Seven Practices of Successful Organizations

In this excerpt from his recently published book, The Human Equation: Building Profits by Putting People First, the author argues that many managers continue to overlook the extent to which the more effective management of people can improve firm economic performance. Firms that seek to produce enhanced economic performance through the management their human capital have adopted a number of common personnel practices. These include the provision of employment security, the selective hiring of new personnel, decentralized decision making, high compensation contingent on organizational performance, extensive training, minimal status distinctions and barriers, and the extensive sharing of financial and performance information throughout the firm.

Transforming corporate governance: Excellence in human resources and environment in Indonesia

Orientation: The orientation of this research is how human resources are integrated into good corporate governance practices to achieve sustainability practices. This research also explores the role of accounting in the context of Indonesian political economy in supporting corporate sustainability and accountability. Research purpose: To analyse the role of human resources in the transformation of good corporate governance towards sustainability practices through the perspective of political economy of accounting in Indonesia. Motivation for the study: Understanding the integration of human resources in corporate governance to improve sustainability practices, especially in the context of the political economy of accounting in Indonesia. Research approach/design and methods: Qualitative research approach with interpretivism paradigm. The participants of this study consisted of stakeholders, top management, human resource managers and accounting managers (N = 30). Data were analysed using thematic analysis. Main findings: The main findings of this study are that the integration of human resources in good corporate governance significantly improves environmental performance. Companies that implement accounting practices based on political economy accounting in the Indonesian context tend to be more transparent and accountable in their environmental reporting. Employee involvement contributes to an organisational culture that supports sustainability practices. Practical/managerial implications: This study emphasises the importance of companies investing in human resource development and implementing good governance practices based on political economy accounting in the Indonesian context to achieve sustainability practices. Contribution/value-add: Provides new insights into the integration of human resources into corporate governance that drives sustainability practices.

Does age affect job and organisational engagement and employee performance in Zimbabwe’s health sector?

Orientation: The ageing healthcare workforce has been an issue of concern in the health sector over the recent years. This unique demographic challenge poses numerous challenges like knowledge loss and possible skill shortages. Research purpose: This analysis seeks to examine the association between job engagement (JE), organisational engagement (OE) and employee performance (EP) of healthcare workers in Manicaland Province in Zimbabwe. Further, it assesses the moderating role of age on the association between JE and EP and OE and EP. Motivation for the study: There is restricted research on the relationship between JE, OE and EP, as well as on the moderating role of age on the association between JE and EP and OE and EP of healthcare workers. Research approach/design and method: The study’s approach is quantitative. Employing the Utrecht Work Engagement Scale-17, Job and Organisation Scales and Individual Work Performance Questionnaire, the data were collected from 235 healthcare workers. Structural equation modelling was implemented to examine the relationships of interest. Main findings: Job engagement positively impacts OE, and JE positively influences EP. The positive impact of OE on EP is insignificant. Age has an insignificant moderating effect on the relationship between JE and EP and OE and EP. Practical/managerial implications: Healthcare institutions and policymakers should enforce robust intervention strategies that support JE, OE and EP. Contribution/value-add: This research immensely contributes to the existing literature on the relationship between JE, OE and EP.

Factors affecting the retention of male administrative employees

Orientation: The retention of male administrative employees is influenced by workplace factors, including career advancement opportunities, organisational support and perceptions of gender roles. Research purpose: The purpose of this study was to explore the factors affecting the retention of male administrative employees. Motivation for the study: This study explores the challenges and experiences of male administrators, particularly in light of persistent stereotypes that associate administrative roles with women. As more men enter these positions, understanding the factors influencing their retention becomes essential. Research approach/design and method: A quantitative research approach was employed, focusing on male administrators in a selected municipality in Gauteng province. The sample comprised 125 participants selected through census sampling. Only male employees in administrative roles within the municipality were included, while female administrative employees were excluded. Data were analysed using descriptive and inferential statistical techniques. Main findings: The study found that retention of male administrative employees is affected by limited promotion opportunities, lack of managerial support, poor recognition, gender-based stereotypes, and low job satisfaction within an unsupportive environment. Although more men are entering the field, these challenges continue to impact their job satisfaction and long-term commitment to the field. Practical/managerial implications: Despite progress in gender equality, male administrators still face gender-based discrimination and stereotypes, which hinder their growth. Addressing these biases can improve fairness, satisfaction, and retention in the workplace. Contribution/value-add: Understanding male administrators’ experiences offers insights into gender dynamics and helps inform inclusive retention strategies.

