У статті досліджено особливості функціонування митної системи України в умовах європейської інтеграції та визначено основні напрями її адаптації до норм і практик Європейського Союзу. Проаналізовано ключові елементи митної системи ЄС, зокрема функціонування митного союзу, застосування Митного кодексу Союзу та використання сучасних цифрових митних технологій. Визначено основні проблеми розвитку митної системи України, серед яких недостатній рівень цифровізації митних процедур, складність митних формальностей та інституційні виклики. Обґрунтовано ключові напрями адаптації митної системи України до європейських стандартів, зокрема гармонізацію митного законодавства, розвиток електронного декларування, впровадження систем управління митними ризиками та інтеграцію до європейських митних інформаційних систем.

MOTIVATION TROUGH DEVELOPMENT: ANALYZING THE ROLE OF PROFESSIONAL DEVELOPMENT PROGRAMS

In the context of an organizational environment marked by dynamism and intense competition, the professional development of employees has become a strategic priority for the business environment, playing an essential role in stimulating motivation and increasing performance. This paper analyzes how professional development programs influence employee motivation and contribute to organizational success through a bibliometric analysis of the existing literature. The study builds on several key theoretical foundations: Armstrong (2024) on human resource management, Noe (2021) on training and development, Deci and Ryan (2000) on self-determination theory, Locke and Latham (2002) on goal-setting theory, and Robbins and Judge (2019) on organizational behavior. To complete this theoretical framework, a bibliometric analysis was performed based on articles indexed in Scopus, using the VOSviewer software, focusing on the co-occurrence of keywords in existing research. This approach allows the identification of central concepts and the connections between them, providing an overview of how the relationship between professional development, motivation, and organizational performance is investigated. The expected results will highlight that professional development programs are a catalyst for intrinsic and extrinsic motivation, strengthening employee skills and supporting organizational performance. The paper contributes to understanding the importance of investing in human capital and provides a updated perspective on the role of development in creating a sustainable competitive advantage.

Review of Subcontractor Selection Criteria in Construction Services Using Analytic Network Process (ANP) - Benefit Cost Risk (BCR)

To develop effective techniques for selecting subcontractors, this research set out to determine which factors should take precedence and which alternatives may be useful in terms of BCR, benefits, costs, and risks. Based on the results Project managers, control managers, procurement bureau managers, production managers, finance bureau managers, and employees/staff directly related to procurement activities (i.e., procurement staff) were randomly selected to participate in in-depth interviews and questionnaires to gather data for the study of subcontractor selection criteria in construction services. Analytical Network Process (ANP) using BCR network structure methodology is used to analyze the data in this study. Benefit, Cost, and Risk (BCR) study of the subcontractor selection process yielded the following results: control criteria. As a result, the decision-making process for choosing subcontractors shifts its focus to other technical competency factors, which might provide advantages.

The Influence of Emotional Quotient Level on Employee Performance in the Technical Implementation Unit of Education and Sports Training for Students and Students of Bogor District

This study aims to investigate the level of emotional quotient (EQ) and its impact on the performance of employees in the Student Sports Education and Training Technical Implementation Unit for Students and Students of Bogor District. The research method employed surveys and data analysis using SPSS. The results indicate that EQ significantly influences the performance of employees in the unit, accounting for 63.8%, while other factors contribute to the remainder. Further analysis using SPSS reveals that emotional intelligence factors, such as emotional stability, emotional strength, and emotional satisfaction, have significant values ​​confirming their impact on performance. These findings provide valuable insights for human resource management in understanding the importance of EQ in enhancing the productivity and quality of employee performance within the organizational environment.

