An encyclopedia of mouse DNA elements (Mouse ENCODE)

To the encyclopedic discourse on the figure of world greatness Ivan Puluj

The article surveys encyclopedic publications that contain entries on Ivan Puluj (1845–1918), from the earliest references in 1898 to the present day. Special attention is given to the wide-ranging and interdisciplinary character of Puluj’s activity, which earned him international recognition. As a physicist, he is regarded among the most notable scientific figures of the late nineteenth century: his fundamental studies of cathode rays paved the way for the discovery of the electron and contributed to the emergence of X-ray science and early medical radiography. Puluj’s achievements in practical electrical engineering and invention are today represented in museums of science and technology across Europe and the United States. In the humanities, he is known as a translator of the Bible from classical languages into Ukrainian and as an advocate of education in the native language. Through numerous public essays and pamphlets, he defended the rights of the Ukrainian language and argued for the opening of a Ukrainian university in Lviv. In political writings published in German in Prague and Vienna at the beginning of the First World War, Puluj forcefully maintained that the establishment of an independent Ukrainian state was essential for peace and stability in Europe. The article also addresses widespread inaccuracies in printed and online sources concerning the life and work of Ivan Puluj, correcting them on the basis of documentary evidence.

Legal Consequences of State Administrative Decisions That Violate Good Governance: An Analysis of Islamic Law and Positive Law on the SDGs

Objective: This study examines the legal consequences of State Administrative Decisions that violate the General Principles of Good Governance (Asas-Asas Umum Pemerintahan yang Baik/AUPB) as regulated in Law Number 30 of 2014 on State Administration, analyzed through the perspectives of Islamic law, positive law, and the Sustainable Development Goals (SDGs). Theoretical framework: The theoretical framework is grounded in the rule of law and good governance theory, emphasizing legality, accountability, and justice in public administration. This framework is complemented by Islamic legal principles such as amanah (trust), ‘adl (justice), and responsibility of rulers, which reinforce ethical governance. From an SDGs perspective, the study aligns particularly with SDG 16, which promotes effective, accountable, and transparent institutions. Literature review: The literature review covers doctrines of administrative law, principles of good governance, Law Number 30 of 2014, and classical as well as contemporary Islamic legal thought concerning justice, leadership ethics, and accountability. Methods: This research employs a normative juridical method through library-based legal research. Data sources include primary legal materials such as statutes and state administrative decisions, secondary materials including scholarly books and journal articles, and tertiary materials such as legal dictionaries and encyclopedias. Qualitative legal analysis is used to interpret norms and evaluate their coherence. Results: The findings indicate that State Administrative Decisions involving dishonesty, abuse of authority, conflicts of interest, or regulatory violations constitute maladministration and weaken democratic governance. From an Islamic law perspective, such decisions violate core ethical principles, while from a positive law perspective, they trigger legal responsibility and administrative sanctions. Implications: The implications emphasize the urgency of strengthening AUPB enforcement, harmonizing Islamic legal values with democratic governance, and enhancing oversight mechanisms to prevent KKN practices. Novelty: The novelty of this study lies in its integrative analysis that bridges state administrative law, Islamic legal ethics, democratic theory, and SDGs-oriented governance.

Some inner metric parameters of a digraph: Iterated line digraphs and integer sequences

In this paper, we first give a new result characterizing the strongly connected digraphs with a diameter equal to that of their line digraphs. Then, we introduce the concepts of the inner diameter and inner radius of a digraph and study their behaviors in its iterated line digraphs. Furthermore, we provide a method to characterize sequences of integers (corresponding to the inner diameter or the number of vertices of a digraph and its iterated line digraphs) that satisfy some conditions. Among other examples, we apply the method to the cyclic Kautz digraphs, square-free digraphs, and the subdigraphs of De Bruijn digraphs. Finally, we present some tables with new sequences that do not belong to The On-Line Encyclopedia of Integer Sequences.

Domination Polynomials of the Grid, the Cylinder, the Torus, and the King Graph

We present an algorithm to compute the domination polynomial of the $m \times n$ grid, cylinder, and torus graphs and the king graph. The time complexity of the algorithm is $O(m^2n^2 λ^{2m})$ for the torus and $O(m^3n^2λ^m)$ for the other graphs, where $λ= 1+\sqrt{2}$. The space complexity is $O(mnλ^m)$ for all of these graphs. We use this algorithm to compute domination polynomials for graphs up to size $24\times 24$ and the total number of dominating sets for even larger graphs. This allows us to give precise estimates of the asymptotic growth rates of the number of dominating sets. We also extend several sequences in the Online Encyclopedia of Integer Sequences.

A half-automated study of a 2-parameter family of integrals

The study of some parametric integrals is presented with a combined approach of analytical development, the usage of a Computed Algebra System (CAS) and of the Online Encyclopedia of Integer Sequences. The methodology for the solution includes a) an analytical investigation for the study of the parametric integral, b) computations with a CAS of the integral for specific values of the parameter, c) investigation of the connection between the integral and special functions or classical numbers, and d) derivation of a general algorithm for the complete computation of the parametric integral. The central example of the paper is the parametric integral \begin{equation*} \label{the general integral} I_{n}^{(p)}=\int_0^{π/4} x^p \tan^n x\; dx, \end{equation*} The work reveals a connection of this parametric integral with Catalan numbers.

