Cabaran Komunikasi Majlis Keselamatan Negara (MKN) dalam Menyelaras Pandemik COVID-19: Analisis Tripartite Model of National Security (3Ps / Model 3P)

National security threats have now grown to include health issues as a new security agenda with the emergence of the COVID-19 pandemic. It has become a major crisis for the country when many lives have been lost, and the country's economy has been affected. As the threat has become a national crisis, the National Security Council (NSC) are responsible for managing it as the main national security coordinator and other agencies. Many strategies are implemented by NSC, including the Movement Control Order (MCO), quarantine for those with symptoms, use of disease control equipment, symptom detection through MySejahtera, vaccination, closure of non-essential business operations, country entry and social events restrictions, the establishment of call centres and assistance to the people. However, there are challenges involving NSC communication problems with ministries/agencies and people. Therefore, it is important to analyse what forms of communication challenges and their effects on the country and people enable NSC to improve. This article uses qualitative and analytical methods via primary and secondary documents, such as official reports, academic journals and online news, to elucidate the Tripartite Model of National Security (3Ps / Model 3P) used as a research analysis. The study found that communication challenges have caused people concern, increased cases of COVID-19 infection, confusion and ignorance of the government functions and roles, lack of government capacity to provide personal protective equipment (PPE), wrong actions/movements by the people and the spread fake news, but MKN managed to address it through the involvement of all parties.
