Greek public service employment relations: A Gordian knot in the era of sovereign default

Public sector employment relations are at the centre of the Troika’s programmes for Greece. These require a reduction of primary public expenditure by 10 percent of GDP, a total redesign of public services and massive privatizations. Public wages have been subject to incremental cuts, together with moves towards weakening the special status of public sector employment. It remains an open question whether the urgent pressure to reduce public expenditure through successive quantitative adjustments may result in successful structural reforms towards a leaner and more efficient public sector.

Management of Disputes in the Public Service in Southern Africa

The article analyses the evolving approaches to the management of disputes in the public service in southern African countries. The article notes that while the thrust of public policy and the institutional frameworks for dispute resolution are generally in support of the organizational rights of workers to freedom of association and right to collective bargaining, there exists considerable incoherence in public policy, particularly with respect to the role of collective bargaining, the treatment of essential services and the right to strike in the public service. A dilemma exists, however: despite the lack of clear definition as to what constitutes an essential service, and various encumbrances on the right to strike, public services strikes have occurred regularly in the region. After identifying a number of notable differences in dispute management with respect to the distinction between `non-essential' and `essential' services, the article questions whether employers in the public service are truly committed to engaging workers in constructive negotiations over labour disputes.

Public Sector Labor Relations: Agent of Change in American Industrial Relations?

A growing number of observers of industrial relations in the United States are becoming con vinced that broad changes are occurring which will have a major effect on the labor-management relations system. This article looks at the major changes and suggests that one consequence may be the emergence of the public sector as the area where pace-setting innovations could occur. Minimal ly, it is argued, public sector labor-management relations will no longer have "the bridesmaid and never the bride" status with respect to industrial relations practice and scholarship.
