A Comparative Analysis of Artificial Intelligence Adoption Rates: Romania vs. The European Union (2024-2026)

Darko SHULESKI

This paper explores the pattern trends and drivers of the adoption of artificial intelligence (AI) technologies by enterprises focusing on Romania and the European Union (EU) member states. Using Eurostat, OECD metrics, and relevant literature, Romania is always among the lowest adopters of AI technologies by enterprises in the EU. In 2025, it is projected that 5.21% of Romanian enterprises will adopt AI, compared to the EU average of 19.95% and to the leaders, Denmark with 42.03% and Finland with 37.82%. The paper uses a comparative approach, anchored in the Technology Acceptance Model (TAM) and the Technology-Organization-Environment (TOE) framework, to determine the structural, organizational, and environmental factors that decelerate Romania's adoption of AI. These include, among others, the lack of relevant digital skills, an immature ICT layer, an under-investment from the state, and low organizational preparedness. In addition, the paper analyses the implications of the EU AI Act (Regulation EU 2024-1689) on enterprises and how it will affect compliance and adoption. The research indicates that to close the AI adoption gap in Romania, a combination of policy changes, investment in digital skills, and organizational development to the extent that it complies with EU digital decade goals is needed.

New Business Model for Sustainable Retail Company Using Design Thinking Concept

Anton Kurniawan, Yos Sunitiyoso

The waste problem is still becoming a big concern in Indonesia. Waste, especially plastic waste comes from single-use packaging of daily necessities such as personal care and home care. PT. Siklus Refil Indonesia or Siklus, a retail company, comes to offer a sustainable solution of buying daily necessities by refill method. Since April 2020, Siklus has operated in the Greater Jakarta area and already impacted 20,000 customers. However, Siklus must change its new business model due to regulation from the Food and Drug Supervisory Agency (BPOM) that warned the company not to sell personal care who come in direct contact with skin. The warning impacted the decreasing customers, sales, and profit of Siklus. This research has the purpose of determining the new business model of Siklus using the design thinking concept. By this concept, this research empathizes with customers, defines customer needs, and ideates a business model. This research continues to decide the new business model by creating a matrix of stepwise selection. Then this research does a prototype business model and tests the new business model. After doing the process, Return from Home is selected as the new business model for Siklus.

Closing the Performance and Management Gaps with Satellite Internet: Challenges, Approaches, and Future Directions

Peng Hu

Recent advancements in low-Earth orbit (LEO) satellites represented by large constellations and advanced payloads provide great promises for enabling beyond 5G and 6G telecommunications and high-quality and ubiquitous Internet connectivity to everyone anywhere on Earth. LEO satellite networks are envisioned to bridge the urban-rural connectivity gap for the digital divide. However, the digital divide can hardly be closed by only providing connectivity to rural and remote areas. Various unprecedented challenges brought by the emerging satellite Internet still need to be resolved, such as inconsistent end-to-end performance guarantees and a lack of efficient management and operations in these areas, which are referred to as "performance gap" and "management gap", respectively. This position paper will briefly discuss these gaps, approaches to addressing the gaps, and some research directions based on our recent works.

QuantTM: Business-Centric Threat Quantification for Risk Management and Cyber Resilience

Jan von der Assen, Muriel F. Franco, Muyao Dong et al.

Threat modeling has emerged as a key process for understanding relevant threats within businesses. However, understanding the importance of threat events is rarely driven by the business incorporating the system. Furthermore, prioritization of threat events often occurs based on abstract and qualitative scoring. While such scores enable prioritization, they do not allow the results to be easily interpreted by decision-makers. This can hinder downstream activities, such as discussing security investments and a security control's economic applicability. This article introduces QuantTM, an approach that incorporates views from operational and strategic business representatives to collect threat information during the threat modeling process to measure potential financial loss incurred by a specific threat event. It empowers the analysis of threats' impacts and the applicability of security controls, thus supporting the threat analysis and prioritization from an economic perspective. QuantTM comprises an overarching process for data collection and aggregation and a method for business impact analysis. The performance and feasibility of the QuantTM approach are demonstrated in a real-world case study conducted in a Swiss SME to analyze the impacts of threats and economic benefits of security controls. Secondly, it is shown that employing business impact analysis is feasible and that the supporting prototype exhibits great usability.

Singular Control in a Cash Management Model with Ambiguity

Arnon Archankul, Giorgio Ferrari, Tobias Hellmann et al.

