Time to Get Closer: Longing for Care Ethics Under the Neoliberal Logic of Public Services

The fields of HCI and Participatory design have been turning to care ethics as a suitable ethos to approach current polycrisis with. Similar calls for relationality can be witnessed in public administration research and practice, albeit its current logic being built on privatisation and marketisation of services, managerialism and customer-focus; all of which are challenging to combine with care ethics. In this paper I use collaging technique to visually reflect on new ways for public services to adopt and (care-fully) scale participatory design approaches, and how do feminist care ethics fit in the design of public services, where there is a strong presence of neoliberalism.

Optimizing Administrative Divisions: A Vertex $k$-Center Approach for Edge-Weighted Road Graphs

Efficient and equitable access to municipal services hinges on well-designed administrative divisions. It requires ongoing adaptation to changing demographics, infrastructure, and economic factors. This article proposes a novel transparent data-driven method for territorial division based on the Voronoi partition of edge-weighted road graphs and the vertex $k$-center problem as a special case of the minimax facility location problem. By considering road network structure and strategic placement of administrative centers, this method seeks to minimize travel time disparities and ensure a more balanced distribution of administrative time burden for the population. We show implementations of this approach in the context of Latvia, a country with complex geographical features and diverse population distribution.

Exploring the intersections of Tourism and Hospitality: A review and research agenda

This study comprehensively reviews the literature since 2000 addressing contemporary tourism and hospitality research. The research conducted bibliometric analysis and topic modeling using R software encompassing over 18 thousand articles published in the top journals (first decile) according to the Scopus rankings. Our investigation determines the knowledge structure of research on tourism and hospitality and identifies current research trends through the intersection of the co-occurring themes and topic modeling topics. The impact of technological developments, the significance of sustainability in tourism practices, and the investigation of visitor behavior and decision-making processes are among the focal points. Furthermore, our study proposes directions for future research through the identification of a number of interesting avenues for further investigation that will fill in urgent shortages in the area. They include making tourism more inclusive and accessible, making use of cutting-edge technologies, and utilizing cultural diplomacy to improve the sustainability of tourism.

Analysis of fencers’ post-injury adjustment: confirmatory factor analysis

Background and purpose Self-Adjustment is an important factor that every post-injury fencer must consider. Purpose. The aim of this research is to assess the construct validity and reliability of the self-adaptation scale, test the contribution of each aspect and indicator in reflecting the self-adaptation variable, and evaluate the suitability of the theoretical model self-adaptation with empirical data. Self-adaptation is measured through seven aspects, wich include self-regulation, frustration reduction, rational thinking, practical skills, past experiences, reality and goals, and defense mechanisms. Materials and methods The sample in this study was 227 respondents who were fencing athletes who had recovered from injuries. Respondents consisted of 132 men (58.1%) and 95 women (41.9%). The sampling technique employed was purposive sampling, based on specific criteria. To gather the data, a self-adaptation scale was utilized, and the data was subjected to analysis using Structural Equation Modeling (SEM) with second-order CFA via the Lisrel 8.71 software. Results The study’s analysis revealed that injured fencer athletes in Indonesia demonstrate a high level of self-adaptation. The aspects and indicators forming the self-adaptation variable were found to be valid and reliable based on the analysis results. In this context, the training aspect stands out as the most influential factor in reflecting self-adaptation, particularly the ability to practice within the training environment. However, emotional control emerges as the lowest aspect in reflecting self-adaptation, particularly concerning risk perception in their actions. The measurement model of the self-adaptation variable aligns well with the empirical data. To assess the model fit, primary criteria such as Chi-square, RMSEA, RMR, GFI, NFI, NNFI, CFI, IFI, and RFI were employed. Conclusions This research aims to assess the congruence between the theoretical model of self-adaptation variables and the empirical data obtained in the field.

