De quoi l’expérimentation urbaine est-elle le nom ?

Experimentation, popular with many elected representatives, practitioners and civil society players, has evolved from being confined to laboratory and scientific activities to becoming one of the essential modalities of contemporary urbanism. But what about the experimental approach itself? Does it refer to the importance of ‘doing it for real’ or ‘doing it on a 1:1 scale’ over other activities more aligned with planning or design? Does it involve overemphasising the regime of experience or incrementalism? Or, on the contrary, should experimentation be seen as a prerequisite for innovation? These are just some of the questions to which the various contributions in this special issue seek to provide answers. Whether we are looking at the experimental schemes themselves, analysing their institutionalisation or observing the urban and political contexts in which they are deployed and established, it is evident that experimentation is observable in its own right in urban research. Whether they are instruments of demonstration policies, vehicles of innovation or analysers of austerity urbanism, objects of controversy, renewed forms of collective action or vectors of gentrification, the urban experiments explored here are rich with lessons regarding current changes in how the city is shaped, governed, and narrated.

Legislação e desenho de paisagens: uma leitura da rua Aurora no Recife a partir da paisagem urbana histórica

O presente artigo discute a ação da legislação no desenho de paisagens a partir do caso da Rua da Aurora, uma das frentes d’água do centro histórico da cidade do Recife, sob a ótica da Paisagem Urbana Histórica associada ao conceito de palimpsesto. Com base na investigação histórica e documental de legislações, mapas cartográficos e fotografias, faz-se uma leitura de quatro tempos dessa paisagem: (i) Tempo 1: o início dos aterros e a consolidação da Rua da Aurora; (ii) Tempo 2: a fase das modernizações; (iii) Tempo 3: o período preservacionista e (iv) Tempo 4: a época dos arranha – céus. A análise das legislações municipais e estaduais nesses quatro tempos históricos permitiu compreender o papel que essas normativas tiveram como impulsionadoras e guias das modificações e consolidações, revelando desenhos de paisagens na Rua da Aurora.

El agua potable en la agenda pública de las instancias metropolitanas en Guadalajara

El objetivo de este artículo es identificar por qué las instancias metropolitanas no estuvieron preparadas para atender la escasez de agua de llave que vivió la Zona Metropolitana de Guadalajara (ZMG) en los primeros siete meses del 2021. Para esto, se analizó la creación del Sistema Intermunicipal de los Servicios de Agua Potable y Alcantarillado (SIAPA), así como las instancias que se crearon en el 2011, específicamente, el Consejo Ciudadano Metropolitano (CCM). Para el desarrollo de esta investigación fue necesario hacer una revisión bibliográfica, documental y hemerográfica. Se solicitó información al Instituto Nacional de Transparencia, Acceso a la Información y Protección de Datos Personales (INAI) y se realizaron 15 entrevistas semiestructuradas a miembros del CCM de la tercera generación, a regidores, a integrantes del Instituto Metropolitano de Planeación (IMEPLAN) y a varios habitantes de la urbe. Asimismo, en mayo del 2021, se hizo trabajo de campo en algunas colonias de la ZMG. Se aplicó una encuesta virtual a 382 moradores del conglomerado urbano. Los resultados muestran que, por cuestiones políticas, económicas y organizativas, las instancias estudiadas no han logrado proporcionar la cobertura y la calidad del agua potable que la ciudadanía requiere, situación que se ha agravado en tiempos de pandemia y de crisis hídrica.

Biomimetic design. Heteronomy and autopoiesis in the integration between technology and biology

Applying systemic thinking to the resolution of complexity in biomimetic design allows technological integration between biological and man-made systems, thereby creating an autopoietic building organism. Emulating Nature in projects requires know-how cross-fertilization and hybridization. Mechanical solutions and those associated with the properties of materials are by no means the only options adaptive architecture can resort to in reproducing natural processes. This paper illustrates experiences that adopt adaptive autopoietic strategies at both urban and architectural product level. These strategies are typical of the natural world and involve the integration of technology and biology. The described experiences aim at highlighting the link between biomimetic design and the heteronomy of disciplines.

The energy transition process is often restrained by oppositions and paradoxes that block its effective realization. The landscape project, as an instrument for anticipating future spatial arrangements of a territory, can help to address the process by integrating infrastructural, touristic and environmental systems in a coherent vision. The article explores this option within the case-study of Pantelleria, emphasizing opportunities and obstacles linked to a scenario-based approach and arguing that a change in the energy production must correspond to a parallel evolution in the ways of generating and interpreting new landscapes. The path towards the island’s self-sufficiency is developed through the proposal for a large-scale “energy ecosystem”, capable of establishing alternative uses of the territory by narrating the dynamic interaction between the elements involved in the transition process: light, air, land and water

Design is an inherently fluid process, that intrinsically has to remain open to be shaped by contexts and constraints and that, once applied in its many variations, extrinsically can influence the flows of matter, life, information, and energy that make up urban space. However, to design the city means to intervene with an irrepressible environment that is rhythmically changing and in constant flux. As, given enough time, nothing in the city remains as is, materials decay, fluids flow in and out, people stop by or die, thoughts sink into oblivion, and energy just dissipates. Designers might have to acknowledge their impermanent impact and focus their efforts on influencing the flows that are mostly out of their control. Fluid design is a proposal to add relationships, process, flows, and patterns to the traditional design concerns of form and meaning. And suggests, not only, that actions inspired by water management and electromagnetic wave theory, such as blocking, spreading, sinking, amplifying, dampen, modulating, or diffracting, could be used to continually shape the flows that make the city. But, also that analysing the urban fabric from a systemic perspective and seeing it as ecosystem that can be influenced by changing its underlying flows and structures, gives designers a powerful new toolkit to influence the further development of cities.

