Introduction. Value orientations of student youth are an important indicator of the social health of society and its readiness for change. In the context of the Russian society ongoing transformation, traditional values, particularly, life, dignity, human rights and freedoms, hard work, patriotism, citizenship, justice, and especially family values, are of particular importance. The formation of traditional value orientations among young people contributes to a closer relationship between generations. In terms of the demographic policy implemented in Russia, special attention is paid to family values, the attitude of young people to family and marriage, and raising children. The relevance of research and the solution of these problems in modern Russian society is beyond any doubt. Materials, methodology, and methods. The theoretical basis of the study is the works of the classics of sociology on the problems of values, primarily P. A. Sorokina, A. G. Zdravomyslov, Zh. T. Toshchenko and others. To study the value orientations of student youth, the attitude of young people to family and marriage, their formation and role in the life strategy of young people, a mass questionnaire survey and statistical methods were used. The empirical basis is the results of a questionnaire survey of student youth, conducted in mid-2024 among students at three universities in Yekaterinburg (Ural Institute of Management – RANEPA, Ural State Mining University and USUE). A total of 614 people were surveyed, 48% of them were boys and 52% were girls. Results and conclusions. Value orientations of young people and family values seem to be important and significant for most of the surveyed students. At the same time, the predominant values for students are health and material security, favorable living conditions. Students mainly note material and housing problems as the key obstacles to marriage and creating their own family. Only a quarter of the respondents prefer to live with their parents, which can also serve as evidence of financial and housing difficulties in the families of full-time students, although living together with parents has a positive effect. Discussion. The study showed that student youth generally adhere to the traditional value orientations, although economic conditions in society affect life strategies, in particular the desire for material security in life, self-realization in professional activities, career promotion, which negatively affects the attitude of young people to family and marriage. An important conclusion from the results of the study is the desire of students to adapt to economic reality by combining study and work, which can be accompanied by both positive and negative consequences.

The Italian Society of Agronomy (SIA) has changed the Editor in Chief and the Editorial board of the Italian Journal of Agronomy (IJA). The new Editorial board is being integrated with new expertise and includes three Associate editors: Michael D. Casler from USDA-ARS, USA, Davide Cammarano from Purdue University, USA and Michele Rinaldi from Council for Agricultural Research and Economics, Italy, the former co-editor. The Editorial board is redeveloping the Journal with a more pro-active publishing policy, that is consistent to the changing editorial demand of agronomy scientists worldwide. The international scientific publishing industry is facing a sharp transition, pulled by the increasing demand of rapid publication in the publish-or-perish or highly-cited paradigm and pushed towards full open access publishing by research funders and end-users. Minimizing the time between manuscript submission and paper publication is threatening the quality of the peer-review process, which is constrained by time pressure on highly qualified scientists, who end up being overloaded with reviews and editorial duties. The open access scientific journal industry is struggling between increasing the impact factor/cite score of the journals and maximizing the number of published articles, which is directly proportional to the publisher’s business. This is generating an increasing number of open access scientific publications worldwide: +75% between 2008-10 and 2015-17 in the ‘Agronomy and crop science’ subject category (Source: Scopus) while the non-open access publications in the same domain and time span increased by only +27%. This situation and the evolution of long term open-theme research funding schemes into short-term projectified finalized research funding programs are deeply influencing the topics of research in Agronomy. Long term agronomic facilities and field scale research are becoming rare and are often being replaced by short-term easily-published studies. However, international scientific exchanges are facilitating the development of permanent regional and global networks of researchers (e.g. AgMip, Global Research Alliance) that are developing unprecedented long-term research efforts on global issues around agronomy, involving hundreds of post-docs and young researchers worldwide. In this developing context, the Italian Journal of Agronomy, own by the Italian Society of Agronomy, a non-profit scientific organization, is developing a new editorial policy to contribute to the progress of agronomic science through an open-access, low-cost and authoritative scientific literature space, with particular attention to young scientists. There are number of reasons why an agronomy scientist should publish an article in the Italian Journal of Agronomy, including: i) to get a rapid and careful peer review assessment of the submissions by an authoritative editorial board with specific expertise in Agronomy and receive careful support on how to address major revisions when required; ii) to ensure maximum visibility for published articles through the open access system; iii) to contribute to the agronomic scientific literature through an open access Scopus/WOS scientific Journal owned by a non-profit scientific society at a fair price; iv) to compete