Sob o mito da violência edulcorada: faces e raízes das hostilidades cometidas na revolta “constitucionalista” de 1932

Já não é tão restrito o rol de abordagens dedicadas ao levante de 1932 em São Paulo. Surpreendentemente, entretanto, a violência que teve lugar neste conflito permaneceu distante dos holofotes. Mais do que isso. Ela foi suplantada por uma leitura edulcorada da insurreição, que ostenta as imagens da mobilização para a guerra e, simultaneamente, oculta as brutalidades e sofrimentos dos corpos. Este artigo, por conseguinte, valendo-se de perfis de combatentes mortos no confronto e de processos militares abertos para apurar crimes de guerra, problematiza as dimensões da violência física no levante paulista, as suas causas e significados. Dessa análise vem à tona outro lado da revolta: o das agressões brutais e até voluntárias, que, para além das circunstâncias “inevitáveis” da guerra, deitam raízes em conflitos e ódios antigos, arraigados entre brasileiros ao menos desde o começo da república.

The evolving role of EU Regional Policy: Implications for Australia?

In 2013, ANZJES published an article on the significance of European Union (EU) Regional Policy in the process of European integration and its implications for Asia. Over the past decade, EU Regional Policy has evolved considerably. It is still centred on facilitating European integration, but also assumes a much more central role in focusing attention on harnessing resources, intellectual and economic, in order to address major societal missions. Regional Policy, or Cohesion, funds constitute approximately one third of the total European Commission budget and are, therefore, not only an important resource for integration, but also for addressing the wider priorities around the European Green Deal, and indeed, the planet. This is evident in the proposed Multiannual Financial Framework agreed by the European Council for 2021-27, in which Cohesion funding is seen to be a crucial resource for economic and social recovery from the COVID-19 crisis. This article reviews the evolution of this thinking in the last decade and considers its growing international significance. Whilst not necessarily imagined in 2010, when the EU established its European External Action Service (EEAS), a focus on regions and their innovation systems has enabled the EU to strengthen its global influence significantly.

SCIENTIFIC VALUES ON THE EUROPEAN LEGAL REGULATION ON THE CONSUMER CREDIT AGREEMENT

With the increase of revenue, including in the budget sphere, which stimulates the planning of purchases of products that could improve the quality of life, with the reduction of interest rates by banks, the citizens are increasingly stimulated to conclude credit agreements. The subjects of the civil legal relationship in consumer law must be on the one hand the consumer and on the other hand the professional, the entrepreneur, the creditor. From the essence of the notions, obtained by the common law and Directive 2008/48 / on consumer credit agreements, it follows that the notion of consumer and professional, is notions that includes the legal relationship in the sense of consumer protection law, and the notion of creditor. Through this research paper we propose to analyze the credit agreement both from the perspective of common law and agreement to special rules established by Directive no. 2008/48 and the Law Rep. of Moldova no.202 / 2013 regarding the credit agreement for consumers.

Antike Marmorarten nach Zoёga’s Bestimmungen. Alexander von Humboldts Sammlung und Gesteinsstudien in Rom

Zusammenfassung
Während seines Romaufenthaltes 1805 befasste Humboldt sich mit antiken Marmorarten und legte dazu eine Sammlung an. Zusammen mit einem unveröffentlichten Manuskript Humboldts sind Teile dieser Sammlung, Originaletiketten sowie die damalige Bestandsliste im Museum für Naturkunde Berlin erhalten. Dieses Marmor-Ensemble wird im vorliegenden Beitrag im Kontext von Reise- und Sammeltraditionen, von wissenschaftsgeschichtlichen Klassifizierungen antiker Marmore sowie in Humboldts Werkzusammenhang vorgestellt.
Abstract
During his stay in Rome in 1805, Humboldt undertook a study of antique types of marble and assembled a collection. Together with an unpublished manuscript by Humboldt, parts of this collection as well as original labels and the contemporary inventory list are preserved in the Museum für Naturkunde Berlin (Berlin Natural History Museum). In this contribution, this marble collection is presented in the contexts of traditions of travelling and collecting, of classifications of antique marble within the history of science, and of Humboldt’s work as a whole.
Résumé
Lors de son séjour à Rome en 1805, Humboldt entreprit une étude des types de marbre anciens et rassembla une collection. Avec un manuscrit inédit de Humboldt, des parties de cette collection ainsi que des étiquettes originales et la liste contemporaine d'inventaire sont conservées au Museum für Naturkunde Berlin (Musée d'histoire naturelle de Berlin). Dans cette contribution, cette collection de marbre est présentée dans le contexte des traditions de voyage et de collection, des classifications du marbre antique dans l'histoire de la science et de l'œuvre de Humboldt dans son ensemble.

LA REVOLUCIÓN ESPAÑOLA DE 1820 EN LA ESCENA BRITÁNICA: FERDINAND THE SEVENTH; OR, A DRAMATIC SKETCH OF THE RECENT REVOLUTION IN SPAIN (1823)

This paper analyses the drama Ferdinand the Seventh; or, A Dramatic Sketch of the Recent Revolution in Spain. Published in London in 1823, this play explores the reactions to the coup led by Rafael de Riego in the court of Ferdinand VII. The author clearly supports the liberal cause and portrays the King as a weak and changeable individual, who first tries to repress the rebellion, but eventually proclaims the Constitution of 1812. Although the work is presented as the English translation of a Spanish manuscript by Manuel de Sarratea, the image of Spain and of the liberal revolution of 1820 contained in the text is in tune with the vision of the political situation in Spain that dominated public opinion in Britain.

