ATTITUDE OF STAFF AND STUDENTS OF NASARAWA STATE UNIVERSITY, KEFFI ON THE AWARENESS, AVAILABILITY AND UTILISATION OF LIBRARY INFORMATION RESOURCES

This study was on the availability, awareness and utilisation of information resources by staff and students of the Nasarawa State University, Keffi (NSUK). It identify the types of information resources available in the Nasarawa State University, Keffi (NSUK) Library, establish if staff and students are aware of available resources in the Nasarawa State University, Keffi  (NSUK) Library and examine the types of information resource utilise by staff and students of Nasarawa State University, Keffi (NSUK) Library. Three research questions guided the study. The instrument used for data collection was a researcher self-developed observation checklist. The instrument was used to identify the availability of information resources in the library while the other was used to solicit information on users’ awareness and utilisation of the library resource. The study uses the descriptive survey with a population of 2181. The sample size of 436 was drawn using a simple 20% of the entire population. Data was analysed using simple percentage. From the finding it can be seen that the library has some information resources which can support teaching, learning and research as is obtainable in academic environments. The available resources include reference materials (Dictionaries, encyclopedias and others), textbooks, curriculum-based text, journals, newspapers, online catalogue, online data bases among others. On the other hand, awareness of available information resources by users, result revealed that users are aware of some available information resources in the library. Result also shows that the users (Staff and Students) utilise some of the available information resources. It was concluded that, the library have some useful information resources, that user are aware of some of the available resources and in the same vain utilises them. Finding also shows that users are not aware of some resources available in the library. Based on the findings of this study, it was recommended that; library should acquire more information resources especially ICT based ones, information access policies should be adjusted for more openness and the NSUK library should make deliberate efforts to make users aware of available information resource to encourage utilisation of available information resources.

Охарактеризовано новаторську діяльність науковця на посаді завідувача консультативно-бібліографічного відділу Харківської громадської бібліотеки (ХГБ) (1920 — поч. 1930-х рр.), його ініціативи та організаторські здібності. Розкрито унікальний внесок Б. О. Боровича в становлення і розвиток предметизації документів і предметного каталогу в Україні та поза її межами. Висвітлено активну життєву позицію науковця в умовах посилення принципу комуністичної партійності в керівництві читанням, його людські чесноти та страдницький шлях до застінків НКВС.

Editorial

Thomas D. Wilson

This is my final Editorial as Editor-in-Chief of Information Research. I hand over to Professor Crystal Fulton at the end of this month. It seems appropriate, then, to reflect on the history of the journal and to consider its future. I created the journal in 1995, when the World Wide Web was just beginning to make an impact. For a time the journal was housed on a server in the then Department of Information Studies (now the Information School) at the University of Sheffield. However, when I retired in 2000, it became evident that the future of the journal would be uncertain and so I moved it on to a commercial service, which had quite modest annual fees, which I paid myself. This continued until Lund University kindly offered to host the journal, and that arrangement continued until I gave the journal to the University of Borås in 2017.

Information Resources for the Promotion of Tourist Agency Activities in Competitive Conditions

The purpose of the research is to study the potential of the website as an information resource for popularizing the activities of the travel agency in competitive conditions. To realize this goal, it is necessary to solve the following tasks: establish the role of information and communication technologies in the company's promotion strategy in the tourist services market; to study the peculiarities of the use of information technology in the context of the activity of a travel agency; determine the functional features of the travel agency's website; determine the requirements for specialized sites in the field of tourism business. The research methodology consists in the use of general scientific methods. The application of methods of analysis, synthesis, logical generalizations made it possible to establish the role of information and communication technologies in the company's promotion strategy on the market of tourist services; to study the peculiarities of the use of information technology in the context of the activity of a travel agency; determine the functional features and requirements for the travel agency's website. The method of visualization in tabular and graphic form is used to present the resources of information and communication technologies in the promotion of the company in the market of tourist services. The scientific novelty of the work consists in clarifying the trends of deep interpenetration of information, communication, and marketing technologies in the activities of the company in the market of tourist services. Conclusions. The advantages of promoting the activity of a tourist enterprise using modern information, communication, and marketing technologies include: the possibility of communication with the target audience in real time; increasing resources for reaching the client base; improving the image of the tourist enterprise; the emergence of channels not only for the dissemination of information about services, goods or the company itself, but also for the sale of tourist products; improving the efficiency of communication with clients and reducing the costs of attracting new clients; simplifying the processes of registration of orders; application of remote technologies for consulting and customer service. The Relationship between the Level of Participation in Knowledge Management and the Critical Thinking Tendency of Librarians of Central Libraries of Public Universities in Tehran

