Readiness of small and medium enterprises to apply total quality management standards: Evidence from Kosovo

Engelbert Zefaj

Applying effective management methods for small and medium enterprises (SMEs) is a crucial commitment to compete in the market. Total quality management (TQM) is a well-known systematic method that increases business competitiveness and improves performance. Accordingly, the purpose of this paper is to examine the gap between current SMEs’ management quality in relation to the management standards recommended by TQM. This quantitative research was conducted with representatives of 76 relevant SMEs out of 370 contacted through the official platform for business registration. Firstly, 12 relevant critical success factors (CSFs) have been identified and validated with Cronbach’s alpha and item statistics and further applied to measure SMEs’ performance. One sample statistic is applied for CSF indexing, and one sample t-test is used to test the raised hypothesis. According to the research findings, human resource management performs with an average score of 3.95 out of 5, information management 3.89 out of 5, and continuous improvement 3.77 out of 5, while customer focus performs with a low score of 3.32 out of 5, and training and education with 3.14 out of 5. The raised hypothesis confirms that SMEs are not at the level of TQM standards, and this is supported by a reliability value of alpha (p = 0). This paper contributes to the literature by providing insights into current SMEs’ management quality and offers a validated model, which can be applied to measure SMEs’ managerial quality.

Relationship between project success factors, project success criteria and project success in SME: Evidence from selected European transitional economies

Dragan Lj. Bjelica, Marko Mihić, Klemen Kavčič et al.

This paper aims to examine the use of project management practices in small and midsize enterprises (SME) and to identify which project success factors (SF) and project success criteria (SC) contribute to project success. The research studies project success factors (SF) and project success criteria (SC) in SMEs such as: a causal relationship between project SF and project SC; perception of SC under full time and non-full time project managers and the use of project management tools within projects in SMEs. The survey includes a sample of 70 Slovenian and 54 Serbian SMEs. Methodologically, the t-test has been used to identify differences in key characteristics between the two countries. The Man-Whitney test was also used for group comparison. The research shows how certain project SF correlate to project SC and project success. The results strongly indicate that client consultation is a key project SF. Project manager role and soft skills as key project SC directly influence on project success. Organizations employing full-time project managers achieve better appreciation among their users than those who do not. Project goal setting was detected as the most important project SC in both countries. Results also strongly confirms that early feedback and continuous engagement to be key principles of agile methodology, which emphasizes “customer collaboration over contract negotiation”. We find that agile principles most highly correspond to contemporary approaches, particularly for stakeholder engagement, iterations and operating through a feedback culture. The findings contribute to the development of existing literature on project management and its practices and show key project SF and key project SC in SMEs. Results in this research have special meaning for researchers and managers in the field of strategic and project management, project selection and implementation, as well as performance of SMEs. This study contributes to the advancement of research in project management considering project SF and key project SC for better project success.

Identifying the Tourism Route in the Historical Context of Bushehr with the Culture-Based Tourism Approach

