ADESÃO AO ACESSO ABERTO NAS CIÊNCIAS DA COMUNICAÇÃO: UMA ANÁLISE DOS DOIS PROGRAMAS DE DOUTORAMENTO COM MAIOR NOTA NA AVALIAÇÃO DA CAPES

RESUMO O objetivo deste artigo é discutir a adesão ao acesso aberto nas Ciências da Comunicação tendo como recorte os artigos de periódicos publicados (n=990) entre os anos de 2013 e 2023 pelos docentes (n=59) dos dois programas de doutoramento com maior nota (7) na última avaliação da Capes, programas de referência no Brasil. Baseou-se em uma pesquisa de abordagem quali-quantitativa e objetivos bibliométrico exploratórios. Os resultados apontaram que há forte tendência de publicação em acesso aberto em todas as categorias analisadas, como publicações por gênero, tempo de trabalho na instituição, por bolsistas em produtividade e o percentual publicado (n=65,96%) em periódicos de acesso aberto em relação ao total de publicações no período analisado. Conclui-se que, como apontaram outras pesquisas, nas áreas de Ciências Humanas e Sociais Aplicadas há uma maior aderência ao acesso aberto, mas não apenas por meio de artigos de periódicos, sua face mais visível.

Gromov-Witten theory of $\mathsf{Hilb}^n(\mathbb{C}^2)$ and Noether-Lefschetz theory of $\mathcal{A}_g$

We calculate the genus 1 Gromov-Witten theory of the Hilbert scheme $\mathsf{Hilb}^n(\mathbb{C}^2)$ of points in the plane. The fundamental 1-point invariant (with a divisor insertion) is calculated using a correspondence with the families local curve Gromov-Witten theory over the moduli space $\overline{\mathcal{M}}_{1,1}$. The answer exactly matches a parallel calculation related to the Noether-Lefschetz geometry of the moduli space $\mathcal{A}_g$ of principally polarized abelian varieties. As a consequence, we prove that the associated cycle classes satisfy a homomorphism property for the projection operator on $\mathsf{CH}^*(\mathcal{A}_g)$. The fundamental 1-point invariant determines the full genus 1 Gromov-Witten theory of $\mathsf{Hilb}^n(\mathbb{C}^2)$ modulo a nondegeneracy conjecture about the quantum cohomology. A table of calculations is given.

MOOC y otros dispositivos de instrucción en línea de bibliotecas universitarias argentinas a partir de la pandemia de COVID-19

Se propone una investigación acerca de la participación de las bibliotecas universitarias del ámbito público y privado de Argentina en el uso y la gestión de los cursos en línea masivos y abiertos (MOOC) y de otros dispositivos de instrucción en línea a partir de la pandemia de COVID-19. En función de los resultados obtenidos por el equipo de investigación en un proyecto previo sobre la misma temática, se aplicará un estudio exploratorio, multi metodológico y no experimental con el objetivo de conocer el rol de las bibliotecas universitarias con relación al dictado de MOOC y de otros dispositivos de instrucción en línea en el período de la pandemia y la pospandemia, con énfasis en los programas ofrecidos de forma gratuita y abierta. A su vez, se explorará en qué medida las bibliotecas bajo análisis se encuentran vinculadas con los servicios de tecnología de la universidad y se estudiarán los mecanismos de almacenamiento, difusión y preservación digital de los MOOC y otros dispositivos de instrucción en línea = An investigation is proposed on the participation of public and private university libraries in Argentina on the use and management of massive open online courses (MOOCs) and other online learning devices in the wake of the COVID-19 pandemic. Based on the results obtained by the research team in a previous project on the same topic, an exploratory, multi-methodological and non-experimental study will be applied with the aim of understanding the role of university libraries in relation to the delivery of MOOCs and other online learning devices in the period of the pandemic and post-pandemic, with emphasis on free and open programs. In turn, the extent to which the libraries under analysis are linked to university technology services will be explored, and the mechanisms of storage, dissemination, and digital preservation of MOOCs and other online learning devices will be studied.

