The environmental design of school buildings in Greece and its impact on children with disabilities

The research investigates the relation between the School’s Build Environment, in terms of Sustainability, and the effect on disabled child’s physical and mental wellbeing. Primary and secondary methods were adopted from a variety of sources, including literature reviews, questionnaire surveys, interviews, case studies and non-participant observation in Special Schools. As the disabled child spends most of its daily time in the School’s learning environment, it is inevitable that this affects not only its ability on learning, but also its health in terms of physical and mental well- being [1]. The main results of the research confirm this strong relationship. Survey in all types of Schools (Special Schools, integration classes in General Schools) found that 89% of children affected, in terms of access to the external natural environment (schoolyards, gardens), big openings (windows, skylights), natural light, ventilation, and activities related to child’s interaction with nature. The comparison between Schools which adopted sustainable bio-friendly design with those who didn’t, indicated a difference in children’s behavior (changes of mood, levels of depression, stress, lack of concentration, appetite, distraction, social interaction, etc). Action is required towards the sustainable design of educational environments, adopting a new perspective in Design Practice, involving in the process a multi-disciplinary team of experts, like Educationalists, Psychologists, Environmental experts, OT’s, Architects & Designers specialized in Sustainability. In this way, a sustainable School building can act as a source of knowledge for the disabled child, facilitating active interaction with nature, contributing to its overall wellbeing [2].

Conceptual approaches to organizational ecosystems management under the conditions of digital transformation

In the context of digital transformation, organizational ecosystems management is becoming a key area of scientific research and practical activities. The analysis of conceptual approaches to ecosystem management, their classification, and effectiveness assessment in modern conditions has been carried out. Special attention has been paid to the functional and level aspects of managing interactions among ecosystem participants, which makes it possible to identify structural features and determine optimal coordination mechanisms. Methods of system analysis, comparative research, and theoretical modeling were used, which allowed us to structure existing approaches and identify their applicability in various scenarios. The analysis results indicate the high importance of integration, innovation, and evaluation approaches, as well as the need for an integrated management approach that ensures a balance among strategic development, operational efficiency, and technological adaptation. Practical application of the findings is possible in developing management strategies for various types of ecosystems, including business associations, digital platforms, and public-private partnerships. The prospects for further research are related to adaptive management models development focused on dynamic changes in the market environment and technological innovations. The findings confirm the importance of a multi-level management structure for achieving sustainability and competitiveness of organizational ecosystems.

Meaningful bonds and criminal trajectories in adolescents: The intervention experience of expert professionals (Vínculos significativos y trayectorias delictivas en adolescentes: La experiencia de intervención de profesionales expertos)

