Between Silence and Stress: Menstrual Health, Mental Well‐Being, and Academic Disruption Among International College Students

Kruti S. Chaliawala

ABSTRACT Objective The current cross sectional secondary data analysis study aimed (1) to assess the extent to which international students report that premenstrual syndrome (PMS), painful periods, or menstrual cramping negatively impact their academic performance, and (2) to examine the associations between PMS, painful periods, or menstrual cramping and academic challenges as well as mental health outcomes including anxiety, depression, psychological distress, and suicidal ideation. Methods Data were drawn from a large national sample (N = 12 468) with an average age of 22 years (μ = 22.97, SD = 5.86). Descriptive analyses and univariate logistic regression analyses were undertaken using IBM SPSS Version 26. Results Approximately 11.0% (n = 1356) reported that menstrual health conditions negatively impacted their academic performance, and 1.2% (n = 153) indicated that these issues delayed their degree progress. Students experiencing high stress (OR = 1.74, 95% CI = [1.58, 1.92]), anxiety (OR = 1.87, 95% CI = [1.73, 2.03]), depression (OR = 2.20, 95% CI = [2.01, 2.41]), and suicidal ideation (OR = 1.84, 95% CI = [1.68, 2.01]) had significantly higher odds of reporting academic impediments. South Asian students had higher odds of reporting menstrual‐related academic disruption than other racial and ethnic identities (OR = 1.49, 95% CI = [1.31, 1.70]). Conclusion Menstrual health conditions, though significant, are an underrecognized determinant affecting academic performance and mental health among international college students. These findings call for culturally sensitive campus policies and interventions that address menstrual stigma and expand access to support services.

Formal recognition of adult relationships and legal gender in a comparative perspective

Jens M. Scherpe

Until fairly recently, family law was solely focused on marriage, understood as the union of a man and a woman for life.1 Indeed, families were only created through and by that kind of marriage, and any adult relationship beyond that was not even deemed to be family.2 Thus, relationship recognition was by default gendered. At the beginning of the twenty-first century, families and recognised familial relationships beyond opposite sex marriage existed in many jurisdictions.3 Particularly after the Second World War, and as a reaction to the atrocities of that war, there was a much greater focus on human rights – strengthening individual and private autonomy, as well as the respect for private life/privacy.4 In addition, for many reasons, societies changed and became more liberal

Évolution et transformation de la politique familiale québécoise depuis 1997

Sophie Mathieu, Diane-Gabrielle Tremblay

Research Framework: The consensus established around the exceptionalism of Quebec family policy conceals certain issues and challenges related to the accessibility and availability of support measures for families. Objectives: Our objective is to propose a reflection on the universal character often attributed to Quebec family policy by documenting the evolution of the architecture of the three main measures of support to families since 1997, namely child care services, parental leave, and cash benefits.Methodology: The analysis is based on a systematic review of archives, government documents, and scientific research on the evolution and transformation of Quebec family policy. The starting point for the analysis is the examination of the White Paper Nouvelles dispositions de la politique familiale: les enfants au cœur de nos choix. Results: Despite its social democratic leanings, Quebec’s family policy is not universal as a whole and not all families are equal in the support they receive from the State. We show the historical existence of four childcare regimes, defined by the nature of the services being offered, their costs, and the possibility of having access to them. We also show that the architecture of the Quebec Parental Insurance Plan does not allow every parent to qualify to receive parental benefits. Finally, we show that while all families have received cash benefits since 2005, the amount of these benefits has varied by income. Conclusions: Although Quebec offers a generous family policy, the province is not entirely immune to the characteristics of the Canadian liberal welfare regime.Contribution: The article contributes to the reflection on the idea of Quebec having a universal family policy.

Arte effymero.

Małżeństwo a związki partnerskie w świetle wybranych regulacji polskiego prawa podatkowego

Ireneusz Nowak

The paper addresses the problem of the position of marriage on the basis of selected regulations of the Polish tax law in relation to the so-called “partnerships”. The author showed that in the light of Article 18 of the Constitution of the Republic of Poland, marriage is a relationship between a woman and a man (a monogamous union of persons of different sex), placed under the protection and care of the Republic of Poland and constituting the so called autonomous constitutional value. It should be deduced from this that also in the area of Polish tax law there is no legal basis for equating partnerships (heterosexual or homosexual) with marriage. Therefore, only marriage enjoys tax preferences, because the legislator prefers it as the basis of family relations as opposed to partnerships, which are only a category of facts, not a legal institution. In addition, according to the Author, marriage needs urgent and comprehensive system support, including tax support, because marriage should be like decency – maybe it does not pay in the economic sense – but it is worth supporting and aiding, for example, by means of “tax-law mechanisms”.

Judicial Separation at the Wife’s Initiative: A Study of Redemption ( Khul ‘) in Islamic Law and Contemporary Legislation in Pakistan and Malaysia

Muhammad Ifzal Mehmood

Under Islamic Law it is the general perception that the right of Divorce belongs only to the husband. This concept has been administered in Islamic countries due to the opinion that there is no such kind of right for a woman to get divorced from her spouse. Muslim women living in British India before the independence of Pakistan had no legal right to divorce. When Pakistan became an independent state in 1947, it retained the law. For a woman who suffers and has an unhappy life, the Dissolution of Muslim Marriages Act 1939 (DMMA) was initiated where by the law of Redemption (khul‘) was introduced in section 2(ix) of Dissolution of Marriage (fasakh-e-nikah). This enactment created confusion over whether Redemption (khul‘) is Dissolution of Marriage (fasakh-e-nikah) or Divorce (talaq), that is, whether the court can grant Redemption (khul‘) to a married woman without the consent of her husband. While in Malaysia the law of Redemption is administered under section 49 of the Islamic Family Law (Federal Territories) 1984, Dissolution of Marriage (fasakh-e-nikah) is put in a separate section, section 52 of the Islamic Family Law (Federal territories)1984. This paper discusses the Islamic perspective of Redemption (khul‘) and the relevance of the Malaysian enactment for Muslim Family Law in Pakistan is recommended, where separate sections for Dissolution of Marriages and Redemption (khul‘) should be demarcated.