On a conjecture of Wooley and lower bounds for cubic hypersurfaces

Let $X \subset \mathbf{P}_{\mathbf{Q}}^{n-1}$ be a cubic hypersurface cut out by the vanishing of a non-degenerate rational cubic form in $n$ variables. Let $N(X,B)$ denote the number of rational points on $X$ of height at most $B$. In this article we obtain lower bounds for $N(X,B)$ for cubic hypersufaces, provided only that $n$ is large enough. In particular, we show that $N(X,B) \gg B^{n-9}$ if $n \geq 39$, thereby proving a conjecture of T. D. Wooley for non-conical cubic hypersurfaces with large enough dimension.

Rapid Shear Capacity Prediction of TRM-Strengthened Unreinforced Masonry Walls through Interpretable Machine Learning using a Web App

The presented study aims to provide an efficient and reliable tool for rapid estimation of the shear capacity of a TRM-strengthened masonry wall. For this purpose, a data-driven methodology based on a machine learning system is proposed using a dataset constituted of experimental results selected from the bibliography. The outlier points were detected using Cook's distance methodology and removed from the raw dataset, which consisted of 113 examples and 11 input variables. In the processed dataset, 17 Machine Learning methods were trained, optimized through hyperparameter tuning, and compared on the test set. The most effective models are combined into a voting model to leverage the predictive capacity of more than a single regressor. The final blended model shows remarkable predicting capacity with the determination factor ($R^2$) equal to 0.95 and the mean absolute percentage error equal to 8.03\%. In sequence, machine learning interpretation methods are applied to find how the predictors influence the target output. $A_m$, $f_t$, and $n\cdot t_f$ were identified as the most significant predictors with a mainly positive influence on the shear capacity. Finally, the built ML system is employed in a user-friendly web app for easy access and usage by professionals and researchers.

Extended Version of "New Theory and Faster Computations for Subspace-Based Sensitivity Map Estimation in Multichannel MRI''

This is an unabridged version of a journal manuscript that has been submitted for publication [1]. (Due to length restrictions, we were forced to remove substantial amounts of content from the version that was submitted to the journal, including more detailed theoretical explanations, additional figures, and a more comprehensive bibliography. This content remains intact in this version of the document). Sensitivity map estimation is important in many multichannel MRI applications. Subspace-based sensitivity map estimation methods like ESPIRiT are popular and perform well, though can be computationally expensive and their theoretical principles can be nontrivial to understand. In the first part of this work, we present a novel theoretical derivation of subspace-based sensitivity map estimation based on a linear-predictability/structured low-rank modeling perspective. This results in an estimation approach that is equivalent to ESPIRiT, but with distinct theory that may be more intuitive for some readers. In the second part of this work, we propose and evaluate a set of computational acceleration approaches (collectively known as PISCO) that can enable substantial improvements in computation time (up to ~100x in the examples we show) and memory for subspace-based sensitivity map estimation.

Synchronic Curation for Assessing Reuse and Integration Fitness of Multiple Data Collections

Data driven applications often require using data integrated from different, large, and continuously updated collections. Each of these collections may present gaps, overlapping data, have conflicting information, or complement each other. Thus, a curation need is to continuously assess if data from multiple collections are fit for integration and reuse. To assess different large data collections at the same time, we present the Synchronic Curation (SC) framework. SC involves processing steps to map the different collections to a unifying data model that represents research problems in a scientific area. The data model, which includes the collections' provenance and a data dictionary, is implemented in a graph database where collections are continuously ingested and can be queried. SC has a collection analysis and comparison module to track updates, and to identify gaps, changes, and irregularities within and across collections. Assessment results can be accessed interactively through a web-based interactive graph. In this paper we introduce SC as an interdisciplinary enterprise, and illustrate its capabilities through its implementation in ASTRIAGraph, a space sustainability knowledge system.

A Systematic Review of Knowledge Audit Models during 2016 to 2020

<p class="Subjectcodes">Considering the essential role of knowledge management in organizations and the importance of knowledge auditing as one of its most vital processes, the purpose of this paper is to reveal the insights and thoughts of authors about knowledge auditing in the articles during 2016-2020 by using the systematic review method. In these articles, the progress and differences in the proposed models and frameworks of knowledge auditing are also examined. In this review, 20 articles out of 50 retrieved articles related to knowledge auditing were reviewed and analysed. The study of the obtained results shows the progress and changes of authors 'attitudes toward knowledge auditing and their attention and focus on the knowledge management process, making suggestions, and continues re-auditing in organizations.</p><p class="Subjectcodes"><a href="https://dorl.net/dor/20.1001.1.20088302.2022.20.3.13.0">https://dorl.net/dor/20.1001.1.20088302.2022.20.3.13.0</a>   </p>