Fostering Environmental Performance through Green Supply Chain Practices: Empirical Evidence from Manufacturing Firms in Pakistan

Achieving sustainable performance is a challenging but useful tool for firms in this competitive environment. The literature highlights several avenues to address sustainable performance, but there is alack of emphasis on common practices and strategies. This study examines the role of green initiatives, specifically eco-design, green purchasing and reverse logistics, in addressing environmental performance. Practice-based view theory is used to evaluate the influence of these common green practices on a firm's environmental performance. A total of 214 participants were approached to participate in this study and data analysis was conducted using AMOS. The findings reveal a significant and positive impact of eco-design, green purchasing and reverse logistics on environmental performance. This study provides implications for practitioners, policymakers and academics regarding environmentally oriented business operations that could better serve manufacturing firms. Additionally, firms are encouraged to focus on easily imitable, easy-to-transfer and easy-to-understand practices to address sustainable performance.

Carbon Productivity’s Impact on Company's Financial Performance (Case Study of Companies Listed on IDX80 Stock Index)

Objective: Environmental issues are a concern, especially global warming. One of the consequences of global warming is a significant increase in carbon emissions each year. However, investors are trying to understand whether increased carbon also improves companies' financial performance. This study seeks to investigate the influence of carbon productivity on the company’s financial performance (case study of companies listed on the IDX80 index). Research Design & Methods: This research uses a quantitative method with secondary data taken from the company's annual and sustainability reports from 2020 to 2023. The sampling method used is the purposive sampling method. The sample used in this research was 80 companies listed on the IDX80 Index. Panel Data Regression Analysis is used to analyze the data. Findings: The findings of the study indicated carbon productivity has no significant effect on company financial performance, whether measured through ROA or MBR On the other hand, when control variables are added, they have a significant effect on the company's financial performance as measured through ROA. Implications and Recommendations: From these findings, stakeholders, investors and financial managers in the Indonesian capital market can help in making investment decisions, especially regarding the influence of carbon productivity on financial performance and for stakeholders. Contribution & Value Added: This study adds value to the practice of finance that seeks to see that companies that disclose higher carbon emissions will affect the company's financial performance in the context of developing countries, especially Indonesia.

Pengaruh Servant Leadership, Job Satisfaction, Organizational Identification terhadap Voluntary Turnover Intention dengan Ta'awun sebagai variabel intervening pada karyawan muslim PT Bayyas Bio Fuels

This study aims to analyze the influence of Servant Leadership, Job Satisfaction, and Organizational Identification on Voluntary Turnover Intention with Ta’awun as an intervening variable among Muslim employees at PT Bayyas Bio Fuels. The research method used is Structural Equation Modelling (SEM) with the aid of Partial Least Square (PLS) software wich includes tests of convergent validity, discriminant validity, composite reliability second order confirmatory factor analysis, R2, 푄2, and hypothesis testing This study employes primary data obtained through questionnaires distributed to 50 Muslim employees at PT Bayyas Bio Fuels.The results indicated that Servant Leadership and Job Satisfaction negative and significantt affect Organizational Identification and Voluntary Turnover Intention. Additionally, Ta’awun as an intervening variable also negative and significantt affects Voluntary Turnover Intention. Organizational Identification negative and significantt Voluntary Turnover Intention, meaning that higher Organizational Identification leads to negative and significantt Voluntary Turnover Intention among employees. This research provides practical contributins for company management to enhance Servant Leadership, Job Satisfaction, and Organizational Identification as strategies to reduce employees Voluntary Turnover Intention. Implementing the values of Ta’awun in the workplace is also proven effective in increase employee loyality and reducing Turnover Intention.

