Modelling the Implications of Covid-19 Pandemic on Healthcare Access in Rural South Africa: Appraising Sustainable Development Goal 3

Most studies have concentrated on the impacts of Covid-19 on socio-economic development. Despite this focus, there remains a significant gap in the literature, with limited exploration into how the Covid-19 pandemic has presented substantial challenges in rural South Africa, particularly concerning healthcare access, and how it has hindered progress towards the achievement of sustainable development goal 3 outlined in Agenda 2030. This paper seeks to analyse the consequences of the Covid-19 pandemic, which have created obstacles in the pursuit of the Sustainable Development Goals (SDGs) of Agenda 2030, specifically goal 3, which aims to ensure healthy lives and well-being for all individuals across all age groups. The paper contends that the Covid-19 pandemic has presented formidable hurdles that have impeded healthcare access and advancement in numerous rural communities in South Africa. Currently, many rural regions appear to be falling behind in their efforts to guarantee healthy lives and improve societal well-being, as outlined in SDG 3 of Agenda 2030 and Sections 24 and 27 of the Constitution of the Republic of South Africa (1996). This paper is primarily theoretical, drawing extensively from an examination of existing literature to establish its arguments, supported by a desk-based study that reinforces its position. The paper reveals that the Covid-19 pandemic has affected South Africa’s interim strategy to accomplish SDG 3, which aims to ensure healthy lives and promote well-being for all individuals by 2030, by necessitating a duplication of its budget and a reallocation of resources towards healthcare-related initiatives. In conclusion, the paper asserts that achieving universal good health and well-being (SDG 3) by 2030 is currently unfeasible and speculative for rural South Africa, given the country’s considerable distance to cover and numerous socio-economic challenges that are impeding progress. This paper recommends early strategic planning and innovative approaches from both public and private stakeholders to advance good health and well-being for all, thereby realising the objectives of SDG 3 of Agenda 2030.

The Impact of the Makassar Recover Program on COVID-19 Response

The spread of COVID-19 in Makassar City has increased the death rate, affected people's behavior, and crippled the economy. Various efforts have been made to mitigate it, including by implementing the Makassar Recover policy. Using a qualitative descriptive approach, this research will provide an overview of the impact of the Makassar Recover program on handling COVID-19. Primary data sources are collected through interviews with informants while secondary data sources are collected through document review of Recover Ecosystem documents. The results showed that the Makassar Recover program from the Health Immunity dimension impacted increasing community immunity through vaccination and the presence of a COVID hunter task force involved in providing social assistance and establishing treatment posts. The government also handles triage, testing, tracing, and treatment through the Recovery Task Force. The Social Adaptation Dimension impacts changing people's lifestyles to be healthier. Activities are carried out, namely sterilizing 509 social facilities and public facilities by spraying disinfectants, preparing 1,500 free handwashing stations and body temperature measuring devices, and providing educational media and a COVID-19 call center for citizens. The Economic Recovery Dimension impacts the formation of new business actors. Activities are carried out to form 5,000 start-up halls as new business actors, as many as 13,277 MSME players, and 1,604 cooperative units are activated and given capital.

The Pendulum of Non-Alignment: Charting Myanmar's Great Power Diplomacy (2011–2021)

Since independence, Myanmar has prioritised a non-aligned foreign policy to preserve autonomy in the international arena. Yet, it has done so in contrasting and sometimes opposite ways. Historically, Myanmar's great power diplomacy has resembled a pendulum swinging between two ideal types: ‘positive non-alignment’ and ‘negative neutralism’. The former represents a proactive blend of non-aligned behaviour that seeks to assert independence by achieving a diversified range of international partnerships, whereas the latter endeavours to accomplish the same goal through diplomatic disengagement and self-aloofness. This article analyses Myanmar's shifting recourse to opposite archetypes of alignment by examining its foreign policy between 2011 and 2021. Building upon a comprehensive theoretical classification of different forms of non-alignment, the analysis contends that Myanmar's evolving great power diplomacy is ultimately rooted in oscillating degrees of political legitimation held by its leaders, which pushed them to alternatively tilt towards positive non-alignment or negative neutralism.