Abstract: Young offenders (YO) have undergone a series of experiences throughout their lives that influence their way of relating to others. Through the report of nine expert professionals, this qualitative study seeks the characterization of different types of bonds established by 20 adolescents between the ages of 15 and 22 admitted to Special Probation Programs (SPP) in the region of La Araucanía, Chile. Through the design of cases by criteria, two categories of sex and criminal trajectory defined by the Multidimensional Model of Differentiated Intervention (MMIDA) are constructed from an analytical-associative perspective. The method of analysis selected for the treatment of the data was the Weighted Hierarchical Content Analysis, which allowed its characterization, frequency distribution, and comparison. As main results, it is found that YOs, from the report of expert interveners, tend to establish meaningful bonds with their environment, through which they satisfy their affective and help needs. These bonds allow them to channel their adaptive or maladaptive potential. The quality of these established bonds differs depending on the criminal trajectory regardless of the sex of the young person, presenting high consistency as described by the MMIDA model for each of the five trajectories. When making the comparison between the sexes, it was found that women present a higher content density in the categories of damaged bonds, mainly referring to unhealthy relationships and altered development. Resumen: Los adolescentes infractores de ley (AIL) han experimentado a lo largo de su vida una serie de vivencias que influyen en su manera de relacionarse con otros. El presente estudio de carácter cualitativo busca a través del reporte de nueve profesionales expertos, la caracterización de diferentes tipos de vínculos que establecen 20 adolescentes, entre los 15 y 22 años ingresados a programas de Libertad Asistida Especial en la región de La Araucanía, Chile. Mediante diseño de casos por criterios se construyen desde una perspectiva analítico-asociativa, dos categorías sexo y trayectoria delictiva definida por el modelo Multidimensional de Intervención Diferenciada MMIDA. El método de análisis seleccionado para el tratamiento de los datos fue el Análisis de Contenido Jerárquico Ponderado, que permitió su caracterización y distribución de frecuencias, así como su comparación. Como principales resultados, se encuentra que los AIL, desde el relato de interventores expertos, tienden a establecer vínculos que son significativos con su entorno, a través de los cuales satisfacen sus necesidades afectivas y de ayuda. Estos vínculos les permiten canalizar su potencialidad adaptativa o desadaptativa. La cualidad de estos vínculos establecidos difiere en función de la trayectoria delictiva independiente del sexo del joven, presentando elevada consistencia por lo descrito por modelo MMIDA para cada una de las cinco trayectorias. Al hacer la comparación entre sexos, se encontró que las mujeres presentan mayor densidad de contenidos en las categorías de vínculos dañados, principalmente referidas a relaciones insanas y desarrollo alterado. Resumo: Os adolescentes infratores da lei (AIL) vivenciaram uma série de experiências ao longo da vida que influenciam sua forma de se relacionar com os outros. O presente estudo qualitativo busca, por meio do relato de nove profissionais especialistas, a caracterização dos diferentes tipos de vínculos estabelecidos por 20 adolescentes, entre 15 e 22 anos, internados em programas de Liberdade Especial Assistida na região da La Araucanía, Chile. Através do desenho de casos por critérios, são construídas duas categorias de sexo e trajetória criminal definidas pelo modelo de Intervenção Multidimensional Diferenciada do MMIDA a partir de uma perspectiva analítico-associativa. O método de análise selecionado para tratamento dos dados foi a Análise de Conteúdo Hierárquica Ponderada, que permitiu sua caracterização e distribuição de frequência, bem como sua comparação. Como principais resultados, verifica-se que os AIL, a partir do relato dos peritos intervenientes, tendem a estabelecer vínculos significativos com o seu meio, através dos quais satisfazem as suas necessidades emocionais e de ajuda. Estas ligações permitem-lhes canalizar o seu potencial adaptativo ou desadaptativo. A qualidade destes vínculos estabelecidos difere consoante a trajetória criminosa, independentemente do sexo do jovem, apresentando elevada consistência descrita pelo modelo MMIDA para cada uma das cinco trajetórias. Ao fazer a comparação entre os sexos, constatou-se que as mulheres apresentam maior densidade de conteúdo nas categorias de vínculos prejudicados, referindo-se principalmente a relacionamentos não saudáveis e desenvolvimento alterado. Assignment of Tasks to Machines Under Data Replication with a Tie to Steiner Systems

In the paper a problem of assignment of tasks to machines is formulated and solved, where a criterion of data replication is used and a large size of data imposes additional constraints. This problem is met in practice when dealing with large genomic files or other types of vast data. The necessity of comparing all pairs of files within a big set of DNA sequencing results, which we collected, maintained, and analyzed within a national genomic project, brought us to the proposed results. This problem resembles that of generating a particular Steiner system, and a mechanism observed there is employed in one of our algorithms. Based on the problem complexity, we propose two heuristic algorithms, which work very well even for instances with tight constraints and a heterogeneous environment defined. In addition, we propose a simplified method, nevertheless capable of finding very good solutions and surpassing the algorithms in some special cases. The methods are validated in tests on a wide set of instances, where values of parameters reflect our real-world application and where their usefulness is proven.

Hamiltonian simulation in the Pauli basis of multi-qubit clusters for condensed matter physics

We propose an efficient method for Hamiltonian simulation of multi-qubit quantum systems with special types of interaction. In our approach, the Hamiltonian of a \(n\)-qubit system should be represented as a linear combination of the standard Pauli basis operators, and then decomposed into a sum of partial Hamiltonians, which are, in general, not Pauli operators and satisfy some anticommutation relations. For three types of Hamiltonians, which are invariant with respect to permutations of qubits, the effectiveness of the main algorithm in the three-qubit cluster model is shown by calculating the operator exponentials for these Hamiltonians in an explicit analytical form. We also calculate the density operator, partition function, entropy, and free energy of the cluster weakly coupled to a thermal environment. In our model, the cluster is in the Gibbs state in the temperature interval \(0.1\!-\!2\:\!\text{K}\), which corresponds to the operating range of modern quantum processors. It follows from our analysis that the thermodynamic properties of such systems strongly depend on the type of internal interaction of qubits in the cluster.