FISCAL DECENTRALIZATION DETERMINANTS AND LOCAL ECONOMIC DEVELOPMENT IN EU COUNTRIES

This work aims to assess the impact of fiscal decentralization on local (regional) development in the EU Member States while controlling for macroeconomic and local autonomy specific factors. Using a panel data approach with dynamic effects, we examined the implications of fiscal decentralization on local development across European Union countries over the 1990-2004 period. The novelty of the study is emphasized by including in the analysis a variable which tests local fiscal discipline, more exactly, Fiscal Rule Strength Index for local level of government. Our findings suggest that prosperity of regions, measured in GDP growth depends on variables such as characteristics of decentralization undertaken by each country or local fiscal discipline, confirming our primary hypothesis. This supports the view that recently implemented reforms aiming to enforce fiscal discipline following-up the Fiscal Compact strengthened the local budgetary framework and restrained, therefore, the local discretionary power to act towards development.

El humorismo como uno de los mecanismos unificadores para el pueblo en la época del socialismo real en Polonia

Se define el humorismo como un modo de presentar, enjuiciar o comentar la realidad, resaltando el lado cómico o ridículo de las cosas en diferentes situaciones y con distintos objetivos. Al pueblo polaco, el humor siempre le ha servido como una herramienta más para enfrentar la realidad en momentos difíciles de su historia. En el presente estudio trabajamos con la hipótesis de que en la época del llamado socialismo real en Polonia el pueblo polaco utilizaba el humorismo como una de las formas más importantes de resistencia al sistema, así como para mantener la autoestima y el sentido común ante unos tiempos verdaderamente absurdos. Partiendo de que el socialismo es una ideología que aboga por la igualdad de derechos, oportunidades y felicidad y de que el socialismo real, por su parte, los niega en su totalidad a los ciudadanos, organizaremos nuestro estudio sirviéndonos de la Pirámide de Necesidades de Maslow.

The article analyzes the principles of methodology proposed by Polish historian Jerzy Topolsky in relationship to the evolution of contemporary historiographical thought. The author provides a thorough analysis of the historical narrative, its rhetorical structures, the use of sources and ideological influences, values and cultural changes, involved in the research and in the writing of the text. The result is a History as a science not always exact, but close to the truth, and it outlines the historian’s figure who searches the “contact” with the past reality, in whose physiognomy enter the scientific rigor, the search of the method, technical skills, but also the imagination and the passion for knowledge.

Función de la prensa médica española en la difusión de la médecine physiologique (1820-1850)

This article explores the medical press as a new genre of scientific literature (journal articles) and as a media for doctors, specially rural general practicioners who aspired to turn their profession into a scientific activity. The process of diffusion of broussaism in Spain is the subject or case study to analyse this problem. The « medicine physiologique » of F. J.V. Broussais (the revolutionary and heterodoxal way of the anatomoclinical medicine) focussed, in fact, the great scientific controversy during the first half of the 19th century, which was legitimate and solved primarily by medical press rather than books. The sistematic review of all medical periodicals published in Spain during 1820-1850 give us clear picture of the natural history of the rise and death of broussaim also well the social and political context for the development of this new media.

La investigación del nacionalismo : evolución, temas y metodología

El nacionalismo ha determinado en gran parte la evolución de los Estados contemporáneos en sus procesos de modernización; bien de un modo positivo, en lo cultural y lo político, o de un modo negativo, siendo elemento directo de conflictos y catalizador de las mayores contiendas bélicas. La idea de nación, a menudo tenida por inaprensible, y su utilización por la ideología nacionalista (sería más preciso hablar de las ideologías nacionalistas) han tenido desde su aparición una abundante producción publicística y apologética, pero no ha sido hasta las últimas décadas cuando se ha desarrollado una amplia rama interdisciplinar de estudios del nacionalismo.

Es un lugar común que la prensa fue un vector del ideario ilustrado. En España la prensa privada, que emergió con vigor en el siglo XVIII, tuvo, sin embargo, diversos escollos que sortear (entre ellos: la escasa duración que tuvieron las publicaciones). La Gaceta de Madrid, como publicación vinculada a la Secretaría de Estado, gozó de protección gubernamental y sostenimiento en el tiempo. El presente artículo trata de demostrar que este periódico, además de ser un prontuario de información oficial, participó de algunos aspectos del ideario ilustrado: interés por la ciencia, utilitarismo tecnológico, etc. Así, pudo jugar un papel en la difusión de ideas modernas. Para alcanzar nuestro objetivo hemos seleccionado noticias de astronomía, expediciones, experimentalismo, academias científicas, inventos; también las informaciones de hallazgos arqueológicos.
It is a commonplace that press heralded the Enlightenment ideology. In Spain, private press emerged vigorously in the Eighteenth Century. However it had to overcome several obstacles (among them: the short duration of newspapers in street). On the other hand, the Gaceta de Madrid, as a paper close to the Secretaría de Estado, had governmental protection and enjoyed time stability. Taken into account these aspects, the article tries to verify that this newspaper, besides its official target, was involved in the Enlightenment program of scientific promotion, interest in technology, etcetera; and therefore could play a role in the widespread diffusion of modern values. To achieve our target, we have selected news concerning astronomy, expeditions, experimentalism, scientific academies, inventions and archaeological findings.
