Reflecting his motto “Scribo, Ergo Sum” (I write, therefore I am), Professor Takashi Inoguchi had published hundreds of books and articles in both Japanese and English over the course of his academic career. This article celebrates his scholarly contributions that opened multiple new pathways for integrating Asia and Japan into a wide range of social science fields, from international relations to sociology. Scholars of international relations owe a tremendous debt to his scholarly insights and the intellectual infrastructure and network he built through his writing, personal engagements and mentorship.

Algorithm Awareness and User Motivation as Predictors of TikTok Engagement Among Generation Z in South Jakarta

This study investigates the relationship between motivation, algorithmic awareness, and engagement behavior among Generation Z TikTok users in South Jakarta, Indonesia. Guided by the uses and gratifications theory, we examine how user motivation drives engagement on an algorithmically curated platform and whether algorithmic awareness directly influences or moderates this relationship. Data from 423 respondents collected through an online survey using purposive sampling were analyzed using partial least squares structural equation modeling (PLS-SEM). Results indicate that motivation significantly enhances engagement behavior, especially through entertainment, self-expression, and social interaction gratification. Algorithmic awareness, however, does not directly predict engagement but significantly moderates the motivation and engagement link, thereby weakening it. This suggests that users with higher awareness engage more critically and selectively, reflecting algorithmic aversion tendencies where awareness prompts reflective rather than impulsive participation. The findings extend UGT into algorithm-driven environments, positioning algorithmic awareness as a cognitive boundary condition in digital behavior. The study contributes both theoretically and practically by highlighting the importance of algorithmic literacy in understanding engagement dynamics and guiding platform strategies that foster informed and intentional use. Future research should test this framework across broader contexts and integrate psychological or social factors to explain the unexplained variance in engagement.

The Influence of the Tools of Liberalism and the Clash of Civilizations on Arabs’ Perceptions of the United States of America

Adopting the Tools of Liberalism and Clash of Civilizations theories of international relations, and the vertical-horizontal media typology, this study examines the perceptions of 25,800 Arabs as expressed in a survey exploring their perceptions of violence against the United States, American citizens as “good,” President Donald Trump’s foreign policy in the Middle East, increasing economic relations with the United States, welcoming American foreign aid, and finally favoring diplomatic relationships with Israel. This study also looks at religiosity, the effectiveness of U.S. foreign aid, and the media sources influencing those perceptions. The findings suggest that religious activities and duties relating to Allah positively influence those perceptions while religion as ideology and politics negatively influence them. If the U.S. intentions in providing aid to Arabs are perceived to be benevolent and charitable, civic organizations and ordinary people are beneficiaries of aid, the United States is more likely to be seen in a positive light than if aid is perceived to benefit Arab governments. Of vertical media, newspapers have the strongest effects while TV and radio have little or none. Horizontal media have a mid-range effects. The study discusses the results in relation to implications for policy makers.

Lebih lanjut, evaluasi Bappenas terhadap capaian tujuan pembangunan millennium Indonesia pada 2015 lalu mengungkap bahwa tantangan terbesar pembangunan Indonesia adalah dalam pencegahan kemiskinan, peningka tan akses kesehatan dan pendidikan. The government as a public service provider where the community must be responsible must be responsible and continue to strive to provide the best services to improve public services. For this reason, the government trains digital-based public services so that government agencies can serve the community easily and quickly. So, in this study, it aims to see the effect of e-KTP service quality on community satisfaction in Morotai Island Regency in North Maluku Province and this study uses quantitative methods to determine the quality of services that make the most impact on people's satisfaction. The sample drawn is 100 people. The data collection technique used is a survey technique, in which data is collected through the distribution of online questionnaires (Google forms). The results show that the evidence obtained from physical evidence, impact, strength, assurance and empathy has been applied in the effect of e-KTP services on community satisfaction carried out by the Ministry of Population and Civil Registration of Morotai Island Regency. There are two variables that have a positive and significant influence on other variables, namely service and empathy for community satisfaction in e-KTP. Meanwhile, three other variables that do not have significant variables are the capacity and guarantee of community satisfaction in the e-KTP service provided by the Morotai Island government. And to improve the quality of E-KTP services from the population and the Morotai Island Civil Registry Office to examine the variables that are at the center of this research, especially on variables that have a significant negative effect (physical evidence, arrests, and guaranteed), so they can comply with the rules and mechanisms in improving the quality of e-KTP services to the satisfaction of the community.