Ballads in 20th-Century Kalmyk Poetry: A Perspective from Genre Synthesis

Introduction. The ballad genre in Kalmyk poetry, having no national folklore analogues, is based on the Russian literary ballad of the Soviet period. The article examines ballads in 20th-century Kalmyk poetry in the aspect of genre synthesis — the ballad and the poem proper. The relevance of the work is determined by that the Kalmyk literary ballad remains understudied both in the genre paradigm and in the dialogue of cultures. Goals. The article aims to examine the Kalmyk literary ballad in its synthesis with the genre of the poem. Materials and Methods. The investigated materials are works by N. Tamarchenko, D. Magomedova and others. Works by Mikhail Khoninov, Aksen Suseev and Erdni Eldyshev in the original and literary translations serve as sources for the study. The main research methods comprise the historical-literary, comparative methods, and that of descriptive poetics. Chronologically, the study covers the mid-to-late 20th century. Results. The study reveals, firstly, a synthesis of ballad and poem traced through the example of Mikhail Khoninov’s ‘Салькнла бǝǝр бǝрлдснǝ туск баллад’ (‘The Ballad of the Battle against the Wind’) and its poem-type transformation in Russian translation, the latter being also evident in the second edition of the original text; secondly, the genre of the poem in Aksen Suseev’s ‘Semen Nimgirov’ (Russ. ‘The Ballad of Civic Duty’) and Erdni Eldyshev’s ‘Marinesko’ gets transformed into that of the ballad when in their Russian translations; thirdly, the work identifies the prototype of Suseev’s main character. Conclusions. The ballad proves a most constant genre in M. Khoninov’s poetry, and the innovative synthesis of ballad and poem in the original text can also be found in his other work — ‘Хальмг күүкнǝ туск баллад’ (‘The Ballad of the Kalmyk Woman’). The authors A. Suseev and E. Eldyshev wrote no ballads, and their intentions had been initially aimed at the genre of the poem. This reveals certain differing strategies of the author and the translator resulting in the genre differentiation of a selected work on the latter’s way to the reader.

‘Are There Any Corpses?’: The Language of Trauma in Narratives about Way to Siberia

Introduction. The article is devoted to the Kalmyk narratives of their travel to Siberia, with a focus on the language of trauma characteristic of the narratives. Aim: The article indicates that their difficult road to Siberia was close to liminal crossing practices, resulting in a change in the status of travelers. Methods. In terms of methodological guidance, the article draws on the works of A. van Gennep, V. Turner, and T. Tsivyan. Of relevance was also the concept of the language of trauma discussed in the monograph “To Draw a Camp” (Guchinova, 2016). The research sources are the author’s field materials collected for the project “Everyone Has Their Own Siberia” (some of them published) and the stories about Siberia from a collection of memoirs on Kalmyk deportation. Results. It was on their way to Siberia in the cattle wagons that the people, deprived of even primitive comfort and convenience and stripped of their rights, realized a change of their status: they were no longer citizens but special resettlers. The stories about the road to Siberia remain in the collective memory of the Kalmyks as theirworst experience during the years of repression (1943–1956). Hence, of special significance is the language of trauma with its plotlines, and vocabulary that renders the people’s memory.

Korean peace building and Sino–US relations: an “Ad-hoc” concert of interests?

The Korean Peninsula is perceived by both the United States (US) and China as the region where they could cooperate despite other disputed problems. The Four-Party Talks were proposed amid a crisis in the Taiwan Strait in 1996, and the Six-Party Talks were convened during the controversies over the subsequent Iraq War in early 2000s. The author argues whether this “Ad-hoc Concert” still survives as an analytic framework for examining Sino–US relations on the Korean Peninsula, notwithstanding the new dimension of collective security as a result of Democratic People’s Republic of Korea (DPRK, North Korea)’s nuclear issues with respect to the United Nation Security Council (UNSC). This paper first examines the Chinese initiatives in the nuclear crisis in 2016–17; it makes an assessment of the developments of the triangulated US–China–DPRK relationship after Chairman Kim Jongun referred to the “denuclearization of the Korean Peninsula” in early 2018. In the successive Summit meetings that Kim Jongun held with the Republic of Korea (ROK, South Korea)’s President Moon Jaein, and US President Donald Trump, the declaration to end the Korean War dominated those in the triangulated relations. This paper also reviews the controversies related to that declaration and their implication for Sino–US relations. Those implications will provide the basis for an analysis of Sino–US relations on the Korean Peninsula following a speech delivered by US Vice-President Mike Pence in October 2018 that was widely seen as a declaration of a “new cold war” between the US and China.

