Sola-Visibility-ISPM: Benchmarking Agentic AI for Identity Security Posture Management Visibility
Gal Engelberg, Konstantin Koutsyi, Leon Goldberg
et al.
Identity Security Posture Management (ISPM) is a core challenge for modern enterprises operating across cloud and SaaS environments. Answering basic ISPM visibility questions, such as understanding identity inventory and configuration hygiene, requires interpreting complex identity data, motivating growing interest in agentic AI systems. Despite this interest, there is currently no standardized way to evaluate how well such systems perform ISPM visibility tasks on real enterprise data. We introduce the Sola Visibility ISPM Benchmark, the first benchmark designed to evaluate agentic AI systems on foundational ISPM visibility tasks using a live, production-grade identity environment spanning AWS, Okta, and Google Workspace. The benchmark focuses on identity inventory and hygiene questions and is accompanied by the Sola AI Agent, a tool-using agent that translates natural-language queries into executable data exploration steps and produces verifiable, evidence-backed answers. Across 77 benchmark questions, the agent achieves strong overall performance, with an expert accuracy of 0.84 and a strict success rate of 0.77. Performance is highest on AWS hygiene tasks, where expert accuracy reaches 0.94, while results on Google Workspace and Okta hygiene tasks are more moderate, yet competitive. Overall, this work provides a practical and reproducible benchmark for evaluating agentic AI systems in identity security and establishes a foundation for future ISPM benchmarks covering more advanced identity analysis and governance tasks.

Analysis of the issues of increasing the efficiency of project activities at enterprises of the military-industrial complex
N.D. Pechalin
Background. The relevance of this research is determined by the need to improve the methods of managing complex projects in the military-industrial complex in the face of modern challenges, including geopolitical instability, sanctions pressure and stricter requirements for the implementation of the state defense order. Under the current conditions, traditional approaches to managerial decision-making demonstrate insufficient effectiveness, due to the high degree of uncertainty and the multi-criteria nature of the tasks facing defense industry enterprises. The aim of the research is to develop a scientifically based decision support methodology for optimizing management processes at all stages of the life cycle of creating weapons and military equipment. Matherials and methods. The proposed approach is based on the integration of multicriteria analysis and discrete optimization methods into the decision support system (DSS), which provides comprehensive consideration of technological, resource and time constraints typical of defense industry projects. The methodological basis of the research consists of modern achievements in decision theory, including methods of multi-criteria optimization. Special attention is paid to the development and application of a discrete mathematical apparatus, in particular, the full search method for problems with a limited set of alternatives. The work also uses modern design techniques such as FMEA risk analysis, critical path methods and visualization of project data using Gantt charts. Results. The application of this approach in DSS makes it possible to take into account a set of constraints (resource, time, risk, and production) and find optimal management solutions at various stages of the life cycle of creating IWT samples. The full search method implemented within the framework of the DSS ensures the selection of the best corrective actions even under harsh conditions, which is confirmed by the example of the OCD stage, where the use of weighted estimates and data visualization (Gantt charts) allowed minimizing deviations from the schedule. The proposed methodology increases the validity of decision-making by formalizing the selection process, provides adaptability to changing conditions, and can be integrated into existing project management systems in the defense industry, contributing to their effectiveness. Conclusions. The prospects for further research are related to the integration of artificial intelligence and machine learning methods for predictive analytics in project management. Of particular interest is the development of adaptive decision support systems capable of working in real time and taking into account dynamically changing conditions for the implementation of projects in the military-industrial complex.

The Unified Control Framework: Establishing a Common Foundation for Enterprise AI Governance, Risk Management and Regulatory Compliance
Ian W. Eisenberg, Lucía Gamboa, Eli Sherman
The rapid adoption of AI systems presents enterprises with a dual challenge: accelerating innovation while ensuring responsible governance. Current AI governance approaches suffer from fragmentation, with risk management frameworks that focus on isolated domains, regulations that vary across jurisdictions despite conceptual alignment, and high-level standards lacking concrete implementation guidance. This fragmentation increases governance costs and creates a false dichotomy between innovation and responsibility. We propose the Unified Control Framework (UCF): a comprehensive governance approach that integrates risk management and regulatory compliance through a unified set of controls. The UCF consists of three key components: (1) a comprehensive risk taxonomy synthesizing organizational and societal risks, (2) structured policy requirements derived from regulations, and (3) a parsimonious set of 42 controls that simultaneously address multiple risk scenarios and compliance requirements. We validate the UCF by mapping it to the Colorado AI Act, demonstrating how our approach enables efficient, adaptable governance that scales across regulations while providing concrete implementation guidance. The UCF reduces duplication of effort, ensures comprehensive coverage, and provides a foundation for automation, enabling organizations to achieve responsible AI governance without sacrificing innovation speed.