We consider a singular control model of cash reserve management, driven by a diffusion under ambiguity. The manager is assumed to have maxmin preferences over a set of priors characterized by $κ$-ignorance. A verification theorem is established to determine the firm's cost function and the optimal cash policy; the latter taking the form of a control barrier policy. In a model driven by arithmetic Brownian motion, we use Dynkin games to show that an increase in ambiguity leads to higher expected costs under the worst-case prior and a narrower inaction region. The latter effect can be used to provide an ambiguity-driven explanation for observed cash management behavior. Our findings can be applied to broader applications of singular control in managing inventories under ambiguity.

Current Trends of the Development of Creative Industries and Their Impact on the National Economy

Nataly Martynovych, Serhii Plutalov

Despite the rapid development of technologies, increasing data volumes, the development of the Internet and robotics, the spread of machine learning and artificial intelligence, there is something that a person manages much better than the most advanced machines and contributes to economic growth on the basis of sustainable development, improving the quality of life of the population while preserving natural potential. Everyone is born with this extraordinary ability called "creativity." Therefore, first of all, the state should be interested in the development of the creative sector of the economy and should support it in every possible way. Considering that the purpose of the article is to establish trends in the development of creative industries in Ukraine and determine their impact on the national economy. Based on the analysis of official statistical information, key trends are identified, the essence of which comes down to the rapid growth of the creative economy in most socio-economic indicators. It is proved that the Covid-19 pandemic has destabilized the stability of the trend of development of creative industries, however, the decline in indicators in the context of other types of economic activity is not significant, and they tend to recover quickly and steadily increase. The most vulnerable sectors of creative industries have been identified. The influence of creative industries on the national economy is argued. The prospects for further research are outlined, which consist in the activation of the development of performing arts (live music, theatre, dance, opera, circus, puppet theatre); literature, publishing and print media; architecture, since they have a great influence on the national economy due to their direct contact with the broad masses – the population and a close intersectoral connection with other industries.

Application of Intelligent Archives Management Based on Data Mining in Hospital Archives Management

Juan Li

Data mining belongs to knowledge discovery, which is the process of revealing implicit, unknown, and valuable information from a large amount of fuzzy application data. The potential information revealed by data mining can help decision makers adjust market strategies and reduce market risks. The information excavated must be real and not universally known, and it can be the discovery of a specific problem. Data mining algorithms mainly include the neural network method, decision tree method, genetic algorithm, rough set method, fuzzy set method, association rule method, and so on. Archives management, also known as archive work, is the general term for various business works, in which archives directly manage archive entities and archive information and provide utilization services. It is also the most basic part of national archives. Hospital archives are an important part of hospital management, and hospital archives are the accumulation of work experience and one of the important elements for building a modern hospital. Hospital archives are documents, work records, charts, audio recordings, videos, photos, and other types of documents, audio-visual materials, and physical materials, such as certificates, trophies, and medals obtained by hospitals, departments, and individuals. The purpose of this paper is to study the application of intelligent archives management based on data mining in hospital archives management, expecting to use the existing data mining technology to improve the current hospital archives management. This paper investigates the age and educational background of hospital archives management workers and explores the relationship between them and the quality of archives management. The role of social networks on entrepreneurial orientation of students: A case study of Razi University