Patterns in Multi-dimensional Permutations

In this paper, we propose a general framework that extends the theory of permutation patterns to higher dimensions and unifies several combinatorial objects studied in the literature. Our approach involves introducing the concept of a "level" for an element in a multi-dimensional permutation, which can be defined in multiple ways. We consider two natural definitions of a level, each establishing connections to other combinatorial sequences found in the Online Encyclopedia of Integer Sequences (OEIS). Our framework allows us to offer combinatorial interpretations for various sequences found in the OEIS, many of which previously lacked such interpretations. As a notable example, we introduce an elegant combinatorial interpretation for the Springer numbers: they count weakly increasing 3-dimensional permutations under the definition of levels determined by maximal entries.

The Affective Configuration of the Public Problem of Depopulation: From Resignation to Obstinance

Participation in public problems involves diverse strategies, including the challenging and transformation of hegemonic affective configurations. By exposing and disrupting the established emotional norms, actors gain affective agency, enabling resistance against the prevailing status quo and facilitating active engagement in democratic deliberation. To explore this idea, we present a sociocultural analysis of the Empty Spain Revolt (Revuelta de la España Vaciada) as a compelling case study. Employing semiotic-enunciational discourse analysis, we focus on the affective-emotional dimension, utilizing the movement’s Manifesto and photographs of banners from the March 31, 2019, demonstration in Madrid as our primary sources. Our research reveals the emergence of affective agency through three gestures: 1) Indignation as a Catalyst: Indignation serves as a driving emotion, stemming from frustration due to perceived neglect. This emotion fosters the assignment of responsibility to political parties and fuels demands for immediate action. 2) Pride and Urban-Rural Dynamics: The appeal to urban subject emphasizes the interdependence between urban and rural areas, advocating for justice, equality, and rural dignity. 3) From Resignation to Obstinance: The transition from a resigned figure to an obstinate figure shifts the enunciative agency. The resolute voices of the obstinate subject sustain a collective identity and enable a politically active subject. Our analysis underscores the pivotal role of affects and emotions in shaping public problems and in the articulation of actor. The process of dismantling existing affective configurations and presenting alternative ones not only influences encyclopedias and imaginaries but also impacts collective agency and power structures. This study offers insights into the intricate relationship among affect, discourse, and sociopolitical change.

The Secrets of Salantai Engraving Studio: Stanisław Czerski, the Mysterious Byks, and ‘The Wrong’ Plater

In the early 19th century, the short-living Salantai Engraving Studio became an exceptional phenomenon of the culture of Lithuania: it was here that engravings with Lithuanian (Samogitian) inscriptions were being made. Its founder Stanisław Czerski (1777–1833), who also worked there for a while, was denoted by a talented personality of broad interests. He was a talented philologist, a translator, pedagogue, engraver, ethnologist, a canon of the Samogitian Cathedral Chapter, and a Doctor of Theology. The article investigates the nature of the activity of Salantai Engraving Studio: whether the engravers using the fictitious name of Byks was related to it, if this could be Albert Gorski (1808–1860), the owner of Salantai Manor, with whom of the Plater family Stanisław Czerski was maintaining friendly relationships, as well as other debatable issues which, so far, have been presented in historiography in a multitude of different ways. The objective of this article is to specify some claims on Stanisław Czerski as a promoter of culture and Salantai Engraving Studio while challenging a number of misconceptions that previously were firmly established in historiography, while also providing novel insights in terms of explicating pseudonyms and other relevant issues. The sources of this research are publications in encyclopedias, reference publications and scholarly articles, while also touching upon the relevant archival sources in a number of memory institutions. This research employs content and source analysis methods along with the historical comparative method. The article raises a hypothesis that Salantai Studio was making not only copper engravings, but also publishing lithographs. Meanwhile, the Byks alias appears to have been used by two different engravers. The exact date of birth of Albert Gorski, the owner of Salantai Manor, and a disciple of Stanisław Czerski has been established. Archival sources were used to determine some facts of the biography of Albert Gorski, and his relationship with Stanisław Czerski has been outlined. The claim by Vaclovas Biržiška on the friendship between Stanisław Czerski and Jurgis Plateris (1810–1836) has been disproven. Hopefully, this article will serve for further more extensive research on Salantai Engraving Studio and its founder Stanisław Czerski.

Creation of a Regional Edition of Ruwiki (a Case of the Komi-Language Edition)

The article is devoted to an analytical description of the creation of a regional edition of the new online encyclopedia Ruwiki. The combination of the latest digital and language technologies with 20 languages of the peoples of Russia determines the entire complex of features that influence the creation of not only the overall system of Ruwiki but also its regional-language editions. Using the example of the Komi language, emerging problems, intralinguistic and extralinguistic features are analyzed. Intralinguistic features include purely linguistic capabilities of the edition, such as existence of necessary terminology, possibilities for neology, etc. Extralinguistic features refer to digital infrastructure (keyboard layouts, electronic dictionaries, digital resources, including digital encyclopedias, libraries, etc.), human resources (availability of specialists proficient in computer technologies and specific language; volunteers), availability and accessibility of source materials for writing encyclopedia articles, technical support, financial costs, time factor, etc. An important feature of the regional edition is its personification. One or two people are responsible for each edition, unlike, for example, the Russian edition with an entire team working on it. Each editor of a regional edition is multifunctional: they localize, search for and verify materials, ensuring their accuracy, write articles in the native language on various topics, train volunteers, review the edits and articles made by them, and learn new technologies daily.