Jumlah sampel dalam penelitian ini adalah 73 responden depot air minum diTernate. Alat uji yang digunakan adalah analisis regresi linier berganda dengan menggunakanStatistical Package For Sosial Scientist (SPSS) 29 sebagai alat uji statistic. Hasil penelitianmenunjukan:(1).Literasi keuangan berpengaruh dan signifikan terhadap pengelolaan keuanganpada usaha depot air minum di Ternate. (2)Sikap keuangan berpengaruh dan signifikan terhadappengelolaan keuangan pada usaha depot air minum di Teranet.

Business process automation: New challenges to increasing the efficiency and competitiveness of companies

Background: Scientific and technical progress are unstoppable. Nowadays, information technology affects every sphere of social and economic life. The automation of business processes is a common part of business and accounting practice. Moreover, the COVID-19 pandemic has accelerated the automation in companies. Regularly occurring transactions, which were performed manually before, are gradually being replaced by information technology and automatic robotic systems. The companies fully use cloud storages, artificial intelligence, or blockchain technologies. Purpose: The purpose of the paper is to identify areas and possibilities for improvement of business and accounting processes with use of information technologies, digitalization, and automation. Methodology: For the purpose of the paper, a standard methodology review of literature sources was performed. Then we conducted a brief questionnaire survey in order to find out the level of automation and digitization of business processes in companies in the Slovak Republic. Findings and conclusions: It is expected that, as a result of robotization and automation of business processes, some professions will gradually disappear within a few decades. Even the crisis related to COVID19 pandemic had an impact on the acceleration of using information technologies in business processes related to their digitalization and automation. The paper describes possibilities of automation with focus on e-shop, which make the processes safer, faster, more effective, eco-friendly, with fewer errors. On the other hand, there are some challenges and threats the accounting entities have to consider when implementing artificial intelligence, information technology in their business processes, such as cyber security, the Internet and electricity outages. We have observed that companies in Slovakia have their business processes more or less automated. However, the automation is the domain of bigger and multinational companies. The higher initial costs related to automation are limitation for smaller companies that need to consider benefits and costs the automation requires. Limitations and future research: Our paper is based on the theoretical background with a brief research in the area of implementing information technologies in companies in the Slovak Republic. The number of returned questionnaire surveys that were the base for our brief and initial research was very low. More detailed analysis of level of automation in the Slovak companies in comparison with companies abroad, their readiness for changes related to automation, as well as threats, challenges, pros and cons of automation may be the topic for the future research.

Development of a Video Tour as a Component of the Activities of the Manager of Socio-Cultural Sphere: Memorialization and Digitization

Introduction. Adapting to the modern circumstances of social life, managers of socio-cultural sphere must improve their forms of work and introduce new methods and tools for the implementation of socio-cultural activities. Therefore, the development of a video tour is an integral part of the work of a manager of socio-cultural activities and it requires the mastery of certain skills in the development and presentation of a certain product. Purpose and methods. The purpose of the article is to highlight features of developing a video tour as a component of the manager's activity in the socio-cultural sphere, to identify and justify the main stages of its implementation. Research methods include the analysis of cultural, art history, and philosophical literature; historical-retrospective, touristic, technological, artistic and globalist approaches. And also the method of SWOT analysis, which makes it possible to note a sufficient number of advantages in the development of video tours. Results. The results of the conducted research allow us to determine the importance of the practical use of video tours in the professional training of future managers of socio-cultural activities. Conclusions. The strategic planning of the development of the video tour is outlined, which consists of several interrelated stages. Also, the concept of “memorialization” was specified, the meaning of the concepts of “memorial” and “monument” was revealed, the definition of the concept of “video-excursion” was formulated, by which we understand a methodically thought-out remote visit of important cultural places; the definition of the concept of “digitalization” was analyzed and considered in the context of the development of a video tour.