The relationship between knowledge management and organizational learning among public librarians: A case study of public librarians in Fars province

Purpose: The purpose of this study is to investigate the relationship between knowledge management and organizational learning among public librarians in Fars province. Method: This study is an applied study which was conducted using the descriptive-correlational method. The statistical population included all librarians of public libraries in Fars province in 1400 (322 people), from whom 175 librarians were selected as the research sample using simple random sampling. In order to collect people's opinions, Bukowitz and Williams (1999) standard knowledge management questionnaire and organizational learning questionnaire based on Neefe theory (2001) were used. In order to analyze the data, SPSS software version 22. and descriptive statistical methods such as frequency, percentage, mean, standard deviation, and in inferential statistics, Pearson correlation test and multiple linear regression were used. Findings: The results of correlation coefficient showed that there was a significant relationship between knowledge management (KM) and organizational learning (OL) among the librarians of public libraries in Fars province. Furthermore, among KM’s components, knowledge production and consolidation and sharing had the most correlation with OL (respectively 0.900 and 0/898 correlation coefficients). Moreover, the result of multiple linear regression showed that there is a 100-percent common variance between KM and OL. The production and consolidation component is the strongest predictor for OL (Beta=0.197). This research showed that knowledge production and consolidation component (acquisition of required skills in accordance with organizational goals) and knowledge sharing (transfer and sharing of effective individual and organizational experiences) have the greatest relationship and impact on the promotion and improvement of OL. Originality/value: The issue of knowledge management has been an issue of concern in public library literature in recent years. However, the relationship between knowledge management and organizational learning has not been studied much; In addition, examining this issue among the community of public library librarians of Fars province has been the focus of attention in the present study. The results of this research can pave the way for library managers to try to improve knowledge and knowledge management that has led to organizational learning by planning, appropriate policies, and providing standards.

Large data limit of the MBO scheme for data clustering: convergence of the dynamics

We prove that the dynamics of the MBO scheme for data clustering converge to a viscosity solution to mean curvature flow. The main ingredients are (i) a new abstract convergence result based on quantitative estimates for heat operators and (ii) the derivation of these estimates in the setting of random geometric graphs. To implement the scheme in practice, two important parameters are the number of eigenvalues for computing the heat operator and the step size of the scheme. The results of the current paper give a theoretical justification for the choice of these parameters in relation to sample size and interaction width.

This bibliography records publications on Africa of interest to students of Africa, principally in the social and environmental sciences, development studies, humanities and arts. Some items from the medical, biological and natural sciences are included. The criterion used is potential relevance to a reader from a social sciences/arts background. The whole continent and associated islands are covered, with selective coverage of the diaspora. This volume aims to cover material published in 2020 together with items from earlier years not previously listed. The editor is always very glad to hear of any items omitted so that they may be included in future volumes. He would be particularly pleased to receive notification of new periodicals, print or online. African government publications and works of creative literature are not normally listed.

Los rankings académicos y la distribución por género de las universidades

Este trabajo examina la distribución por género de las universidades, a través de un porcentaje de mujeres dentro del alumnado, y comprueba si tal distribución tiene alguna relación con la posición de las universidades en los rankings universitarios. Se han seleccionado siete rankings, globales y sintéticos, disponiendo de datos de la distribución por género del alumnado para 924 universidades. Los resultados confirman que las universidades con una equilibrada distribución entre hombres y mujeres presentan mayores puntuaciones, por tanto, mejores posiciones en los rankings. Las universidades con mayor presencia femenina en el alumnado son las de ratio más alto de estudiantes por profesor y las que alcanzan mayores valoraciones medias en los indicadores de internacionalización. En los indicadores de premios Nobel y medallas Fields, e ingresos procedentes de la industria, las universidades con mayor presencia masculina tienen mayores puntuaciones medias. Los resultados pueden contribuir a la mejora de las políticas de igualdad en las universidades, así como a orientar las decisiones estratégicas y de gestión de las mismas.

