Business, Regional economics. Space in economics
PESA Australia Business Environment Review 2022
E. Wild
The energy industry has experienced continued uncertainty in the last 12 months driven by the ongoing impact of the war in Ukraine, China’s continued COVID crisis and the energy transformation. While the impacts of these events have varied across the world regional responses have focussed on energy security, affordability, and decarbonisation. While this has resulted in a greater focus on policy, investment decision making and operational discipline, it has also resulted in discussions at COP27 and DAVOS on energy poverty and the need to ensure equitable access to affordable energy. One important ramification of this uncertainty was the record global capital investment in energy transition activities particularly in renewable energy, electrified transport, and energy storage. From an Australian perspective, against the backdrop of a revised national emissions target and an east coast energy crisis, industry participants attempted to progress capital projects to support domestic energy demand–supply requirements. However, these ambitions were challenged by energy policies, economics, and social activism influences. Consequently, important projects designed to address domestic gas supply constraints were either suspended or experienced postponement of final investment decisions. Furthermore, through the vehicle of mergers and acquisitions, new participants entered the Australian market as established upstream operators actively sort to increase sustainable energy investments through ‘new energy’ business models in the form of portfolio consolidation, divestment, and defensibility as part of the energy transition pursuit and carbon abatement. All of which fosters long-term value creation through the ESG growth space as renewable technologies such as Carbon Capture Utilisation and Storage, experienced significant investment within the local industry. Finally, the unavoidable maturation of oil and gas assets across the nation has also accelerated activities across the Australian market in preparation for the imminent decommissioning wave, which is anticipated to cost billions of dollars over the next decade.
Small Cities: Results of The Struggle Between Two Positions
Galina S. Shirokalova
The destruction of the USSR led to the deindustrialization of Russia, particularly in small cities, including the closure of agro-industrial enterprises closely connected with the disrupted agricultural sector. The reduction/alteration of the labour market in small towns and rural areas caused population outflow, fundamentally distinguishing contemporary mass migration. The scale of moving to gas and oil production areas and capital cities has increased. Significant regional disparities in salaries also became a factor, even seen in the minimum wage (MROT), upon which many calculations and allowances rely. For instance, in Moscow in 2023, it stands at 24,801 rubles, while in the Yaroslavl region, it's 16,242 rubles. The formation of a "service economy" in the guise of a "servant economy" (security, cleaning, resale, catering, food delivery, tutoring, etc.), often yielding good income but not demanding specialised knowledge, is another factor propelling migration from peripheral areas. The depopulation of Central Russia, Siberia, the North, and the Far East, coupled with the loss of food security, demanded that the government formulate plans for the country's territorial development. This article analyses two development concepts characterising the discourse within the spatial infrastructure of the country. The first relies on the economic efficiency of investments in agglomerations and the unprofitability of supporting small settlements. Its proponents' arguments were most clearly articulated by E.S. Nabiullina in 2011 when she held the position of Minister of Economic Development of the Russian Federation. This concept continues the traditions initiated by the "young reformers" in the 1990s: what brings quick revenue and reduces costs is considered promising. The second concept is based on analysing the functions of small cities as elements not only of the economic infrastructure but also of the geopolitical, domestic political, geographic, and social infrastructure. The article particularly emphasises the works of scholars from related disciplines such as geography and economics, enabling a more comprehensive understanding of the role and position of small cities within the socio-economic space of the country.
UNIVERSITIES AS A FACTOR OF SOCIAL DEVELOPMENT OF THE CITY
Ye. Shkurov
In a contemporary world increasingly grappling with urbanization challenges, the role of universities as hubs for scientific, educational, and cultural activities is intensifying. This article explores how higher education institutions can make a significant social contribution to urban infrastructure development. Particular emphasis is placed on partnerships between universities, local governance, and business sectors, collaboratively implementing projects with extensive societal impact. Principles of sustainable development are examined as a key component of such collaborations. The paper underscores the need for multi-level interaction between universities and different tiers of governance, ranging from local to European levels. The significance of active university involvement in societal matters and the coordination of actions across multiple governance levels to effectively address contemporary challenges are highlighted. Modern universities are extending their role as drivers of regional development beyond traditional academic functions. Through partnerships with business, local authorities, and the community, they can aptly respond to regional challenges and foster an innovative culture. Universities can play a pivotal role in addressing urban issues, including environmental, transportation, and social challenges. Their active participation in local politics and economics can contribute to the formation of more sustainable and «smart» cities. Universities are evolving into active social participants, interacting on both local and global scales. They become centers of culture and political influence while safeguarding academic freedom and critical thinking in an era of disinformation. It is anticipated that the physical and virtual spaces of universities will complement each other, enhancing adaptability and innovation in educational and social contexts. Strategic planning and engagement with diverse social groups are key for a university to become an effective agent of positive societal change.