for the SIA grants and prizes for best articles or best reviewers of the year. The new editorial policy of IJA includes a more pro-active publishing strategy aiming at widening the arena of international scientists contributing to the journal’s scope, including invited papers and special conditions for the publication of special issues on cutting-edge agronomy topics, promotion of the journal during scientific conferences and events, rewarding of the best articles and peer-reviewers contributing to the journal’s development. IJA is solely focused on the free diffusion of agroecosystem science, not on any other business: we trust that authors and readers will appreciate that IJA’s editorial board members work toward this mission without compensation and that the article fee is necessary only to cover the publisher’s net costs. We are very grateful to the past and new Editorial board and all peer reviewers for their invaluable contribution to the development of our Journal. The article presents the research of the structural transformation of the economy. The authors have formulated the theoretical concept and the basic reasons for structural transformation of the economy in regions. According to the authors’ approach, the economy should function as a whole system. This defining principle is aimed at the systemic effect. The loss of regions’ control, and, in some cases, deviation from the national goals are the main reasons for the reduction in the Russian economic efficiency. As a result of the liberalization of the economy, the principle of selective investments has become the dominant one as a result of the liberalization of the economy. It broke the synergetic principle used for the formulation of economic strategy. The authors recommend to structure an efficient economy on the basis of the specificity of the economic situation due to its internal state and international realities. We also advise to achieve the balance between regional development and the development of country’s economic competitiveness. The article substantiates the need to overcome the growth of negative trends. These trends are due to the deformation of the most important economic principles and relationships as a result of weakness in the structural and investment policy. Thus, the high-priority task is the orientation of economic development to ensure the technical and technological independence of the economic system. This strategy contains the determining directions for the next development stages. We propose to focus the modernization of the structure of regional economy on the combination of the conceptual foundations of the federal structural policy and regional conditions for its implementation. Regional economy should balance economic initiative and independence in terms of the methods and means for its implementation. We recommend to combine the economic growth with the regional environmental management and the regulation of the natural environment. The authors propose a mathematical model for the management and evaluation of structural shift in economic systems as well as the regional evaluation model of structural shift. We also offer an optimization approach in management improving the economic structure to ensure an effective balance of its components.

There are many methods of power load forecasting, but each method has its own inaccurate influence factors, and the result of the single method is relatively large. Medium and long term power load forecasting influence the development of local planning in the future, so the accuracy of prediction is higher. Based on the two order exponential smoothing, regression analysis and grey prediction model, the comprehensive prediction model based on the three single forecasting methods is built. By using the inertia weight of the particle swarm optimization algorithm to determine the weights, the advantage of the improved combination forecast is obtained by comparison. Introduction Power load forecasting is the premise of power system dispatching, safe and stable operation. Accurate power load forecasting can reasonably arrange the operation of the internal engine group of the power grid, and reasonable arrangement of the unit maintenance plans. It is advantageous to improve the scientific planning of regional power grid, and promote the effective utilization of resources to optimize the allocation of regional power energy. At present, the methods of load forecasting are many, and the advantages of each forecasting method are complementary to each other. Through the analysis of the particle motion state, it is concluded that the convergence of the particle swarm can reach the best condition, improve the convergence speed and the global convergence, and reduce the possibility of falling into the local optimum. Particle Swarm Optimization Algorithm Particle swarm optimization (PSO) is a kind of global optimization technology based on biological intelligence, which is inspired by the foraging behavior of birds. The solution space is searched through the mutual sharing information among the particles, and the optimal solution is found. The formula of particle search for PSO algorithm is: Searched through the mutual sharing information among the particles, and the optimal solution is found. The formula of particle search for PSO algorithm is: 1 1 1 2 2 ( ) ( ) n n n n n n i i i i i i i v wv c r P X c r G X + = + × × − + × × − 1 1 n n n i i i X X v + + = + Type: is w Inertial factor, 1 r and 2 r is the random number of random distribution on the interval(0,1). 1i c , 2i c are learning factors, n i x is the space position of the particle n in the iteration of I, n i v velocity of particles, n i p is the individual extreme value generated during the search process. n G is the global extreme. Particle Swarm Optimization Algorithm Influence of inertia weight w on particle swarm optimization embodied in the larger value is advantageous to jump out the local optimum and continue to carry on the overall optimization.
