BISERICA ORTODOXĂ DIN BASARABIA ȘI EDIFICAREA MONUMENTULUI ȚARULUI ALEXANDRU I

Ion Gumenîi

The present article, in fact, continues one of the previously presented communications regarding the involvement of the Orthodox Church in the "jubilee mania" process, triggered by the tsarist authorities, especially in the second decade of the 20th century. In the present material we will focus on a concrete case, namely the one related to the inauguration of the monument of Emperor Alexander I in Chisinau, a phenomenon that is known throughout the empire, when it becomes a fashion to focus the attention of the masses on the previous visits of representatives of the Romanov family of one or another locality, and at the same time through such actions to cement the image of imperial persons among the population. And this is practiced even more intensively, after the erosion of the Tsar's image following the events of 1905-1907. The material, using both archival materials and periodicals of the time, describes the event that took place in 1914, in Chisinau at a very early time before the start of the Great War, but also analyzes a series of sides and events related to the main actors involved in this event, the role played by the head of the Orthodox Church in the region, but also by the Church Institution itself in the organization and implementation of the inauguration of the monument to Emperor Alexander I and on this occasion of the visit of the capital of the region by Nicholas II. The theme related to the involvement and impact on the large mass of the population of Bessarabia in general and Chisinau in particular is not left out of attention either.

Packing-Inspired Algorithms for Periodic Scheduling Problems with Harmonic Periods

Josef Grus, Claire Hanen, Zdeněk Hanzálek

We tackle the problem of non-preemptive periodic scheduling with a harmonic set of periods. Problems of this kind arise within domains of periodic manufacturing and maintenance, and also during the design of industrial, automotive, and avionics communication protocols, where efficient scheduling of messages is crucial for the performance of a time-triggered network. We consider the decision variant of the periodic scheduling problem on a single highly-utilized machine. We first prove a bijection between periodic scheduling and a particular (so-called height-divisible) 2D packing of rectangles. We formulate the problem using Constraint Programming and compare it with equivalent state-of-the-art Integer Linear Programming formulation, showing the former's superiority on difficult instances. Furthermore, we develop a packing-inspired first fit heuristic, which we compare with methods described in the literature. We justify our proposed methods on synthetically generated problem instances inspired by the communication of messages on one channel.

Relational Dynamics with Periodic Clocks

Leonardo Chataignier, Philipp A. Hoehn, Maximilian P. E. Lock et al.

We discuss a systematic way in which a relational dynamics can be established relative to periodic clocks both in the classical and quantum theories, emphasising the parallels between them. We show that: (1) classical and quantum relational observables that encode the value of a quantity relative to a periodic clock are only invariant along the gauge orbits generated by the Hamiltonian constraint if the quantity itself is periodic, and otherwise the observables are only transiently invariant per clock cycle (this implies, in particular, that counting winding numbers does not lead to invariant observables relative to the periodic clock); (2) the quantum relational observables can be obtained from a partial group averaging procedure over a single clock cycle; (3) there is an equivalence ('trinity') between the quantum theories based on the quantum relational observables of the clock-neutral picture of Dirac quantisation, the relational Schrödinger picture of the Page-Wootters formalism, and the relational Heisenberg picture that follows from quantum deparametrisation, all three taken relative to periodic clocks (implying that the dynamics in all three is necessarily periodic); (4) in the context of periodic clocks, the original Page-Wootters definition of conditional probabilities fails for systems that have a continuous energy spectrum and, using the equivalence between the Page-Wootters and the clock-neutral, gauge-invariant formalism, must be suitably updated. Finally, we show how a system evolving periodically with respect to a periodic clock can evolve monotonically with respect to an aperiodic clock, without inconsistency. The presentation is illustrated by several examples, and we conclude with a brief comparison to other approaches in the literature that also deal with relational descriptions of periodic clocks.

