AI for Sustainable Data Protection and Fair Algorithmic Management in Environmental Regulation

Sahibpreet Singh, Saksham Sharma

Integration of AI into environmental regulation represents a significant advancement in data management. It offers promising results in both data protection plus algorithmic fairness. This research addresses the critical need for sustainable data protection in the era of ever evolving cyber threats. Traditional encryption methods face limitations in handling the dynamic nature of environmental data. This necessitates the exploration of advanced cryptographic techniques. The objective of this study is to evaluate how AI can enhance these techniques to ensure robust data protection while facilitating fair algorithmic management. The methodology involves a comprehensive review of current advancements in AI-enhanced homomorphic encryption (HE) and multi-party computation (MPC). It is coupled with an analysis of how these techniques can be applied to environmental data regulation. Key findings indicate that AI-driven dynamic key management, adaptive encryption schemes, and optimized computational efficiency in HE, alongside AI-enhanced protocol optimization and fault mitigation in MPC, significantly improve the security of environmental data processing. These findings highlight a crucial research gap in the intersection of AI, cyber laws, and environmental regulation, particularly in terms of addressing algorithmic bias, transparency, and accountability. The implications of this research underscore the need for stricter cyber laws. Also, the development of comprehensive regulations to safeguard sensitive environmental data. Future efforts should focus on refining AI systems to balance security with privacy and ensuring that regulatory frameworks can adapt to technological advancements. This study provides a foundation for future research aimed at achieving secure sustainable environmental data management through AI innovations.

Prompt Injection Attacks in Large Language Models and AI Agent Systems: A Comprehensive Review of Vulnerabilities, Attack Vectors, and Defense Mechanisms

Saidakhror Gulyamov, Said Gulyamov, Andrey Rodionov et al.

Large language models (LLMs) have rapidly transformed artificial intelligence applications across industries, yet their integration into production systems has unveiled critical security vulnerabilities, chief among them prompt injection attacks. This comprehensive review synthesizes research from 2023 to 2025, analyzing 45 key sources, industry security reports, and documented real-world exploits. We examine the taxonomy of prompt injection techniques, including direct jailbreaking and indirect injection through external content. The rise of AI agent systems and the Model Context Protocol (MCP) has dramatically expanded attack surfaces, introducing vulnerabilities such as tool poisoning and credential theft. We document critical incidents including GitHub Copilot’s CVE-2025-53773 remote code execution vulnerability (CVSS 9.6) and ChatGPT’s Windows license key exposure. Research demonstrates that just five carefully crafted documents can manipulate AI responses 90% of the time through Retrieval-Augmented Generation (RAG) poisoning. We propose PALADIN, a defense-in-depth framework implementing five protective layers. This review provides actionable mitigation strategies based on OWASP Top 10 for LLM Applications 2025, identifies fundamental limitations including the stochastic nature problem and alignment paradox, and proposes research directions for architecturally secure AI systems. Our analysis reveals that prompt injection represents a fundamental architectural vulnerability requiring defense-in-depth approaches rather than singular solutions.

Degrees and prime power order zeros of characters of symmetric and alternating groups

Eugenio Giannelli, Stacey Law, Eoghan McDowell

We show that the $p$-part of the degree of an irreducible character of a symmetric group is completely determined by the set of vanishing elements of $p$-power order. As a corollary we deduce that the set of zeros of prime power order controls the degree of such a character. The same problem is analysed for alternating groups, where we show that when $p=2$ this data can only be determined up to two possibilities. We prove analogous statements for the defect of the $p$-block containing the character and for the $p$-height of the character.

Minimal numbers of linear constituents in Sylow restrictions for symmetric groups

Bim Gustavsson, Stacey Law

Let $p$ be any prime. We determine precisely those irreducible characters of symmetric groups which contain at most $p$ distinct linear constituents in their restriction to a Sylow $p$-subgroup, answering a question of Giannelli and Navarro. Moreover, we identify all of the linear constituents of such characters, and in the case $p = 2$ explicitly calculate a new class of Sylow branching coefficients for symmetric groups indexed by so-called almost hook partitions.

Shadow Mask Molecular Beam Epitaxy for In-Plane Gradient Permittivity Materials

S. Mukherjee, S. R. Sitaram, X. Wang et al.

Infrared spectroscopy currently requires the use of bulky, expensive, and/or fragile spectrometers. For gas sensing, environmental monitoring, or other applications in the field, an inexpensive, compact, robust on-chip spectrometer is needed. One way to achieve this goal is through gradient permittivity materials, in which the material permittivity changes as a function of position in the plane. In this paper, we demonstrate the synthesis of infrared gradient permittivity materials using shadow mask molecular beam epitaxy. The permittivity of our material changes as a function of position in the lateral direction, allowing us to confine varying wavelengths of infrared light at varying horizontal locations. We see an electric field enhancement corresponding to a wavenumber gradient of ~650 cm$^{-1}$ to 900 cm$^{-1}$ over an in-plane gradient width of ~13 $μ$ m on the flat mesa of our sample. In addition, we see a wavenumber gradient of ~900 cm$^{-1}$ to 1250 cm$^{-1}$ over an in-plane gradient width of ~13 $μ$m on the slope of our sample. These two different wavenumber gradient regions develop on two opposite sides of our material. This demonstration of a scalable method of creating an in-plane gradient permittivity material could be leveraged for the creation of a variety of miniature infrared devices, such as an ultracompact spectrometer.

