Determinants of social attitudes towards fees and restrictions on the use of the Wielkopolska National Park
Adam Zydroń, Dorota Czerwińska-Kayzer, Dariusz Kayzer
et al.
The purpose of this paper was to present the results of research on the willingness of visitors to Wielkopolska National Park (WNP) to pay fees for using its resources and to assess their attitudes towards hypothetical restrictions on access to the park. The analysis was based on survey data from 2012 and 2025, obtained using the following techniques: Paper and Pencil Interviewing (PAPI) and online surveys based on the Computer-Assisted Web Interviewing (CAWI) technique, administered via Internet platforms. A total of 860 valid questionnaires were examined, and a logit model and correspondence analysis were used for the investigation. The findings suggest that the propensity to pay fees is mostly contingent upon the extent of awareness of natural values, the inclination to engage in park maintenance, perspectives on environmental financing mechanisms, and affiliation with environmental organisations. In turn, demographic factors proved to be insignificant. The analysis of the expected compensation for access restrictions demonstrated the influence of age, gender, environmental views, and distance from the WNP. The research findings corroborate that respondents’ attitudes towards environmental financing are predominantly influenced by their environmental awareness and beliefs.

Crowdsourcing and digitization as a tool for creating sustainable development - a case study of public administration
Ewa Kuzionko-Ochrymiuk, Anna Grześ, Renata Szanter
et al.
Goal: Building stable infrastructure and promoting innovation is the ninth goal of sustainable development. It is implemented, among others, by increasing access to information and communication technologies and providing affordable and universal access to the Internet. The aim of the article is to assess the current level of access to broadband Internet and the possibility of its faster dissemination using a crowdsourcing platform, a new solution used by public administration in Poland. The platform involves the public and shows public administration's experience in using it to ensure wide public access to broadband Internet, which translates into the implementation of sustainable development goals thanks to the digitisation of socio-economic processes. Research method: The study used a comparative analysis of indicators in the area of information and communication technologies collected by the Central Statistical Office and a case study of the use of a crowdsourcing (internet) platform called SIDUSIS (Information System on Access to Fixed Broadband Internet Services) to optimise the implementation of investments in the development of broadband Internet in Poland. The analysis of the implementation effects and the indication of the impact of digitalisation on sustainable development goals allowed us to indicate the validity of using the concept of crowdsourcing and crowdsourcing platforms not only in the activities of enterprises but also in the activities of public administration in Poland. Conclusions: The analysis of literature and quantitative data allowed us to indicate that the development of access to broadband Internet is one of the factors accelerating the implementation of sustainable development goals and to indicate the effective use of the idea of crowdsourcing to modernise infrastructure. Originality/value/implications/recommendations: So far, the idea of crowdsourcing, as well as crowdsourcing platforms, has been used mainly in the enterprise sector and in public administration to promote the idea of citizen budgets. The experience gained has shown that it is justified to involve society in increasing the availability of broadband Internet. This does not require large investment outlays and allows decision-makers to quickly identify problems with this accessibility and optimise work in this area.

Food waste in Polish households as an economic problem
Agnieszka Siedlecka, Krystyna Krzyżanowska, Wioleta Kuflewska
The aim of our research was to investigate the scale and causes of food waste in households and its economic consequences, as well as the respondents’ attempts to curb food waste. Empirical research was performed in 2023 in the form of a diagnostic survey employing a standardised questionnaire on a total of 802 subjects. It was found that most frequently wasted food included ready meals, bread, vegetables and fruit. Exceeding the expiration date, food spoilage, and preparing excessive amounts of food were the most common reasons for wasting food. To limit food waste, the respondents used measures such as freezing food to eat later, drawing up a shopping list, using food to prepare other meals, checking the expiration date and purchasing less food. It was also found that during the constant rise in food prices in 2022, the respondents used these measures more often than before. A large-scale information campaign is required to raise awareness of the necessity of preventing food waste.

Electromobility in local administration offices of provincial cities in Poland – status at the end of 2022
Andrzej Letkiewicz, Joanna Krupska, Agnieszka Wentk
ABSTRACT: The objective of this article is to investigate behaviours related to electromobility in terms of owned vehicle fleets and charging stations in local administration units, the role of zero-emission vehicles in building the image of the administration and the promotion of environmentally friendly behaviours among its employees as at the end of 2022. The completion of the objective was based on surveys of the data collected using the CATI technique from provincial offices (POs) and municipal offices (MOs)[1] of provincial cities. The survey showed that the primary means of transport owned by the entities surveyed are internal combustion engine vehicles. Of these, the largest group is made up of passenger cars – the average age of vehicles at the time of the survey was approx. eight years. In sum, the local administration in the provincial cities is approaching the target value established by law. The average share of BEVs in the passenger vehicle fleet is 9%. In terms of charging station ownership, there were three dominant patterns. There is a perception among respondents that a fleet of environmentally friendly vehicles builds a positive, pro-environmental image of the office, while in none of the offices was there any action to support the environmentally friendly behaviour of employees in terms of travelling to and from work.
[1] The survey covered local government administrative units in 16 cities where local government offices are located and involved provincial local government offices (POs) and municipal local government offices (MOs).

Shaping sustainable energy in a circular economy. Case study of EU and Western Bloc countries 2013-2020
Paweł Dziekański, Łukasz Popławski, Arkadiusz Sułek
et al.
The countries must take steps to modernize the energy economy. This is important for countries whose primary energy source structure is based on coal consumption. Energy is a key factor in meeting human needs, including economic activity. The aim of the study is to present and assess the spatial differentiation of energy policies under circular economy conditions at the level of EU countries (including former Eastern Bloc countries). To achieve the objective, a literature analysis, synthetic measures, and statistical analysis were used. Empirical data was collected in spatial terms for EU countries in 2013 and 2020. Research confirms that there is a positive change in the energy policy aspect in EU countries in 2020 compared to 2013. The group with the highest measure of synthetic energy policy included Finland, Sweden, and Austria, while the weakest were Luxembourg and the Eastern Bloc countries of Bulgaria and Poland. The former EU countries are mostly in a better position in terms of energy policy than the Eastern Bloc countries.