This study focuses on researcher human resources of government research and development institutions in Indonesia, who are facing the issues of low research and development outputs and minimum impacts to the market. Employing post-positivism paradigm,  qualitative data collection method, it aims to examine the ideal development of future researcher HRs. The findings indicate that the research and development institutions had good awareness of the concept of human resource development, giving opportunities for researchers to learn. However, it is also revealed that the institutions were not on the right track in developing human resources, which includes trainings and development, and career and organization development. This research recommends the establishment of leader (management), both as the head of the program/team that acts as a team of change and a framework of integrated human resource development, comprising individual development aspects, career, and organizations accurately implemented using particular stages from analysis, design, implementation and evaluation. The need to conduct needs analysis of training and development. It has been  identified that prior to the analysis of training and development, track records of researchers, businesses with their databases, and activities of development and evaluation are needed as feedback for the team of change in the available human resource development theory.

Comparison of Personal Characteristic Factors Relating to Quality of Life in Patients with End-Stage Renal Disease

Objective: The objective of this study was to compare the quality of life (QOL) of patients with end-stage renal disease (ESRD) between patients receiving hemodialysis (HD) and patients receiving continuous ambulatory peritoneal dialysis (CAPD) and to compare personal characteristic factors relating to the quality of life in patients with ESRD. Method: This study used a descriptive research design. The sample was recruited using purposive sampling that included 76 ESRD patients receiving either HD or CAPD at a dialysis clinic in Phraphutthabat Hospital, Saraburi Province, Thailand. Data was collected using the Quality of Life Questionnaire for Chronic Kidney Disease (KDQOL-SFTM) version 1.3. Independent t-test and ANOVA procedures were used to analyze study data. Results: The results revealed that the HD patients had a moderate level of QOL. The highest scoring dimension of QOL was the encouragement of staff at the dialysis unit and patient satisfaction with the treatment ( = 100, SD=.00), followed by social the other hand, the lowest scoring QOL dimension was physical problems ( = 50, SD=51.89), and pain ( = 50, SD=39.03), followed by work status ( = 53.57, SD=45.84) and burden from kidney disease ( = 58.48, SD=31.07). The CAPD patients also had a moderate QOL. The highest scoring QOL dimension was the encouragement of staff in the renal unit and patient satisfaction with the treatment ( = 100, SD=.00), followed by social support ( = 95.61, SD=14.20) and cognitive function ( = 88.83, SD=13.52). The worst scoring QOL dimensions were work status ( = 44.44, SD=42.72), general health ( = 53.61, SD=39.05), and pain ( = 62.70, SD=41.14). The difference overall and in each dimension of QOL in ESRD patients who were treated with HD and CAPD was not statistically significantly different. The QOL was not significantly different among patients with different personal characteristics except for income and duration of treatment; in those cases, the difference in QOL was statistically significant (p=.05). Conclusion: The overall QOL and life expectancy of patients with ESRD treated with HD and CAPD are not affected by gender, age, marital status, education, occupation, or type of health coverage. QOL was not significantly different, except for patients with different incomes and duration of renal replacement therapy, whose QOL was significantly different. The QOL of patients receiving dialysis should be studied to develop a QOL program for patients with chronic kidney disease who receive dialysis.

Kalmyk Participle Forms Revisited (a case study of the Jangar Epic)

The article deals with the use patterns of participles as revealed by a case study of varying versions of the Kalmyk heroic epic of Jangar recorded in different periods. Participles play a special role in grammatical structures of Mongolic languages. In different positions they denote either processes, or a corresponding attribute, or a performer of the action. This is what actually distinguishes participles from other verb forms. The examined texts of the Jangar Epic vividly illustrate the structural variety of Kalmyk participles. Being efficient expressive means, attributive verb forms facilitate more comprehensive descriptions of events/situations and attach special dynamics to the latter.