Elements of implementation of a competence approach in preparing future special needs teachers

The article considers the competency-based approach in preparing future special needs teachers for professional activities. The purpose, content and essence of the competency-based approach are highlighted, its features are indicated. The concepts of competency-based approach, competence, professional competence are revealed and the views of some scientists on these provisions are examined. Particular attention is paid to the competencies necessary for special needs teachers, as well as the main types of professional activity of specialists in the field of special (defectologic) education. The relevance of the research topic. The demand for a competency-based approach in the system of higher professional education is determined by the current state of the labor market, which requires a specialist of the “new generation” - mobile, able to navigate in the flow of information, regularly self-educated and owning knowledge and skills in the field of his professional activity. Formulation of the problem. The most important place in the vocational education system is given to the training of a qualified, competent, competitive specialist who knows his profession, capable of improving his knowledge throughout his professional life, his social and professional mobility. The introduction of such a competency-based approach into the system of higher professional education is aimed at increasing the competitiveness of specialists, improving relations with the labor market, as well as updating the content and methodology of education, in particular the creation of an appropriate learning environment. The purpose of the study is to implement the competency-based approach and its features in the preparation of future special needs teachers. The research Methods. In the research theoretical and empirical methods were used (analysis, observation, questionnaire). The results and key findings. As a result of the study, the concept of a competency-based approach was disclosed, the research of domestic and foreign scientists within the framework of this approach was analyzed, an analysis of the formation of knowledge about the necessary competencies of future defectologists was conducted, and ways to improve them were proposed.

The Role of Digital Technologies in Distance Learning

Purpose. This article is devoted to the analysis of the issues of using digital technologies in foreign language classes in higher educational institutions. The relevance of the paper is explained by the fact that the issue of digitalization of the educational environment attracts the attention of researchers. Therefore, in 2019, the federal project “Digital Educational Environment” was developed, which proposed a plan of measures until 2024 aimed at “creating and implementing a digital educational environment in educational organizations, as well as ensuring the implementation of the digital transformation of the education system”.Materials and methods. New technologies require new approaches to learning, reworking of learning content and development of new principles. Despite the abundance of scientific papers written on this issue, the authors of the article contribute by making a critical review of the existing literature, as well as describing their experience of teaching a foreign language in the era of digitalization, answering the following research questions:1. What digital learning tools are best used in foreign language classes at a university?2. How can a teacher communicate with students in a digital network?3. How to carry out quality control and assessment of knowledge? Research results. The issues stated and solved by the authors are the problems of academic deceit, loss of concentration, adequate assessment of students’ work on digital platforms. Online classes cause difficulties of both organizational and methodological nature. The most common challenges faced by teachers are reduced student involvement in the learning process, increased temptation to academic cheating, and the difficulty of organizing pair and group work. The article provides a thorough analysis of the most popular digital learning tools, identifying their advantages and disadvantages. Also, an algorithm is proposed aimed at solving the main difficulties: methods for increasing students’ interest when working with digital technologies are described, the speech value of educational material is considered, methods for updating typical tasks, correcting each other, responding, and holding attention. This analysis was carried out on the basis of the principles formulated by E. Passov, namely: the speech value of the material, individualization of tasks and novelty. The above solutions allow the teacher to diversify the activities in the classroom and increase the motivation of students without the involvement of special additional means of education.Conclusion. The article also proposes additional platforms and applications that allow you to diversify the types of activities in the classroom and conduct knowledge control. A separate section of the article is devoted to the control of students’ knowledge in the digital environment. Recommendations are presented on how to use additional resources and applications that allow you to create tests and interactive tasks, as well as ways to exercise control without using additional applications.

Genuine special unipotent representations of spin groups

Quality of urban space as a factor of Almaty’s sustainable economic development

In Kazakhstan, in recent years, there has been an intensification of urbanization processes due to the uncontrolled migration of rural population to cities. In this regard, there arise the number of problems related to ensuring the quality of life in cities.The purpose of this article is to assess the quality of urban space and its role in sustainable economic development on Almaty example. When assessing the quality of space in Almaty’s districts, there were calculated the groups of indicators that reflect the basic characteristics of a modern city: safety, comfort, ecology, diversity, modernity, business environment, quality of life, social development and human capital. Data from open sources were used: Department of statistics of Almaty, Committee on legal statistics and special accounts of the General prosecutor’s office of the Republic of Kazakhstan, Department of emergency situations of Almaty.The study concluded that the spatial development of Almaty is uneven. Four types of territories were identified in the city structure: the historic center, integrated with the adjoining business center; microdistricts of mass housing development (sleeping areas); old areas of low-rise buildings and private households; new annexed areas that are characterized by unregulated individual housing construction. As a result of the analysis, it was concluded that the quality of urban space is an important factor in the sustainable economic development of the city, in particular business.It was also concluded that it is necessary to develop a universal system of urban development indicators for use on an ongoing basis by representatives of business and the Akimat of Almaty in order to more fully identify the problems of urban space development, develop and implement strategic plans for the city’s development, as well as urban researchers.