Optimalisasi Peran Pemerintah Melalui Badan Bank Tanah Sebagai Land Manager Negara Dalam Pengelolaan Penyediaan Tanah Bagi Kepentingan Pembangunan
Himawan Arief Sugoto, M. Syamsul Maarif, Budi Mulyanto
et al.
The limited availability of land and the high price of land make it difficult for the government to carry out sectoral development. To overcome this problem, the government has established a special agency (sui generis) in 2021, the Indonesia Land Bank Authority. The purpose of this study is to conduct a study of the regulations and legal entities that manage the provision of land using the Regulatory Impact Assessment (RIA) research method. The scope of the study is limited to regulations and institutions related to land provision management, namely Perumnas, BP Batam, Land Bank Agency and Private Enterprises. The results show the limited role of the Ministry of ATR/BPN and the suboptimal role of various forms of institutions as state land managers in managing land supply, especially in relation to overlapping land acquisition functions in existing agencies. In conclusion, this research proposes a policy that the only appropriate institution as the State Land Manager is the Land Bank Agency due to its specificity (sui generis), which can flexibly carry out public and private interests in land supply management. However, in its implementation, this agency needs regulatory support to effectively become the state land manager, namely through a one-door policy for the government's land acquisition function.

Regulatory Requirements Engineering in Large Enterprises: An Interview Study on the European Accessibility Act
Oleksandr Kosenkov, Michael Unterkalmsteiner, Daniel Mendez
et al.
Context: Regulations, such as the European Accessibility Act (EAA), impact the engineering of software products and services. Managing that impact while providing meaningful inputs to development teams is one of the emerging requirements engineering (RE) challenges. Problem: Enterprises conduct Regulatory Impact Analysis (RIA) to consider the effects of regulations on software products offered and formulate requirements at an enterprise level. Despite its practical relevance, we are unaware of any studies on this large-scale regulatory RE process. Methodology: We conducted an exploratory interview study of RIA in three large enterprises. We focused on how they conduct RIA, emphasizing cross-functional interactions, and using the EAA as an example. Results: RIA, as a regulatory RE process, is conducted to address the needs of executive management and central functions. It involves coordination between different functions and levels of enterprise hierarchy. Enterprises use artifacts to support interpretation and communication of the results of RIA. Challenges to RIA are mainly related to the execution of such coordination and managing the knowledge involved. Conclusion: RIA in large enterprises demands close coordination of multiple stakeholders and roles. Applying interpretation and compliance artifacts is one approach to support such coordination. However, there are no established practices for creating and managing such artifacts.