EFEKTIVITAS PELAKSANAAN PROGRAM GENERASI BERENCANA DALAM MENINGKATKAN KESEHATAN REPRODUKSI REMAJA DI KOTA YOGYAKARTA

This research aims to find out the effectiveness of the implementation of the Generasi Berencana program in Yogyakarta City along with the supporting and inhibiting factors. This research used qualitative approach with descriptive method. The results showed that the implementation of Generasi Berencana program in Yogyakarta City had not been effective, as seen from five indicators: (1) The policy had not been effective in overcoming teenagers problem, (2) Implementers had quite effective seen from the division of duties and authority, (3) The target had not been effective yet because the intervention target had not ready to support the Genre Program, (4) The policy environment had effective but the external environment had not been effective, and (5) The process had not been effective because teenagers and families with teenagers had not understood the substance of the GenRe Program. The supporting factors were the easiness of communication and counseling training. While the inhibiting factors were low public participation, moral deviation, and time limitations of each individual. Keywords: Effectiveness, GenRe Program, dan Teenagers

Early Preterm Infant Feeding Behaviors in Adolescent and Adult Mothers

Background:Adolescent mothers may find the transition to motherhood to be overwhelming when compared to adult mothers. The adaptiveness of mother and infant feeding behaviors may greatly influence the quality of adolescent mothers' feeding interactions when compared to adult mothers.Purpose:To examine the adaptiveness of early maternal and infant feeding behavior between adolescent mothers and adult mothers.Method:In this secondary analysis, six adolescent mothers (< 20 years old) and six adult mothers were videotaped while feeding. The mothers were observed 3 times: when the infants were in the hospital, 1 month old, and 4 months old. The videotapes were coded using four scales of the Parent-Child Early Relational Assessment (PCERA). The two maternal scales were Positive Affective Involvement and Sensitivity/Responsiveness (PAISR) and Regulation of Affect and Behavior (RAB). The two infant scales were Infant Positive Affect, Communication, and Social Skills (IPACS) and Infant Regulation of Affect and Behavior (IRAB). The dyads were videotaped just before hospital discharge and at one and four months corrected age. The Wilcoxon signed-rank test was used to examine the difference in the PCERA between the two groups.Results:Adolescent mothers had a significantly lower score on the PAISR before hospital discharge (p-value 0.005) and at one month corrected age (p-value 0.008) than adult mothers. Adolescent mothers also had a significantly lower score on the RAB before hospital discharge, 1 and 4 months corrected age than adult mothers. There were no significant differences in IPACS and IRAB of infants of adolescent and adult mothers.Conclusion:Clinicians need to be aware of the differences in sensitivity that occur.

ANALISIS INDEKS KEPUASAN MASYARAKAT TERHADAP KINERJA PELAYANAN LELANG PADA KANTOR PELAYANAN KEKAYAAN NEGARA DAN LELANG (KPKNL) MEDAN