Stochastic-Periodic homogenization of Maxwell's equations with nonlinear and periodic conductivity

Joel Fotso Tachago, Hubert Nnang

Stochastic-periodic homogenization is studied for the Maxwell equations with nonlinear and periodic electric conductivity. It is shown by the stochastic-two-scale convergence method that the sequence of solutions of a class of highly oscillatory problems converges to the solution of a homogenized Maxwell equation.

A Quantification Method for Disorganized Bone Components: Application to the Femoral Shaft

Roger Zebaze, Catherine Shore‐Lorenti, Hanh H Nguyen et al.

ABSTRACT Based on the current paradigm, a healthy bone is one with adequate mass without microarchitectural decay. However, these two features may not be sufficient to ensure that a bone is healthy. In addition, components must be correctly assembled and aligned. This ensures “the right amount of bone, at the right place” and thus, an optimal cohesion or interplay between constituents. Disorganization may be an independent contributor to bone abnormalities including fragility fractures. Indeed, many bone diseases may be characterized by the presence of disorganized bone, including osteogenesis imperfecta, hypophosphatasia, and atypical femur fractures (AFFs). Despite its likely importance, currently, there are no tools to quantify disorganization in vivo. We address this unmet need by describing a novel method for quantifying bone disorganization from X‐ray images. Disorganization is quantified as variations in the orientation of bone components in relation to a target reference point. True disorganization created by disarranging (misplacing) pixels within the bone served as “gold standard.” To further validate the method in clinical settings, we compared disorganization in three groups of femurs: (i) femurs of women with AFFs (n = 9); (ii) fracture‐free femurs contralateral to AFFs (n = 9); and (iii) fracture‐free femurs from controls (n = 25). There was excellent agreement between measured disorganization and “gold standard,” with R2 values ranging from 0.84 to 0.99. Precision error ranged from 1.72% to 4.69%. Disorganization produced by abnormalities associated with AFFs was accurately captured. Disorganization level was lowest in fracture‐free control femurs, higher in fracture‐free contralateral femurs to AFFs, and highest in femurs with AFFs (all p < 0.0001). Quantification of disorganization, a novel biomarker, may provide novel insights into the pathogenesis of metabolic bone diseases beyond that provided by bone mineral density (BMD) or microarchitecture. We provide evidence that measurement of disorganization is likely to help identify patients at risk for fractures, especially in those poorly explained by BMD or microarchitecture such as AFFs. © 2023 The Authors. Codes for Constrained Periodicity

Adir Kobovich, Orian Leitersdorf, Daniella Bar-Lev et al.

Reliability is an inherent challenge for the emerging nonvolatile technology of racetrack memories, and there exists a fundamental relationship between codes designed for racetrack memories and codes with constrained periodicity. Previous works have sought to construct codes that avoid periodicity in windows, yet have either only provided existence proofs or required high redundancy. This paper provides the first constructions for avoiding periodicity that are both efficient (average-linear time) and with low redundancy (near the lower bound). The proposed algorithms are based on iteratively repairing windows which contain periodicity until all the windows are valid. Intuitively, such algorithms should not converge as there is no monotonic progression; yet, we prove convergence with average-linear time complexity by exploiting subtle properties of the encoder. Overall, we both provide constructions that avoid periodicity in all windows, and we also study the cardinality of such constraints.

Longitudinal Imaging of the Skull Base Synchondroses Demonstrate Prevention of a Premature Ossification After Recifercept Treatment in Mouse Model of Achondroplasia

Guylene Rignol, Stephanie Garcia, Florence Authier et al.