Theoretical and empirical underpinnings regarding stock market forecasts and predictions
Dumiter Florin Cornel, Turcaș Florin Marius
Current theories support an inverse relationship between the expected return on investment and the associated risk. The DCF valuation method highlights the fact that the value of the company is given by the ratio between the excess cash (at the numerator) and the risk assimilated by the capitalization rate (at the denominator). The modern portfolio theory MPT considers that the proportion of recommended securities is on a parabola in mean-variance space, the risk being assimilated to uncertainty. Practitioners assess the target and the risk (take profit/stop loss) based on the methods of technical analysis. We appreciate that these theories are divergent from each other, disconnected and therefore difficult to unify. Our approach, based on the probabilities associated with each level of future quotations, eliminates the disadvantages of current theories. The answer found is to try to establish as realistically as possible what the chances are that, over a certain period of time, a title will have a certain quotation (or be in a certain range). For reasons somewhat similar to those of sports betting, the conclusion that emerges from the article is that this approach, if well developed, gives superior results to those currently used. In subsequent studies, forecasting methods are to be developed, because we consider them the most important in the investment process.

Lattice: A Vision for Machine Learning, Data Engineering, and Policy Considerations for Digital Agriculture at Scale
S. Chaterji, Nathan D. DeLay, John Evans
et al.
Digital agriculture, with the incorporation of Internet-of-Things (IoT)-based technologies, presents the ability to control a system at multiple levels (individual, local, regional, and global) and generates tools that allow for improved decision making and higher productivity. Recent advances in IoT hardware, e.g., networks of heterogeneous embedded devices, and software, e.g., lightweight computer vision algorithms and cloud optimization solutions, make it possible to efficiently process data from diverse sources in a connected (smart) farm. By interconnecting these IoT devices, often across large geographical distances, it is possible to collect data at different time scales, including in near real-time (i.e., with delays of only a few tens of seconds). This data can then be used for actionable insights, e.g., precise applications of soil supplements and reduced environmental footprint. Through LATTICE, we present an integrated vision for IoT solutions, data processing, and actionable analytics for digital agriculture. We couple this with discussion of economics and policy considerations that will underlie adoption of such IoT and ML technologies. Our paper starts off with the types of datasets in typical field operations, followed by the lifecycle for the data and storage, cloud and edge analytics, and fast information-retrieval solutions. We discuss what algorithms are proving to be most impactful in this space, e.g., approximate data analytics and on-device/in-network processing. We conclude by discussing analytics for alternative agriculture for generation of biofuels and policy challenges in the implementation of digital agriculture in the wild.