Technical Design Report of the Spin Physics Detector at NICA

The Spin Physics Detector collaboration proposes to install a universal detector in the second interaction point of the NICA collider under construction (JINR, Dubna) to study the spin structure of the proton and deuteron and other spin-related phenomena using a unique possibility to operate with polarized proton and deuteron beams at a collision energy up to 27 GeV and a luminosity up to $10^{32}$ cm$^{-2}$ s$^{-1}$. As the main goal, the experiment aims to provide access to the gluon TMD PDFs in the proton and deuteron, as well as the gluon transversity distribution and tensor PDFs in the deuteron, via the measurement of specific single and double spin asymmetries using different complementary probes such as charmonia, open charm, and prompt photon production processes. Other polarized and unpolarized physics is possible, especially at the first stage of NICA operation with reduced luminosity and collision energy of the proton and ion beams. This document is dedicated exclusively to technical issues of the SPD setup construction.

Managerial competencies and small business venture performance: an emerging economies perspective

Purpose — The challenges faced by most small-scale ventures in developing economies has largely been attributed to not just the environment issues, but also the poor human capacity of most managers to effectively make decisions that will ensure the continued survival of the business over a period. The objective of this research was thus to assess the effect of managerial competency on performance of SMEs. Method — We adopted descriptive survey research design for this study. We used a sample of 394 SMEs managers for the survey, which were selected using convenience sampling technique. This research relied on content validity and internal consistency measure for validity and reliability respectively. We used multiple regression with the aid of SPSSv23 for data analysis. Result — The outcome shows that managerial competencies affect the performance of small-scale enterprises. Also, we found that interpersonal competency of manager of SMEs is low, while the cognitive competency made the strongest unique contribution to explain venture performance. We conclude that to drive improved performance there must be effort targeted towards improving the skills of managers of SMEs in the country. Contribution — This research validates the resource-based view theory and contributes to expand literature on competency and leadership from an emerging economies context.

УПРАВЛІННЯ ЛЮДСЬКИМ КАПІТАЛОМ БІЗНЕС-СПІЛЬНОТИ В УМОВАХ ЕКОНОМІКИ ЗНАНЬ

В статті розкрито сутність стану сучасної світової економіки, яка стоїть на порозі нового якісного розвитку, підвалинами чого є економіка знань. Авторами визначено, що в якості основного економічного ресурсу в нових умовах висуваються знання, а їх джерелом є людський капітал. В статті зазначається, що за своєю сутністю економіка знать сприяє загальній децентралізації та лібералізації економічних відносин, тому в якості інкубаторів по розвитку людського капіталу в бізнес-середовищі виступають бізнес-спільноти. Авторами проведено класифікацію бізнес-спільнот, визначено їх основні завдання та особливості формування людського капіталу в нових умовах. У статті наведено авторське визначення дефініцій «людський капітал», «економіка знань» та «бізнес-спільнота», визначено подальші напрямки дослідження теми, які полягають у розробці алгоритму управління людським капіталом та інструментів стимулювання його розвитку.

THE CASE OF DISPOSAL OF NUCLEAR WASTE IN TRGOVSKA GORA IN THE REPUBLIC OF CROATIA: ECONOMIC AND LEGAL CONSEQUENCES FOR BOSNIA AND HERZEGOVINA

The storage of nuclear waste planned by the Republic of Croatia in Trgovska gora, located on the border with Bosnia and Herzegovina in its northern part, causes controversy and has far-reaching consequences for the population, flora and fauna, and the environment itself. In parallel with these consequences, it will affect the economic development of 13 municipalities in the Una basin. Croatia has already carried out part of the research, examined the terrain and moved on to geological research. In addition, an environmental impact study is planned and should be completed by 2023. Bosnia and Herzegovina has committed itself to find a solution through diplomatic channels with the Republic of Croatia and the application of international legal standards in this area, as well as legal options available to BiH to protect its interests and mechanisms to deter Croatia from disposing nuclear waste at the site. In the event that Croatia implements this project and builds a nuclear waste dump in Trgovska gora, in addition to environmental consequences, it will affect the economy of municipalities in the Republic of Srpska in terms of a fall in real estate prices, jeopardize agricultural land and create a significant outflow of population.