ABSTRACT Achondroplasia is the most common form of short‐limb dwarfism. In this disorder, endochondral ossification is impaired due to gain‐of‐function mutation in the Fibroblast Growth Factor Receptor 3 (FGFR3) gene. In addition to short limbs, cranial base bones are also affected leading to shortening of the skull base and to serious neurological complications associated with foramen magnum stenosis. These complications are thought to be due to the delay or premature arrest of skull base growth, caused by an accelerated ossification of the sphenooccipital (SOS) and the intraoccipital (IOS) synchondroses. Skull synchondroses consist of two opposite growth plates sharing a common reserve zone of chondrocytes. In this study, we first characterized the skull base synchondroses ossification in a mouse model of achondroplasia carrying the human G380R mutation (Fgfr3ach/+). We then addressed whether Recifercept, a soluble FGFR3, could prevent premature closure of these synchondroses. Postnatal radiological observations revealed the presence of bony bridge structures in one or more synchondroses in Fgfr3ach/+ mice as early as postnatal day 3 in the most severe cases. The presence of early ossification correlated with the severity of the disease as it was associated with an arrest of the cranial base bone growth. Histological analyses indicated changes in the synchondroses structure and matrix proteoglycan contents confirming a process of ossification. Treatment of Fgfr3ach/+ mice with Recifercept compared with vehicle prevented premature synchondrosis ossification and the transition to bone, resulting in improved skull shape and cranium ratio. Given the impact of Recifercept on synchondrosis inactivation, it is possible that it could prevent one of the most severe complication of achondroplasia if used early enough during bone development. These data support the clinical development of Recifercept for achondroplasia, and suggests that early treatment may be required to best address impaired endochondral bone growth. © 2021 The Authors. Bibliometric and Retrospective Analysis on Economic Behavior for Inclusive Growth

Liudmyla Saher, Ihor Vakulenko, Kateryna Shevchenko et al.

The article provides a bibliometric analysis of existing publications on the market participants' behavior(manufacturers, trading companies, and other intermediaries and consumers). The basis for the study is the Scopus database, which presents publications on this topic for over thirty years. The article aims to study the research directions on behavioral models of economic entities and the factors that influence their formation. Such analysis can be used to determine the place of behavioral economics in the system of modern views of economists on its impact on the further global development of the economic system. By selecting the most relevant articles on the economic behavior of market participants in the context of an inclusive economy, 1198 scientific articles were selected, published in periodicals from 1989 to 2021. The clustering and retrospective analysis were chosen as a methodological study tool, performed using VOSviewer 1.6.16 software. It made it possible to obtain a clear visualization of research clusters on economic entities' behavioral aspects, including individual periods of the enormous publication activity from 2011 to 2021. In addition, the article identifies the largest regional research networks of behavioral models in an inclusive economy. Based on the analysis of the scientific publications from the Scopus database, three periods of research on the behavioral aspects of economic entities were identified. The study of the first stage focused on e-commerce development as a significant factor in market changes, accompanied by the transition of competition from local to global. The next phase of the economic behavior study was accompanied by the sustainable development concept and changes in consumer values, which influenced the choice of suppliers and service providers and the growing importance of decision criteria that previously could not be considered purely economic. Considerable attention in this period of publishing activity was paid to social responsibility and sustainable consumption. The last research defined in the article stages is aimed at using modern research methods and information technologies for a deeper analysis of the subject area. It makes it possible to identify relevant factors influencing the formation of economic entities' behavior patterns, which could not be determined before.

On Langmuir's periodic orbit

Kai Cieliebak, Urs Frauenfelder, Martin Schwingenheuer

Niels Bohr successfully predicted in 1913 the energy levels for the hydrogen atom by applying certain quantization rules to classically obtained periodic orbits. Many physicists tried to apply similar methods to other atoms. In his well-known 1921 paper, I.~Langmuir established numerically the existence of a periodic orbit in the helium atom considered as a classical three body problem. In this paper we give an analytic proof of the existence of Langmuir's periodic orbit.