An efficient human resource management system model using web-based hybrid technique

The proliferation of international business activities drives organizations to expand their operations into new areas and propels human resource management (HRM) to ensure hiring and retaining competent personnel. Consequently, firms have been struggling to place qualified people in relevant roles and provide adequate training. This study utilized information technology to solve these challenges using a web-based system to interconnect the processes, receive the data from the job applicants via a web-based interface, and connect them with suitable employment. Firstly, the proposed model presented a hybrid technique of Convolutional Neural Network (CNN) with Long Short Term Memory (LSTM) Cloud Web-based Human Resource Management System (CLWHRMS) by recognizing distinct features and forecasts the candidate’s potential under various classification tasks. For this, the study used a set of various software tools for web pages and database designing, including for the alteration of images. The hybrid model was executed using real-time data of 250 resumes, which were collected through an online database to validate the overall performance of the developed web-based system in terms of its accuracy, sensitivity, and specificity. Though the specificity was the same with all the techniques, the results illustrated CNN-LSTM technique was 91% accurate and 90% sensitive compared to the traditional methods. This CNN-LSTM model automatically estimates the suitability of a job candidate and projects his/her workability contributing to Saudi Arabian firms to ease and enhance their recruitment process. Research and Design of Electric Power Engineering Project Management System Bsed on Blockchain Technology

The characteristics of electric power engineering projects, such as multiple types, multiple links, multiple related parties, and decentralized construction have formed complex contracts and employment relationships. Numerous stakeholders make the owner's ability to control all parties involved in the project very limited, and the problems of information islands still exist. Firstly, electric power engineering project management problems, such as qualifications of contractors or subcontractors, subcontracting in breach of contract, lack of transparency in the payment of workers' wages, arrears of wages, withholding and embezzlement of contract funds, and malicious debt collection, were analysed. Then, the data deposit, enterprise and personnel credit management, contract management, project progress management, and funds management based on the blockchain technology were studied. Finally, the blockchian based electric power engineering project management system was designed.

Hindrance stressors, ego depletion and knowledge sharing

Purpose – This study aims to use the ego depletion theory to examine the impact of hindrance stressors on knowledge sharing behaviors by investigating the mediating role of ego depletion and the moderating role of self-enhancing humor. Design/methodology/approach – Data were obtained from a two-wave sample of 226 dyads, including employees in the manufacturing industry and their direct supervisors. The hypotheses were tested by hierarchical regression analyzes and Hayes’ PROCESS macro. Findings – The results demonstrated that employees’ self-enhancing humor style could alleviate the impact of hindrance stressors on employees’ ego depletion state and buffer the negative indirect effect of hindrance stressors on employees’ knowledge-sharing behaviors. Research limitations/implications – Although the authors collected mediator and dependent variables from different sources, this study used a cross-sectional research design, making it difficult to draw causal conclusions. Besides, hindrance stressors, ego depletion and self-enhancing humor style were all reported by employees. Originality/value – Through the study, the authors highlight the important role of the self-control view in explaining proactive behavior in the workplace and a great awareness of the unforeseeable consequences of ego depletion for employees.

A Study of Interracial Differences in Turnover Intentions: The Mitigating Role of Pro-Diversity and Justice-Oriented Management

Enhancing racial justice, equity, diversity, and inclusion are the core values of public administration and critical to the functions of public-sector strategic human resources management. However, very limited empirical research has delved into the interracial differences in public sector employees’ turnover intentions and its mitigating factors. Using the 2006–2017 Federal Employee Viewpoint Survey data, the present study aims to contribute toward filling this gap in the literature. The theoretical arguments and empirical findings of this study show that when compared with White employees, Federal Black, Indigenous, and Employees of Color (BIEOC) are significantly more likely to intend to leave their current organizations. However, the likelihood of turnover intentions of Federal employees, particularly, BIEOC can be reduced through institutional interventions anchored in pro-diversity management (e.g., commitment to fostering a racially representative workforce), distributive justice in employment outcomes (e.g., in pay and promotions) and procedural justice in organizational processes (e.g., anti-discrimination practices).