Afterpulsing Effect on the Baseline System Error Rate and on the Decoy-State Quantum Key Distribution Protocols

There is considerable interest in predicting the efficiency of Quantum Key Distribution (QKD) protocols when one of their implementation quantities is modified. One significant imperfection that affects the efficiency of the setup is the afterpulse phenomenon which consists in the spontaneous detections triggered by trapped carriers after previous avalanches at the detectors. While it is widely studied in bibliography for various QKD protocols, it has been reported much more scarcely for the well-known decoy-state QKD protocols and for dual detectors only. We develop a theoretical analysis of afterpulsing effect on the decoy-state QKD protocols for multiple detectors, delivering results which can be used as a guide for every practical decoy-state QKD protocol implementation in real-world deployments. A new formula connecting the baseline system error rate and the afterpulse probability is derived which may hold for all protocols as it is consisted of only setup-related quantities. Numerical simulations addressing the significance of breaking down the quantities pertaining to the decoy-state QKD protocols are being made, focusing on the weak+vacuum decoy-state QKD protocol as a characteristic subcase.

African Ethnonyms and Toponyms: An Annotated Bibliography

A major trend in African Studies today consists in using traces of African culture embedded in African names and naming practices to recover or reconstruct African heritage. African names are oral records that can be meticulously processed and analyzed by African and Africana scholars. The emphasis is placed on two categories of names: ethnonyms and toponyms. Ethnonyms are names of people and ethnic groups whereas toponyms are names of places. These two categories of names constitute two important subfields of African onomastics. In addition, they are related in three interesting ways. First, some ethnic groups derive their names from place names and vice versa. Secondly, unlike other types of names such as anthroponyms or personal names, which can easily change or disappear according to the biography of the bearer, toponyms and ethnonyms have a durable life span.Toponyms in particular constitute fixed landmarks whose durability makes them important data for historical research. Thirdly, and more importantly, ethnonyms and toponyms constitute an intricate and semiotic structure, a kind of palimpsest that crystallizes a layer of meanings of community experience. These meanings can be conceived of as approaches or facets of the collective experience of a group. There are at least five facets: the geographical, the historical, the linguistic, the symbolic, and the socio-political facets. This bibliography contains annotations of sources on ethnonyms and toponyms from the Maghreb region and Sub-Saharan Africa dating from 1930 to the present, regardless of the origin, nationality and race of the authors. The principal criterium for the selection of publications is the geographic location of the ethnic groups they describe or analyze. I have also tried to ensure that all the facets described above are represented in my bibliography. English, French and German have been my three research languages. In some rare cases I have used sources in Portuguese and Afrikaans after having native speakers check my approximative understanding of the texts.

On the Possibilities of Evaluating Properties of Scientific Documents on the Basis of their Citations Count (or again: What Property is Reflected by Citations Count par excellence, after all?). Part 2: Quality?

The objective is consideration of the recent works on the problem of the phenomenon reflected by citations count of scientific documents with a slant to the papers analyzing the citations count possibilities to reflect quality of cited research. The method: authoritative definitions of quality were under analysis and interpretation of corresponding research publications in the context of the results the mentioned analysis was undertaken. The results: citations count does not reflect quality of cited research as there are not causal relations between quality and citedness. The conclusions: since in practice the results of the citations count for documents value assessment and of peer assessment of their quality may mostly coincide, this makes it possible still to use citations count as a proxy indicator of quality. As for the “negative” citations, they seem to refer to cited items of high value, but of low quality.

This paper discusses the implementation of ISO 9001: 2015 at the Faculty of Engineering Diponegoro University. The purpose of writing this paper is to determine the stages or implementation process, advantages and disadvantages. Based on the results of the discussion in this paper, it is concluded that the implementation process of ISO 9001: 2015 to obtain certification requires 5 (five) phases, namely (1) assessment of current system, (2) design, development and review, (3) implementation,) Audit and review, and (5) certification readiness. Benefits of the implementation of ISO 9001: 2015 in the Faculty of Engineering Diponegoro University, including: to ensure customer satisfaction of products or services sold, increase customer confidence, instill a sense of pride for employees so motivate them to work and work better, facilitate Faculty of Engineering Diponegoro University To gain cooperation from more business partners, as a material to analyze institutional capabilities, improve risk control management so that institutions are more stable, organizational systems become more organized and directed. The obstacles encountered in this ISO implementation include: funding, commitment of all relevant parties, and consistency in running ISO 9001: 2015.