The Role of Cultural and Creative Industries in Ensuring Sustainable Development
Mariia Vasylets
The article is devoted to solving the problems of ensuring sustainable development based on cultural and creative industries. The methodological basis of the research is a set of methods of scientific knowledge, general scientific and special research methods. The theoretical basis of the author’s statements regarding the concepts of “cultural” and “creative” industries is the fundamental research of Ukrainian and foreign scientists in the field of economic theory, regional economics and sustainable development of territories, sociology, strategic management of socio-economic development of regions. The author’s key conclusions regarding the category of “sustainable development” are based on studies of Ukrainian and European legal norms.Because of a historical digression, the article substantiates the expediency of separating the concepts of “cultural” and “creative” industries, since some represent a set of cultural practices that are carried out according to standards, and the second – involve the implementation of individual creative abilities. It is proposed to consider “cultural industries” in two fundamentally different aspects, which can be covered through cultural and economic approaches. It is proven that these industries are aimed not only at the production of products, they are also a tool for stimulating individuals to choose social forms of life, social behavior, and mutual understanding, rational consumption, etc. It is established that in modern science, the issue of distinguishing the types of cultural and creative industries is debatable, based on which the author’s structure of cultural and creative industries is developed, the core of which is the creative economy, and the external space is represented by the economic, environmental and social components of sustainable development. The author’s approach allows us to expand the scientific vision of the essence and content of cultural and creative industries, as well as to determine their role in ensuring sustainable development. The proposed interpretation of the structure will later be used in the development of a marketing strategy for cultural and creative industries, which contributes to the solution of the applied task of achieving the Sustainable Development Goals. FRACTAL THERMODYNAMICS, BIG DATA AND ITS 3D VISUALIZATION
E. K. Paramonova, A. Kudinov, S. A. Mikheev
et al.
The article proposes to use fractal thermodynamics to analyze big data with fractal structure. The need for big data analysis arises in many areas of science and technology when creating databases in economics, medicine, geophysics, astronomy, particle physics and many others. This task is greatly simplified if big data has structural patterns. In this talk, we considered the case when big data forming a set A with a high degree of accuracy are multifractals. The analysis of the fractal structure of the set A was carried out on the basis of the fractal thermodynamics model. Its main methods and approaches are described. As a specific example of the set A, we consider the quantum phase spaces of the instantaneous heart rate Sq, built on the basis of big data on the RR-intervals of daily Holter monitoring of patients from the Tver Regional Clinical Hospital. It is shown that the sets Sq are fractals with a high degree of accuracy and, therefore, the method of fractal thermodynamics is quite applicable for studying their structure.

Location, location and professionalization: a multilevel hedonic analysis of Airbnb listing prices and revenue
Robbin Deboosere, Danielle Jane Kerrigan, David Wachsmuth
et al.
Hedonic modelling techniques have frequently been used to examine real estate valuation, and they have recently started to be applied to short-term rental valuation. Relying on a web-scraped data set of all Airbnb transactions in New York City (NYC) between August 2014 and September 2016, this paper presents the first hedonic regression model of Airbnb to take into account neighbourhood effects and to predict both average price per night and revenue generated by each listing. The model demonstrates that locational factors – above all, transit accessibility to jobs – and neighbourhood variation have a large impact on both price per night and monthly revenue, and further reveals how professionalization of the short-term rental market is driving more revenue to a narrower segment of hosts. Further, the findings suggest that Airbnb hosts earn a significant premium by converting long-term housing in accessible residential neighbourhoods into de facto Airbnb hotels. This premium incentivizes landlords and hosts with properties in accessible neighbourhoods to replace long-term tenants with short-term guests, forcing those in search of housing to less accessible neighbourhoods.

Theoretical, Institutional and Ethical Basis for Implementing Modern Industrial Policy. Part I
Olga Aleksandrovna Romanona, Alena Olegovna Ponomareva
The article demonstrates the states growing responsibility in making management decision in the context of the world and national economies’ unstable development. Industrial policy is one of the key instruments for implementing managerial decisions. We identified the notions of industrial policy (in a broad sense) and structural policy. Further, we classified concepts of industrial policy according to the scale of regulation subject and the states role in economy. The appearance of a network aspect of industrial policy focused on the concept of digital state (e-state) was noted. 200 years of industrial policy’s evolution demonstrate its constantly growing obligation to be the guarantee of social welfare. Nevertheless, in Russia legal understanding of industrial policy does not include any aspects of social guarantees. Therefore, we analyzed industrial policy theoretical foundations showing the necessity for its reconstruction using a theory of new structural economics. We established premises and tools for the theory’s successful realization. Industrial Development Fund plays an important role in implementing industrial policy’s priorities as a variety of important programs including “Industry digitalization” are financed by this organization. On the level of regional economics, different regional funds are involved in the process of structural transformations.