Mehran Alalhesabi, Mahboobeh Mazarei

Today, historical contexts have been forgotten with the expansion of cities and their rapid growth. The design of urban spaces for the passage of cars has caused historical context destructions and the removal of pedestrians from these spaces. In addition, the presence of valuable elements in these contexts has made the need to protect the old context of cities even more apparent. The historical context of Bushehr city also contains a rich cultural heritage. Problems such as the buildings' destruction and the unfavorable visual condition, distinctive architecture, the lack of spatial connection between valuable historical elements, and cultural customs that are being forgotten, formed the idea of this research. This research solves these issues to identify the tourist route in the historical context with the culture-based tourism approach using a descriptive-analytical method. The information required for this study was extracted through library and field methods. After scrutiny of the studied area, it was analyzed by various methods such as interviews and related software. The research results indicate many tourism potentials in historical-cultural, religious, commercial, and customs fields in the historical context of Bushehr. In order to introduce these potentials to tourists, three different scenarios of tourism are defined in the historical context of Bushehr, which has been tried to have the most significant tourism potential. It is appropriate to introduce these potentials to local and foreign tourists by defining specific tourist routes in the historical context and leading to boost the residents' economy and brand the historical context of Bushehr.IntroductionThe historical context of Bushehr, which dates back to the Afshariya period, is one of the few historical contexts in Iran that have been provided for the formation of its urban skeleton in three different periods. Identifying tourist walking routes to establish spatial connections between valuable historical elements is one of the ways to save the historical context from decay and destruction. The lack of spatial communication through these routes leads to the forgetting of the context, the loss of identity and the forgetting of the authentic culture and old traditions of Bushehr, the absence of a good mentality towards the context, the lack of attention to the needs of the residents and the provision of the services they need, the destruction of the building and destruction of the urban landscape, lack of economic growth, and finally migration of primary residents and destruction of historic fabric. This research has been done to develop and facilitate tourism in the historical context of Bushehr with a tourism-based approach. Now, the critical issue is how to help attract tourists to Bushehr by regenerating the historical context of Bushehr city and identifying the tourism route in it. Materials and MethodsThe present study, in terms of purpose, has been applied to the research group. In terms of method, it has a descriptive-analytical and qualitative approach. The required information related to the research sample has been obtained through observation, field observations, interviews, and completed questionnaires from people living in the area and tourists. The research analysis is in such a way that criteria are determined for the extracted indicators so they can be checked. These criteria have been analyzed and checked by spatial analysis in the Arc GIS software. According to the 2016 census, the population of the historical context of Bushehr is estimated at 11,940 people. Based on the mentioned number and using Cochran's formula method, 372 questionnaires have been completed in the old context. Discussion and ResultsThe indicators of the presence of mixed-use and the existence of service and welfare facilities have been analyzed to investigate the performance component. Due to the location of commercial-service areas along the principal axes, access to residential areas located in the center of the neighborhoods is unfavorable. The mobility and accessibility component includes priority indicators for pedestrian versus vehicular movement, emergency vehicle passage, and access to public transportation stations. In general, the state of public transportation and the level of people's acceptance and use of it in Bushehr is unfavorable. The component of comfort and convenience has been examined by the index of the absence of noise and noise pollution, and the indicators of the presence of vegetation and green space and good sun exposure and shading have presented the environmental component. In order to examine the physical component, several indicators, such as centers and historical elements with capacity for development, the presence of physical permeability, and the rest, have been used. The safety and security component has been measured with two indicators the presence of night activities and the presence of residential units along the axis. The lack of night activities and lighting in the old context has reduced security at night. Social and cultural values include two indicators of cultural, historical, commercial, and religious signs and buildings (tangible cultural heritage) and collective and ritual ceremonies (intangible cultural heritage).CunclusionsThe first step in reviving the historical context of Bushehr is to identify the valuable historical and cultural elements. In order to determine the path of tourists in the historical context and design the selected route, three scenarios have been considered. In each scenario, the effort has been to cross the route with more historical monuments while maintaining the average length of the route and the proximity to the public transport station and passing nearby or the routes that can provide appropriate relief. The first scenario, the trip to old Lian, is 1.92 km long and mainly passes through the historical cores of the neighborhoods. In addition, this route passes through well-known and restored buildings. The second scenario is called the lost mansions, and with a length of 2.22 km, it connects the centers of the old neighborhoods of the past like a ring and, on its way, introduces many historical mansions that are less known to tourists. The third scenario is called market walking, and with a length of 1.48 km, it passes through the lines of the old market. In this way, it has been tried to introduce tourists to some historical and religious monuments and various ceremonies in addition to passing through the old market. By scoring based on the extracted indicators, the second scenario (lost mansions) was introduced as the best scenario.

