OVERCOMING TURBULENCE: A THEORETICAL ANALYSIS OF ADAPTIVE GOVERNANCE AS A VIABLE ORGANIZATIONAL PARADIGM

ȚICLĂU Tudor, HINȚEA Cristina

Adaptive Governance (AG) can be seen as a public administration paradigm designed to navigate complex, turbulent, and uncertain environments. Traditional governance models, rooted in Weberian bureaucratic power and hierarchy or New Public Management (NPM) rooted in the rule of efficiency, are increasingly ill-equipped to manage the "problem of rhythm" (Janssen & van der Voort, 2016)—the mismatch between the slow pace of bureaucracy and the rapid, unpredictable nature of contemporary societal challenges. Adaptive Governance is more suited to dealing with these challenges by prioritizing learning, flexibility, experimentation, and decentralized feedback loops (Janssen & van der Voort, 2016). The central theoretical contribution of AG is its resolution of the "stability versus adaptability" paradox through the concept of ambidexterity: the capacity of a public organization to simultaneously "explore" new solutions and "exploit" stable, efficient processes (Janssen & van der Voort, 2016). By analyzing the existing literature, we connect AG to same family concepts like Collaborative Governance (CG) and Co-creation. We further offer a series of general examples of contemporary challenges which can be successfully managed through AG. We finally propose (based on the literature) a general set of strengths and weakness of the paradigm that highlights better its novel nature and its “provisional” status in the governance paradigm reality.

The asbestos–asbestosis exposure–response relationship: a cohort study of the general working population

Inge Brosbøl Iversen, Jesper Medom Vestergaard, Johan Ohlander et al.

OBJECTIVES: The association between asbestos exposure and asbestosis in high-exposed industrial cohorts is well-known, but there is a lack of knowledge about the exposure–response relationship for asbestosis in a general working population setting. We examined the exposure–response relationship between occupational asbestos exposure and asbestosis in asbestos-exposed workers of the Danish general working population. METHODS: We followed all asbestos-exposed workers from 1979 to 2015 and identified incident cases of asbestosis using the Danish National Patient Register. Individual asbestos exposure was estimated with a quantitative job exposure matrix (SYN-JEM) from 1976 onwards and back-extrapolated to age 16 for those exposed in 1976. Exposure–response relations for cumulative exposure and other exposure metrics were analyzed using a discrete time hazard model and adjusted for potential confounders. RESULTS: The range of cumulative exposure in the population was 0.001 to 18 fibers per milliliter-year (f/ml-year). We found increasing incidence rate ratios (IRR) of asbestosis with increasing cumulative asbestos exposure with a fully adjusted IRR per 1 f/ml-years of 1.18 [95% confidence interval (CI) 1.15– -1.22]. The IRR was 1.94 (95% CI 1.53–2.47) in the highest compared to the lowest exposure tertile. We similarly observed increasing risk with increasing cumulative exposure in the inception population. CONCLUSIONS: This study found exposure–response relations between cumulative asbestos exposure and incident asbestosis in the Danish general working population with mainly low-level exposed occupations, but there is some uncertainty regarding the exposure levels.

The Trajectory of Decent Work in Türkiye: A Review with Gender-Oriented Statistics

Filiz Baloğlu, Meltem Güngör Delen

The concept of decent work, as outlined in the 1999 ILO Conference, rests on four pillars: employment, social protection, workers’ rights, and social dialogue. Globally, in developed countries, only a fortunate minority benefits from legal regulations that guarantee working conditions and wages. Furthermore, alongside other employment issues, almost all countries struggle with gender discrimination in the workforce. In this study, we delve into the progress of decent work over the past two decades, utilizing selected indicators, and critically assess the current situation through a gender lens. The findings reveal that Turkish labour markets have fallen short in promoting decent work over the past two decades, with significant disparities between genders. The analysis of statistical indicators suggests a positive, but insufficient, improvement in indicators related to employment opportunities, child labour, equal opportunity and treatment in employment and social dialogue. Decent working time, stability and security of work, cases of fatal occupational injury seem to be stable. On the other hand, indicators related to adequate earning and productive work, social security, and non-fatal occupational injury all showed a decline.

A Robust Optimization Approach for Smart Energy Market Revenue Management

Bin Zhang, Li Sun, Mengyao Yang et al.

We propose a network optimization model for smart energy market management in the context of an uncertain environment. The network optimization considers the stochastic programming approach to capture the randomness of the unknown demands. We utilize the particle swarm optimization technique in the proposed model to solve the proposed optimization problem. The present research is based on the inclusion of stochastic demands and uncertain energy prices. Optimizing produced energy is crucial for efficient usage and meeting the targets. The proposed model also focuses on addressing sustainability concerns by minimizing energy consumption in the scheduling process. An improved particle swarm optimization technique is implemented for energy-efficient production. Parameters such as number of particles, iterations, and energy usage specification are customized. A fitness function is taken that considers both completion time and energy consumption. The optimal of energy consumption is also visualized. The decision makers employ risk aversion in the objective function of the optimization problem to measure the risk deviation of the expected energy management.