Objective: The main purpose of this study is to identify the relationship between the level of participation in knowledge management and the critical thinking tendency among librarians of central libraries of public universities in Tehran. Methodology: This research is descriptive-correlational in terms of research method and is a survey branch. In addition, according to the purpose, it falls into the category of applied research. The statistical population of this study consisted of librarians of the central libraries of public universities in Tehran, whose number was 210 people. Using the Morgan table, a sample number of 136 people was obtained. Data were collected using two standard questionnaires: Employee Participation in Knowledge Management (Kulkarni et al. (2007)) and the California Critical Thinking Tendency Questionnaire (1992). The supervisor validated both questionnaires. The reliability of the questionnaires was obtained using Cronbach's alpha coefficient for the questionnaire on employee participation in knowledge management was 0.946 and for the questionnaire of critical thinking tendency was 0.933. The data analysis was done through descriptive statistics and inferential statistics using SPSS software. Results: The results of data analysis showed that there is a significant positive relationship between the variable of critical thinking tendency and participation in knowledge management. Conclusion: Researchers define and examine critical thinking in two dimensions: critical thinking skills and tendencies, in previous researches the relationship between knowledge management and the skills dimension was investigated, but in this research, the relationship between participation in knowledge management and the dimension of tendency to critical thinking was investigated.

Future Prediction of COVID-19 Vaccine Trends Using a Voting Classifier

Machine learning (ML)-based prediction is considered an important technique for improving decision making during the planning process. Modern ML models are used for prediction, prioritization, and decision making. Multiple ML algorithms are used to improve decision-making at different aspects after forecasting. This study focuses on the future prediction of the effectiveness of the COVID-19 vaccine effectiveness which has been presented as a light in the dark. People bear several reservations, including concerns about the efficacy of the COVID-19 vaccine. Under these presumptions, the COVID-19 vaccine would either lower the risk of developing the malady after injection, or the vaccine would impose side effects, affecting their existing health condition. In this regard, people have publicly expressed their concerns regarding the vaccine. This study intends to estimate what perception the masses will establish about the role of the COVID-19 vaccine in the future. Specifically, this study exhibits people’s predilection toward the COVID-19 vaccine and its results based on the reviews. Five models, e.g., random forest (RF), a support vector machine (SVM), decision tree (DT), K-nearest neighbor (KNN), and an artificial neural network (ANN), were used for forecasting the overall predilection toward the COVID-19 vaccine. A voting classifier was used at the end of this study to determine the accuracy of all the classifiers. The results prove that the SVM produces the best forecasting results and that artificial neural networks (ANNs) produce the worst prediction toward the individual aptitude to be vaccinated by the COVID-19 vaccine. When using the voting classifier, the proposed system provided an overall accuracy of 89.9% for the random dataset and 45.7% for the date-wise dataset. Thus, the results show that the studied prediction technique is a promising and encouraging procedure for studying the future trends of the COVID-19 vaccine.