Tomasz Kafel, Bernard Ziębicki

Purpose: Strategic management has been developing in business theory and practice for over 50 years. Presently, it constitutes the main area of research interest in management science. The contemporary conditions of business operations create new challenges for strategic management, such as the use of dynamic capabilities in strategy building, relational strategies, networking of organizations, technology development and automation of processes, and global strategies. These challenges are often referred to as neostrategic management. The purpose of this publication is to present the findings of research concerning new strategic management concepts and challenges. Methodology: The main research method of this article was a narrative literature review. On the basis of the research, the development of the concepts as well as contemporary trends and challenges of strategic management were characterized. There is also a synthesis of the problems and research results presented in the articles in this special issue of JEMI. Findings: Various schools and approaches to strategy formulation have been created. They indicate different factors that allow for success in strategic management such as: setting long-term goals, selection of programs and their execution plans (planning school); connection of the enterprise with the environment (evolutionary school); focusing attention on competitive advantage and achieved performance (position-based school); focus on one’s own resources and competences (resource school); use of opportunities and creating innovation (simple rules school); selection of the best option and orientation in business management (real options school); or eclectic perspectives, integrating the listed approaches. The strategic management concept has two dimensions. The first dimension is related to the emergence of subsequent, new strategic management concepts, which often hark back to the previous schools and approaches. The second dimension of development applies to operationalization and adjustment of the previous concepts to the changing conditions. Implications for theory and practice: The paper characterizes the research results presented in the articles included in this JEMI issue. They deal with various problems and challenges in the field of strategic management, such as the relationship between market dynamics, market orientation and performance of enterprises; the innovativeness of companies as a contemporary strategic orientation of companies; the strategy implementation and the management of the organization change; problems of strategic management of the development of the city. Originality and value: The problems presented in the study relate to challenges and new concepts in strategic management. They enrich the existing knowledge on the development of strategic management, and also create inspiration for further research in this area

Characteristics in the Distribution of Chronic Benzene Poisoning Associated Industries — 6 PLADs, China, 2005−2019

Jin Zhou, Lei Han, Jianxin Zhao et al.

What is already known on this topic? Starting in the early 1950s, the main industries in China associated with chronic benzene poisoning (CBP) included painting, pharmaceuticals, and shoemaking. However, because of rapid socioeconomic development, the distribution of industries associated with CBP likely changed. What is added by this report? From 2005 to 2019, CBP has become an increasingly important type of chronic occupational poisoning (COP) in China. CBP was mainly found to have occurred in manufacturing industries, especially private enterprises and small and medium-sized enterprises. The sub-industry with the highest proportion of CBP cases was general and special equipment manufacturing, followed by chemical raw materials and chemical manufacturing. What are the implications for public health practice? CBP was found to be the main component of COP in China, so the supervision and management in manufacturing, especially in the medium-sized and small enterprises, need to be strengthened. Occupational benzene exposure limits should also be adjusted accordingly.

Contract Brewing – Production-Oriented Cooperation in Craft Brewing Industry

Tomski Piotr, Menderak Robert

The objective of the paper is to analyze the cooperation in craft beer manufacturing in Poland and to identify the specificity of this phenomenon from the perspective of enterprise management. The sales of craft beers in Poland are growing rapidly. Craft beers have about a 0.5% share in the total beer sales value in Poland. The popular practice in the industry is contract brewing. It is an interesting phenomenon in the field of cooperation of enterprises which can be classified and analyzed as a form of: economic cooperation (generally), production cooperation, outsourcing, network and virtual organization and also coopetition. It is a specific business model. Contract brewing is a complex problem the specificity of which emerges on several levels. Firstly, there is a special way to emerge in the market of craft beers, even while not possessing significant funds by the entrepreneur. Secondly, it is a form of cooperation in the field of production which unites efforts on the side of both the customer and the contractor since it is not limited to normal outsourcing of production to an external entity but involves physical production capacity of the contractor and technological know-how of both cooperation parties. Thirdly, it is firmly embedded in human relationships. Fourthly, it can generate coopetitive relations since the brewery accepting the order may conduct its own activity related to production and sales of beer under its own brand.

Cluster Approach as a Factor of Increasing the Investment Attractiveness of the Region

T. Nikonova, L. M. Yusupova, I. A. Kodolova et al.

Close connection of cluster processes with increasing competitiveness of territories and states has been recently reinforcing the idea of promoting a special approach in modern theory and practice, called cluster policy, that influences the formation and development of clusters. Regional production clusters are built on the basis of the assets and resource base of the territory and include organizations and enterprises of various sectors of economy. The development of territorial clusters can play an important role in solving the problem of attracting investments to regions, since exactly clusters are able to generate innovative mechanisms of management. Cooperation and specialization of entities included in cluster provides them with opportunities to increase both competitiveness and efficiency of their activities and financial stability. Generally, regional cluster policy implies a set of direct, but mostly indirect, activities aimed at reducing barriers to the exchange of knowledge and ideas, as barriers prevent the establishment of effective links between various participants in the clustering process. The article describes the features and conditions of successful implementation of the cluster approach as a factor in increasing investment attractiveness at the regional level. Moreover, the perfect case in point is the experience of implementation of cluster initiatives in the Republic of Tatarstan.