O planejamento, que é um conjunto de ações e de construção do desenvolvimento urbanístico, constitui uma ferramenta alternativa para minimizar os efeitos da interferência do homem no meio ambiente. Neste sentido, o planejamento urbano é indispensável para as implantações de ações delineadoras para os municípios o qual desencadearia melhor controle sobre o uso e ocupação do solo, podendo estabelecer medidas de preservação das áreas verdes. Com objetivo de analisar a questão do planejamento urbano, tendo como procedimento metodológico a Revisão Integrativa Sistemática-RIS, que se trata de uma revisão de artigos utilizando os critérios de seleção: temática, escala de tempo, idioma, resumos completos, a credibilidade dos periódicos (qualis de A2 a B2) com fator de impacto relevante, foram obtidos 20 registros de estudos sobre o tema em questão, publicados entre os anos de 2010 e 2015. Na análise, pode-se constatar que os principais problemas que interferem na redução das áreas verdes são a falta de planejamento e as falhas nas implantações de projetos e de infra-estruturas urbanas (construção de moradias, indústria, arruamentos, rede de esgotamento e drenagem), principalmente nas cidades grandes, interferindo na conservação dos ecossistemas, elevando a perda da biodiversidade urbana e, consequentemente, comprometendo a qualidade de vida.

The adaptive reuse of historic city centres. Bologna and Lisbon: solutions for urban regeneration

The European historic city centres are currently experiencing innovative approaches for rehabilitation of urban spaces afflicted by social and physical decay. The revitalization challenges are a consequence of the integration of contemporary technologies and solutions to achieve new requirements and of the impacts of socio-economic dynamics. Understanding and boosting the drivers connected to the cultural potential of the historic city centres can play an important role in adaptive re-use. This paper focuses on the synergy between cultural heritage and urban development, cultural heritage preservation and local economic growth, proposing adaptive reuse design practices applied in historic city centre, through the adoption of a multi-criteria methodology for heritage-led regeneration.

Museum merupakan tempat yang sering tidak bisa dilewatkan oleh wisatawan guna memuaskan rasa ingin tahu tentang keunikan dari sebuah kota tujuan wisata. Museum juga sering dikunjungi oleh baik para ilmuwan maupun para akademisi yang melakukan studi/riset/kajian tentang hal-hal yang memiliki nilai-nilai keunikan historis, arkeologis, estetis dan termasuk semua hal yang bernuansa memorabilia dan nostalgia. Ullen Sentalu merupakan museum yang agak unik karena di samping lokasinya yang agak jauh dari hingar bingar kesibukan kota, namun keberadaannya merupakan kebutuhan seni budaya perkotaan. Keunikan dari museum ini terletak pada nilai koleksi artefak-artefaknya yang menghadirkan khusus tentang benda-benda kewanitaan yang bernuansa warisan budaya monarki Mataram Lama yang berbeda dengan koleksi museum lainnya di tanah air.   Museum is a place where tourists are unable to easily neglect for satisfying their curiousity about the uniqueness found in the tourism destination cities.The museum is also commonly visited by artists, academicians, and scientists for their research and studies of variety subjects which discuss the values of historical, archeological, and aesthetic uniqueness, and any subjects that are concerned with those of memorabilia and nostalgic evidence. Ullen Sentalu museum is rather unique when we see the location in the ’remote’ area which is far from the frenetic bustle of the city yet its existence constitutes the needs of urban culture. The uniqueness of this museum lies on the value of artefacts collections which particularly bring the feminine objects nuenced the cultural heritage of the Old Mataram monarchy which are completely different from other museum collections in the country.

The compatibility of off-grid technologies in the rehabilitation of energy network of minor historical centres

The research links the issue of recovery of the small Italian historic centres to the environmental issue, proposing the sustainable recovery as opportunity to carry out a virtuous action in the territory. The study of these territories, particularly the inner area of Abruzzo Region affected by the earthquake of April 6, 2009, offers the opportunity to carry out a research that aims to redevelop a heritage abandoned for year, now further compromised by the earthquake. An operational methodology aimed at energetic rehabilitation of the minor centres has been drawn up, which starts from an in-depth knowledge of the investigation area, identifying its peculiarity. Then we analyzed the intervention area and highlighted the applicable technologies through a careful “process of compatibility” (Zordan et al., 2002) with the context. In the present study there is an interest in the topic of energy networks, in their state of use and deterioration and possibility of renewable energy sources integration. In particular, we examine/analyze the off-grid technological systems potentiality and criticality, identifying the possibility of their application in the minor centres.
