Some environmental critical situations such as air and water pollution, forest fires and exceptional Mediterranean cyclones are presented to highlight the importance of Earth Observation (EO) techniques for environmental protection and monitoring. Methods based on EO and the use of machine learning techniques for land, marine and air quality observations are operationally implemented by the CSA (Centro operativo di Sorveglianza Ambientale) at ISPRA (Istituto Superiore per la Protezione e la Ricerca Ambientale) to provide support for environmental protection and in the event of environmental crisis or emergency.

A correlation analysis between mean Normalized Difference Vegetation Index (NDVI), derived from MODIS imagery time-series (2001-2016), and mean long-term cover management data derived from the C-factor map of the European Union, is here reported. The aim was to find out a model equation helpful to easily estimate the C-factor of the RUSLE by using the remotely sensed vegetation index as predictor. A sigmoid logistic function resulted to fit well with the observed data (R-square = 0.989, RMSE = 0.015). Two examples of simulations at annual timescale are provided, proving the versatility of the proposed model to estimate the C-factor at differently refined timescales and to easily draw updated maps basing on the availability of NDVI data-series.

L’ITSS “Majorana-Giorgi” di Genova in orbita con i sistemi di navigazione via satellite

The article describes an educational experiment: to spread technical know-how on satellite navigation (GPS, GLONASS and Galileo) already at secondary school education level. The objective might look ambitious and difficult, but it is absolutely useful, if not necessary, also taking into account that Europe has been investing for years billions of Euros for the development of the global navigation system Galileo. The experiment was carried on with the students of the course of Electronics and Telecommunications (academic year 2013/2014) at the Instituto Tecnico Superiore Statale (ITSS) “Majorana-Giorgi" of Genova. With the support from prof. Primo Bartoli and from Marco Lisi of the European Space Agency, the students realized, with a very small economic investment, a semiprofessional monitoring station for GNSS satellites (GPS, GLONASS or Galileo), based on a commercial multi-constellation receiver and on a software program developed in National Instruments LabVIEW, with the dual aim to explore the techniques of satellite navigation and to provide an attractive teaching aid for universities and secondary level technical institutes.

HEIGHT GRADIENT APPROACH FOR OCCLUSION DETECTION IN UAV IMAGERY

The use of Unmanned Aerial Vehicle (UAV) significantly increased in the last years. It is used for several different applications, such as mapping, publicity, security, natural disasters assistance, environmental monitoring, 3D building model generation, cadastral survey, etc. The imagery obtained by this kind of system has a great potential. To use these images in true orthophoto generation projects related to urban scenes or areas where buildings are present, it is important to consider the occlusion caused by surface height variation, platform attitude, and perspective projection. Occlusions in UAV imagery are usually larger than in conventional airborne dataset due to the low-altitude and excessive change in orientation due to the low-weight and wind effects during the flight mission. Therefore, this paper presents a method for occlusion detection together with some obtained results for images acquired by a UAV platform. The proposed method shows potential in occlusion detection and true orthophoto generation.

Ne sceglieremol’accezione che propone la possibilità di una migliore qualità della vita negli spazi urbani rimpiazzandone lacaotica complessità con innovazioni tecnologiche per realizzare i nostri progetti di lavoro e di vita. All’interno delparadigma ci concentreremo sugli specifici aspetti del segmento disciplinare della geomatica. Smart City: geomatics aspects of afuzzy paradigm The label smart city is still quite a fuzzyconcept and is used in ways that arenot always consistent. We endorsethe definition that “a city can be definedas ‘smart’ when investments inhuman and social capital and traditional(transport) and modern (ICT)communication infrastructure fuelsustainable economic developmentand a high quality of life, with a wisemanagement of natural resources,through participatory governance”.Geomatics provides a set of conceptsand tools for the planningand management of Smart Cities(City Sensing,City Model, ProximalSensing, WIKI Sensing, etc). The IntegratedOperations Center (IOC)is the foundation using geographictechnologies to join Smart City withSafe City. Smart Grid Systems are away to make operational the urbansosteneability in the energy sector.Some Intergraph’s technologies areused as examples of the contributionof geomatics in the implementationof Smart City paradigm.

SpatiaLite, an innovative open source DBMS For a long time PostgreSQL/PostGIS have represented the high end Open Source Spatial DBMS: PostGIS implements a sophisticated client-server architecture, and this sometimes introduces an undesirable complexity. SpatiaLite is an extension module for SQLite, implementing the full OGC-SFS function set: this allows the deployment of a really light-weight but powerful Spatial DBMS. SpatiaLite is quickly gaining support and integration in mainstream open source GIS.