The Equality Maturity Model: an actionable tool to advance gender balance in leadership and participation roles

The underrepresentation of women in Computer Science and Engineering is a pervasive issue, impacting the enrolment and graduation rates of female students as well as the presence of women in leadership positions in academia and industry. The European Network For Gender Balance in Informatics (EUGAIN) COST action seeks to share data, experiences, best practices, and lessons from failures, and to provide actionable tools that may contribute to the advancement of gender balance in the field. This paper summarises results from the Ph.D./Postdoc to Professor workgroup that were gathered in two booklets of best practices. Specifically, we introduce the Equality Maturity Model (EMM), a conceptual tool aimed at supporting organisations in measuring how they are doing concerning equality and identifying potential areas of improvement and that was inspired by both booklets.

Model-Free Reinforcement Learning for Automated Fluid Administration in Critical Care

Fluid administration, also called fluid resuscitation, is a medical treatment to restore the lost blood volume and optimize cardiac functions in critical care scenarios such as burn, hemorrhage, and septic shock. Automated fluid administration systems (AFAS), a potential means to improve the treatment, employ computational control algorithms to automatically adjust optimal fluid infusion dosages by targeting physiological variables (e.g., blood volume or blood pressure). Most of the existing AFAS control algorithms are model-based approaches, and their performance is highly dependent on the model accuracy, making them less desirable in real-world care of critically ill patients due to complexity and variability of modeling patients physiological states. This work presents a novel model-free reinforcement learning (RL) approach for the control of fluid infusion dosages in AFAS systems. The proposed RL agent learns to adjust the blood volume to a desired value by choosing the optimal infusion dosages using a Q-learning algorithm. The RL agent learns the optimal actions by interacting with the environment (without having the knowledge of system dynamics). The proposed methodology (i) overcomes the need for a precise mathematical model in AFAS systems and (ii) provides a robust performance in rejecting clinical noises and reaching desired hemodynamic states, as will be shown by simulation results.

The Need for a Recurring Large-Scale Benchmarking Survey to Continually Evaluate Sampling Methods and Administration Modes: Lessons from the 2022 Collaborative Midterm Survey

As survey methods adapt to technological and societal changes, a growing body of research seeks to understand the tradeoffs associated with various sampling methods and administration modes. We show how the NSF-funded 2022 Collaborative Midterm Survey (CMS) can be used as a dynamic and transparent framework for evaluating which sampling approaches - or combination of approaches - are best suited for various research goals. The CMS is ideally suited for this purpose because it includes almost 20,000 respondents interviewed using two administration modes (phone and online) and data drawn from random digit dialing, random address-based sampling, a probability-based panel, two nonprobability panels, and two nonprobability marketplaces. The analysis considers three types of population benchmarks (election data, administrative records, and large government surveys) and focuses on the national-level estimates as well as oversamples in three states (California, Florida, and Wisconsin). In addition to documenting how each of the survey strategies performed, we develop a strategy to assess how different combinations of approaches compare to different population benchmarks in order to guide researchers combining sampling methods and sources. We conclude by providing specific recommendations to public opinion and election survey researchers and demonstrating how our approach could be applied to a large government survey conducted at regular intervals to provide ongoing guidance to researchers, government, businesses, and nonprofits regarding the most appropriate survey sampling and administration methods.

Factors that Influence the Academic Success of College Athletes Participating in the National Association of Intercollegiate Athletics

The purpose of this research is to conduct an exploratory study examining factors that influence the academic success of college athletes participating in the National Association of Intercollegiate Athletics (NAIA), a subject that has not been empirically studied. For this study, academic success defined as retention and graduation, represents the dependent variables of interest. Additionally, this study examines actors influencing academic success including institutional financial aid, background characteristics (race, gender), college experience (GPA, residential housing), athletic characteristics (sport, athletic expenses), organizational structure, and participation as a varsity or non-varsity athlete. This study uses institutional data from 2019-2020 NAIA’s Return on Athletics (ROA) initiative, and data from the Integrated Postsecondary Education Data System (IPEDS). Logistic regression is used to answer two research questions exploring the factors that influence NAIA college athlete success. Findings indicate athletes are retained at a high rate in comparison to available NAIA data, but certain sub-groups may be at risk for attrition. Specifically, non-varsity athletes, athletes with a grade point average below 3.0, or those who have been enrolled less than two years.

