Theories of international regimes

Over the last decade, international regimes have become a major focus of empirical research and theoretical debate within international relations. This article provides a critical review of this literature. We survey contending definitions of regimes and suggest dimensions along which regimes vary over time or across cases; these dimensions might be used to operationalize “regime change.” We then examine four approaches to regime analysis: structural, game-theoretic, functional, and cognitive. We conclude that the major shortcoming of the regimes literature is its failure to incorporate domestic politics adequately. We suggest a research program that begins with the central insights of the interdependence literature which have been ignored in the effort to construct “systemic” theory.

Enhancing Tool Calling in LLMs with the International Tool Calling Dataset

Tool calling allows large language models (LLMs) to interact with external systems like APIs, enabling applications in customer support, data analysis, and dynamic content generation. While recent benchmarks have advanced tool-use research, they suffer from key limitations, including reliance on simulated or restricted APIs, limited reproducibility, and a lack of cultural and geographic diversity. To address these gaps, we introduce International Tool Calling (ITC), a large-scale, multilingual benchmark designed for realistic, globally distributed tool-calling scenarios. ITC includes 3,571 real APIs and 17,540 tool calling tasks across 20 categories and 40 countries. Experiments reveal substantial performance gaps between open- and closed-source LLMs, while fine-tuning on ITC yields significant improvements, particularly for non-English queries, enhancing cross-lingual generalization, reasoning consistency, and robustness to out-of-domain tools. ITC provides a valuable benchmark for advancing LLM robustness and performance in complex, multi-tool, and international scenarios. International migration and dietary diversity of left-behind households: evidence from India

In this paper, we analyse the impact of international migration on the food consumption and dietary diversity of left-behind households. Using the Kerala migration survey 2011, we study whether households with emigrants (on account of international migration) have higher consumption expenditure and improved dietary diversity than their non-migrating counterparts. We use ordinary least square and instrumental variable approach to answer this question. The key findings are that: a) emigrant households have higher overall consumption expenditure as well as higher expenditure on food; b) we find that international migration leads to increase in the dietary diversity of left behind households. Further, we explore the effect on food sub-group expenditure for both rural and urban households. We find that emigrant households spend more on protein (milk, pulses and egg, fish and meat), at the same time there is higher spending on non-healthy food habits (processed and ready to eat food items) among them.

Objective/context: In 2019, promoted by President Martín Vizcarra, the Congress of the Republic of Peru sanctioned a law on mandatory primary elections for voters and political parties. However, the regulation was not implemented, given that it was suspended by the Legislative Branch for the general elections in 2021 and the regional elections in 2022. Methodology: This paper studies the reform process of mandatory, simultaneous, and open primaries (PASO, for its acronym in Spanish) in Peru and its counter-reform based on its suspension on two occasions (2021 and 2022). Twenty-three key actors were interviewed for this research, including congresspersons, ministers, electoral officials, and researchers, in addition to the revision of secondary sources and newspapers of legislative sessions. Conclusions: The paper concludes that PASO were a “decorative” reform, i.e., a law passed without the intention of implementing it. Its sanction was the product of a reformist coalition between civil society and the President of the nation, where the objectives of increasing popular support for President Vizcarra and the need to improve the legitimacy of the political system converged. The reform was resisted by congresspersons who formed two counter-reformist coalitions that suspended the PASO on two occasions. Originality: The research shows that these counter-reform coalitions are intrinsically linked to the atomization and personalization of the Peruvian party system, characterized by hyper-personalism and a lack of party structures. In addition, it generates theoretical contributions to studying the processes of reforms and counter-reforms in the context of institutional weakness.

La estrategia Indo-Pacífico como contención del avance de la República Popular China

En el diseño de política exterior de Estados Unidos, y en particular en la estrategia hacia el Indo-Pacífico, China ha constituido una variable esencial que entra en contradicción con los intereses estadounidenses. En esa confrontación, desplegada en la esfera política, económica-comercial y militar, entre otras, Washington intenta contener el avance de Beijing, con una profunda repercusión en otros países de la región, los cuales, a la vez que sirven como piezas de un complejo tablero geopolítico, reflejan el efecto negativo de la rivalidad entre grandes potencias. Con el objetivo declarado en su Estrategia de Seguridad Nacional de evitar el afianzamiento de China en la región, Estados Unidos ha dedicado cuantiosos recursos y una amplia diversidad de actores gubernamentales y no gubernamentales.

Generative Prompt Internalization

Prompts used in recent large language model based applications are often fixed and lengthy, leading to significant computational overhead. To address this challenge, we propose Generative Prompt Internalization (GenPI), a lightweight method that employs a joint training approach. GenPI not only replicates the behavior of models with prompt inputs but also generates the content of the prompt along with reasons for why the model's behavior should change accordingly. We demonstrate that our approach effectively internalizes complex prompts across various agent-based application scenarios. For effective training without interactions with the dedicated environments, we introduce a data synthesis technique that autonomously collects conversational datasets by swapping the roles of the agent and environment. This method is especially useful in scenarios where only a predefined prompt is available without a corresponding training dataset. By internalizing complex prompts, Generative Prompt Internalization enables high performance and efficient inference without the need for explicit prompts.

On internally projective sheaves of groups

A sheaf of modules on a site is said to be internally projective if sheaf hom with the module preserves epimorphism. In this note, we give an example showing that internally projective sheaves of abelian groups are not in general stable under base change to a slice. This shows that internal projectivity is weaker than projectivity in the internal logic of the topos, as expressed for example in terms of Shulman's stack semantics. The sheaf of groups that we use as a counterexample comes from recent work by Clausen and Scholze on light condensed sets.