Odd-periodic Grover walk

Yusuke Yoshie

The Grover walk is one of the most well-studied quantum walks on graphs. In this paper, we investigate its periodicity to reveal the relationship between the quantum walk and the underlying graph, focusing particularly on the characterization of graphs exhibiting a periodic Grover walk. Graphs having a periodic Grover walk with periods of $2, 3, 4$, and $5$ have previously been characterized. It is expected that graphs exhibiting a periodic Grover walk with odd period correspond to cycles with odd length. We address that problem and are able to perfectly characterize the class of graphs exhibiting an odd-periodic Grover walk by using a combinatorial method.

A Conspiracy of Silence: The Suppressed Protest of The Jungle and The Grapes of Wrath

Adam Nemmers

Positioned at the vanguard of the American labor movement, radical writers sought to disseminate Marxist ideology through proletarian literature, especially during the first half of the twentieth century. Because their ideas were branded as essentially un-American, however, novelists such as Upton Sinclair and John Steinbeck sought to tell their stories through more popular and commercial channels in order to reach a wider audience than might read periodicals or attend rallies. To an extent both authors were successful, for their novels reached wider audiences and are now regarded as American classics. Yet this success was a Pyrrhic victory and came at the cost of the messages they sought to promulgate. Put simply, I argue, it is no accident that Americans did not read these books, and do not remember them in the radical, revolutionary spirit they were intended.

Nikolina Ivanova-Bell, Gergana Atanasova

The present study aims to review the periodicals created by the students of the American University in Bulgaria during 1993–2020 and kept in the Panitza Library’s institutional archives. The considered editions are currently continuing newspapers and magazines, initiated and fully completed projects by the students themselves. The publications are the first attempts of the young university community to present events of great significance, to demonstrate political activity and commitment to social problems occurring not only within the community, but also on a national and international level. Throughout the years, they have become an integral part of the institutional history, as well as a basis for the professional growth of many young people.

Photography In/Between Media Formats: The Work of Format from Magazines to Books, from Horst. P. Horst to Henri Cartier-Bresson

Alice Morin, Jens Ruchatz

This paper deals with photography in illustrated magazines and photobooks, and with what unfolds when photographs migrate from one media to the other. In such instances, we argue, reformatting is performed in distinctive affordances; yet such transfers also make visible the format conditions that underlie both the magazine and book media. By conducting an in-depth analysis of two exemplary photographs, by Horst P. Horst and Henri Cartier-Bresson, circulating between magazines and books, we aim to show how format markedly shapes photography in print and thus to demonstrate the work of format. In the process, matters of authoring and re-appropriating, as well as mechanisms of canonization and/or memorialization are brought to light. All contribute to structure and solidify the photographic field, as well as periodicals and books as media, in relationship to one another (and to their mediatic content). The established hierarchy of formats, in which photographs move up from magazines to books, in fact proved beneficial to both, bolstering the distinction – and thus the identity – of the media book and periodical.

Periodic Scheduling and Packing Problems

Claire Hanen, Zdenek Hanzalek

This paper is motivated by periodic data transmission in autonomous cars. We considered periodic tasks (with different periods) on one or several machines. After reviewing the literature on the subject, we managed to generalize a result of Lukasiewicz et al. (i.e., the equivalence of periodic scheduling with the power of two periods and special 2D bin packing) to harmonic periods. Furthermore, we use quite old results by Coffman, Garey, and Johnson to get an approximation algorithm.

Periodicity in recurrent fast radio bursts and the origin of ultra long period magnetars