Evaluation of The Impact of The Full Systemic Land Registration Policy Implementation in Baubau City

This article intends to evaluate the impact of implementing a full systematic land registration program in Baubau City. With this aim, the researcher used the policy evaluation theory of Wahab as a tentative reference. This research was designed as a qualitative policy evaluation with a formal approach where the assessment used a descriptive approach to produce valid information. The research data was obtained by interviewing the main informants supported by the results of observations and documentation studies and analyzed qualitatively. The data analysis used was an interactive analytical model which included data reduction, data presentation, conclusions, and verification. This research concludes a full systematic land registration program has an impact on the government and society. The government can map plots of land and citizens have legal certainty overland through land certificates, land separation for heirs, and land certificates which are used as business collateral through banking. A full systematic land registration program is also able to reduce the number of overlapping or litigation lands. Implementers and policy planners in the future must pay attention to the input that there needs to be assistance after the community has obtained a certificate so that the land certificate is not used for productive activities. To further minimize uncertified land, further coordination with landowners outside Baubau city and local/kelurahan governments could be intensified.

E-Gov Implementation Analysis Through SILPa KAMI Application in DISKOMINFOARPUS, Cimahi City

The development of information and communication technology (ICT) has been implemented in various fields, including in government. To support the implementation of e-Government (e-Gov) and improve the quality of public services, many technology-based applications have been created by government agencies, both central and local governments. DISKOMINFOARPUS Cimahi City built an application called SILPa KAMI to support the vision of Cimahi Smart City. This study uses a qualitative descriptive method that aims to determine how the implementation and sustainability of the SILPa KAMI application and what kind of characteristics the agencies should have so it can replicate this application. The results of the study reveal that the implementation of the SILPa KAMI application is running well because it has fulfilled various success factors of e-Gov implementation which is also marked by the sustainability even though there are still obstacles. Also, the use of ICT based on the e-leadership aspect, the information network infrastructure aspect, the information management aspect, the business environment aspect, as well as the community and human resources aspect has been optimally utilized. This application is relatively easy to be replicated by other agencies. The agencies that can replicate this application must have the availability of budget, the availability of related facilities and infrastructure and the availability of reliable ICT managers.

Besides some points about unsuccess story related to implementation direct election to elect representatives council both DPR and local representative council named DPRD (province and city/regional). Those important points are unvalid paricipants data, late logistic distribution, and money politics. To know this conditions, evaluation the content of direct election policy and implementation for DPR, DPD and DPRD is the most strategic step to increase the performance of direct election for the future.

Faction Politics in an Interrupted Democracy: the Case of Thailand

Though dominated by the monarchy and military, Thailand in 2020 has a highly factionalised, political party system ensconced within a defective democracy. When not under military rule, such a situation has been common. The country’s excessive level of factionalism across parties and over time is due to a long history of regionalised and decentralised parties that have invariably been dependent upon finance from faction leaders who have rarely been reined in by laws to limit factionalism. Only under Thaksin Shinawatra (2001–2006), did factionalism diminish in importance on the national level owing partly to 1997 constitutional alterations. Following a 2006 coup and the 2007 adoption of a military-endorsed constitution, a high level of intra-party factionalism returned across parties. Though the 2014 coup again ended the country’s faction-ridden democracy, the 2019 general election resurrected factionalism, which guaranteed weakness for party politics while benefiting the aristocracy and military.

Exploring Written Literacy of Mongolians: The Official Cyrillic Writing System

Introduction. The aricle studies the Cyrillic literacy of Mongolians through the use
of sociolinguistic methods. Mongolians had been using the Mongolian script from ancient
times through 1921, and since then by the 1930s the traditional script was replaced because
it was considered obsolete and feudal. In 1941, Mongolia officially switched to modified
Latin alphabet which was used for some time. However, two months later this decision
was cancelled, and three months thereafter Cyrillic alphabet was introduced — on March
25, 1941, the Mongolian People’s Republic officially adopted the Cyrillic writing system.
Mongolian script has been taught at secondary schools since the mid-1980s and under the
influence of democracy and transparency, the national idea of the public has revived, and their
current desire is to use the national script officially. Mongolians also use the Latin script in
the Internet and mobile telephony. The Law on Mongolian Language was approved in 2013
and is being implemented, and this law stipulates that from 2025 onwards official documents
shall be written in Cyrillic and Classical Mongolian. Results. The work investigates how
Mongolians use three writing systems — Cyrillic, Latin and Traditional Mongolian. However,
the official script (and literacy to be assessed) is still Cyrillic. The paper uses methods of
social linguistics to assess Cyrillic literacy among citizens aged 16–30, 31–40, and over 40. The Cyrillic literacy skills are as follows: 16–30 year olds — 47.5 %, 31–40 year olds —
78.4 %, 41 and older — 52.1 %. The average value of Cyrillic literacy skills across all the
three age groups is 59.3 %. The influence of Latin alphabet on Cyrillic skills for 16–30 year
olds proves a matter of concern.