La Calidad y servicio al cliente, variables que afectan el cumplimiento de estándares de lujo en hoteles de cadenas internacionales en Bogotá, Colombia

El lujo en la hotelería está presente prácticamente desde sus inicios, queda en evidencia en sus diferentes bienes y servicios, sin embargo, a través del tiempo ha evolucionado y se ha hecho más demandante, lo que ha requerido de  innovación y creatividad para atender los deseos de los clientes. El presente artículo es una revisión documental y descriptiva a través de un análisis de información desde fuentes primarias y secundarias sobre las variables que afectan el cumplimiento de estándares de lujo en términos de calidad de servicio en hoteles pertenecientes a cadenas internacionales ubicados en la ciudad de Bogotá, Colombia. Cuyo fin fue analizar su impacto en las operaciones de estas organizaciones que prestan servicio de lujo en el país. Sirve de referencia para consulta sobre puntos críticos, recolectando experiencias y conocimiento aportando al sector hotelero en diferentes partes del mundo.

Selective social interactions and speed-induced leadership in schooling fish

Animals moving together in groups are believed to interact among each other with effective social forces, such as attraction, repulsion and alignment. Such forces can be inferred using 'force maps', i.e. by analysing the dependency of the acceleration of a focal individual on relevant variables. Here we introduce a force map technique suitable for the analysis of the alignment forces experienced by individuals. After validating it using an agent-based model, we apply the force map to experimental data of schooling fish. We observe signatures of an effective alignment force with faster neighbours, and an unexpected anti-alignment with slower neighbours. Instead of an explicit anti-alignment behaviour, we suggest that the observed pattern is the result of a selective attention mechanism, where fish pay less attention to slower neighbours. This mechanism implies the existence of temporal leadership interactions based on relative speeds between neighbours. We present support for this hypothesis both from agent-based modelling, as well as from exploring leader-follower relationships in the experimental data.

Evaluation of the characteristics of workers injured on the job requiring hospitalization, and employer compliance with OSHA's reporting requirement for these work‐related hospitalizations

Abstract Background The Occupational Safety and Health Administration (OSHA) implemented a new standard in 2014 requiring employers to report nearly all work‐related inpatient hospitalizations within 24 h of the event. We examined the characteristics of the injured workers who were reported and the compliance of Michigan employers with the regulation. Methods From 2016 to 2018, we compared reports of acute nonmotor‐vehicle work‐related injuries and illnesses from two independent datasets, employer reports to OSHA and the Michigan Multi‐Source Injury and Illness Surveillance System (MMSIISS) which collects injured worker hospital records from the 134 hospitals in Michigan. We matched records from employer reports to OSHA with the MMSIISS by employee's first and last name, company name, date of injury/illness, and type of injury/illness. Results We identified 2887 workers hospitalized with severe injuries/illnesses from 2016 to 2018 in Michigan; 1260 workers were reported by employers to OSHA and 2238 workers were reported by hospitals to the MMSIISS. There was an overlap of 611 workers reported in both systems, while 649 workers were only reported by employers to OSHA and 1627 workers were only reported by hospitals to the MMSIISS. Employer compliance with the regulation over the 3 years showed a nonsignificant increase; from 42.0% to 43.6% to 45.0%. Fractures were the most frequent type of injury (1238, 42.9%), then head injuries, including skull fractures (470, 16.3%). The median length of hospital stay was 3 days. Manufacturing (709, 25.5%) and construction (563, 20.3%), accounted for the greatest number of hospitalizations. Employer‐reported cases to OSHA significantly undercounted hospitalized workers in agriculture, forestry, fishing, and hunting; construction; finance and insurance; real estate and rental and leasing; administrative and support and waste management and remediation services; arts, entertainment, and recreation; accommodation and food services; and other services except public administration. Companies with 250 or more employees were significantly more likely to comply and small companies with 10 or fewer employees were significantly less likely to comply with the reporting rule. Enforcement inspections at 465 of the workplaces where a hospitalization had occurred resulted in $1,017,835 in fines and identified 608 violations. Of the 465 inspections, 246 (52.9%) of the employers had not corrected the hazard before the inspection. Conclusions This study identified that workers sustained severe injuries and illnesses on the job and that over half of the companies where a worker suffered an injury/illness leading to hospitalization were not in compliance with OSHA's reporting regulation. Furthermore, at the time of an inspection 1–5 months later, 50% of the companies had not corrected the hazard causing the hospitalization. Improvement in the reporting of work‐related injuries/illnesses that result in hospitalization will identify more ongoing hazards in the workplace and improve where to focus preventive actions.

