Abstract After the establishment of the United Nations in 1945, one of its most immediate concerns was the question of the refugees displaced by the Second World War. On 12 February 1946, the General Assembly referred the problem to the Economic and Social Council, recognizing the urgency of the problem and the necessity to distinguish between genuine refugees and ‘war criminals, quislings and traitors’. The outcome was the creation of a temporary agency, the International Refugee Organization, established by a General Assembly resolution on 15 December 1946,2 whose primary function was to assist genuine refugees and displaced persons either to return to their countries of nationality or former habitual residence, or to find new homes elsewhere.