Order-αCQ Divergence Measures and Aggregation Operators Based on Complex q-Rung Orthopair Normal Fuzzy Sets and Their Application to Multi-Attribute Decision-Making

Complex q-rung orthopair fuzzy set (CQROFS) contains the grade of supporting and the grade of supporting against in the form of polar coordinates belonging to unit disc in a complex plane and is a proficient technique to address awkward information, although the normal fuzzy number (NFN) examines normal distribution information in anthropogenic action and a realistic environment. Based on the advantages of both notions, in this manuscript, we explored the novel concept of a complex q-rung orthopair normal fuzzy set (CQRONFS) as an imperative technique to evaluate unreliable and complicated information. Some operational laws based on CQRONFSs are also explored. Additionally, some distance measures, called complex q-rung orthopair normal fuzzy generalized distance measure (CQRONFGDM), complex q-rung orthopair normal fuzzy symmetric distance measure (CQROFNFSDM), two types of complex q-rung orthopair normal fuzzy order- divergence measures (CQRONFODMs), and their special cases are discussed. Moreover, weighted averaging, weighted geometric, generalized weighted averaging, and generalized weighted geometric operators based on CQRONFSs are also presented. In last, we solved a numerical example of a multi-attribute decision-making (MADM) problem is shown to justify the proficiency of the presented operators. The advantages, comparative and sensitive analyses are used to express the efficiency and flexibility of the explored approach.

EMPLOYEE PERFORMANCE EVALUATION AS THE BASIS OF THE MOTIVATION SYSTEM FOR FINANCIAL INSTITUTIONS IN CRISIS CONDITIONS

This article addresses the issues of employee performance evaluation, which is central to the formation of a system of motivation, since skills, knowledge and efficiency of employees affect the financial and economic performance of the entire enterprise. The external environment of the business entity is risky and unpredictable; therefore, to maintain a high level of competitiveness, special attention should be paid to evaluating and improving the employee efficiency. The article uses general scientific and special methods of system-structural analysis to clarify the motivating influences; identify the latest methods of motivation; group different types of motivation and establish links and relationships between motivation and employee efficiency; it uses diagnostic techniques (Bennett test) for employee performance evaluation in a financial institution The purpose of the work is to study the specifics and analyze the existing methods of employee performance evaluation as a basis for motivation in crisis conditions. Theoretical research revealed that the existing system of motivation for pawnshop employees provides for marginal (tentative) surcharges, allowances, bonuses to the basic salary; the specific amount of incentive payments is defined by the manager depending on the employee’s qualifications, complexity and scope of work, and the employee’s performance. It has been found that the standard of efficiency and criteria for its evaluation are set for each employee. It has been proven that the employee’s performance evaluation is documented and a decision is made on the choice of an appropriate system of motivational factors and incentives. For a network of pawnshops, performance evaluation of middle-level managers was carried out according to the method of R. Bennett, in order to determine the management style. An analysis of evaluating the effectiveness of 7 managers working for the network of pawnshops showed that 5 out of 7 managers promptly settle current operational work problems; poorly cope with operational work problems – 2 managers; show a balanced approach to decision-making – 6, do not take into account the factors of the external and internal environment - 1; allow subordinates to take initiative – 4, suppress it – 3; personally communicate with employees – 5, prefer written orders – 2; have an innovative mindset – 6, ignore innovations – 1; are considerate towards subordinates – 6, are indifferent to subordinates – 1; motivate employees – 5, do not consider motives – 2. The analysis shows that to eliminate any negative consequences, it is necessary to dismiss the personnel manager whose results were all negative. Based on the definition of basic principles of the impact of employee performance evaluation on the motivation system in crisis conditions, it is advisable to introduce a grading system as a further step.