Sustainability of the Belgrad Forest: Visitor Opinions About the Potential, Price and Service Policy

This research focuses on the analysis of the sustainable use of the Belgrade Forest and recreation area, which make up part of the northern forests of Istanbul. The forest, which is defined as the oxygen reservoir of the city, is one of the places that the local people use intensively. Activities for different interests such as sports, activities, leisure time, barbecue and observation are carried out in the recreation area. A large part of the region, which is among the natural assets of Istanbul, is under protection. In the city where the population is constantly increasing, it is of great importance to protect these natural areas and transfer them to future generations. For this purpose, it is very important to plan the sustainable management of the forest area and to take into account the thoughts of the users in this process. In the research, different questions were prepared about the way and method of use of the place, wage policy, management and improvement of conditions. A total of 193 people voluntarily responded to the study. While 68% of them stated satisfaction in terms of general use of the park, this rate could not be achieved in the specific question. In the study conducted on the activation of the entertainment sector, which is subject to a fee, within the forest area, 27% of the participants support the new construction, and 73% think that the ecological system should not be interfered with. However, a significant portion of 74% answered yes to the use of any facility to be built on the forested area for a fee. In general, people do not look warmly at any structures on the forested site. But the fee gives consent to use it in return. This situation is a guide for the development and political attitude to be applied by the park administration. As a result, the sustainability of the Belgrade Forest, which is often used by all age groups, depends on the principles of planned management. Therefore, taking into account the wishes and expectations of visitors together with the ecological situation will make the planned use more meaningful.

Athletic Fundraising: An In-depth Analysis of the Challenges Faced and Strategies Utilized in the NCAA Division II Athletic Landscape

In the current economic environment, state appropriations to higher education are continually decreasing, with cuts in state aid resulting in universities undergoing significant financial cuts (Mitchell et al., 2017). In particular, National Collegiate Athletic Association (NCAA) Division II athletic departments have been seriously impacted. The Division II structure requires athletic programs to depend on private, charitable contributions, brought in through organized fundraising activities. This study used the previous athletic fundraising literature and stakeholder theory (Freeman, 1984) to guide 14 semi-structured interviews with Division II athletic fundraisers, representing a wide range of universities. The purpose of this exploratory study was to identify the major challenges that individuals who fundraise for Division II athletic departments face as well as the strategies that are being used to overcome those challenges. This study also aimed to identify the role that stakeholders played in athletic fundraising and how stakeholder claims of power, urgency, and legitimacy guided the fundraising process (Mitchell et al., 1997). Theoretical and practical implications are also advanced.

Changes in Post-Pandemic Travelling Behaviour. What Are the Effects of the COVID-19 Pandemic on Students’ Travelling Interests?