Nader Naderi, Hadis Pourjamshidi

Introduction: Entrepreneurship serves as the engine of economic growth and the most important source of innovation and job creation. It is one of the factors considered along with labor and capital (Kiajouri et al., 2012). Entrepreneurs, by properly using economic opportunities and creating new business opportunities, improve the performance of production and service activities, play an important role in the development of the global economy and increase employment rates (Farrokh et al., 2014). Entrepreneurship is a set of activities that contribute to the sustainability and stimulation of economic and social progress, lead to the creation of new values, and provide new employment opportunities through the effective use of resources and facilities. Nowadays, entrepreneurial orientation is known as the most widespread predictor of entrepreneurial behavior and performance and a widely used constructs of behavior recognition. The purpose of this study is to investigate the role of social networks in the entrepreneurial orientation of students. A glance at the global state of our economy leads us to believe that the growth of entrepreneurship and entrepreneurial culture is a way to improve the disease of the country's economy and prevent its deterioration, which has received little attention from the government and researchers. In this regard, due to the small number of studies in this field and through the study experience of developed countries, the present research shows the high power of information and communication technology in creating fundamental changes in industry and trade and the transformation of production and trade foundations in the present time.Methodology: The present study is a quantitative in terms of purpose and applied in terms of data collection. It is conducted with a descriptive-survey method to examine the relationships among the variables based on the purpose of the research. The statistical population of the study included the students at the faculties of economics and entrepreneurship (625 people) and engineering (2156) of Razi University. According to the published statistics of the employment monitoring plan of universities and also the employment status registered in the Ministry of Alumni Cooperation, due to training and acquisition of job skills, it is possible to achieve more employment opportunities in technical and applied fields than in other fields. To have the desired sample size, the Cochran's formula was used with a maximum variance and the confidence level of 0.05. Finally, as many as 386 were selected by the proportional stratified random sampling method. In order to collect the data, the standard questionnaire of entrepreneurial orientation of Lampkin and Des (1996) and the structured questionnaire of social networks derived from the Jahanbani social networks (1397) were used. To assess the validity of the questionnaires, as they had previously been repeatedly validated by various researchers, the Committee of Researchers and Experts in the field of entrepreneurship was asked to comment on their validity. Their points of view on modifying and adjusting the final form of the questionnaire were implemented. Also, to determine the reliability, 30 questionnaires were completed by respondents outside the study sample, and Cronbach's alpha coefficient was calculated for them. Results and Discussion: In the study of a sample of 368 students at the Faculty of Economics, Entrepreneurship and Engineering of Razi University, it was observed that there is a proper and significant relationship between the studied variables. Through structural equation modeling, a general model was provided to predict entrepreneurial orientation. As it was observed, social networks have the greatest effect on risk-taking (r = 0.21) among the dimensions of entrepreneurial orientation. In general, social networks have an effect on entrepreneurial orientation (r = 0.33) and explain 39 percent of the variance of the entrepreneurial orientation variable. Conclusion: The results indicate that the social network variable has a positive and significant effect on entrepreneurial orientation and is able to explain 39% of the variance of entrepreneurial orientation. Given that entrepreneurial orientation is a process of adopting a strategy and a style of engaging in entrepreneurial activities and evaluates the desire to create opportunities and take advantage of it, it is influenced by social networks. In addition, virtual social networking services over the past few years has been able to attract a significant audience in various areas such as business, entrepreneurship, enterprise competitiveness to provide valuable potentials to individuals and to create opportunities and create business. In this case, new networks are suggested to the authorities, considering the important fact that the effective use of these networks can affect the formation of businesses by students and educated people through training, culture and continuous expert monitoring of the space. Virtual communities and planners can use this capacity for the future.

A Novel Blockchain-Based Integrity and Reliable Veterinary Clinic Information Management System Using Predictive Analytics for Provisioning of Quality Health Services

Naeem Iqbal, Faisal Jamil, Shabir Ahmad et al.

The recent advances in information management systems coupled with machine learning algorithms paved the way for a significant revolution in animal healthcare industries. However, the data in such systems suffer from various challenges such as security, reliability, and convenience, to name a few. Traditional systems are not useful to meet these critical issues because these systems have not a consistent structure for data security and reliability policies. Therefore, a new solution is required to enhance data accessibility and should regulate government security policies to ensure the accountability of the usage of the medical records system. Moreover, it is also required to analyze historical data of veterinary clinic using data mining and machine learning techniques to predict the future appointments scheduling requests, which is essential for veterinary management to drive better future decisions, for instance, future demands of medical supplies and to plan veterinary medical staff, etc. This paper aims to fill the gap by proposing a novel blockchain-based reliable and intelligent veterinary information management system (RIVIMS) using smart contract and machine learning techniques. The proposed RIVIMS consists of two main modules; blockchain-based secured veterinary information management, data and predictive analytics modules. First, a blockchain-based secure and reliable veterinary clinic information management system is developed using Hyperledger Fabric. Second, a smart contract enabled data, and predictive analytics modules are developed using permissioned blockchain framework. The data and predictive modules aim to analyze veterinary clinic patients appointments data in order to discover underlying patterns and build a robust prediction model using machine learning algorithms. The data and predictive helps veterinary management to drive better future business decisions to provide better healthcare services to veterinary patients. Hyperledger Caliper is used as a benchmark tool to evaluate the performance of the developed blockchain-based system in terms of transaction per second, transaction success rate, transaction throughput, and transaction latency. Furthermore, machine learning performance measures have utilized, such as MAE, RMSE, and R2 score to evaluate the overall performance of the prediction model. The experimental results demonstrate the effectiveness and robustness of the proposed RIVIMS.