Preservation and Conservation of Lontar Gedong Kirtya Liefrinck-Van Der Tuuk Singaraja Bali

Background of study: Lontar used as a writing tool before people know the paper. One of the world famous lontar library collections is the Lontar Gedong Kirtya Museum. Gedong Kirtya and the Buleleng Museum are located in the Singaraja Sasana Budaya Art Temple, on Jalan Veteran no. 23 Singaraja Bali. Gedong Kirtya is one of the oldest lontar libraries in Indonesia and even in the world which is a heritage of knowledge of the nation's local cultural knowledge. Purpose: This study is to determine the concrete efforts made to preserve the ancient lontar manuscripts. Method: This study used a qualitative descriptive method using interviews, observations at the Gedong Kirtya museum and books to find out the care and care of lontar manuscripts. Findings: The results showed that the Lontar Gedong Kirtya Museum carried out various preservation and conservation efforts of lontar collections which were realized by storing the palm oil in a special place, maintaining the air temperature in the collection room, cleaning the lontar collection with special chemicals so that the letters do not fade, reforming the lontar manuscripts, and reproduction. Conclusion: The conclusion of this research is that preservation and conservation efforts have been carried out in steps that adjust to the damage that has occurred. This effort was realized through the action of storing in a special place, maintaining the air temperature in the collection room, cleaning the lontar collection with special chemicals so that the letters do not fade, reforming lontar manuscripts, and reproducing so that the manuscript can still survive today.

Gender differences in information behavior during the Covid-19 health crisis in Spain

The Covid-19 pandemic has produced numerous deaths throughout the planet, although in general it has been deadlier in older people, in people with previous conditions and in males. The biomedical literature explains the difference in terms of mortality between men and women pointing to genetics and social and cultural reasons. The aim of this work is to explore information behavior, among the other sociocultural variables possibly influencing health outcomes in men and women. For this, we analyze the results of a survey with 95 people administered in Madrid the last week of strict lockdown for Covid-19 (April 2020). Questions were asked about the reasons for using traditional mass media and social media, the use of official and institutional information, the characteristics of the information that was considered useful, and different dimensions of information behavior during lockdown. Results show that the differences between men and women affect certain dimensions of information behavior and especially the information characteristics that are considered useful. Slight differences were also perceived between the two sexes regarding social media, that men appeared to use more for entertainment than communication.

Design – Statistical descriptive analysis and content analysis. Setting – N/A Subjects – 1,970 publications from the Web of Science database. Methods – The Web of Science database was searched using the term “information literacy” in the advanced search under “topic,” and was limited to articles published from 1999-2009. Next, information such as document type, subject areas, authors, source titles, publication years, languages, countries, keywords, and abstracts was collected from each document. A statistical descriptive analysis was conducted using the data. A content analysis was performed on the keywords and abstracts from a sampling of the results. Main Results – Information science/library science and education were the top subject areas of the identified articles, while the third largest subject area was “public, environmental and occupational health.” Nine out of ten journal titles focused on library science, however the journal title containing the second largest number of articles was Patient Education and Counseling. The content analysis revealed that the most common categories for keywords were “miscellaneous,” “health and medicine,” followed by “education.” Conclusion – The results indicated that information literacy research had been published mainly in journals associated with library science and education; however, a considerable amount of literature was published in health and medicine.

Creating an Annotated Corpus for Aspect-Based Sentiment Analysis in Swedish

Aspect-Based Sentiment Analysis constitutes a more fine-grained alternative to traditional sentiment analysis at sentence level. In addition to a sentiment value denoting how positive or negative a particular opinion or sentiment expression is, it identifies additional aspects or ‘slots’ that characterize the opinion. Some typical aspects are target and source, i.e. who holds the opinion and about which entity or aspect is the opinion. We present a large Swedish corpus annotated for Aspect-Based Sentiment Analysis. Each sentiment expression is annotated as a tuple that contains the following fields: one among 5 possible sentiment values, the target, the source, and whether the sentiment expressed is ironic. In addition, the linguistic element that conveys the sentiment is identified too. Sentiment for a particular topic is also annotated at title, paragraph and document level. The documents are articles obtained from two Swedish media (Svenska Dagbladet and Aftonbladet) and one online forum (Flashback), totalling around 4000 documents. The corpus is freely available and we plan to use it for training and testing an Aspect-Based Sentiment Analysis system.