The novel Coronavirus has led to devastating tragedies, creating a worldwide crisis upon economy and society. Starting from people suffering from illness, deaths, unemployment up until poverty, the COVID-19 pandemic can be considered one of the darkest periods of the world’s history. More broadly, the virus has transformed our everyday lifestyles, inter-human interactions, dynamics of life and last but not least, perceptions upon travelling. The tourism sector has been tremendously affected by the expansion of the virus, with hundreds of countries closing borders, introduction of numerous travel restrictions and suspended flights. Restrictions, regulations and the fear of not getting infected with the new virus have created chaos and considerably changed the way individuals currently perceive travelling. Our study takes a demand-side perspective in order to determine changes in travelling behaviours of individuals, by focusing on students, before and during the COVID-19 pandemic. The study acts as a pilot test and aims at offering guidance for the tourism sector in elaborating and adapting to changing demands on the market. For this purpose, we have collected primary data by distributing a survey among students studying at Universities in Romania. Results have been analysed and compared with relevant literature research. Findings reveal the importance of rate of infection, possible occurring restrictions and costs as being critical when choosing travel destinations during pandemic. Conclusions demonstrate that there is a high need for strong collaboration and cooperation between governments and tourism agencies and businesses. We propose tourism organisations to direct their promotions upon relaxing and safe destinations, at a domestic level in a first phase, followed by international alternatives. We consider that competition can take a backseat during these tough periods and make room for collaborative behaviours and partnerships for the industry to survive.

Scale-free behavioral cascades and effective leadership in schooling fish

Behavioral contagion and the presence of behavioral cascades are natural features in groups of animals showing collective motion, such as schooling fish or grazing herbivores. Here we study empirical behavioral cascades observed in fish schools defined as avalanches of consecutive large changes in the heading direction of the trajectory of fish. In terms of a minimum turning angle introduced to define a large change, avalanches are characterized by distributions of size and duration showing scale-free signatures, reminiscent of self-organized critical behavior. We observe that avalanches are generally triggered by a small number of fish, which act as effective leaders that induce large rearrangements of the group's trajectory. This observation motivates the proposal of a simple model, based in the classical Vicsek model of collective motion, in which a given individual acts as a leader subject to random heading reorientations. The model reproduces qualitatively the empirical avalanche behavior observed in real schools, and hints towards a connection between effective leadership and avalanche behavior in collective movement.

Blade: A Blockchain-supported Architecture for Decentralized Services

Decentralized services and applications provide a multitude of advantages for their users, such as improved privacy, control, and independence from third parties. Anyhow, decentralization comes at the cost of certain disadvantages, such as increased application complexity or communication overhead. This aggravates the development and deployment of decentralized services and applications. In this paper we present Blade, a software platform that aims to ease the effort of development, deployment, and administration of decentralized services by implementing reusable solutions for recurring challenges developers are facing when designing decentralized service architectures. This includes functionality for e.g. identity management, access control, request handling, verification of authenticity and integrity, discovery, or routing. Blade implements all this functionality in a Blade server instance, which can be deployed on a lightweight device, such as a NAS, Raspberry Pi, or router at home. This allows users without expert knowledge to run a Blade instance with already existing hardware with little overhead. Blade supports polyglot Blade modules that implement extended functionality, such as interfaces, frontends, and business logic of decentralized applications, e.g. a decentralized instant messaging service or an online social network. Based on the Oracle GraalVM, Blade modules can be implemented in a variety of programming languages and utilize the functionality provided by the Blade server instance. Social media marketing influence on Boutique Hotel customers’ purchase intention in Malaysia

As of January 2020, global social media users have exceeded 3.8 billion, accounting for 49% of the world’s total population. Internet and social media have become an indispensable part of people’s daily lives worldwide. However, most previous research only focuses on social media marketing in other businesses, and there is less research about the development of boutique hotel social media marketing. This study investigates the relationship between different social media marketing practices and customers’ purchase intention in Malaysia’s boutique hotels. The article also explores how to properly conduct social media marketing to increase the customer purchase intention of boutique hotels and promote the boutique hotels’ development in Malaysia. The non-probability random sampling technique 309 response was collected from Malaysian social media users using an online survey. Findings of the research found out that factors including marketing activities and eWOM significantly impact customer purchase intention of the boutique hotels in Malaysia through the mediating variable perceived usefulness and the mediating variable perceived trust. The study offers implications for the development of social media marketing in boutique hotels.