Paz Beniamini, Zorawar Wadiasingh, Brian D. Metzger

The recurrent fast radio burst FRB 180916 was recently shown to exhibit a 16 day period (with possible aliasing) in its bursting activity. Given magnetars as widely considered FRB sources, this period has been attributed to precession of the magnetar spin axis or the orbit of a binary companion. Here, we make the simpler connection to a {\it rotational period}, an idea observationally motivated by the 6.7 hour period of the Galactic magnetar candidate, 1E 161348--5055. We explore three physical mechanisms that could lead to the creation of ultra long period magnetars: (i) enhanced spin-down due to episodic mass-loaded charged particle winds (e.g. as may accompany giant flares), (ii) angular momentum kicks from giant flares and (iii) fallback leading to long lasting accretion disks. We show that particle winds and fallback accretion can potentially lead to a sub-set of the magnetar population with ultra long periods, sufficiently long to accommodate FRB 180916 or 1E 161348--5055. If confirmed, such periods implicate magnetars in relatively mature states (ages $1-10$ kyr) and which possessed large internal magnetic fields at birth $B_{\rm int}\gtrsim 10^{16}$ G. In the low-twist magnetar model for FRBs, such long period magnetars may dominate FRB production for repeaters at lower isotropic-equivalent energies and broaden the energy distribution beyond that expected for a canonical population of magnetars which terminate their magnetic activity at shorter periods $P \lesssim 10$ s.

PREVENTION AND CONTROL MEASURES IN DENTISTRY UNDER COVID-19 CONDITIONS

V. P. Litovchenko

Introduction. Given the worldwide spread of acute respiratory disease COVID-19, the WHO announcement of a pandemic and unprecedented quarantine restrictions in March 2020, the problem of organizing measures to prevent the emergence and spread of COVID-19 becomes particularly relevant and undergoes significant additions and improvements. It should be noted that the risk of transmission of coronavirus disease during dental procedures is defined as extremely high, due to close doctor-patient contact, the use of specific equipment (turbine tip, ultrasonic scaler, airflow, etc.), interaction with biological fluids, including saliva and tissues. At the same time, acute conditions in patients require emergency dental care. In such conditions, it is necessary to comply with anti-epidemic measures, use sterilization procedures for all categories of instruments, as well as the introduction of additional convenient and modern measures to prevent cross-contamination in dental institutions, including checklists, questionnaires and so on. Purpose. Based on the analysis of theoretical and clinical aspects of the problem of asepsis in the face of new challenges, we aimed to develop an author's "case" of standardized checklists to ensure dental care in the spread of SARS-CoV-2. Methods. Theoretical analysis of literature sources and results of modern research presented in electronic scientific publications included in scientometric databases, such as PubMed, Index Copernicus, Ulrich's Periodicals, Google Scholar, Web of Science, Scopus, Medline, etc.; generalization of knowledge and practical experience gained during training on the basis of the Dental Medical Center of the National Medical University named after O. O. Bogomolets; survey of respondents using Google forms. Results. In the context of dental care, the features of dangerous infectious diseases (routes of transmission, resistance, etc.) and appropriate preventive measures were analyzed. The clinical aspects of сoronavirus disease (COVID-19) were considered in detail. As additional anti-epidemic measures (control measures), the author's "case" of checklists was presented: "Assessment of urgency of dental care," "Assessment of risks of possible infection with Covid-19" (to be completed before and 24 hours after treatment). Conclusions. General and specific precautions are crucial for minimizing the spread of COVID-19 coronavirus disease. Additional solutions are important, including a thorough preliminary examination of patients, including the use of the proposed "case" of checklists (77.4% of respondents from 53 practicing dentists noted the relevance of such questionnaires in their practice) and enhanced asepsis, especially if treating patients with confirmed COVID-19 will be necessary. The main preventive measures aim to prevent other infections (HIV, hepatitis, etc.), the risk of transmission of which increases in the dental office.