CANVAS BUSINESS MODEL ESTABLISHED BY THE BALI PETRO JAYA COMPANY DURING COVID-19

Gusi Putu Lestara Permana, Made Garin Andana

Business Model Analysis and Canvas Business Model Established By The Bali Petro Jaya Company During Covid-19. The Covid-19 pandemic has an impact not only in the health sector but also in the economic sector, one of which is tourism. With the limitation of community activities, the decrease in tourist visits to Bali has forced various businesses that rely on the tourism sector to close their business activities. Bali Petro Jaya, as a gas distributor for hotels and restaurants, also felt the impact. However, these companies were able to survive with the strategies they made in accordance with the existing situation. Therefore, this study aims to determine what strategies Bali Petro Jaya used during Covid-19 using the Canvas Business Model. This study used a qualitative descriptive method using semi-structured interview techniques. The result of Canvas Business Model, The company changed its business field from being originally an LPG Gas Agent with a target of hotel and restaurant consumers to become a rice distributor and selling food online to several grocery stores, rice shops, and also traditional markets after a decline in LPG sales and seeing what consumers need during the Covid-19 pandemic namely selling rice and food online. The strategy of coming directly to targeted consumers is very effective in getting new customers. This is because consumers can see examples of goods carried by the company and can also negotiate prices directly. Powering prices and using personal assistance to strengthen relationships with customers make customers feel comfortable and trust the company because a sense

DO FIRM CHARACTERISTICS AFFECT PRICE DISCOVERY? EVIDENCE FROM CHINESE CROSS-LISTED STOCKS

Yen-Sheng Lee, Yi-Heng Tseng

This study examines the price movement relationship for Chinese firms that cross-list their shares on the Hong Kong Stock Exchange and the Shanghai Stock Exchange or Shenzhen Stock Exchange in mainland China. We estimate the coefficients of adjustment speed between the two markets by conducting a unit root test and apply a vector error correction model for the price series of our 55 sample firms. The majority of the adjustment speeds of the sample firms are statistically significant, implying that the stock prices of companies cross-listed in both markets respond to each other. Our results are in line with the literature on price discovery that the Hong Kong and mainland China financial markets are informationally linked. We regress the coefficients of adjustment speed on a spectrum of firm-specific variables. The cross-sectional regression results indicate that the effective spread that proxies for the liquidity factor partially accounts for the speed of price adjustment. Our study adds to the existing literature on the price discovery process within Chinese stock markets.

Business Suitability Principles for Workflow Modelling

Alistair P. Barros, Arthur H. M. ter Hofstede, Henderik A. Proper et al.

By incorporating aspects of coordination and collaboration, workflow implementations of information systems require a sound conceptualisation of \EM{business processing} semantics. Traditionally, the success of conceptual modelling techniques has depended largely on the adequacy of conceptualisation, expressive power, comprehensibility and formal foundation. An equally important requirement, particularly with the increased conceptualisation of business aspects, is \EM{business suitability}. In this paper, the focus is on the business suitability of workflow modelling for a commonly encountered class of (operational) business processing, e.g. those of insurance claims, bank loans and land conveyancing. A general assessment is first conducted on some \EM{integrated} techniques characterising well-known paradigms - structured process modelling, object-oriented modelling, behavioural process modelling and business-oriented modelling. Through this, an insight into business suitability within the broader perspective of technique adequacy, is gained. A specific business suitability diagnosis then follows using a particular characterisation of business processing, i.e.\ one where the intuitive semantics and inter-relationship of business services and business processes are nuanced. As a result, five business suitability principles are elicited. These are proposed for a more detailed understanding and (synthetic) development of workflow modelling techniques. Accordingly, further insight into workflow specification languages and workflow globalisation in open distributed architectures may also be gained.

Bayesian A/B Testing for Business Decisions

Shafi Kamalbasha, Manuel J. A. Eugster

Controlled experiments (A/B tests or randomized field experiments) are the de facto standard to make data-driven decisions when implementing changes and observing customer responses. The methodology to analyze such experiments should be easily understandable to stakeholders like product and marketing managers. Bayesian inference recently gained a lot of popularity and, in terms of A/B testing, one key argument is the easy interpretability. For stakeholders, "probability to be best" (with corresponding credible intervals) provides a natural metric to make business decisions. In this paper, we motivate the quintessential questions a business owner typically has and how to answer them with a Bayesian approach. We present three experiment scenarios that are common in our company, how they are modeled in a Bayesian fashion, and how to use the models to draw business decisions. For each of the scenarios, we present a real-world experiment, the results and the final business decisions drawn.

A Conversational Digital Assistant for Intelligent Process Automation

Yara Rizk, Vatche Isahagian, Scott Boag et al.

Robotic process automation (RPA) has emerged as the leading approach to automate tasks in business processes. Moving away from back-end automation, RPA automated the mouse-click on user interfaces; this outside-in approach reduced the overhead of updating legacy software. However, its many shortcomings, namely its lack of accessibility to business users, have prevented its widespread adoption in highly regulated industries. In this work, we explore interactive automation in the form of a conversational digital assistant. It allows business users to interact with and customize their automation solutions through natural language. The framework, which creates such assistants, relies on a multi-agent orchestration model and conversational wrappers for autonomous agents including RPAs. We demonstrate the effectiveness of our proposed approach on a loan approval business process and a travel preapproval business process.