The effect of educational intervention based on the theory of planned behavior on the use of masks in Isfahan Atlas Flour Factory workers

Abstract Background and aim: The lack continuous and correct use of this equipment causes many respiratory problems. Hence, providing safety educations by using the models identifying and strengthening the effective factors is an essential. Thus, this study was conducted to evaluate the effect of educational intervention based on the theory of planned behavior on the use of masks in the Isfahan Atlas Flour Factory workers. Nowadays, respiratory diseases caused by work can be prevented to a large extent. Excessive exposure to respiratory dust is one of the most common environmental hazards in the workshops, which can have a harmful impact on the health of workers. Excessive exposure to this group of contaminants causes irritation and discomfort of the respiratory system, and in some cases, it causes disabling and malignant diseases such as lung cancer. There is no accurate estimate of the burden of lung disease caused in workplace in the world. Limited estimates reported on the burden of work-related diseases suggest that the respiratory disease is among the most common job diseases with a contribution of 14.1%. Accordingly, timely identification of respiratory symptoms in workplace and their proper management can play major role in reducing worker-related diseases and death of workers. Studies suggest that most of chronic respiratory diseases, which occur often due to the negligence and ignorance, lack of knowledge, and unsafe behaviors of workers, can be prevented by simple measures such as using mask during work. Flour dust is one of the factors involved in chronic respiratory diseases in the workplace. A large number of workers in various jobs such as flour industries, silo workers, bakers and workers of confectionery industry, are exposed to flour dust and this dust can cause respiratory asthma in airways and other lung illnesses. The results of some studies have indicated that exposure to flour dust increases the susceptibility of people to these diseases and causes allergy in the eyes, nose, and airways of the respiratory system. Respiratory equipment is considered as the last solution for respiratory protection against workplace contaminations. However, studies suggest that most workers do not use this equipment properly and continuously. It should be noted that the use of personal respiratory protection equipment is not adequate, but they should be also used properly. Thus, it is necessary to explain the factors affecting the use of respiratory masks, especially in flour industry workers, using appropriate models and theories. One of these comprehensive models used to explain and change the health-promoting behaviors is the theory of planned behavior. Based on this theory, behavior related to human health is based on their intention to perform it. Behavioral intention is affected by attitudes, normative beliefsand perceived behavioral control. Attitude is a negative or positive personal evaluation on performing a behavior. The normative beliefs are based on the fact that individuals are influenced by different people in society. Perceived behavioral control shows that to what extent a person feels that his behavior is under his voluntary control. Despite its predictive value, this theory has been used very limitedly in explaining and even changing the preventive behaviors in terms of safety and safe behaviors related to workplace among workers. In general, limited number of studies has evaluated the impact of educational interventions on changing flout industry workerschr('39') behaviors on increasing the use of respiratory protective equipment. As effectiveness of the theory-based educational interventions in the job health and safety area has been proven, the objective of this study was to evaluate the effect of educational intervention based on the theory of planned behavior on the use of respiratory protection equipment. Methods This quasi-experimental study was conducted on all workers of Isfahan Flour Atlas Factory in 2017. Using census method, 50 workers were assigned into two work shifts (each contained 25 workers). One shift was randomly selected as the intervention group and the other shift was selected as control group. A researcher-developed questionnaire was used to collect the data. The questionnaire was developed based on a previous studieschr('39') questionnaire. The tools for assessing the questionnaire information included 7 demographic questions (age, employment history, marital status, educational level, monthly income level and two questions about respiratory problems and educations received before on respiratory diseases). The questions of the theory of planning behavior structure include the indirect assessment of attitude structures (9 questions of behavioral beliefs and 9 questions of evaluation of the outcomes), normative beliefs (8 questions of normative beliefs and 8 questions of adherence motivation), perceived behavioral control (13 questions of control beliefs, 13 questions on the effect of control beliefs), and behavioral intention (2 questions: One question on previous behavior of the use of a protective mask and one question of the behavior of use in next month). Validity of the questionnaire was analyzed by a panel of experts, included