Penyusunan tesis ini bertujuan untuk mengetahui (1) nilai indeks kepuasan masyarakat terhadap pelayanan kinerja publik di bidang lelang, (2) kepentingan masyarakat terhadap unsur-unsur pelayanan publik di bidang lelang, (3) kekuatan dan kelemahan, dan (4) tingkat kesesuaian antara kinerja pelayanan publik dengan tingkat kepentingan unsur-unsur pelayanan menurut masyarakat pengguna jasa layanan di bidang lelang di Kantor Pelayanan Kekayaan Negara dan Lelang Medan. Metode penelitian yang digunakan dalam penelitian ini deskriptif kuantitatif dengan menggunakan 2 variabel yaitu (1) variabel tingkat kepuasan masyarakat terhadap kinerja pelayanan publik di bidang lelang dan (2) variabel tingkat kepentingan masyarakat terhadap unsur-unsur pelayanan publik di bidang lelang. Berdasarkan hasil penelitian diketahui bahwa mutu pelayanan publik Kantor Pelayanan Kekayaan Negara dan Lelang Medan khususnya dalam hal proses peralihan jual-beli melalui lelang sudah memadai (baik). Adapun kekuatan yang dimiliki berupa (1) ketepatan waktu pelayanan, (2) kompetensi pelaksana, (3) kesesuaian persyaratan pelayanan, (4) kewajaran biaya/tarif, dan (5) kesesuaian produk spesifikasi jenis pelayanan, turut mendukung kepuasan masyarakat dalam mendapatkan pelayanan di Kantor Pelayanan Kekayaan Negara dan Lelang Medan. Adapun kelemahan di bidang pelayanan publik berupa (1) kecepatan penanganan pengaduan, saran dan masukan, (2) perilaku pelaksana, (3) kemudahan prosedur pelayanan, dan (4) maklumat pelayanan, perlu diperbaiki sehingga dapat meningkatkan kualitas pelayanan publik di Kantor Pelayanan Kekayaan Negara dan Lelang Medan. Kata Kunci : Kepuasan, Masyarakat, Pelayanan Publik dan Kantor Pelayanan Kekayaan Negara dan Lelang Medan.   SATISFACTION INDEX ANALYSIS OF PUBLIC AUCTION SERVICE PERFORMANCE IN THE STATE PROPERTY OFFICE AND AUCTION (KPKNL) MEDAN Abstract This thesis aims to determine (1) the value of people's satisfaction index of public services in the areas of auction performance, (2) the public interest against the elements of public services in the field of the auction, (3) strengths and weaknesses, and (4) the degree of correspondence between performance of public service to the importance of the elements of the public service by service users in the field of auctions in the State Property Office and Auction Medan. The research method used in this research is descriptive quantitative by using 2 variables: (1) variable level of people's satisfaction with the performance of public services in the field of auctions and (2) a variable rate of interest of the people of the elements of public services in the auction. Based on the survey results revealed that the quality of public services the State Property Office and Auction Medan, especially in terms of the transition process of sale by auction is adequate (good). As for the strength of the form of (1) the timeliness of service, (2) implementing competence, (3) compliance with the requirements of service, (4) the reasonableness of costs / rates, and (5) the suitability of the product specification types of services, contribute to the satisfaction of the public in obtaining services The State Property Office and Auction Medan. What is Good Governance? World Bank and The Power of Normalization

Tulisan ini memberikan penilaian kritis alas konsep Bank Dunia tentang 'Good Governance' (Kepemerintahan yang Balk) dengan melibat konsep ini melalui pendekatan Foucauldian, yaitu bukan hanya sebagai fenomena pengetahuan tetapi jugs sebagai fenomena kekuasaan,yaitu kekuasaan untuk normalisasi. Penelaahan atas asal mula dan evolusi konsep ini menyarankan bahwa keberadaan konsep ini tidaklab netral dan bebas kepentingan dan karena itu sebenarnyajuga tidak selalu universal atau dapat diterapkan dalam semua keadaan. Pengen'ian Good Governance yang didefinisikan sebagai kebijaksaan ekonomi yang baik dan pembangunan kelembagaan yang kuat, pada alehirnya telab memperkuat pola-pola hegemoni dan kelembagaan global dan menghasilkan dominasi atau hegemonisasi dari pengetahuan' Bank Dunia (atau sebenarnyajuga ekonomi internasionalyang lain scperti IMF) terhadap 'bentuk pengetahuanyang lain', dengan akibal bahwa model alternatif pembangunanyang lain akan terpinggirkan atau sama sekalipunah.

Urgensi Reformasi Basis Kekuasaan Birokrasi di Indonesia

This article tries to address a question of why a strong and dominant bureaucracy, which was an effective and efficient instrument for development at the early stage of the Indonesia's New Order period, start to loose its effective performance in the last few years. The main point discussed here is the inability of the Indonesian bureaucracy to develop legitimacy and support from the society, especially support toward development programs stipulated and controlled by the bureaucracy. In many cases the bureaucracy has to 'buy' and force' society's support which is artificial one. Therefore, it is argued here that the basis of power of Indonesian bureaucracy should be changed from "power over society" toward "power through society" by which a mutual-trust-relationship between society and the bureaucracy can be developed.

A description of the diversity of kinship and marriage practices in South Asia with a focus on India.

Whilst not an exhaustive examination, this paper will explore some of the key areas of the diversity of kinship and marriage practices within India. To do so it will look firstly at the formal kinship rules of two well documented communities which are, broadly speaking, representative of practices within their extended regions. From there it will look at the different social functions each of these systems can be argued to serve. From there it will investigate how demographic changes across India are fostering new models of marriage and challenging the formal rules of traditional kinship systems. Next it will look at how the introduction of civil marriage rights is responsible, albeit to a limited extent, for the emergence of yet another model of marriage.  Finally, it will observe that, despite these key differences, there exist some characteristics which remain in place across India.