Exploring selective image matching methods for zero-shot and few-sample unsupervised domain adaptation of urban canopy prediction

John Francis, Stephen Law

We explore simple methods for adapting a trained multi-task UNet which predicts canopy cover and height to a new geographic setting using remotely sensed data without the need of training a domain-adaptive classifier and extensive fine-tuning. Extending previous research, we followed a selective alignment process to identify similar images in the two geographical domains and then tested an array of data-based unsupervised domain adaptation approaches in a zero-shot setting as well as with a small amount of fine-tuning. We find that the selective aligned data-based image matching methods produce promising results in a zero-shot setting, and even more so with a small amount of fine-tuning. These methods outperform both an untransformed baseline and a popular data-based image-to-image translation model. The best performing methods were pixel distribution adaptation and fourier domain adaptation on the canopy cover and height tasks respectively.

Civil liability of the Ministry of Health for water hygiene: a review study of laws and regulations

Mohsen Ansari

Background: In case of non-supply or monitoring of water hygiene and resulting a direct damage to consumers, the need for compensation will be considered based on the theory of civil liability. Therefore, the purpose of this research is to survey the civil liability of the Ministry of Health for water hygiene. Materials and Methods: This research is a qualitative study based on the framework of the theory of civil liability, which by using the library research tool by collecting the laws and regulations of the country and using the thematic analysis method and matching the laws with the framework of the conceptual model, civil liability of the Ministry of Health in the field of water hygiene was identified. Results: Based on the findings, in Iran since 1949 and with the approval of the Urban Health Law, the Ministry of Health has been obliged to monitor and control the quality of non-piped water in cities. After the enactment of this law, 10 other laws and regulations until 2014, a total of 13 tasks for this ministry were identified in the issue of water hygiene. Conclusion: The findings suggest that existing laws and regulations adequately address the Ministry of Health's civil liability for water hygiene issues. Therefore, if consumers unknowingly suffer health damage directly from water pollution due to the Ministry's unintentional neglect, equipment defects, or mismanagement, the Ministry holds civil liability and must compensate for any losses incurred.

Copyright Protection of Owners for Commercialized Use of Created Song Without Permission

Maria Priska Seran, Lukman Hakim, Muhammad Ramadhana Alfaris

The current increase in the music industry in Indonesia is in line with the development of the complexity of the legal issues that accompany it. This then triggers the emergence of disputes over works in the music industry in cases of copyright for a work. Like the copyright infringement case that occurred between Ahmad Dhani and Once Mekel. This research aims to answer two legal issues, namely to analyze legal protection for copyright holders for commercial use of written songs without permission and to determine the legal consequences for commercial use of written songs without the creator's permission. The research method used in this research is analytical descriptive which describes the problems that occur which will be explained qualitatively. Based on the existing analysis, Ahmad Dhani has carried out preventive protection by informing the media that there is a prohibition on performing the song Dewa19 at commercial music concerts. The legal consequences for both civil and criminal violations have been regulated in Article 113 of Law No. 28 of 2014 concerning Copyright for violation of Economic Rights. The conclusion of this research is the issuance of Government Regulation No. 56 of 2021 to prioritize legal certainty and legal protection for creators regarding economic rights. The song copyright violation was committed by Once Mekel who sang the song Dewa19 without Ahmad Dhani's permission and did not pay royalties and this violation is regulated in Article 113 of Law No. 28 of 2014 concerning Copyright.

Meta variance reduction for Monte Carlo estimation of energetic particle confinement during stellarator optimization

Frederick Law, Antoine Cerfon, Benjamin Peherstorfer et al.

This work introduces meta estimators that combine multiple multifidelity techniques based on control variates, importance sampling, and information reuse to yield a quasi-multiplicative amount of variance reduction. The proposed meta estimators are particularly efficient within outer-loop applications when the input distribution of the uncertainties changes during the outer loop, which is often the case in reliability-based design and shape optimization. We derive asymptotic bounds of the variance reduction of the meta estimators in the limit of convergence of the outer-loop results. We demonstrate the meta estimators, using data-driven surrogate models and biasing densities, on a design problem under uncertainty motivated by magnetic confinement fusion, namely the optimization of stellarator coil designs to maximize the estimated confinement of energetic particles. The meta estimators outperform all of their constituent variance reduction techniques alone, ultimately yielding two orders of magnitude speedup compared to standard Monte Carlo estimation at the same computational budget.