Exploring the Domain of Information “Users”: Semantic Analysis of Wikipedia Articles

This study aims to explore the domain of information users based on the textual analysis of Wikipedia. The study collected 132 Wikipedia articles related to information users. Then, multiple existing methods of textual analysis were applied to explore prevalent concepts and topics in relation to information users. The text analysis methods applied in this study include: Term frequency analysis, the Latent Dirichlet Allocation topic models, hierarchical clustering, dimensional reduction, and term co-occurrence analysis. The findings reveal that Wikipedia covers various topics of the domain of information users. The domain of information users involves four fundamental concepts, including “users,” “behaviors,” “systems/technology,” and “information objects.” In addition, the study identifies different areas of the domain, ranging from information search behavior, information retrieval, human-computer interaction, user experience, human factors, and to others.

Chasing Smokestacks in the Dark: The Amazon HQ2 Quest Revives Debate Over Economic Development Secrecy

The 2017 competition for Amazon’s second headquarters, which drew more than 200 applications, is a prime example of how states and localities are attempting to keep confidential information about tax benefits and other deals with private companies. While Amazon’s competition may be a more dramatic example, states and localities regularly craft deals with private companies. Hundreds of deals—with tax breaks, offers of public property, and other sweeteners—are proposed annually to attract companies that promise to bolster the local economy with new jobs and spin-off industries. This paper, utilizing legal analysis and interviews, explores the pattern of confidentiality in economic development deals nationwide, providing recommendations for balancing secrecy and transparency.

The standardization of bibliographical terminology: development and present situation

This article is devoted to the standardization of bibliographic terminology. All Soviet and Russian standards , containing the terms in the field of bibliography are considered. The characteristic of the structural and content changes are given. The results of the studying existing domestic SIBID standards, including bibliographic terms are presented. The analysis of their content is carried out, approaches to systematization and terms definition are studied. The development of standardized bibliographic terms were traced through the normative documents. It is concluded that a number of terms are present in the two standards and have different definitions. At the same time, they have not been abolished, that leads to conflicting interpretations in various fields of activity. The lack of bibliographic terms that take into account the features of modern information and communication technologies is indicated. The content of these existing standards is illustrated by specific examples, that today certainly need to be updated. As a result, it was found that the basic standards reflecting the bibliographic terminology are largely outdated and do not correspond to the conceptual apparatus of modern library and information science and practice. The need to develop a national standard «Library and information activities. Terms and definitions» in which is proposed to include only general concepts relevant to the field of bibliography, becomes evident. At the same time, a specialized national standard “Bibliographing. Bibliographic resources. Terms and definitions», that should accumulate all the terms that reflect the processes of creating bibliographic information (bibliography, a special case of which is cataloguing) and diverse forms and types of its existence (bibliographic record, bibliographic reference, bibliographic resource), is being developed. The key term is “bibliographic resource” – the term, which has never been presented in the SIBID terminology standards before. An attention to the controversial issues of terminology is paid. The structure of the standard under development is proposed.

An analytical study of the publications issued by the LPD section of IFLA and its role in enhancing the quality of library and information services for people with visual disabilities.

This study aims to reveal the contribution of the International Federation _IFLA_ in enhancing the quality of library and information services for people with visual disabilities through publications issued by the LPD section. We have adopted a content analysis approach and have followed many steps, one of the importants, from the inventory of publications to the chronological order, Then study their contents, and set up a descriptive card that contains the basic elements for each publication (Title, origin, objective coverage, goal, importance, form) With an analytical presentation of the studied topics. Finally, we conclude that these publications are a set of guidelines, standards and directories that Addressing the most important objectivity issues that contribute to the improvement of services directly and implicitly and therefore can be considered as very important working tools for library staff to increase the level of library services for people with visual disabilities.