Analysis on High-Power Seaport LED Luminaire with Uniform Light Distribution Based on Optimized Lens and Heatsink

In the case of light-emitting diode (LED) seaport luminaires, they should be designed in consideration of glare, average illuminance, and overall uniformity. Although it is possible to implement light distribution through auxiliary devices such as reflectors, it means increasing the weight and size of the luminaire, which reduces the feasibility. Considering the special environment of seaport luminaires, which are installed at a height of 30 m or more, it is necessary to reduce the weight of the device, facilitate replacement, and secure a light source with a long life. In this paper, an optimized lens design was investigated to provide uniform light distribution to meet the requirement in the seaport lighting application. Four types of lens were designed and fabricated to verify the uniform light distribution requirement for the seaport lighting application. Using numerical analysis, we optimized the lens that provides the required minimum overall uniformity for the seaport lighting application. A theoretical analysis for the heatsink structure and shape were conducted to reduce the heat from the high-power LED light sources up to 250 W. As a result of these analyses on the heat dissipation characteristics of the high-power LED light source used in the LED seaport luminaire, the heatsink with hexagonal-shape fins shows the best heat dissipation effect. Finally, a prototype LED seaport luminaire with an optimized lens and heat sink was fabricated and tested in a real seaport environment. The light distribution characteristics of this prototype LED seaport luminaire were compared with a commercial high-pressure sodium luminaire and metal halide luminaire.

Draft of a Federal Law “On circulation of robots and their components (modules)”

Objective: to develop a draft of a federal law aimed at regulating relations arising in the field of use (application), acquisition, sale, development, production, testing, installation, maintenance, repair, disposal, accounting, storage, transportation, withdrawal, and destruction of robots and their components (modules), importing robots and their components (modules) to the Russian Federation and exporting them from the Russian Federation.Methods: the methodological basis of the draft federal law consists of general and specific scientific methods of scientific cognition, including analysis, synthesis, deduction, induction, classification, analogy and comparison. Results: the first draft law on robotics in the Russian Federation - the draft federal law “On the turnover of robots and their components (modules)” - has been proposed to the attention of representatives of law-making bodies, government agencies, scientific and business community, and public organizations.Scientific novelty: the draft law forms the legal basis and principles of legal regulation of relations in the sphere of turnover of robots and their components (modules), describes the types and classes of danger of robots, stipulates the restrictions imposed on robots and their components (modules), defines the general and special requirements for them, establishes the basis for state registration and accounting of entities engaged in the sphere of turnover of robots and their components (modules), introduces the criteria for acquiring the status of a subject, the procedure for publishing and maintaining the state cadastre of robot models and their components (modules), and the guarantees provided to legal entities and individual entrepreneurs - the subjects engaged in certain types of activities in the sphere of turnover of robots and their components (modules), and proposes the measures of their state support.Practical significance: the draft law is based on a systematic and comprehensive approach to the legal regulation of robotics and is aimed at creating a regulatory environment providing a favorable legal regime for the robotics development and for the implementation of economic activities related to its use.

A special Debarre-Voisin fourfold

Let $\mathbf G$ be the finite simple group $\mathrm{PSL}(2,\mathbf F_{11})$. It has an irreducible representation $V_{10}$ of dimension 10. In this note, we study a special trivector $σ\in \bigwedge^3V_{10}^\vee$ which is $\mathbf G$-invariant. Following the construction of Debarre-Voisin, we obtain a smooth hyperkähler fourfold $X_6^σ\subset\mathrm{Gr}(6,V_{10})$ with many symmetries. We will also look at the associated Peskine variety $X_1^σ\subset \mathbf P(V_{10})$, which is highly symmetric as well and admits 55 isolated singular points. It will help us to understand better the geometry of the special Debarre-Voisin fourfold $X_6^σ$.

Selection and mutation in a shifting and fluctuating environment

We study the evolutionary dynamics of a phenotypically structured population in a changing environment , where the environmental conditions vary with a linear trend but in an oscillatory manner. Such phenomena can be described by parabolic Lotka-Volterra type equations with non-local competition and a time dependent growth rate. We first study the long time behavior of the solution to this problem. Next, using an approach based on Hamilton-Jacobi equations we study asymptotically such long time solutions when the effects of the mutations are small. We prove that, as the effect of the mutations vanishes, the phenotypic density of the population concentrates on a single trait which varies linearly with time, while the size of the population oscillates periodically. In contrast with the case of an environment without linear shift, such dominant trait does not have the maximal growth rate in the averaged environment and there is a cost on the growth rate due to the climate shift. We also provide an asymptotic expansion for the average size of the population and for the critical speed above which the population goes extinct, which is closely related to the derivation of an asymptotic expansion for the Floquet eigenvalue in terms of the diffusion rate. By mean of a biological example, this expansion allows to show that the fluctuations on the environment may help the population to follow the climatic shift in a better way.