On the Issue of Typology of Magazines for Foster Parents

Olga N. Savinova, Natalia O. Avtaeva

In the scientific literature, the study of the typology of journal periodicals is a significant and debatable problem. With the increasing number of periodicals and the continued segmentation of the print media audience, there are some new magazines that cannot always be successfully introduced into existing typologies. Publications of a pro-family theme have become an integral part of the modern media system; they have not only recognizable typological characteristics but also require further classification. An important segment of the media market, in our opinion, is newspapers and magazines for foster parents, which must be positioned as separate specialized publications. The authors of the article suggest considering magazines for foster parents within three typological groups: children’s bases, magazines for potential foster parents and magazines for families in which foster children are brought up. Separately, we can designate magazines that are published for specialists of guardianship and custody bodies and organizations that professionally deal withthe family placement of orphans and children left without parental care. The indicated typological groups are a generalization of the results of the content analysis of the publications of magazines for foster parents. They recorded similarities and differences in the content of publications of various types, which were identified by induction, systematization and interpretation of the data of the study. The article focuses on the fact that the modern family needs information support, along with legal, socio-economic support from the state and society. The presence in the modern media space of socially oriented publications, which include magazines for foster parents, contributes to a positive change in the vector of disseminated media of family information.

Writing the Contemporary in the Periodical Press: Art and News 1893–1906/Ecrire le contemporain dans la presse périodique: l'Art et l'Info 1893–1906

Laurel Brake

The primary function of the press has been represented as a mediator, located in the imaginary ‘between’ events and readers, which delivers the ‘news’. While embracing its contingency, this paper argues that ‘news’ is not confined to the newspaper press or limited to political or financial news, as historians of the press have long assumed in tacitly endorsing a taxonomy of the press, which identifies newspapers as the core format of historical journalism with periodicals ranged below in a queue based on decreasing frequency. Rather, it is argued here that contemporaneity, the appeal of the protean ‘new’, is the common denominator of all historical serials, and the most important lure of all readers to all serial titles, newspapers and periodical alike. Initially exploring the original link of the press to Mercury, the carrier of news between events and readers, the paper delivers a qualitative case study of non-political news. The New Art Criticism is a gripping viral story in the British press about French art in Britain in the 1890s and the following decade. The network of critics, first neophytes and then celebrities, that mustered around the problematics of English art and its gatekeepers at the fin de siècle, illustrate the reporting of the troubled reception, by British galleries, of the French school of painting. They also limn the culture wars between the broad categories of advocates and enemies on the one hand, and individual journalists and periodicals on the other. Just as the newspaper press seeks to influence governments and the reading public politically about current affairs, so the art critics campaigned to influence museum policy and events.

Protection of motherhood and infancy in the first decade of Soviet government in the Tambov Region (1918-1928)

P. P. Shcherbinin

The social policy regarding motherhood and infancy, including the system of social protection of orphans in the Tambov Governorate in the first decade of Soviet government (1918-1928) was specially and comprehensively studied in the context of state, public and private support of the agrarian society. The focus was on the reconstruction of the conformity of the program of maternity and childhood protection proclaimed by the Soviet government at the regional level. On the basis of a wide range of primary materials (archival sources, periodicals, published materials) various little-known aspects of a scientific problem are representatively investigated. We summarize the successful and unsuccessful experience of the formation of a welfare state system and public initiatives of the medical community and women’s departments in provincial Russia, which often had significant differences from metropolitan events and management decisions. A staged organization has been identified of creating subdivisions of motherhood and infancy, the actual care of orphans at the regional and county level, which makes it possible to assess the opportunities and needs of social protection and the care of children in urban and rural society during the chronological period. We clarify the transformation of social institutions in relation to the maternity and childhood, both at the level of the governorate and at the county level. The situation of abandoned children and the social policy of transferring these children to private education are specifically considered, the financial problems associated with the transfer of orphans to childless peasant families are assessed. The main trends of social care for the “children of misfortune”, the motives for helping and supporting them by the local community, collectives of enterprises and state institutions of the period under review are revealed. Conclusions are made about the results and historical regional experience and traditions, peculiarities of supporting motherhood and childhood at the level of the province and counties, which made it possible to successfully reconstruct this social protection system of the new Soviet Russia. Attention is drawn to the importance of taking into account regional specifics and concrete historical manifestations of the social state in the era of social cataclysms (Revolution, Civil War, Antonovschina, New Economic Policy), as well as assessing social and political, social and cultural tendencies of the Soviet government.