Digital Twins and Blockchain for IoT Management
Mayra Samaniego, Ralph Deters
Security and privacy are primary concerns in IoT management. Security breaches in IoT resources, such as smart sensors, can leak sensitive data and compromise the privacy of individuals. Effective IoT management requires a comprehensive approach to prioritize access security and data privacy protection. Digital twins create virtual representations of IoT resources. Blockchain adds decentralization, transparency, and reliability to IoT systems. This research integrates digital twins and blockchain to manage access to IoT data streaming. Digital twins are used to encapsulate data access and view configurations. Access is enabled on digital twins, not on IoT resources directly. Trust structures programmed as smart contracts are the ones that manage access to digital twins. Consequently, IoT resources are not exposed to third parties, and access security breaches can be prevented. Blockchain has been used to validate digital twins and store their configuration. The research presented in this paper enables multitenant access and customization of data streaming views and abstracts the complexity of data access management. This approach provides access and configuration security and data privacy protection.
Study on the Identification of Financial Risk Path Under the Digital Transformation of Enterprise Based on DEMATEL-ISM-MICMAC
Jie Dong
Digital transformation challenges financial management while reducing costs and increasing efficiency for enterprises in various countries. Identifying the transmission paths of enterprise financial risks in the context of digital transformation is an urgent problem to be solved. This paper constructs a system of influencing factors of corporate financial risks in the new era through literature research. It proposes a path identification method of financial risks in the context of the digital transformation of enterprises based on DEMATEL-ISM-MICMAC. This paper explores the intrinsic association among the influencing factors of corporate financial risks, identifies the key influencing factors, sorts out the hierarchical structure of the influencing factor system, and analyses the dependency and driving relationships among the factors in this system. The results show that: (1) The political and economic environment being not optimistic will limit the enterprise's operating ability, thus directly leading to the change of the enterprise's asset and liability structure and working capital stock. (2) The enterprise's unreasonable talent training and incentive mechanism will limit the enterprise's technological innovation ability and cause a shortage of digitally literate financial talents, which eventually leads to the vulnerability of the enterprise's financial management. This study provides a theoretical reference for enterprises to develop risk management strategies and ideas for future academic research in digital finance.
Near-Field Beam Management for Extremely Large-Scale Array Communications
Changsheng You, Yunpu Zhang, Chenyu Wu
et al.
Extremely large-scale arrays (XL-arrays) have emerged as a promising technology to achieve super-high spectral efficiency and spatial resolution in future wireless systems. The large aperture of XL-arrays means that spherical rather than planar wavefronts must be considered, and a paradigm shift from far-field to near-field communications is necessary. Unlike existing works that have mainly considered far-field beam management, we study the new near-field beam management for XL-arrays. We first provide an overview of near-field communications and introduce various applications of XL-arrays in both outdoor and indoor scenarios. Then, three typical near-field beam management methods for XL-arrays are discussed: near-field beam training, beam tracking, and beam scheduling. We point out their main design issues and propose promising solutions to address them. Moreover, other important directions in near-field communications are also highlighted to motivate future research.

This study aims to assess how firm functional capability moderates the relationship between two types of open innovation and performance, with a special focus on the role of technological capability and the join effect market information management capability. This paper develops and tests a research model, which assesses how the performance implications of two open innovation forms are shaped by the technological capability and how such an effect is contingent on market information management capability.,Survey data were collected from 238 Chinese high-tech enterprises. Structural equation modeling and linear regression were used to test the data. Then, the main research questions were answered.,Empirically results show that technological capability strengthens the influence of inbound open innovation on firm performance. However, the moderate effect of technological capability on the relationship between outbound open innovation and firm performance remains unsupported. A higher technological capability with a high level of market information management capability increases the efficacy of outbound open innovation in gaining superior performance. Additional analysis shows that when firms implement inbound activities and possess a strong technological capability, they will achieve higher performance if they possess a moderate level of market information management capability, compared with a high or low level.,This paper provides new evidence on the benefits of different open innovation strategies on firm’s performance and, more importantly, the specific firm-level contingencies (technological capability and market information management capability) under which these benefits are more likely to be enhanced. It clarifies what the capabilities are and how they interact to foster the robust open innovation strategies, which sheds new light on the boundary conditions that affect the open innovations–firm performance relationship.
A Systematic Review Comparing Urban Flood Management Practices in India to China’s Sponge City Program

et al.
India and China are among the two most populous countries in the world that concomitantly incur substantial flood-related losses, and both countries are also experiencing rapid urbanization. This study was conducted to trace the major urban flooding cases in these countries between 2014 and 2020 and probe into their existing flood mitigation policies with special focus on China’s Sponge City Program (SCP). A systematic review using preferred reporting items for systematic review and meta-analysis protocols (PRISMA) was conducted. Results showed that both these countries experienced comparable challenges in terms of the need for localized low impact development (LID) planning given their extensive geographically induced diversities. Improved inter-governmental and inter-agential coordination, new avenues of funding involving public and private enterprises with accommodations to source local products and services to boost local economies, improved practical and technical understanding for working professionals and improved community acceptance and participation are also recommended. It is concluded that India should try to focus on holistic urban water resilience as China does with its Sponge City Program and that China should take a cue from India’s contractual and tender-based private service sourcing methods to tide over its financial setbacks in order to achieve its ambitious targets for 2030.
