Supporting Defence Planning in Ukraine: the Current Regulatory and Legal Landscape, Issues and Areas for Improvement
Abstrak
Purpose. Systematise and analyse the regulatory and legal framework for defence planning in Ukraine, identifying areas for improvement in line with NATO standards and wartime conditions. Method. Analysis; synthesis; comparison; formalization and evaluation of the material; abstraction and conjunctural analysis (thinking). Findings. The evolution and current state of Ukraine's regulatory and legal framework for defence planning has been analysed. Its three-level structure has been systematised and the main achievements in implementing the Capability-Based Planning (CBP) approach in accordance with NATO standards have been identified. The existing problems of fragmentation, bureaucratisation of procedures, lack of a unified methodology for assessing capabilities and insufficient interagency coordination have also been highlighted. Theoretical implications. The aim is to develop a scientifically sound system of knowledge about the regulatory and legal framework for defence planning in Ukraine. This system can be used for scientific research and teaching in subjects such as public administration, national security and law. It can also be used to develop new concepts and legislative initiatives aimed at improving the defence planning system in line with NATO standards.
