of the country used to use the old public buses known as the Khat AlBalad service [4]. Later, before the end of the 20th century, new expansions and developments of the Great Mosque of Makkah (Al Haram) were applied, so the government banned people from parking in the central areas around the Mosque [5]. Furthermore, a government transportation corporation was also set up, providing terminals and bus journeys from all Saudi regions to Al Haram area [6].At the beginning of the 21st century, many sites in Makkah were dedicated to acting as parking spaces for visitors to Al Haram such as ;Kudi and AL Resaifa parking lands [7]. These sites are now receiving a huge number of people, and most of them are complaining about the current situation. Although the government has tried to organize the flow of cars and provide other services, unfortunately they do not offer the optimum solutions [8]. Thus, this work proposes the development of a multi model transportation complex (Kudai complex) at Kudai, Makkah, which is the nearest spot to Al Haram mosque. This station consists of parking building, bus station, public square, restaurants and shops. This project will include all the facilities required to serve the Holy Mosque's pilgrims and visitors. CASE STUDIES For this work, three case studies have analysed in this work. The case studies analysed are: a. Collins Park Garage b. Marrakesh Central Bus Station c. Abu Dhabi Central Market Collins Park Garage Collins Park Garageis located at Miami, Florida, USA( Figure 1). It was designed by architect ZahaHadid. The site area of this park garage is 24100 m2. This project is a building that includes 17,000 square feet of retail space, 480 parking space, public event space, weekend food markets or outdoor movie projections. The project is aimed at LEED SILVER certification. It is located within the neighbourhood of Collins Park, the facility serves the major buildings of the area including the Miami Beach Convention Center, Lincoln Road Mall, Bass Museum, City Library. The concept of the project is to bring the street into a building and make it into an urban space. It aims to improve both strategically and creatively infrastructure, resident mobility and additional parking. A continuous vehicle circulation path that suits its purpose, yet provides the users with a unique experience and a degree of fun. Tilted floor plates formed from the spiralling ramps to create unique viewpoints when viewed from different angles. The design of the balustrades in the façades considered the safety of cars and users, and it also considered the adjacent neighbours to provide pleasant views by hiding the cars through additional high balustrade screens. Methods and Techniques for Dynamic Deployability of Software-Defined Security Services

Roberto Doriguzzi-Corin

With the recent trend of "network softwarisation", enabled by emerging technologies such as Software-Defined Networking (SDN) and Network Function Virtualisation (NFV), system administrators of data centres and enterprise networks have started replacing dedicated hardware-based middleboxes with virtualised network functions running on servers and end hosts. This radical change has facilitated the provisioning of advanced and flexible network services, ultimately helping system administrators and network operators to cope with the rapid changes in service requirements and networking workloads. This thesis investigates the challenges of provisioning network security services in "softwarised" networks, where the security of residential and business users can be provided by means of sets of software-based network functions running on high performance servers or on commodity compute devices. The study is approached from the perspective of the telecom operator, whose goal is to protect the customers from network threats and, at the same time, maximize the number of provisioned services, and thereby revenue. Specifically, the overall aim of the research presented in this thesis is proposing novel techniques for optimising the resource usage of software-based security services, hence for increasing the chances for the operator to accommodate more service requests while respecting the desired level of network security of its customers. In this direction, the contributions of this thesis are the following: (i) a solution for the dynamic provisioning of security services that minimises the utilisation of computing and network resources, and (ii) novel methods based on Deep Learning and Linux kernel technologies for reducing the CPU usage of software-based security network functions, with specific focus on the defence against Distributed Denial of Service (DDoS) attacks.

Invasive species, extreme fire risk, and toxin release under a changing climate

Kimberley Miner, Laura Meyerson, . Climate Change Institute et al.

Mediterranean ecosystems such as those found in California, Central Chile, Southern Europe, and Southwest Australia host numerous, diverse, fire-adapted micro-ecosystems. These micro-ecosystems are as diverse as mountainous conifer to desert-like chaparral communities. Over the last few centuries, human intervention, invasive species, and climate warming have drastically affected the composition and health of Mediterranean ecosystems on almost every continent. Increased fuel load from fire suppression policies and the continued range expansion of non-native insects and plants, some driven by long-term drought, produced the deadliest wildfire season on record in 2018. As a consequence of these fires, a large number of structures are destroyed, releasing household chemicals into the environment as uncontrolled toxins. The mobilization of these materials can lead to health risks and disruption in both human and natural systems. This article identifies drivers that led to a structural weakening of the mosaic of fire-adapted ecosystems in California, and subsequently increased the risk of destructive and explosive wildfires throughout the state. Under a new climate regime, managing the impacts on systems moving out-of-phase with natural processes may protect lives and ensure the stability of ecosystem services.

Embracing the Experience Economy: A Case Study of Cal Poly, San Luis Obispo

Jerusha B. Greenwood, P. Greenwood, W. Hendricks et al.

Abstract Those of us who serve the discipline of parks, recreation, tourism and related professions have long struggled with visibility and viability on university campuses. This struggle is magnified by the absence of an adequate umbrella term and the variability in the names of our academic programs and the colleges in which we reside. For some, the general labels of “parks, recreation, and tourism” that have long served as the basis of the discipline no longer adequately represent the specialty areas that are encompassed within our programs. The recent embrace of the experience economy concept, coupled with shifting industry trends, provides a unique opportunity for our academic discipline to position ourselves as change agents. As students emerge as professionals into positions like director of experience design, employee events specialist, participant development manager, employee event and experience specialist, and thought leadership-events and experiences, our duty as educators is to ensure their preparation as industry innovators with firm foundations in the history, philosophy, and key competencies of the field. This case study of Cal Poly, San Luis Obispo examines the strategic planning process ultimately leading to a department name change from Recreation, Parks, & Tourism Administration to Experience Industry Management and explores the implications of that shift.