Kinetic diversity and its effectiveness in the formal variables of industrial product design

Hussein Muhammad Musa Jaafar

The formal diversity in designs is achieved by creating shapes and lines with a distinct movement pattern, which are preceded by mental processes. The greatest source of diversity in design in general and industrial design in particular is the creation of multiple directions for the completion of designs and the diversification of intellectual proposals for the design idea. The human activity that takes place around us in various fields of life takes place due to the diversity of movement in the form of the design product and its effectiveness through the dynamic diversity in the form, which differs in the methods of designing and showing it. He invents material value as a distinct artistic product that he owns A specific form or system that serves the recipient and is influenced by the control of the composition of the product to shape its shape and achieve the functional and aesthetic purpose in its construction in order to highlight the expressive ideas that the “designer” would like to communicate to the recipient. Thus, the first chapter included the question of the problem in the following question: What is the effect of kinetic diversity on the formal variables of the industrial product? Depending on its limits: Objectively: kinetic diversity and its effectiveness in the formal variables of industrial product design spatially: the Internet and temporally: 2010-2020. On the theoretical framework and previous studies according to the following division: The first topic included: the concept of movement and movement diversity and its effectiveness in design. The second topic included: dynamic diversity and its relationship to the external appearance of the industrial product. Then finish with the theoretical framework indicators. The third chapter contained the procedures, including: The research community, which is a group of industrial products with diverse motor performance in the design of the external shape, as it was determined in (20) models deliberately selected through the Internet for the period between (2010-2020) due to its suitability to achieve the goal of the research. The research sample included industrial products with motor performance of the formal variable, for which (2) samples were chosen from the comprehensiveness of the research community. He devoted his approach to the descriptive analytical approach for the purpose of obtaining valid results. The researcher analyzed his samples and summarized a number of results and conclusions, including: The formal variable of the kinetic design pattern came in a different way than the traditional designs, as in Model No. (1), as well as employing modern mechanical elements for the formal variables, especially Model No. (2). 2. The formal vocabulary in the design of the product was determined by the ease of changes in form and function, within the determinants of the formal organization of the product, as in model (1,2), as it is considered a preliminary foundation for the effectiveness of constructive relations in the general formation of the kinetic system of the product's shape.

Post-Brexit Britain, the EU and Japan: The car industry, the aeronautical sector and military cooperation

As a growing economic power Japan experienced trade conflicts with the European Communities (EC; from 1993 onwards the European Union, EU). Although the British government was criticised by EU partners and domestics groups – politicians, industry, trade unions and public opinion – the UK became Japan’s primary gateway to the European single market. In 1973 Japanese multinationals began constructing manufacturing plants in Britain to reduce exports from Japan, to mitigate export duties and to ease these trade conflicts. Brexit, therefore, poses a serious risk and requires Japan to urgently reconsider and redefine its relations with Britain, the EU and other Member States of the EU. On the other hand, uneasy stand-offs in the Asia-Pacific region might push post-Brexit Britain to cooperate more closely with Japan in security matters. China’s territorial disputes with neighbouring countries and North Korea’s nuclear threat will require Japan and Britain to play a more active role in stabilising the region, not only by conducting joint military drills, but also by increasing collaboration in the arms industry. UK–Japan relations are drifting away from their traditional focus on trade and are expanding into the military field.

A Novel Optimization Algorithm for <i>Echium amoenum</i> Petals Drying

Fatemeh Nadi, Krzysztof Górnicki, Radosław Winiczenko

A novel multi-objective optimization algorithm was developed, which was successfully applied in the drying process. The effect of drying parameters (air velocity (<i>vd</i>), drying temperature (<i>Td</i>)) on the energy consumption (EC) and the quality parameters of <i>Echium amoenum</i> petals in fluidized drying were experimentally studied. The following quality parameters were examined: the color difference, the bioactive compounds as losses of total antioxidant capacity (TAC) and losses of phenolic (TPC), flavonoids (TFC) and anthocyanin (A). The six optimization objectives included simultaneous minimization of the quality parameters and energy consumption. The objective functions represent relationships between process variables and optimization objectives. The relations were approximated using an Artificial Neural Network (ANN). The Pareto optimal set with a nondominated sorting genetic algorithm was developed. No unequivocal solution to the optimization problem was found. Cannot be obtained <i>E. amoenum</i> petals characterized a low color change at low energy consumption due to its fluidized drying. Unique Pareto optimal solutions were found: <i>Td</i> = 54 °C and <i>vd</i> = 1.0 m/s–for the strategy in which the lower losses of TAC, TFC and A are most important, and <i>Td</i> = 59.8 °C and <i>vd</i> = 0.52 m/s–for the strategy in which the lower losses of TPC and TFC are important with accepted EC values. The results of this research are essential for the improvement of industrial dehydration of <i>E. amoenum</i> petals in order to maintain their high content of bioactive compounds with low energy consumption and low colour change

Victor Aulin, Andrii Hrynkiv, Oleg Lyashuk et al.