Tomasz Bakalarz

Controversy over the social security coverage of performing artists Judgments of the Polish Supreme Court on the subject of social insurance for performing artists have caused controversy in the doctrine. It was criticized that the Court avoided assessing the creative or artistic nature of the work, because these are not elements determining the legal nature of the contract covered by the insurance. In this text, the author analyzes the views of the doctrine expressed in response to the judgments of the Supreme Court. He presents the opinion that the assessment of the legal qualification of a contract the subject of which is artistic activity is the domain of civil law. Neither copyright law nor social security law justify an autonomous interpretation of this agreement. ASJC: 3308, JEL: K31

The Justice for Illegitimate Children of Indonesian Women Workers Through Constitutional Court Decision No. 46/PUU-VIII/2010

Hazar Kusmayanti, Dede Kania, Ramalinggam Rajamanickam et al.

The position of children out of marriage in everyday life by some people is seen as low, on the other hand in terms of welfare and civil rights still get limitations. This research focuses on the implementation of Constitutional Court Decision No. 46/ PUU-VIII /2010 on illegitimate children of Indonesian Women Workers. The research confirmed that the addition of Article 43 paragraph (1) made by the Constitutional Court through Decision No. 46/PUU-VIII/2010 is not only limited to the right to protection but has a very broad meaning that also includes illegitimate children born to Indonesian Women Workers. In accordance with the principle of equality before the law, the law must provide fair protection and legal certainty. The findings of this study revealed that illegitimate children of migrant workers can obtain constitutional rights as Indonesian citizens adhering to the principles of the rule of law. Therefore, the Constitutional Court’s decision does not only affect children’s inheritance rights, but also has implications for guaranteeing and protecting illegitimate children born to migrant workers, such as the right to earn a living, guardianship rights, and the right to get child support from a biological father.

Epitaxial growth of atomically thin Ga2Se2 films on c-plane sapphire substrates

Mingyu Yu, Lottie Murray, Matthew Doty et al.

Broadening the variety of two-dimensional (2D) materials and improving the synthesis of ultrathin films are crucial to the development of the semiconductor industry. As a state-of-the-art 2D material, Ga2Se2 has attractive optoelectronic properties when it reaches the atomically-thin regime. However, its van der Waals epitaxial growth, especially for the atomically-thin films, has seldom been studied. In this paper, we used molecular beam epitaxy to synthesize Ga2Se2 single-crystal films with a surface roughness down to 1.82 nm on c-plane sapphire substrates by optimizing substrate temperature, Se:Ga flux ratio, and growth rate. Then we used a 3-step mode to grow Ga2Se2 films with a thickness as low as 3 tetralayers and a surface roughness as low as 0.61 nm, far exceeding the performance of direct growth. Finally, we found that the surface morphology strongly depends on the Se:Ga flux ratio, and higher growth rates widened the suitable flux ratio window for growing Ga2Se2. Overall, this work advances the understanding of the vdW epitaxy growth mechanism for post-transition metal monochalcogenides on sapphire substrates.

Topological insulator-based Dirac hyperbolic metamaterial with large mode indices

Zhengtianye Wang, Saadia Nasir, Yongchen Liu et al.

Hyperbolic metamaterials (HMMs) are engineered materials with a hyperbolic isofrequency surface, enabling a range of novel phenomena and applications including negative refraction, enhanced sensing, and subdiffraction imaging, focusing, and waveguiding. Existing HMMs primarily work in the visible and infrared spectral range due to the inherent properties of their constituent materials. Here we demonstrate a THz-range Dirac HMM using topological insulators (TIs) as the building blocks. We find that the structure houses up to three high-wavevector volume plasmon polariton (VPP) modes, consistent with transfer matrix modeling. The VPPs have mode indices ranging from 126 to 531, 10-100x larger than observed for VPP modes in traditional media while maintaining comparable quality factors. We attribute these properties to the two-dimensional Dirac nature of the electrons occupying the topological insulator surface states. Because these are van der Waals materials, these structures can be grown at a wafer-scale on a variety of substrates, allowing them to be integrated with existing THz structures and enabling next-generation THz optical devices.

In-Plane Plasmon Coupling in Topological Insulator Bi$_2$Se$_3$ Thin Films

Saadia Nasir, Zhengtianye Wang, Sivakumar V. Mambakkam et al.

The surface states of the 3D topological insulator (TI), Bi$_2$Se$_3$, are known to host two-dimensional Dirac plasmon polaritons (DPPs) in the terahertz spectral range. In TI thin films, the DPPs excited on the top and bottom surfaces couple, leading to an acoustic and an optical plasmon mode. Vertical coupling in these materials is therefore reasonable well-understood, but in-plane coupling among localized TI DPPs has yet to be investigated. In this paper, we demonstrate in-plane DPP coupling in TI stripe arrays and show that they exhibit dipole-dipole type coupling. The coupling becomes negligible with the lattice constant is greater than approximately 2.8 times the stripe width, which is comparable to results for in-plane coupling of localized plasmons excited on metallic nanoparticles or graphene plasmon polaritons. This understanding could be leveraged for the creation of TI-based metasurfaces.