a set of health experts, health education expert and psychologist. After calculating the content validity ratio (CVR) at an acceptable range of 0.75-1, content validity index (CVI) was calculated 0.81. To determine the reliability of the questionnaire before the study, 20 staff members randomly completed the questionnaire. The Cronbachchr('39')s alpha coefficient was calculated 0.873 for the entire structures. For each section, it was calculated as follows: behavioral beliefs 0.810, evaluation of outcomes 0.918, normative beliefs 0.735, adherence motivation 0.842, control 0.774, and the effect of control beliefs 0.924. At the beginning of the study, participants were invited to participate in the research project in different parts of the factory. After informing about the goals and obtaining their consent, they entered the project. The first stage of the questionnaires was completed by the two groups. After obtaining information from pre-test questionnaires, educational sessions were designed and educational interventions were provided for 2 months, 4 sessions per hour (15 days each) for the participants of the intervention group.  The aim of these sessions was to provide knowledge for workers with respiratory diseases caused by lack of using of masks, behavior of continuous use of masks, as well as increased behavioral beliefs, normative beliefs, adherence motivation, and reduced control beliefs. For this purpose, various teaching methods such as lectures, group discussions, brainstorming, practical presentation, role play, and the invitation of relevant professionals as well as teaching aids (boards, slideshows, booklets, pamphlets, posters and educational laminates) were used. The educational sessions was provided in this way: in the first session, s definition was provided on heath and onechr('39')s mission in maintaining the heath and protective strategies against the most common respiratory diseases in flour companies with the aim of increasing the behavioral beliefs to maintain personal health and self-care against respiratory problems.  The second session was provided with the aim of stabilizing the positive attitude and increase the behavioral beliefs of using masks and reducing control beliefs about not using the mask by inviting the physician and lecturing on the respiratory diseases and the complications of not using respiratory mask and the emergence of job-related respiratory diseases, and symptoms of these diseases.  The third session was provided with a focus on subjective norms and with the aim of identifying the role of key people in maintaining health and creating a healthy environment at work. In this session, the role of a professional health experts and safety officer as an important contributor to the health and safety of people was explained.   In this session, all participants were involved in the subject by holding a group discussion. In this session, the use of various respiratory masks used by the personnel of various units was trained using slideshows for the workers. In addition, the way of using it was displayed for them.  In the fourth session, all the contents of the 3 previous sessions were reviewed. In this session, questions and answers were given to the group to discuss on all the questions in group. After completing the questionnaires, the data were entered into the software and analyzed using independent t-test, Fisher, Mann-Whitney, ANOVA and Chi-square tests. Results: The results also showed that there was no significant difference between the two groups in the mean of the scores of TPB constructs . there was a significant difference in all the TPB variables between the two groups (after intervention, P < 0.001). of statistical observation and recording of observational behaviors showed that there was a significant increase in the use of mask in the intervention group immediately (P = 0.02) and 3 months after the intervention (P = 0.04). Also, all the structures of the planning behavior  theory ()In the intervention group, it increased in two periods. (P >0/05) Conclusion:  The results of this study showed that educational intervention based on the theory of planned behavior was effective in improving the behavior of using masks. Therefore, using this model is recommended for creating safe behaviors. The results of this study revealed that providing educational intervention based on the model of planned behavior caused change in behavioral beliefs structures and evaluation of outcomes, normative beliefs, adherence motivation, control beliefs and its impact on the behavior of using masks in the intervention group. Based on the results of this study, it can be concluded that intervention in the form of planned behavior is effective in behavior of using the mask. Given the high density of flour particles in air of some parts, clinical examinations of workers are recommended to identify and treat patients with respiratory tract infections as soon as possible. In order to provide appropriate health conditions in workplace to protect the health of workers, flour factory owners are recommended to use proper ventilation systems, to oblige workers to use respiratory masks and periodic measurements of inhaled particles by plant officials. These measures can play major role in reducing respiratory diseases.  Keywords: worker, mask, educational intervention, planned behavior model