Human-AI Interactions in Public Sector Decision-Making: "Automation Bias" and "Selective Adherence" to Algorithmic Advice

Artificial intelligence algorithms are increasingly adopted as decisional aides by public bodies, with the promise of overcoming biases of human decision-makers. At the same time, they may introduce new biases in the human-algorithm interaction. Drawing on psychology and public administration literatures, we investigate two key biases: overreliance on algorithmic advice even in the face of warning signals from other sources (automation bias), and selective adoption of algorithmic advice when this corresponds to stereotypes (selective adherence). We assess these via three experimental studies conducted in the NetherlandsWe discuss the implications of our findings for public sector decision making in the age of automation. Overall, our study speaks to potential negative effects of automation of the administrative state for already vulnerable and disadvantaged citizens.

Rectifying Administrated ERC20 Tokens

The developers of Ethereum smart contracts often implement administrating patterns, such as censoring certain users, creating or destroying balances on demand, destroying smart contracts, or injecting arbitrary code. These routines turn an ERC20 token into an administrated token - the type of Ethereum smart contract that we scrutinize in this research. We discover that many smart contracts are administrated, and the owners of these tokens carry lesser social and legal responsibilities compared to the traditional centralized actors that those tokens intend to disrupt. This entails two major problems: a) the owners of the tokens have the ability to quickly steal all the funds and disappear from the market; and b) if the private key of the owner's account is stolen, all the assets might immediately turn into the property of the attacker. We develop a pattern recognition framework based on 9 syntactic features characterizing administrated ERC20 tokens, which we use to analyze existing smart contracts deployed on Ethereum Mainnet. Our analysis of 84,062 unique Ethereum smart contracts reveals that nearly 58% of them are administrated ERC20 tokens, which accounts for almost 90% of all ERC20 tokens deployed on Ethereum. To protect users from the frivolousness of unregulated token owners without depriving the ability of these owners to properly manage their tokens, we introduce SafelyAdministrated - a library that enforces a responsible ownership and management of ERC20 tokens. The library introduces three mechanisms: deferred maintenance, board of trustees and safe pause. We implement and test SafelyAdministrated in the form of Solidity abstract contract, which is ready to be used by the next generation of safely administrated ERC20 tokens.

Implementation and Evaluation of Urban Green Space Supply for Debre Berhan Town, Ethiopia

Urban green space (UGS) is part of urban land covered with vegetation which has an immense benefit for sustainable urban development. The main objective of this study was urban green space supply analysis and evaluation for Debre Berhan town, Ethiopia. To realize this objective, we generated UGSs information by using normalized difference vegetation index (NDVI) which was calculated from Sentinel 2 satellite image. Then, the result of NDVI calculation was classified as small vegetation and high vegetation with over all accuracy of 87.29% and kappa value of 0.808. According to the result, there are 15.85% and 1.55% supply of urban green space for small and high vegetation respectively. In addition, the UGS supply in inner and outer part of the town for each land use was quantified. The result showed that in the inner part of the town, service, green area, and vacant land uses have 30.12%, 30.06%, and 13.32% of UGS supply respectively. Conversely, recreation, commercial, and administration land uses are least supplied with 0.11%, 0.26%, and 0.40% share of UGS. Furthermore, the UGS supply was evaluated against the new urban planning strategy of Ethiopia (30% coverage) and World Health Organization standard (9m2 per person). The coverage of small vegetation and high vegetation was 15.85% and 1.55% respectively. The UGS per capita for small vegetation was about 75.16m2 while the value for high vegetation was 7.33m2. The results of our analysis can be used as an input for urban planning and master plan revision.