The Impact of Innovation on the Performance of Health Care in the Economic Security System of the Region
Natalya Vasilyevna Krivenko, Vladimir Gennadevich Elishev, Lyudmila Anatolevna Kriventsova
A breakthrough in innovations largely depends on the quality of human potential. In the context of demographic threats for economic security of the region, the national project “Healthcare” has prepared measures for reducing the mortality of the working age population, including mortality from cancer. However, the costs of cancer detection and treatment, as well as social costs of temporary disability are later compensated by reduced mortality losses and increased contribution of the labour potential to gross regional product (GRP). During the research we applied systematic and integrative approaches, methods of comparative and statistical analysis using modern IT solutions. The research is based on the data from oncology services of Tyumen and Sverdlovsk regions. The organizational and medical innovations in Tyumen region, including modern diagnostics on the basis of radiological centre, have increased the detection rate of malignant neoplasm. Moreover, these innovations have significantly reduced the number of cancer-related deaths in comparison with the national average value. In 2017, this indicator per 100 thousand was 112.78 in the Russian Federation, while in Tyumen region it was 90.04. For the period from 2013 to 2017, improvements in diagnostics and quality of the oncology service in Sverdlovsk region contributed to a higher detection of various diseases, longer treatment in the hospital and at home, which did not allow achieving economic effects by reducing costs. However, these measures have led to significant reduction of damage from working age population mortality. An indicator of “multidimensional economic effect in health care” is calculated as the sum of various types of effects. Its value demonstrates compensation for costs incurred at certain stages of medical assistance with the effects resulting from preservation of human potential by reducing mortality. Our forecast shows that medical and demographic indicators of the oncology service of the Sverdlovsk region will improve by 2022. Such improvements will result from constructing and equipping the centre of nuclear medicine and the proton centre in the framework of the public-private partnership in Sverdlovsk region healthcare. The results of the study can be applied for an objective assessment of health care and its contribution to the regional economy.

Uang dan ruang yang berkelanjutan dalam pembentukan Badan Usaha Milik Desa (BUMDes)
Andrian Dolfriandra Huruta, Gatot Sasongko
Money and space were elements that continually contested. Thi s article aimed to described the role of money and space to support development activity , using the case study of Mbatakapidu. “Money” in this articl e was referred to fund assistance from external parties such as government (central, province or regency), non - government al organization (NGOs), and internal side such as self-supporting (local resources), while “space” that referred in this article was local institution called BUMDes (Badan Usaha Milik Desa). This research applied qualitative approach by conducting a case study. Data were gathered through in- d epth interview to 5 purposively-selected informants. Secondary data from previous research was used as complement to primary data. Researchers also held a focus group discussion to gain more accurate explanation about the phenomena . The case study shows that fund which enter ed th e village was not yet accompanied by the presence of BUMDes, due to the absence of supporting regulations such as regional regulation (Perda) and village regulation (Perdes) about BUMDes East Sumba regency , especially in Mbatakapidu. BUMDes as an instrument to develop village’s economics must followed by the presence of regulation as a legal basis, driven by local value which guid e knowledge, attitude and practice of indigenous people.
Guiding Principle of Innovation in a Multipurpose Public Health Organization
Marcelino José Jorge, Maria Inês Fernandes Pimentel, Frederico A. de Carvalho
et al.
The strategic positioning of multipurpose public health organizations requires cost effectiveness and innovative dynamism. This study investigates the guiding principles of innovation in the Brazilian Leishmaniases Clinical Research and Surveillance Laboratory at the Evandro Chagas National Institute of Infectious Diseases, Oswaldo Cruz Foundation. It examines three primary issues: cost reduction in healthcare procedures; cost effectiveness in resource distribution among healthcare, teaching, and research activities; and growth in relative technical efficiency within the organization. For the analysis of costs and expenses the Activity-Based Costing approach is adopted, whereas research distribution is analysed using the Spearman Test. Further, overall efficiency is studied through Data Envelopment Analysis. The main findings confirm that organizational innovation is driven by relative growth in technical efficiency. Such observed rationality in decision-making could be perceived as an alternative to the neoclassical hypothesis of short-run firm behavior. As such, the article empirically contributes to existing literature regarding guiding principle of innovation in health organizations.

Modele biznesu regionalnego. Kontrapunktowanie przemysłów: tradycyjnych i kreatywnych