Status and initial physics performance studies of the MPD experiment at NICA

The Nuclotron-base Ion Collider fAcility (NICA) is under construction at the Joint Institute for Nuclear Research (JINR), with commissioning of the facility expected in late 2022. The Multi-Purpose Detector (MPD) has been designed to operate at NICA and its components are currently in production. The detector is expected to be ready for data taking with the first beams from NICA. This document provides an overview of the landscape of the investigation of the QCD phase diagram in the region of maximum baryonic density, where NICA and MPD will be able to provide significant and unique input. It also provides a detailed description of the MPD set-up, including its various subsystems as well as its support and computing infrastructures. Selected performance studies for particular physics measurements at MPD are presented and discussed in the context of existing data and theoretical expectations.

Sustainability, food topics and weblogs: do they really fit? Targeting and valuing food-related eWOM generators

Without any doubt, the advent of the Internet has substantially transformed the way and rhythm of our lives. This circumstance reflects directly on our daily behaviours, which are today quite different from what they used to be only a few years ago. In this sense, the current patterns of search for information and consumption are frequently paced by the eWOM communication. In addition, environmental concerns have driven consumers to increasingly demand the so-called environmentally friendly products. Considering both issues together, literature reveals that the study of the interaction between eWOM and sustainable consumption is still scarce and needs more attention. For this reason, the present research is devoted to the identification and evaluation of a sustainable food-related eWOM. In this regard, an online survey of authors of food-related weblogs/videoblogs was conducted containing different questions about their food consumption styles. Even though the existence of a distinct group of green authors was confirmed, the following examination of centrality levels showed that the influence exerted by this group on the Web 2.0 is exactly the same as that of the other groups. Jointly, these findings provide information of great importance that has implications for businesses and professionals in marketing.

The assessment of the knowledge spillover effect based on the analysis of publication activity: Regional aspect

The problem of knowledge spillover and its role in the development of the national and regional innovation system is of significant interest, since in the modern global world the advantages are obtained by those innovative systems that are able to both generate knowledge and use knowledge external to them. The flexibility of regional innovation systems to disseminate knowledge enables them to be more effective. In general, knowledge is considered to be implicit and explicit. Both explicit and implicit knowledge have the potential to influence the emergence of new ideas and their design in the form of innovations. Codified knowledge (for example, patent citations) has a significantly larger distribution area compared to non-codified knowledge. Implicit knowledge, for which the direct contact of the knowledge carrier and its “recipient” is important, can also play an important role in the dissemination of knowledge and innovation in clusters, i.e. have an even more limited distribution area. In this regard, the question arises about the mechanisms of codification of knowledge, methods of research directions of their distribution and intensity of knowledge spillover. Such codification may be based primarily on patents and publications. The above mentioned determines the aim of the study, which novelty concerns the development of a methodological approach to assessing the publication activity of scientists of research institutes of the corporate sector as a method of studying the regional specificity of the spillover effects of knowledge. As a result of approbation of the author's approach Russian regions have been classified on intensity and orientation of codification of knowledge basis. Regions with high values of publication activity of scientists of research institutes of corporate sector and significant external codification of knowledge when publications are carried out jointly with foreign scientists or scientists from other organizations have been determined. It has been proved that the higher the level of external-oriented codification, the greater the potential for spillover effects of knowledge in the regional economic system. To assess the prospects for the application of knowledge in the innovation process on the basis of comparing the results of the typologization of regions and the map of clusters in Russia, the hypothesis about the positive impact of clusters on the dissemination of knowledge has been verified. At the same time, it has been shown that for the majority of subjects of the Russian Federation there is a low publication activity, in the process of which knowledge is codified, which indicates insignificant spillover effects of knowledge and a low level of development of regional innovation systems in general. Prospects for the development of this problem are associated with the assessment of the effectiveness of the use of external knowledge in regional innovation systems, as well as with proposals to improve the efficiency of its dissemination. An important task is to justify the necessary minimum level of inter-firm codification of knowledge through publications based on the experience of innovative regions-world leaders.