Competition in the field of logistics and individual transport services requires the constant analysis of logistics chains and their individual links. Given analysis enables implementation of new approaches to logistics companies and networks trade marketing in the offtake of certain types of goods. Industrial and commercial enterprises have to expand their trade and economic relations with other regions with the aim to provide the necessary sales volumes in the domestic market of regions and to go beyond it. Integration of the country's economy and the free trade policy orientation greatly simplify the task of establishing the free trade and economic relations between producers and consumers. However, there is a question of how quickly and efficiently; with minimal logistics costs, the goods at the right region of the customer should be delivered. The experiment on a one-storey closed warehouse No 3 of Brovary "UVK Ukraine", where a process of the crossdocking warehousing, with subsorting from a warehouse, has been conducted. The warehouse mainly works on trading networks. The loading of the warehouse has been performed with the input flow intensity within (12.3 ... 23.56 (t/h)). During the experiment, the number gain of loading and unloading machines (Electrostacks Reath Track OMG NEOS LAT 3.0) a pcs in the process of unloading, loading and moving consignments, has been examined. In addition, the increasing number of workers employed in non-mechanized forms of work, such as receiving and stacking cargo in the reception area (moving the relevant consignments to designated areas of the reception area and its arrangement), which in total is an increase of 4 employees in the technological process of the warehouse operation, has been investigated during the experiment. The growing of labor and mechanized resources makes it possible to better organize the work of the warehouse, reduce total costs and increase cargo output flow. Conducting the process of warehouse work optimization on the formed technology and corresponding labor and mechanized resources caused an increase of its efficiency. It has been found that the optimal values of intensity of the incoming cargo flow will be 17.93 (t/h); the number of employees engaged in non-mechanized labor - 12 workers, and loading and unloading machines - 3 (pcs). Under such conditions, the warehouse functioning according to the desirability level will reach value 0.792. In this case, the cost value of warehouse work is 181.07 US$/h and cargo output flow intensity is 10.23 (t/h). Results of experimental studies have shown that implementation of the proposed method of increasing the efficiency of warehouse work, based on the company "UVK Ukraine" may, on average, achieve a total cost reduction of 17.2% and an increase in output flow by 34.6% and the input flow by 10.3%.

Tretiak Anton, Tretiak Natalia

Modern transformations prevailing inUkrainein the sphere of land relations and the use and protection of land are critical and require changes without final rozrushennya existing system of land management, the reform and a new understanding of the nature and forms of modern land management. Given that land management is a fundamental mechanism for land management and land use, in our opinion its reform and development should be seen in close relationship with the development of management system. Problems in the theory of management of land resources, especially its main land managers in different socio-economic communities is extremely important because the efficiency of its operation is not the most important in the economic relations of land ownership. However, for more than 25 years the implementation of land reform inUkrainegovernment has not decided as of model management and land management systems. Functioning system of land management and land use inUkraineon a "top - down" is derived from the authoritarian system of the state, theSoviet Unionand there is not a market. Similarly unchanged system of land management, which is why the task was made research its current state for further scientific studies integrated management system. It is studied modern land management in Ukraine and proved the concept and essence of contemporary land in Ukraine as a multifunctional system, which requires besides the concepts of "social land management", "economy of land", "legal land management", "technical land management", such as "environmental land management", " innovation in land management", "cadastral land management", "ecological and economic land management". A new concept of land as the overall socio-economic, environmental measures and organizational, legal and technical actions aimed at regulating land relations and rational organization of the territory of the administrative-territorial entities, entities committed under the influence of social and industrial relations and the development of productive forces.

Sucrose, Its Proprieties and the New Sweeteners

Tatiana Monique Manhani, Maria Valéria M. Campos, Fulviane Pimentel Donati et al.

The aims of this paper are to review the literature on sucrose, commonly known as table sugar; to report as it appeared in Brazil and in the world; to discuss the differences between crystal and refined sucrose; to show the harmful effects of overconsumption; and to list their main sweeteners. Sucrose appeared over 7000 years ago and since then it has actively participated in the creation of new forms of food consumption, in the development of societies and in the social and political relations. Carbohydrates are the main source of energy for the body and considering that they are present in different foods, their consumption in excess can cause diseases such as obesity and diabetes. The amount of processed products with sucrose in its composition is uncountable and overconsumption has caused concern in the medical field. The manufacture of sugar is a process that involves a series of operations to obtain the final product. There are several kinds of sucrose that are available according to its use (domestic and industrial). The sweeteners can be used to sweeten, and may replace sucrose. Some of these compounds are known as intense sweeteners, being used in very small quantities, are indicated to people who have a disorder in the metabolism of sugars (diabetics) or consumers who are in search of products of low calorific value.