Introduction to special issue: Innovations for transport planning in China

We planned this special issue in response to the new opportunities and innovations for urban transport planning in China all of which can help build the smart transportation systems of the future. In preparation for the special issue, we organized the 19th COTA International Conference of Transportation Professionals (CICTP2019) with the theme of “Transportation in China 2025” in July 2017 and recommended high-quality submissions to this special issue. In the end, we received a total of 24 valid papers. After the standard peer-review process, we accepted eight papers for the special issue, with three focusing on built environment and travel activity, three focusing on road network distribution, and two focusing on data-driven traffic modeling. The special issue also has a well-balanced research focus on different types of transport modes, with two papers on multi-modal transport, three on personal cars, two on public bikes, and one on pedestrians.

Implementing nature-based solutions for creating a resourceful circular city

Resource depletion, climate change and degradation of ecosystems are challenges faced by cities worldwide and will increase if cities do not adapt. In order to tackle those challenges, it is necessary to transform our cities into sustainable systems using a holistic approach. One element in achieving this transition is the implementation of nature-based solutions (NBS). NBS can provide a range of ecosystem services beneficial for the urban biosphere such as regulation of micro-climates, flood prevention, water treatment, food provision and more. However, most NBS are implemented serving only one single purpose. Adopting the concept of circular economy by combining different types of services and returning resources to the city, would increase the benefits gained for urban areas. The COST Action Circular City aims to establish a network testing the hypothesis that: ‘A circular flow system that implements NBS for managing nutrients and resources within the urban biosphere will lead to a resilient, sustainable and healthy urban environment’. In this paper we introduce the COST Action Circular City by describing its main objectives and aims. The paper also serves as introduction to the review papers of the Action's five Working Groups in this Special Issue.

The NetHack Learning Environment

Progress in Reinforcement Learning (RL) algorithms goes hand-in-hand with the development of challenging environments that test the limits of current methods. While existing RL environments are either sufficiently complex or based on fast simulation, they are rarely both. Here, we present the NetHack Learning Environment (NLE), a scalable, procedurally generated, stochastic, rich, and challenging environment for RL research based on the popular single-player terminal-based roguelike game, NetHack. We argue that NetHack is sufficiently complex to drive long-term research on problems such as exploration, planning, skill acquisition, and language-conditioned RL, while dramatically reducing the computational resources required to gather a large amount of experience. We compare NLE and its task suite to existing alternatives, and discuss why it is an ideal medium for testing the robustness and systematic generalization of RL agents. We demonstrate empirical success for early stages of the game using a distributed Deep RL baseline and Random Network Distillation exploration, alongside qualitative analysis of various agents trained in the environment. INTERNATIONAL ECONOMIC STANDARDS OF MEDICAL PROVISION: LEGAL CHARACTERISTICS AND PROBLEMS OF IMPLEMENTATION IN UKRAINE

The purpose of the paper is to analyze the current legislation on medical reform in the context of harmonization with international standards. In the conditions of social state building in Ukraine, the thesis is axiomatic regarding that the state should show concern for their citizens, including for the protection of their health. In this context, it is relevant to study the implementation of medical reform in Ukraine, since its content and the degree to which the proclaimed provisions are enforced depend on the ability of each person to access quality health care. Methodology. The article is based on international legal acts, laws and by-laws of Ukraine in the field of legal regulation of medical care. Both general scientific and special methodology were used for the research. Methods of analysis and synthesis, method of description, method of induction, method of deduction, method of correlation, etc. were applied. Results. The article defines the directions for harmonization of the legislation of Ukraine on health protection in accordance with international standards. Based on the ECHR practice, proposals have been formulated to improve the legislation of Ukraine. Conclusions. The ECHR has repeatedly concluded that the right to health is complex and includes: the right to information about one's health and the confidentiality of such information; the right to health care; the right to choose the doctor and the remedies freely; the right to a safe environment that affects health and so on. The state does not cover all aspects of providing medical care to citizens, but resorts to limited funding, since the state budget funds are only one of the types of sources of financing. Practical implications. We have formulated the following tasks: to analyze Ukraine's international legal obligations regarding health care; to identify major changes in health care financing and health care delivery in line with health care reform standards in Ukraine; to identify major health care funding issues.