The unfair value shared in fair trade value chains
Dariusz Pieńkowski, Renata Skýpalová
Fair trade is a trading partnership that seeks greater equity in international trade by offering better trading conditions to producers and workers in developing countries. The higher final prices of the products should result from the floor price at the first stage of the value chain; however, the final price is also strongly influenced by the value added at the next stages. The objective of this study is to highlight the price escalation observed at the later stages of the supply chain, which does not appear to be aligned with the principles of fair trade. This is a comparative analysis of the value added at different stages of the supply chain. It compares the potential hypothetical market price of several fair trade goods with the actual price, which increases in value at successive stages of the supply chain. The data was collected from publications within the agri-food sector for coffee, bananas and cocoa. It is argued that in order to achieve a more competitive price, it would be necessary for other actors in the supply chain to become more involved rather than just consumers. This can be accomplished without a reduction in profits, which will remain at the same level as those generated by non-fair trade products. Furthermore, it will contribute to an increase in fair trade product sales. Finally, the research also suggests some measures to increase the engagement of non-producers in the creation of socially responsible businesses.

Sustainable tourism as a factor in the development of protected areas in the Pomerania Euroregion
Arkadiusz Malkowski, Beata Bieszk-Stolorz, Dawid Dawidowicz
et al.
This study aimed to assess the opinion of the inhabitants of protected areas in the Polish-German borderland on the development of tourism using the concept of sustainable tourism. It was examined whether the type of protected area and the country of residence were determinants of sustainable tourism development. In 2019-2020, a questionnaire survey was conducted among residents near 14 protected areas in the Pomerania Euroregion. Multinomial and ordinal logit models were used in the data analysis. The main limitations of the survey were the inability to refer to similar surveys from previous years and for other protected areas in Poland and Germany. This prevented a complete spatial-temporal analysis. The study carried out on the acceptance by inhabitants of the neighbourhood of protected areas in the Pomerania Euroregion is unique. The Polish protected regions of the Pomerania Euroregion were shown to have more significant potential for sustainable tourism development than the German ones. The results also show some differences in the perception of tourism by the Poles and the Germans.

Perspectives of Polish organic farming development in the aspect of the European Green Deal
Karol Kociszewski
The paper aims to examine the determinants for the development of organic farming in Poland under the present conditions associated with membership in the European Union (EU). The study is based on analyses of secondary sources and a nationwide survey among organic farmers. Organic farming in the EU is a subject to development under the influence of the strategies related to the European Green Deal. Polish organic agriculture developed dynamically after the EU accession. However, the process reversed from 2013 due to the unstable domestic support policy. The barriers are poor connections between farmers and distributors, bureaucratic procedures and low profitability. A significant chance for the development is the expected demand growth. The most important factors encouraging farmers were associated with environmental aspects and the use of labour. The further growth is conditioned by the better-organized policy of Polish organisations involved in agricultural policy.

Changes in the behavior of organic food consumers
Władysława Łuczka
The purpose of this paper is to discuss the purchasing behavior of organic food consumers based on survey fi ndings, and to identify the change patterns by comparing these fi ndings with a 2010 study and selected conclusions from other research carried out in Poland. A PAPI survey was carried out in 2018 with 214 respondents who buy organic food in stores located in Poznań. The
results were analyzed using descriptive statistics metrics. The survey revealed the growing importance of health and environmental concerns among the motives for buying organic food, as indicated by the consumers. Compared to fi ndings from previous research, there are improvements in consumer awareness and a transition from an egoistic to an altruistic approach to how their purchasing decisions affect the natural environment. Positive developments also include the increase in the share of regular consumers who form the basic segment of the organic food market, and the fact that online sales are viewed as a prospective place of buying organic food.

Ecological aspects in the application of geopolymer composites on road surfaces
Michał Bołtryk, Krzysztof Granatyr, Natalia Stankiewicz
The article presents, based on preliminary research, the possibility of using a geopolymer composite as a protective layer of engineering structures, which protects it against the impact of harmful factors of the surrounding environment as well as the effects of mechanical interactions. The most common solutions of such layers are insulations based on synthetic feeds, bitumens – products obtained in the process of processing crude oil. The ecological aspect of the implementation of geopolymer materials and the process of their production are presented. Technological problems in the application of geopolymer protective layers on an industrial scale were considered. The paper presents the results of own research on the influence of the geopolymer composite layer thickness on adhesion to concrete based on Portland cement, in which the compaction method of the composite was considered.

Resilience of the Republic of Azerbaijan and implementation of the "State Program On The Social And Economic Development Of Regions - 2019-2023"
Yusif Huseynov
Over the past two decades, the Republic of Azerbaijan has adopted three national strategy programs in order to accelerate the social and economic development of the country's regions. The primary objectives of these national strategies have been ecological safety and responsible use of natural resources, sustainable and balanced development as well as social welfare. In contrast to the
previous programs implemented by the state, the new strategy includes the United Nations’ principles of sustainable development goals that were formulated in “Transforming our world: the 2030 Agenda for Sustainable Development”. However, recommendations given in the Paris Agreement and in the Sendai Framework for Disaster Risk Reduction are also very important for the adoption of any national strategies. Therefore, this article analyzes the environmental and socio-economic activities that are
integral to the newly adopted state program on Disaster Risk Reduction strategies and suggests further measures that could be taken improve the effectiveness of its implementation.