The impact of employees' commitment on organizational performances

This paper examines the impact of employees' commitment on the productivity of organizations in the Republic of Serbia. Employees' commitment represents the willingness of employees to make efforts for the benefit of the organization and the desire to remain in them. It can be seen as: affective, continuous and normative commitment. Affective commitment reflects a belief in the goals of an organization and a willingness to actively participate in its development; normative commitment reflects a sense of obligation on employees to remain in the organization while continuing commitment is due to employees' assessment that leaving the organization causes greater costs than benefits. Previous research shows that all types of commitment have a major impact on the performance of organizations. As the number of empirical studies on this topic in Serbia is limited, this paper examines the impact of each type of organizational commitment on the productivity of organizations in Serbia, as well as the impact of the overall commitment. The aim of the paper was to identify the types of organizational commitment that have the greatest impact on the performance of organizations in Serbia and to propose measures to HR managers whose implementation can improve the operations of domestic organizations. The starting point of the paper was that employees' commitment has a statistically significant effect on organizational performance. To verify the validity of this assumption, a primary survey was conducted. 169 employees of 17 organizations in Serbia were surveyed. By applying correlation and regression analysis methods, it has been proven that overall organizational commitment, as well as its certain types, have a positive impact on the productivity of organizations in Serbia, with the impact of normative commitment on performance greater than other types of commitment. At the same time, the contribution of continuous commitment to the performance of organizations in Serbia is negligible (statistically insignificant). In line with the obtained results, recommendations for human resources managers in Serbia are proposed. The theoretical implications of the paper are reflected in filling the gap in the national literature in the field of organizational commitment, while the empirical implications are reflected in the mechanisms and measures that are proposed at the end of the paper.

Veterans and Job Satisfaction in the U.S. Federal Government: The Importance of Role Clarity in the First Years of Civilian Employment

Veterans can face difficulties adjusting to civilian employment due to their experiences in highly structured and regimented military service organizations. This study focuses on factors that affect the job satisfaction of veterans employed in the civilian U.S. Federal Government. Drawing on sector imprinting theory, we propose that role clarity will have a stronger link with job satisfaction for government employees who have served in the military than for those who have not. Second, we argue that this difference will dissipate over time, with the importance of role clarity for veterans being strongest at the earliest stages of the transition to civilian employment. We present evidence for our theory from an analysis of the 2013 Federal Employee Viewpoint Survey. Finally, after discussing the limitations of our study, we suggest practical managerial tactics that can complement ambitious public sector veteran employment initiatives.

Public Personnel Management Process Capability Assessment

Personnel management plays a critical role in the success of public organizations. Our literature review shows that there is a lack of systematic guidance on how to improve Public Personnel Management Process (PPMP) quality. Software Process Improvement and Capability Determination (SPICE) is a process assessment framework that is successfully used by software organizations during the past two decades. The framework can also be used as a baseline to generate process capability models for different specific domains/sectors. We have utilized this approach for the government domain and we developed the process definition of PPMP. To observe the benefits and usability of the model, we have performed a multiple case study, including the assessments of three organizations’ PPMP capability levels and the development of action plans for PPMP improvement. The findings show that the proposed approach is applicable for identifying the PPMP capability levels and is capable of providing a roadmap for moving to the next level.
